high of 65 this afternoon from there, temperatures keep warming, and we'll talk about the warmest day this week will be coming up, bill? >> thank you, elizabeth. today durham city council expected to vote on body camera proposals. >> this is the next step in getting body cameras for the city's police officers. wral's mikaya thurmond joins us from the newsroom. what the council members be voting on today? >> reporter: today's vote would authorize the city manager to execute a contract with the body camera vendor. that means he would be able to purchase the cameras, and all related software and services. this comes on the heals of several very police public shootings nationally where the actions of both the officer and suspect were called into question. last month, the vote was postponed after concerns about the original video access policy. durham city leaders wanted the public to have access to the video.

the video should be released. this proposal would allow up to $366,000 for the purchase of the body cameras. bill and renee, the meeting is set to start at 7 p.m.. >> all right. mikaya thurmond, on the issue of body cameras in durham. >> and also, the full city report council is due. this report comes out four times a year, but this is the final quarterly report for 2015, and it also contains a summary of the entire year. today we expect to hear more about the direction raleigh leaders see in the future. nancy mcfarland, mayor, will deliver the state of the city address during a meeting with the raleigh rotary club at 12:30. and mayor john burns said it's

activity, and will spell out how town leadership is planning for the growth and challenges for all the changes. and a proposal to held property tax evaluations is being determined. they determine your home worth every eight years. under that proposal would change to four years. supporters say this will heap ease sticker shock who see rates increase significantly after the eight-year checks. wake just had the revaluation. if passed they'll vote at their march 21st meeting, giving residents a chance to weigh in. after a busy weekend this morning, the presidential candidates are focused on the next primary, which is tomorrow in michigan. >> tracy pots is in washington with more on what numbers are looking like there. >> reporter: hi, renee and bill, good morning, every. the republicans are already very

he's accused of then stabbing a liquor store owner and setting him on fire killing him before using an accelerant tow set another man on fire -- to set another man on fire. police shot him multiple times in his backyard after he fusing to drop his knife and the accelerant. at last check he was in critical condition. police say their investigation is progressing but they're not ready to release any more information about a shooting in raleigh. it happened around midnight saturday, along bragstreet. -- bragg street. and in fuquay, neighbors tell us they heard a fight outside and heard gunshots. we're told 21-year-old douglas shot. no arrests have been made.

for a tan or brown chevy malibu. also, in fuquay-varena, officials say a greece fire started in the restaurant on north main street -- grease fire started in the restaurant on north main street. we're working on the extent of damage and when the restaurant will open. no one was hurt. duke energy says a nuclear power station caught fire in south carolina. a problem with a transformer led to the fire. the plant declared it an unusual event, that's the lowest of four nuclear emergency classifications. workers shut down one unit as a precaution. no one had to be e lack vated. attorneys for bowe bergdahl want to meet with donald trump. they're concerned -- evacuated -- and last year trump called the sergeant quote a no good trade who are should have been executed -- trader, who should

governor mccrory declared this week severe weather preparedness week in north carolina. >> he's reminding us with the possibility of tornados, flash flooding and severe thunderstorms we need emergency plans, an emergency supply kit and keep an eye on weather alerts. last year in north carolina there were nine tornadoes, more than 130 incidents of flash flooding and more than 500 severe thunderstorms causing more than $12 million in damage. >> good to be ready. >> cannot emphasize that enough. >> you know, because it was the week before last, we had our first tornado outbreak. we had three right in our viewing area, and some damage fortunately nobody was hurt, but it is that time of year. we figure march, april, and may, as really the peak of the tornado season in our area. so we'll be talking more about it through the week. let's talk about what you're the door. in the forecast. we have a nice dry period ahead

temperatures. our winds are calm, our dew point right now, also in the 30s. you might run into a little bit of patchy fog. we've seen some lowering just yet. our d point's 34, humidity at 89%. some of the viewing area seeing visibility down to 4 or 5 miles. we'll keep watching it. 32 in roxboro, south hill and roanoke rapids. a number of folks seeing temperatures at or below freezing right now. 29 in sanford, but 36 in southern pines. 35 in fayetteville, 32 in smithfield, and in goldsboro. satellite and radar picture, showing quiet conditions. high pressure tends to keep things pretty dry for us. high pressure has winds that are clockwise, and create a ridge. typically high pressure means we'll be dry underneath it. the precipitation is back to the

around this ridge and we stay dry. we'll see a change in the weather and we'll have a nice warm up as this high shifts off to the east. we'll gets into nice southwesterly flow, and eventually we'll end up some precipitation. that ridge hopes to warm things up nicely. we'll see 65 today, mid-70s tuesday and wednesday and nearly 80 degrees for us on thursday. our normal high temperatures this time of year, is 61, 61, and 62, and it really does climb pretty significantly during the month of march. towards the end of the month our normal high temperatures is close to 70 degrees. so we expect big changes in the month of march. now of course with these warm temperatures that we'll see this week, you may be tempted to get out and plant. already we're seeing daffodils, tulips are blooming and we'll see more of that into the week. the average latest freeze for most of our viewing area is the first part of april, so if you really want to make sure your

going to want to wait until after easter before you do any planting. northern sections are mid-to-late april when we see the average last freeze, so we are still have a little bit of time before you want to rush out and start planting things. when you look at the seven-day forecast though and you think, we're all good, but temperatures are near freezing in some places this morning. 44 on tuesday morning and morning lows will be in the 50s, and temperatures in the 70s. you can see how you're going to be tempted right? 65, our high temperatures today, this morning, 58 degrees at lunchtime. we're going to have a nice warm up getting into the end of the week, and over the weekend, it's possible that we'll see just a few showers. on saturday, it is reptile and amphibian day at the north carolina museum of natural sciences, one of their big events, that and bug fest, you can play with frogs and snakes and all kinds of cool amphibians. it's going to be a pretty day with the exception of a little bit of rain.

officer killed her first day on the job. ashley guindon's funeral will be held today where she lived as a child. she was shot and killed responding to a domestic violence call in woodbridge virginia last month. the suspected shooter killed his wife and wounded two other officers before surrendering. a cvs pharmacy that was heavily damaged involving the protests a year ago is back open for business. the store on pennsylvania avenue burned during the riots over the death of freddie gray. construction began this august. a second cvs pharmacy that was rebuilt after the riots roped last month. opening statements begin in the former civil trial involving hogan and a gossip web site. hogan is suing gawker, for a sex tape.

officially started spring, we've had an outbreak of severe weather, and almost two weeks ago, where we had three tornadoes. across the state, annually, we have 26 tornadoes, and three deaths, 36 injuries. severe thunderstorms of course also an issue for us. it does take a strong thundersrm to cat a tornado, but not all strong storms create tornadoes, and create the same sort of damage we see the tornadoes with winds over 58 miles-per-hour, and large hail. and so do you know the difference between a watch and warn something a watch means it's possible for severe -- warning or watch means it's happening in your neighborhood, especially if it's a warning you need to know your safe spot, which is always a basement or small first floor room with no windows. hopefully it will be a fairly quiet severe weather season for

some tornadoes in the area so far this year. it feels cold this morning, 37, is the temperatures, at the airport. our dew point, 34. humidity, at 89%. south hill, 32, 32 in roxboro, 34 in southern pines and erwin, 32 in goldsboro. lots of folks seeing temperatures at freezing right now, and it is a little bit colder than yesterday. anywhere from two to almost 10 degrees colder depending on where you are. satellite and radar showing mostly clear skies for us thanks to this high pressure system. this high pressure system is not going anywhere, any time soon. most of these clouds up into the great lakes, we may see a break-in clouds as that moisture moves up and over the clouds. high pressure system tend to bring us dry conditions and certainly that's what we'll see through the day today. we start at 8 a.m., looking at

warm up. temperatures this afternoon should climb into the mid-60s and from there we climb into the 70s. 65 for the high temperatures this afternoon, again starting chilly in the 30s, by lunchtime, 58, and a high of 65. so very pleasant warm up. and that high pressure system just stays put. it's going to shift offshore just a little bit, and around it of course we have that flow coming up from the south really keeping those warm temperatures in place. it's going to allow us to warm up to 77 by thursday. 81. set back in 1974. 38 is the coldest high temperatures, and over the weekend, back down into the low 70s, but of course that's still 10 degrees above normal for this time of year. over the weekend, there may be a few scattered showers, watching a system that developed across the gulf, and across the area. temperatures should stay mild. a little bit cool with mid-40s but then the rest of the week,
