the school system has 65 fewer bus drivers this year. that means fewer routes and fewer stops wral's bryan mims tells us....school officials say this is not an issue of budget cuts, but one of retention. you can make nearly 13 bucks an hour as a beginning school-bus driver in wake county. that's working two shifts a day -- and working through traffic in a county with more than a million residents. wake county schools spokesman bill poston says something else that's not easy: keeping drivers. "we have been busy trying to recruit drivers. the thing is, when the economy improves, people often look at other jobs that pay a little better and they don't have to double shift. it's a demanding job." fewer drivers mean fewer bus stops and a shuffling of routes, even as the number of students keeps growing: 2-thousand more are expected this year.
10:46 pm
2013-and-14 school year. that number downshifted to 825 last year. and this year, the number stands at 760. what students will see are buses that are fuller, but not overcrowded -- school officials say that would be unsafe and against the law to exceed maximum capacity. poston says the district has spent the past three years working to make busing more efficient and still get kids to class on time. "the routing plan is based on the number of drivers we have and where we can go from there." all told, buses will make schools' spokeswoman lisa luten says with the changes, there could be some bumps in the road next week, but they usually smooth themselves out. "what parents should know on the first day of school is that they should be there 10 minutes before the bus is expected to arrive. that allows for changes in schedule." that was bryan mims reporting.... so, if a student is used to riding that's usually three-quarters full, that bus may now be

posted on the wake county public school system's website. we'll have team coverage on the return to school for students tomorrow starting at 4:30 am on wral. state lawmakers are paying a million dollars to an outside firm to study school construction needs in all 100 counties. wral capitol bureau chief laura leslie explains... it's an ambitious project that legislators hope will give them a clearer picture of which counties face the greatest challenges. under the current system, the state pays most of the cost for teachers and school employees, while counties are expected to pay for the buildings. while counties like wake can't build new schools fast enough to keep up, other counties can't even build one. senator tom mcinnis represents scotland county. it has the state's highest poverty rate and jobless rate. he says it has the highest property tax rate, too. 5815 a dollar and three cents. that's just the county.and that's plus a solid waste fee on top of that. sothey can't charge any more taxes. they're past their limit for taxes. 27 but yet they have
10:48 pm
5832 previous studies on the issue have recommended extra state funding for low- wealth counties. but mcinnis says that amounts to more than 70 counties out of 100. 5900 so we need to get it down to what real need is, and that's the bottom 20 or 30 or 40 that are historically rural with high tax rates with no opportunity for growth, with decreasing population 5916 house budget chairman nelson dollar says the study will come up with a long term plan that could include more targeted assistance. 115253 it varies greatly whether you're talking about urban or rural or suburban or bedroom communities. so it's very much a challenge to determine what those needs are. 115305 that was laura leslie reporting.... the state is currently in the
10:49 pm
the study's final cost will almost certainly be more than the one million dollars in this year's budget. but budget writers say if it helps the state spend money more effectively, it'll be worth it. next on rewind.... adversity hasn't stopped this local sprinter who is headed to the paralympics. what drives him...still ahead. plus, you are going to fall in love! promise! we hear from a little boy who is recovering from hand transplant surgery. this is our 60th year of wral, serving the people of
