that neil armstrong took the historic first step. but for those that watched as it first happened it's something they will always remember. >> we were gathered around the tv, and we were so excited we didn't know what to do with ourselves. had he stepped on the moon, it was like we all stepped as well. >> it was late at night and i stayed up and watched the whole thing. it was quite amazing. this man on the moon, it was pretty amazing at that time. >> millions of people around the world watched in awe as armstrong walked across the surface of the moon. it represented so much, the promise of science and technology. a cold war victory over the ussr. >> it was just quite amazing to think that somebody was up there. you look up at the moon when you are a kid or an adult or whatever, and you see the

astronauts to study heat flow, magnetic things and solar wind among other things. the astronauts abod the international space station are dealing with a problem. more om coming up at 11:15. breaking news now just in to news4. a soldier from the new york neck of virginia was killed in afghanistan. david spicer was one of two marines killed on july 13th. he was based at camp law junlg in north carolina linea. an american soldier who disappeared from his base last month is now featured in a new video from the taliban. bowe bergdahl asked for the troops to leave the country. and there is more to it than

meets the eye. what are you learning about the video? >> first of all, as disturbing as this is, american military officials are relieved because it's the first time they have seen or heard from bergdahl. he was under tremendous duress to say the kind of things that the taliban sort of shoved in his head to say regarding his situation there and regarding the war, and calling for the return of u.s. troops from afghanistan to bring an end to the conflict. in that case it's not surprising that he would say that. while he appears to be a good physical attention, there were a couple times where psychologically he is on the edge. >> what do you think of the new

bed, and the hair cut, the growth of a new beard, and clothes. >> he does not look like the young american soldier that left his base in eastern afghanistan, and was subsequently captured by the taliban three weeks ago. some are wondering has he gone over to the taliban, because he looks so much like them with his head saven, and the wisp of a weird around his jaw line, and the clothing, and based on intelligence they have they are confident that he was an unwilling participant in the videotape put together and released over the weekend by the taliban. >> thank you so much for joining us this morning. new at midday, a confession from the gunman that survived the ddly bombing in mumbai. that was in november. 166 people were killed in that attack.

in court today he stood up as the prosecution was calling their witness and told the judge he is guilty. it's not clear why the 21-year-old made the confession after denying any wrong doing. if the confession holds up in court it will give creditability to india's claim that terror groups were behind the attack from pakistan. and the "washington post" reports five officers are connected to the game operations who are known drug dealers. and they are looking into whether the officers are connected to several murders connected to the rings. and police have arrested two people in connection with the shooting death of a 19-year-old at a house party. it happened early yesterday

i think we will see changes. we have our first forecast. good morning, tom. >> we do need rain. this is one of the driest julys in certainly recent memory, and may be one of the driest on record if we keep it up. this morning on radar, we don't have any precipitation around the metro area, but we have a few sprinkles in cothe county. we have showers off the coast that will continue to head up toward new england. and showers are heading to the north. we may have a passing shower or thundershower this afternoon. highs only reaching the low 80s. i will show you the forecast for the rest of the weekend and week in just a few minutes. we will head out to jerry edwards to get an update on the

we have breaking news just in to news4. we just learned that another child died from a fire at an apartment buiing in river dale on friday evening. the 7-year-old died at prince george's county hospital yesterday afternoon. his 5-year-old brother died on friday. the fire was a result of food

left unattended on the stove. in other news now, hitting the road in virginia anytime soon? you might want to make sure you go before you go. starting tomorrow there will be a lot fewer rest stops on the highways, including a popular one in our area. tracy joins us for that one. >> and signs are already posted that the rest stops could no longer be open to cars starting tomorrow. 19 rest areas throughout the commonwealth will close, most starting tomorrow. the virginia department of transportation officials say it cost $5,000 a year to keep the rest areas open, and virginia is looking to save money. the closing should save $9 million a year, helping to close the $2.6 billion short fall in the budget. they want to allow the stops to

be commercialized to keep them running. >> most people use it to rest. if you are tired, youeed to rest. if you need to use the rest room, you need to do that. and kids need to get out of the car to stop screaming. >> i think the rest stops are critical to the safety, and for you to take that break when you need it. the spokesman said tourists need to stop. the i-66 stop will remain open until next month. federal investigators say the operator of the light-rail train turned off the automatic controls moments before the

crash. and the light-rail slammed into a parked train injuring 48 people. if the operator kept the autopilot on, the accident could have been avoided. the train did not have any mechanical problems. and metro riders in our area can expect more delays next week. there are fewer trains running and the trains are running slower than usual. and investigators are continuing to look into the cause of last month's deadly crash. riders are being advised to add an extra 30 minutes to their commute. and astronauts aboard the space station have a difficult and rather unpleasant task today. one of the two toilets has flooded. there are 13 astronauts onboard. and they could not get the problem righted so they will have to get it right today.

that's more work than they bargained for in space. they have to do space walks, and now -- >> now they are looking for the plunger, of all things. >> we are looking for rain. this is certainly a dry july. they did get some rain in the desert southwest, and some of the storms that hit near albuquerque, new mexico, yesterday evening put on an incredible lightning display. you get much more vivid ghtning displays because the air is so dry you get excellent visibility. look at that. incredible lightning around albuquerque, new mexico. a line of storms rolled across new mexico and arizona last evening. around here, our sky this morning has been cloudy. we have had a little bit of sunlight. this is a view from the sky watcher camera over the last couple hours. we did have a little sunshine briefly. and then it clouded right back over. the live view of our sky watcher camera is still showing a lot of

cloudiness around. the city camera showing the clouds over the potomac river right now. and right now at reagan national, which is to the right of the screen, it's 76. so far this july, they only measured a little over a quarter of an inch of rain. if we don't get any more of that, this will be the driest july on record. and let's take a look at radar now. we are hoping for rain. and a lot of lawns are parched around the region. this is just now exiting culpepper county. it may drift into warnton over the next hour or so. and prince george's county, and st. mary's, right near the bay. up to the west, in the mid-70s. and montgomery and fairfax county, a little sunshine breaking out there. sun at the blue ridge at this hour where they are in the low 70s. and then it's near 80.

sunshine at the beaches. near 70 out at the mountains. and the dew point is still not bad. 62. but it's quite humid in richmond and down to raleigh-durham as well. and the humidity with the upper level flow will begin to increase here around our region, getting a few sprinkles out here in west virginia. there is a little thundershower getting going in southwestern virginia. and this is associated with a stalled front that stretched across the south land this morning. there is a weak low that will track along and move over the outer banks and then head out to sea. and it will give us a chance for showers to develop over the next 24 to 36 hours. and so over the next 36 hours, you see the blue and green, and that's a chance of rain. and then that will pull away. we will still have unsettled conditions for the next couple days with the front that will be

900 acres and the second is 400 acres. the hot and dry weather is making it difficult for firefighters. there are no reports of any injuries so far. authorities don't believe the fires are connected. a private funeral service for anchor man, waltter cronkit. he was 92 years old. a public memorial service will take place within the month at new york's lincoln center for the performing arts. the final resting place will be in a family plot in missouri next to his wife, nancy. and mccourt is best known for his memoir, "angela's ashes." it was published in 1996, and it became a best-seller. the book earned him the pulitzer prize. and next at 11:30, the

the u.s. military is denouncing video that serviced on the internet that shows an american shoulder captured in afghanistan. it's the first sign of bowe bergdahl since he disappeared two weeks ago. it violates international law. more on this in minutes. and president obama welcomed the crew of "apollo 11" to the white house earlier this morning. they were invited to the white house to celebrate the anniversary of the walk on the moon. meanwhile, the astronauts will celebrate with their own space walk. and today they will venture out to hook spare parts to the iss. it's the second walk in three days. they will also spent some of the day working on a broken toilet. virginia is closing down nearly half of its rest stops.

19 rest stops were closed to help shrink a budget gap. right now virginia is struggling with a $2.6 billion budget hole. it will save the commonwealth $9 million a year. and let's head outside now. we do need the rain, and tom kierein has the details. >> we have a small chance of needed rain later this afternoon. right now, though, we don't have any precipitation around the region, exsept way down. and we have a few sprinkles here pulling to the north. it's tendsing to dissipate as it heads to drier air. and it's in the upper 70s in prince george's county. fairfax county in the mid-70s. and there is sunshine to the west. we have a cloud cover over

washington now. there is a little southern maryland around the bay. it's in the upper 70s to near 80s there. and in prince george's county, prince andrew's base is up to 78 from 73. less than 2/10 of an inch. we are on the 20th day of july. this is shaping up to be one of the driest julys on record. and now out of the mountains, it's near 70. over the last six hours we have seen a few showers pulling north and developing more in north carolina, and southern virginia, and southwestern virginia, and that may move into the metro area later in the afternoon. there is a passing chance of a passing shower, and we do not anticipate thundershowers. and we may have a passing thundershower through the evening, and passing shower as well between midnight and dawn. and then on tuesday, it looks like mostly cloudy. probably a greater chance of showers and thundershowers tomorrow with highs around 80.

hour. back to you. >> thank you, jerry. now to a developing story that we are following closely this morning. an american soldier that disappeared late last night in afghanistan is now featured in a new video from the taliban. bowe bergdahl expressed fears he will not be coming home, and now his family and friends and fellow soldiers are prang for his safe return. we have the news from capitol hill. >> he appears head shaven, and no uniform, and sounding distressed. >> i am scared i will not be able to go home. >> miss them, one says, about his family in idaho. >> i miss them every day that i am gone. i miss them. and i am afraid that i might never see them again. >> family and friends are

worried, too. >> as long as he is alive, of course, certainly hope. and so that's what we are holding out for is that he will be released. >> please, please bring us home. >> in the video, bergdahl tells americans to pressure president obama to bring troops home from afghanistan. the u.s. military rejected the plea and condemns the video. the top senate republican says he backs the president's war plan. >> i am happy toay something nice and supportive about him here, i think he has done the right thing in iraq and afghanistan. >> reporter: bergdahl walked away without his weapon and was captured. >> this is a minor victory in the battle for hearts and minds. >> reporter: as fighting escalates in afghanistan, u.s. commanders warn of more casualties ahead. even this summer as clashes

intensifyi intensifying, july has been the deadliest month of the 8-year-old war. a military spokesperson says this is the first time she can remember a u.s. service member being held captive by the enemy in afghanistan. there were earlier cases in the intense cases in the fighting in iraq. and now, president obama holds to hold a round table discussion at the children's national medical center. and the white house wants the house and senate to pass separate bills before an august recess. that deadline faces obstacles. lawmakers need to turn the five plans into one that will work. paying for the health care plan remains the challenge. and it's underscored with a report that says the plan being worked on in the house could increase the deficit by $239 billion over a decade. right now, former nfl vick is out of federal custody.

he completed his 23-month sentence. he can now shed the electronic monitoring bracelet that he has been wearing for the last two months. also happening right now, the case against a man accused in the deaths of eight people in a street racing crash is under way. it happened in february of 2008, along indian head highway, and pine drive. taylor and bullock were racing when bullock's car plowed into a crowd of 200 spectators. and a judge ruled they will be able to allow dna tests and statements as evidencen the manslaughter case. now the latest on michael jackson and the latest on his children are still in limbo. and sources say the 79-year-old

katherine jackson realizes she cannot raise the children alone. two of michael sisters are emerging as possible parents. >> they need a younger person. >> debbie rowe is not out of the picture either. she is said to be negotiating a possible deal. as to the investigation into the death of michael jackson, murder charges are not likely because there is still not enough evidence to make a case. bicyclists beware in the district and northern virginia say thefts are on the rice. it's happening time and again to even those that lock up their bis. >> reporter: tim fleming is test driving a new bike. a few months ago, his 15-year-old mountain bike was stolen outside of the dupont circle metro station. >> it's odd that anybody would take a chance to break through a

lock at a major metro station in order to get their hands on that bike. it was not that valuable. >> in d.c., police depositartme are making everybody aware. >> i was at a friend's house, and i saw them going at the bike lock with a big grinder. >> reporter: they say bike thefts are similar to auto thefts, they go to chop shots. >> there is a racket that goes up and down the east coast. somebody will steal a bike in d.c. and ship it up to new york city where the same thing will happen, and it will go to a chop shop, and people take it a part and put it back together as a new bike and sell it. >> securing a bike with a u lock is a must, and try not to leave it out overnight.

a dramatic rescue in wisconsin, and it's caught on tape. a woman and two young children were pulled from a burning car in milwaukee. take a look at this incredible home video. their suv flipped over and busts into flames. and fate would have it, two off-duty firefighter brothers stopped and got them out. one child was trapped. >> it was horrific. the car was engulfed in flames.

and the child was just inside there screaming. all you could -- all i could see was the child's face, and it seems it was perfectly fine. but you could see the car seat around that child was burning. and the child was literally burning in front of me. and it was very horrific. and it just -- it compelled you to act. the brothers were finally able to free the badly burned 4-year-old from his booster seat. the 6-year-old remains in critical condition. the firefighter suffered serious injuries to their hand. bad weather is being blamed for the pileup on the german autohn today. 66 people were injured in the pileup. numerous ambulance and a medical helicopter were called to the scene. and they had to set up a tent to tend to the injured before they were taken to the hospital. and the crane was probably

conservative shoes. ge you are wearing that or with sometengor m conservative, this is the show peace. >> how would you wear that? a lot of people want to know how do you still make it look good with professional outfits? >> you don't want to be matchy, matchy. they should not be the same color as your bag. the days of matching your hair band and shoes and socks, that's over. you want to do something more contrasting. the obama girls look good in their color coordinated outfits. and this is affordable. this is blue on blue. it will be great. for this, yellow shoes would set it off, or a yellow dress for the weekends, if you are feeling bold. something to make the color pop.

all around the region now, we are in the mid and upper 70s. it will warm up another five or six degrees for the high by later on this afternoon. southern maryland near the bay in the upper 70s now. in the mountains, they had a cool start there in the 50s. now it's near 70. andrew's air force base up to 78 from a morning low of 63. eastern shore now near 80 degrees. and around the region, increased humidity as we progress, and the southerly flow is showing an increase in showers. that's continuing to advance to the north. for the afternoon, mostly cloudy and a slight chance of a shower or passing thundershower. highs reaching the low 80s. and it looks like a cloudy evening as well. could have a passing shower or thundershower through mid evening. and then during the day on tuesday, it looks like a mostly cloudy day.
