what's going on and who's getting it. first and foremost, a severe thunderstorm watch in effect for a good part of the region until 9:00 tonight. those are the counties shaded in pink. we have severe thunderstorm warnings in effect right now for howard county and for areas north up towards it looks like baltimore county, hawpeford county and carol county. doppler radar, things are quiet now in the beltway. up towards the north we're seeing nasty weather. as we zoom on in, right around i-70 in northern howard county, this is where we're dealing with nasty weather. this is actually moving towards the north and towards the east. these thunderstorms do have a history of producing lots of lightning, alsopenny-size hail and strong gusts. gusts in excess of 60 miles per hour. here are the thunderstorms. they're moving from damascus up towards eldersburg and

us. and certainly we have a lot of respect for police chief baker. he served the city very well. >> it's very disappointing, obviously, when any of our colleagues make a bad decision. and that comes to a conclusion such as this. >> arlington police say around 11:00 p.m. baker crashed his unmarked city issued ford explorer into another car right before the entrance to i-66 on north fairfax drive. the other driver, a woman, was taken to the hospital with nlife threatening injuries. arlington police say baker's blood alcohol content was .19, more than twice the legal limit. the deputy chief, earl cook, has been named acting police chief. he spoke with baker soon after his arrest. >> in the way that he said i think i've let you and the rest of the membership down. in that way he was very apologetic. >> reporter: this video from september of 2006 shows baker's swearing in ceremony as police chief. he served as the deputy chief

for 16 years before the promotion. city residents i spoke with today were also stunned by news of the arrest. >> i'm shocked. >> reporter: you don't think he should be chief anymore? >> no. >> it's disappointing. he's the one that's supposed to be enforcing the rules. you would think he would want to hold himself to a higher standard. >> reporter: they call the behavior completely out of character. >> i have the highest degree of respect for him. i know his ethics are very high. i'm totally shocked and surprised. >> reporter: baker's expected to be arraigned in the next few day. police are conducting an internal investigation. there's also a separate city investigation going on that the city manager here says he'll have to see the results of before determining whether or not baker loses his job. that decision is at least a week away. craig, back to you. >> michael flynn, thank you. dave baker has been a relatively popular and successful police chief. in fact, many credit his policies with reducing crime and improving the police department. julie carey is here in the studio with more on that part of

the push for health care reform has prompted one doctor to walk from chicago to the nation's capital. he's raising awareness about the need for change. he's joining uninsured and underinsured folks at the district for a rally. hey, darcy. >> reporter: the doctor left meridian hills park a few minutes ago. he was walking to the white house and then to the lincoln memorial. this long journey all about raising awareness for the need for health care reform. the doctor has walked 700 miles from chicago to d.c. in one month. to raise awareness about the state of the nation's health care system. >> a catastrophe out there. i have a personal faith, a real faith for the 50 million uninsured. >> reporter: he says he's heard horror stories about the uninsured and people who are underinsured and now plans to take his message to congress this week to fix a broken system. >> i think that if we listen to

the people, listen to these stories, and -- we will get to the right policy, get to the right idea. >> reporter: he also participated in a rally for the uninsured at meridian hills park. many here advocating a single payer system for all americans. >> that's the way you manage to keep the premiums and the costs down and day one insure everybody. >> reporter: those attending the rally say they're not disheartened that congress won't come up with a health care reform bill before the august recess. they say they're hoping during the break the single payer government finance idea will be put back on the table. >> what would be disheartening is if that is used as a way to slowly deny obama's plan. i think obama's plan is a step in the right direction. but it's not exactly the complete idea where everybody's covered. >> reporter: the doctor says he's among the millions of americans who do not have health care insurance. he says that it's simply too

so the counties in pink, that's what we have, again, the severe thunderstorm watch until 9:00. it's the counties in orange where we have currently severe thunderstorm warnings. that's for baltimore county and for heaartford county in northe maryland. things are quiet in the district, likewise south and off to the west. earlier we had thunderstorms that moved across the shenandoah valley in louden county. thunderstorms produced penny-size hail and wind. as we zoom on in, right now in northern montgomery and howard county, heavy rain around damascus. likewise around elsersburg and lutherville. as we put the maps in motion, you can see there's also lots of lightning with these thunderstorms. some dangerous cud to ground lightning. storms are basically moving off towards the north and towards the east. once this batch of moisture moves away, it's pretty quiet upstream.

there's another batch right here. we'll watch these as they move into the unstable atmosphere. they could pop up and produce more active weather. of course, we'll continue to watch it. temperatures right now basically in the 80s. a little cooler where we had the heavier downpours. dewpoints still on the high side. we generally have a southwesterly wind and flow. this will continue to keep us on the humid side for the next couple of days. we also have watches and warnings in effect in the mid-atlantic all the way up to new england with some thunderstorm warnings in effect around, oh, looks like just north of new york city into upstate new york. earlier tornado warnings in effect in northern new jersey. we have a wave of lower pressure in canada. it's a slow moving front. we have that southwesterly wind flow in place helping to pump in warm weather and humid weather. there's the frontal band for this evening. again, scattered thunderstorms not out of the question. we have that severe thunderstorm watch in effect until 9:00 tonight. and then tomorrow the front doesn't go anywhere. so with the daytime heating we
