notice it very much. but like jerry mentioned, it's going to get messy later. on 14th street between pennsylvania and constitution, take a look, down at ronald reagan building, you can see that road blocks are about to be in place around that area. this morning we know the president will address the opening session of the first u.s.-china strategic and economic dialogue there at thee. therefore, we'll show you this information on your screen, just to bang it into your head so you know that 14th street will be closed between constitution and pennsylvania avenues all day today. from 5:00 a.m. until 6:00 p.m. for what d d.o.t. is calling a special event. motorists who use 14th street are advised to take these detours. inbound 14th street northbound, you probably want to take the southeast-southwest freeway and exit 12th street or 7th street for downtown access. if you have to go outbound on

long, costly and vexing case of the 2001 anthrax attacks that killed five people. several law enforcement officials tell the "associated press" the department had tentatively planned to close the case last week. but it backed away, after government lawyers said they need more time. the move comes a year after government scientist, bruce ivans killed himself while under investigation for the crime. one of northern virginia's top cops has been caught on the wrong side of the law. alexandra police chief david baker will appear in court on dui charges. arlington police arrested baker saturday night after he got into a car accident. police say chief baker's blood alcohol level was .19, more than twice the legal limit. his arrest came as a shock to city leaders. >> today the alexandria community is sattened and disappointed at this turn of events. chief baker is a well-respected leader, in his department and the community.

the van went to hit a suv and struck a third people. three people in the suv were killed, as well as five people in the minivan. the victims include four girls under the age of ten. >>another cemetery in suburban chicago is facing allegations it resold plots for profit. a family has filed aawsuit against glenwood memory gardens in glenwood, illinois. the suit claims that the cemetery tried to resell a plot where two relatives are buried. police are investigating the cemetery after a human bone was found lying on the bone there. police are looking into a similar allegation at burr oaks cemetery. they charge four workers in that alleged scheme. in news for your health this morning, it's a problem that goes from the toes to the nose -- stinky feet. more people have it than would like to admit. now, why does it happen and what can be done about it? news4's eun yang sniffed out some answers. >> reporter: it's the kind of thing you really don't want to talk about.

no hang-ups reported between the capital beltway and the interchange in haymarket, on 66. 270-i-70, no worries so far. 395-59 corridor, a little wet. so exercise great care. barbara and joe, back to you. thank you, jerry. breaking news, a body has been discovered inside a burning car. montgomery county police are at the scene right now in arlington road at bradley boulevard. >> news4's michael flynn just arrived. michael good morning. what can you tell us about what is going on out there? >> reporter: good morning, joe, a lot of detectives out here, emergency workers. you can see this charred minivan in the distance there. this all happened just a little bit before 4:00 a.m. we're told a 911 call came in for a vehicle on fire. when emergency workers got here, they found the minivan fully engulfed in flames, when the fire was out, they found the body of what appears to be an adult.

lucille bauer is joining me with the montgomery county police department. what are the basics? what can you tell us at this point? >> the call came in at 3:56 this morning for a car fire. when our officers arrived, they found a gray minivan fully engulfed in flames. fire rescue responded. as they were extinguishing the flames, a deceased body was found in the driver's seat. sole occupant of the vehicle. right now, montgomery county police, major crimes detectives are conducting an investigation with the fire marshal's office to determine the nature of the fire and the death. >> so right now you don't know if this is foul play? >> that's correct. this is still under investigation, very early stages of the investigation. >> this is all ver early. they'll investigate to determine whether or not foul play was involved. back to you. >> is the vehicle in the roadway? is it in a parking lot? it looked like it was in an accident? >> reporter: from this vantage here, joe, it looks like it's in

witnesses have testified for the prosecution. prosecutors have accused jacks of stabbing her teenaged daughter and strangling her three younger daughters. the they also say jacks lived in the house for months with their decomposing bodies. the case will be decided by a judge instead of a jury. an exotic vacation home belonging to the woman who stole $50 million from the district goes on the auction block today. harriet walters forfeited her home in the virgin islands when convicted of defrauding the city while working as manager of the d.c. tax office. the u.s. marshal service will accept online bids for the home today throh wednesday. the minimumed by is listed at $212,000. walters is currently serving a 17-year sentence. a key public hearing will be held in virginia about a proposed walmart store near the wilderness civil war battlefield. the hearing is the final step before the board of supervisors, which has the final say, takes

up the proposal. last week, the planning commission voted 5-4 to recommend approval of a special use permit for the proposed locust grove store. however, supervisors do not have to vote based on that recommendation. the planned store has sparked firestorm. but walmart says the store would not harm the historic battlefield. new today, an oklahoma man is behind bars for killing two police officers. ezekiel who willbert is being held on first-degree murder charges. the 26-year-old allegedly opened fire yesterday as deputies tried to serve an domestic abuse warrant on them. >> they kicked it in. once they kicked it in, was sitting there waiting on them. he shot both of them, one point-blank, right between the eyes, killed him. the other one he followed out the door, shooting him in the back. >> one deputy died at the scene, the other died later in the hospital.

a bystanding was wounded in the shooting, but she is expected to be okay. holbert eventually surrendered when more officers arrived on the scene. a tragic story out of new york city, where eight people, including four young cousins died in a wrong-way crash. police say a minivan was driving the wront way in the northbound lanes of the teconic parkway, westchester county. the van cshed head-on into an suv. then struck a third vehicle and then burst into flames. three people in the suv were killed, as well five people in the minivan. the victims include four girls, all under the age of 10 we're going to take a look at our forecast now. we have some rain in the forecast. some coming down already here in washington. >> a light sprinkle around first thing this morning, here's how i usually describe this amount of rain. just enough rain to make a clean car dirty. my formerly clean car with now little brown raindrops all over the hood. outside hopefully your monday gets off to a better start than

bradley boulevard. and no other car in sight. now, the call came in just before 4:00 a.m., montgomery county police say, an officer pulled up to the scene and found the minivan fully engulfed in flames. no other car nearby. when firefighters put out the blaze, they found what appears to be a body of an adult in the driver's seat, but they're not sure of the person's age or gender. investigators say it's too early to determine whether this could be a case of foul play or if another vehicle could have been involved. but again, police did not find another car out here when they got here. the car is on the left lane of the eastbound direction of bradley boulevard nt to arlington road and it's back left tire is up on the median. all six lanes of bradley boulevard are closed right now. police say they're hoping to have the lanes reopened before the morning rush is over. of course, we're going to keep following this case, joe and barbara and we'll have the latest throughout the morning, back to you. >> thank you, michael. >> thanks, michael. >> a major commuter route or major commuter alert for drivers

this morning. parts of 14th street will be shut for most of the day. the street is closed between constitution and pennsylvania avenue, and will remain that way until 6:00 this evening. news4's kimberly suiters joins us live on 14th street with details. good morning, kimberly. >> reporter: good morning, joe. well major delays are expected along 14th street. although we haven't seem them yet. you can see the road is fairly clear right now. a little down that way you can see that the road block is set up around the ronald reagan building. we're told this is the secret service's call. this morning, the president will address the opening session of the first u.s.-china, strategic and economic dialogue at the ronald reagan building. the u.s. and china holding their first top-level exchange on a broad range of economic and foreign policy issues, including climate change. what does it mean for you as a churt? delays, particularly over the 14th street bridge are anticipated this morning. the bridge will be open, there will be ample signage. but it could be slow going.

you may want to stay off the 14th street bridge and opt for the roosevelt or memorial bridge. so here's the closure information, 14th street closed between constitution and pennsylvania avenues, all day today. started a little after 5:00 a.m. it's going to run all the way through 6:00 p.m. tonight. drivers who use 14th street are advised to take the following detours. inbound, 14th street, that's in the northbound lanes, drivers from virginia continue on the southeast-southwest freeway. and head toward 12th street or the 17th street exit to access do downtown d.c. outbound, the southbound drivers should use the 9th street exit and continue on the southeast-southwest freeway. now, morning and afternoon delays are both expected. d-dot is encouraging you to take metro, either leave early or leave later, or even telemmute. reporting live from downtown d.c., kimberly suiters, news4, back to you. drivers who use the chain

bridge will finally get some relief this week. beginning tomorrow, crews will create a separate lane for drivers turning right on to route 123 from the bridge. that means that drivers who need to turn right won't get stuck behind those waiting to go straight on to glebe road. crews will add the new lane by repositioning the construction barriers and restriping the roadway. and work begins on those charges tonight. the alexandria police chief will appear in court later this week to face charges for driving under the influence. chief david baker was arrested saturday, after a car accident. the police say that the chief's blood alcohol level was .19, more than twice the legal limit. his arrest came as a shock to city leaders. >> today the alexandria community is saddened and disappointed at these turn of events. chief baker is a well-respected leader, not only in his department, but also in the community. >> theay he said i think i've let you and the rest of the

it's monday, july 27th, 2009. looking outside, we've got cloudy skies in the nation's capital. and around the area we're expecting a little bit of rain today, we've already seen some here in washington. >> let's find out whether we'll get more later this afternoon. here's chuck bell in for tom kierein today. >> humidity levels on the high side, no doubt about that. a check of doppler over the last hour. a couple of light sprinkles headed out of loudoun county and headed into the upper ports of montgomery couy maryland. gaithersburg, be on the lookout for a few passing raindrops coming through your area. not all that heavy, but nonetheless, a passing drops are on the way. as we get ready to get your monday under way. a couple of sprinkles headed out over the chesapeake bay, but most of the rain has tapered off temporarily across the washington metropolitan area. we'll have a chance for more thunderstorms cooking up later this afternoon. temperatures now in the low to mid 70s. mid 60s from frederick maryland,

out towards martinsburg, west virginia and winchester, virginia, only 64 degrees. highs today near 90 degrees and a chance for more thunderstorms coming up later on this afternoon. so if you don't need your umbrella first thing this morning, i suspect you may need it later today. so keep it handy, barbara and joe. >> thank you, cluck. >> thanks, very much, chuck. a major commuter alert this morning, ptsar of 14th street will be shut for most of the day. the street is closed between constitu avueda avenues. and will inmare that w 6: tma this evening. this closure is due to a high-level government meeting with china at the reagan building. d-dot recommends drivers use the 9th street or 12th street to get around the closure. let's take a look at traffic now with jerry. we know that's going to be a problem, anything happening out there right now? >> let me make a correction, the map was showing 14th street southeast. it is not 14th street southeast. it's 14th street northwest. so be prepared, at the reagan building as you make the trip

off the 14th street bridge, northwest washington where it will be closed. let's take a look at 66 eastbound, it is loaded up. the issue is a broken-down vehicle in the right lane. east on 66, about a mile before the capital beltway. and if you're making the trip along i-270, southbound, no worries. top side of the beltway, a car hit a light pole, outbound at connecticut avenue, everything is to the shoulder, but drawing a lot of attention, barbara and joe, back to you. thanks for making that correction. we're following breaking news out of bethesda this morning. police trying to figure out how a person wound up dead inside a burning minivan. they made the discovery this i arlington boulevard. boulevard. news4's4' michael flynn joins u live at the scene with the latest. >> reporter: good morning, joe. even police are calling this a weird case of a body found inside a charred minivan and no other vehicle in sight. the call came in here, just before 4:00 a.m.

montgomery county police say an officer pulled up on the scene almost immediately and found the minivan, a kia, fully engulfed in flames. when firefighters put out the blaze, they found what appears to be the body of an adult in the driver's seat. they're not sure of the driver's age or gender. a fire department spokesperson told us it appears the fire started inside the passenger area of the minivan. investigators say it's too early to determine whether it could be a case of foul play or if another vehicle could have been involved, if there were an accident. but again, police found no other cars on the scene he they got here. left lane, eastbound direction of bradley boulevard next to arlington road. its back left tire up is on the median. and here's what a police spokesperson told us about the investigation a short time ago. >> this is an unusual set of circumstances. we don't know yet whether traffic collision, foul play, what the circumstances are that have caused this car to be in flames and the occupant to be deceased. but we're working together with

the fire marshal's office and we'll be finding out more details as the morning progresses. >> as you can see, a lot of investigators still on the scene out here. all six lanes of bradley boulevard remain closed off here. police are hoping to have the lanes reopened before the end of the rush hour. back to you, joe? >> okay, michael flynn reporting live. thank you very much. alexandria police chief, david baker, is fores was w arrested saturday e.as d following a car accident. they say the chief's blood alcohol was .19, more than twice the legal limit. his arrest came as a shock to city leaders and to residents. >> it's very disappointing, obviously, when any of our colleagues make a bad decision. and that comes to a conclusion such as this. >> it's kind of disappointing because the police are supposed to be reinforcing the rules. you would think he would want to hold himself to a higher standard.

>> baker was sworn in as chief in 2006, after serving as deputy chief for 16 years. he's been placed on administrative leave now. chief baker will be arraigned in court on wednesday. the other driver involved in the car accident was taken to the hospital, she is expected to be okay. new today, after nearly eight years, the deadly anthrax case may be coming to a close. five people were killed in the anthrax attacks in 2001, including two postal workers in the district. now several law enforcement officials tell the "associated press" that the justice department has tentatively planned to close the case this week. but, last week. but it backed away after government lawyers said they needed more time. the move comes a year after the government scientist the, bruce ivans, killed himself while under investigation forhe crime. the state of alaska officially has a new governor today. sarah palin officially stepped down from the position, and turned i over to lieutenant governor, shawn parnell. now many are speculating about what this means for palin's political future.

more. what can you tell us about what's going on, kimberly? >> reporter: we can only tell you what we're witnessing. and that is 14th street was supposed to be closed between pennsylvania and constitution. just a few moments ago, they opened the road back up. this is the secret service, working with d-dot. to do these closures. now, we're going to pass on some information to you. that was given to us by d-dot. major delays were anticipated this morning in downtown d.c. you can see the road blocks. has been lifted in this one-block area in front of the ronald reagan building. although new trucks and signs are coming in. this morning, the president is addressing the opening session of the first u.s.-china strategic and economic dialogue. the u.s. and china holding a top-level exchange on a broad range of challenges, foreign policy issues, climate change and the like. the delays were expected over the 14th street bridge this morning. the bridge is open. there's ample signage. d-dot predicted it would be slow

going over the bridge. so you may want to stay off the 14th street bridge and opt for roosevelt or the memorial bridge. here's the closure information, 14th street is supposed to be closed, the iormation given to us by d-dot between constitution and pennsylvania avenues all day today. beginning a little after 5:00 a.m. and contiing through 6:00 p.m. tonight. people who use 14th street are advised to take these two detours. inbound from 14th street, northbound from virginia, they want you to go the southeast-southwest freeway and take 12th or 7th street. outbound, southbound drivers can take 9th street and continue on the southeast-southwest freeway. even though that was the message from d-dot and the secret service, actually i'm getting a phone call from d-dot as we speak to get more information about why the road has opened now. but anticipate that the 14th street between constitution and pents street northwest will be

hospital and three people in the suv were killed. esident obama is using diplomacy to bring the controversy surrounding the arrest of a harvard professor to rest. he's invited henry gates and the police officer who arrested him to the white house for beer. president obama will try to broker the peace between sergeant james crowley, who supporters say was unfairly berated by the president. and gates, whose backers say he was the victim of racial profiling. last week, the president said the police acted stupidly in arresting gates for disorderly conduct while responding to a possible break-in. gates was returning to his own home late at night after a vacation. investigators will get some key economic reports this week which will help to answer whether the economy is recovering from the recession. cnbc's courtney reagan joins us live with more. >> futures are higher this morning as investors look to keep wall street's rally going this week.
