"news4 at 4:00" today. i'm jim handly. >> i'm pat lawson muse. we begin with that breaking news right now on "news4 at 4:00." the elevator at the widely park-adams morgan stop metro stop stalled with a number of people trapped inside. they got out just a few minutes ago. >> news4's jackie bensen is live with the details with the late breaking details. >> reporter: as you can imagine with the temperatures, this was a hot, uncomfortable, stuffy experience for six adults, four children, including one little baby that we understand was having some respiratory problems and they did bring in an ambulance when ty eventually got the folks out and gave the baby medical attention. we can tell you that they did not have to remove the folks fromhe elevator by pulling them up on ropes which was the situation that happened a few years ago. they were prepared to have do that. but in the end, the decision was made to bring the people down. they were closer actually to the track level, dropped them down and able to come up via the

escalator. ch is safely out right now. i can tell you that if you come become out lye to us you can see the firefighters are here in the remaining stages of wrapping up, reeling in their ropes and everything they would have used to climb down there. i can tell you that connecticut avenue southbound atwoodly road is a little jammed up at this point because of the fire engine the other fire department apparatus brought in here. but, again, what we can tell you at this time is that the ten people who were trapped in that elevator are out right now. six adults and four children, including baby. they are all okay after what i'm sureas a very unpleasant experience this afternoon. back to you. >> such a busy area, too. we remember three years ago people were stuck for a long time. jackie bensen, thanks so much. live on the scene. now to the other big story we are following this afternoon. the fallout from that massive blaze that that destroyed the home after well-known washingtonian. >> among the questions being raised today, what sparked this massive fire and what is wrong with some of the fire hydrants in the area?

they were not working properly last nature. >> news4's derrick ward spent the dayt that time fire scene on chain bridge wood in northwest. he joins us live with the latest the story. >> reporter: of course, the best news about this is that there were no -- no loss of life. a slight injury sustain bid a firefighter and sprained ankle. he has been treated and released. firefighters remain on the scene of the fire. as a matter of fact, it is still smoking. and now begins the investigation into what caused it and why they weren't able to properly fight it. this fire started at about 8:15 on the ground floor. firefighters got here in short order and started their internal attack but then the water pressure dropped and hoses couldn't be fully pressurized from the near hydrant. firefighters pulled out for the safety to begin an external attack on the blaze and the hoses were hooked up to hydrants literally in a different neighborhood. now dual investigations begin into how the fire started and why the with thor pressure dropped.

>> what do you feel like the water supply, we would have been able to curb this. exactly what happened to the water supply, we are not sure. that's also under investigation. we are working very closely with our partners. they replaced 3,000 or 4 thousand hydrants on a very aggressive program. this is one of those sad situations where i wish we had the system completely fixed but it will have to be fixed incrementally. >> reporter: now this was not an issue of hydrants not working. the high drapts that don't work are clearly marked and those that do are marked thusly as well. that was not the issue. elevation comesnto play here as well. had is high ground and harder to get to water pressure up sufficiently here. an official tells us they were delivering the 1,000 gallons per minute that's supposed to be the minimum that they say they could deliver to any house in the district. that's under investigation to see if that's actually the case at this point. the homeowner is not at home. i can tell you that there

off the bus to make phone call tuesday morning. he says the driver was still talking minutes later. even as she pulled back into traffic. in an interview today with wtop radio, metro general manager john catoe says the consequences of texting or talking while operating a metro vehicle are clear. >> yes, we have been able to identify the individual who is involved and we will take the appropriate action. and the action for speaking on the phone or texting on the phone while operating a vehicle is terminaon. >> cat oe is urging all metro drivers to focus on doing their job despite the intense scrutiny on the transit system and its operators. now to the breaking new details in the battle over michael jackson's children. there is an agreement about who will care for the children and the role that debbie rowe will play. kimberly suiters has been following the story closely today and joins us live now in the studio with the latest.

>> there will be no money. there will be visitation. this letter comes from the lawyer of debbie rowe. michael jackson's ex-wife and biological mother of two jackson children. and it appears to answer any remaining questions regarding custody. the lawyer says rowe were united in their goal to do what's best for the kids and that both mrs. jackson and rowe were on the exact same page. rowe apparently wants to begin a meaningful relationship with the kids. since their father's death, the two oldest children reportedly learnefor the first time that rowe is their mother. her visits will include a child psychology and in an exclusive interview on the "today" show jackson's personal chef talked about the children and the painful memory of the frantic rush to try to save their father. >> the doctor comes running down the stairs screaming, hurry, go get prince, go get security.

103 points. it could soon be more expensive to buy a lot of things in the district. the d.c. council approve ad tentative agreement to raise tax tows help cover a $662 million budget gap over the next three years. the proposal would raise the d.c. sales tax from 5.75% to 6%. the gas tax from 20 cents to 23 cents per gallon. and the cigarette tax from two cks, $2.50 a pack. the council will vote on the proposal tomorrow. if passed the tax increases would take effect in october. tonight president obama will host a so-called beer summit at the white house. the president will sit down for drinks with harvard professor henry lewis gates and cambridge police officer sergeant james crowley. the issued is why gates got arrested two weeks ago. but a bigger motive might be fixing the trouble president obama got into when he got involved. steve handeman has more from the white house. >> reporter: from the time officers arrived at the home of the harvard professor to the

have -- well, not likely but it is quite possible that we could have a similar event across parts of the northeast tomorrow. let's talk about what's happening right now. 86 degrees. look at the haze there with us for the washington monument. dew point temperature is at 63 degrees. a little better than yesterday. july rainfall nearly an inch. still down about 2 1/2 inches for the month. temperatures across the area, we said it is warm out there. heat index at 94 degrees. we have got moisture, lot of it still running up from out of the south at southerly wind in on us. and a weather system that's going to come through our area tonight. it is a weak weather system. we just got rid of one. up around new england. weak system that's coming through. a few showers. you can already see them blowing up on radar there across parts of west virginia and around western virginia. some very light showers, mainly west of i-81. around hagerstown, they have

seen a few, around areas of winchester. they have seen a few of the light showers. that's about it. this will be continue to move eastward through our area over the next couple of hours. 7:00, chance we could see showers around. perhaps even as late as 9:00 and 11:00. 85, the temperature. 86 raleigh-north carolina. there's the dew point temperature. 65 degrees. down from yesterday. but during the overnight period, as the next stronger weather system comes out of areas around kentucky and around missouri, that system pulls in, humidity will rise. watch what happens early tomorrow morning. pretty murky conditions out there. awfully humid. some haze. it may be a few showers i think west of our area and a better chance for storms coming through the area tomorrow afternoon and even tomorrow evening and those storms likely to be severe areas from new york somewhere to philadelphia and around new jersey, newark, down through d.c. as far south as spots like raleigh, north carolina, and even richmond, virginia. so slight chance for a few

station, six adults and four children, including one baby were on that elevator when it became stuck. firefighters helped to free them and the baby received medical attention but everyone should be okay. a deal has been reached in the custody battle over michael jackson's three children. jackson's mother will raise the children. attorneys say the oldt two children's mother, debbie rowe, will have visitation rights under the supervision of a child psychologist. redskins training camp opened today. despite the heat and humidity legions of fans showed up to root on jason campbell and the rest of the team. campbell laughed off one fan's sign calling for the skins to sign quarterback michael vick who was recently released from prison. we are following developments in the grizzly murder of a pregnant woman in massachusetts. the woman suspected of cutting the fetus from her friend's womb was found in new hampshire. >> she will be extradited to massachusetts where she could face kidnapping and murder charges. the victim's relatives are relieved the baby is alive.

michelle franzen has the latest. >> reporter: julie corey appeared in a new hampshire courtroom to be arraigned on a fugitive from justice charge. the police in massachusetts say the 35-year-old is suspected of cutting an unborn baby from a mother's womb. the baby girl was found at a homeless shelter in muslim otds, new hampshire, after a frantic three-day search. >> this is the best case scenario of the tragedy that we have a child and appears to be healthy. >> reporter: police made the grim discovery monday insid darling haynes' home in worcester, decomposing body was wrapped in a blanket and crammed into a closet. an autopsy revealed the horrific details. >> it wasn't until then we were able to examine the body it was determined that the baby was missing. >> reporter: police say corey was a former neighbor of the victim and the last one to see her alive. corey's friend alerted police after the suspect claimed to have given birth to a baby girl

last friday. >> some friends became a little -- concerned about how she got home so early after just giving birth. >> reporter: haynes was 8 months pregnant and expecting her fourth child. relatives say she was a good mother. >> she did have a heart of gold. one would be she loved to show -- >> reporter: relatives are relieved the baby is alive and safe. but are also shaken by the gruesome murder. >> trying to understand it and comprehend it. it has been very, very difficult. >> reporter: a judge ordered corey be held on $2 million bail. michelle franzen, news4. the extradition hearing in this case is set for august 30. pat? funeral services took place this afternoon for a woman killed in a deadly chopper crash. kim felix was killed a week ago when the helicopter she was riding in crashed on interstate 70 in maryland. friends and loved ones turned out for her funeral at the

redeemer lutheran church in much damascus today. three other men in the chopper were also killed. the group was returning from a charity crash, charity event, rather when the event crashed and hit power lines and went down. police are looking into whether officers went too far when using a taser while arresting a man and woman in prince wilam county. officers say that they received a noise complaint about a home in manassas on sunday when they got there, they say 55-year-old ed dar rodriguez was having a family party in the backyard. officers say he was highly intoxicated and acted disorderly as they were arresting him a female family member stepped in. both she and rodriguez were tasered. they face now various charges including resisting arrest. it is a serious illness that is growing more serious in our area. there was a meeting in washington today to talk about how to better fight lyme disease. it comes as we hear from a local girl who has been left in a

wheelchair because of the disease. derrick ward has her story. >> reporter: amy has dreams of broadway. up until a few months ago she was an active teen in pursuit of those dreams. in march she got sick. it looked like a stomach virus. >> then my joints started to hurt like you sprained your ankle. all of a sudden i couldn't stand up and i couldn't walk. so two, three months i have been in this wheelchair. >> reporter: what amy had was lyme disease, tick-borne illness. it is not alwaysecognized by doctors as amy and her family found out. >> the doctor looked at me and said you have lyme. but i don't have all your tests back. there's tests i'm going to run. you are faking it and you should go get hypnotized. >> reporter: amy how sell not faking and it remembers how the worst of her ordeal she could feel the disease of a tightening grip on her body. >> at the beginning i was losing feeling in my legs.

>> reporter: she finally found a doctor that properly diagnosed her illness and began a regimen of treatment. her familiar reply bears no ill towards those that were wrong. >> the thing about lyme, it affects every patient differently. it is called the great imitator. and so it requires really well educated doctors who are focused on the reality that this can be a long-term deal. >> reporter: amounted to a tremendous challenge for this family. they are leaving their home to find something that's more wheelchair accessible. they maintained togetherness. >> we try to have fun. yesterday i woke up in the morning and -- i went to the doctors and more ivs. then we celebrated at the mall. >> reporter: while amy howell's condition has not improved much lately it stopped getting worse. amid all the uncertainty lyme disease victims face she considers herself a lucky one. >> admitted to the insane asylum because people think they are depressed when none of us really

welcome back. veronica johnson, storm center 4. you can see the haze across the area. today temperatures staying shy of the 90-degree mark. we only had nine 90-degree-plus days. last year we had 22 and 14 of those days were during the month of july. much quieter compared to yesterday. in and around the beltway, montgomery county, prince george's county, charles county, prince william county, quiet now on radar. there are a few showers off to the west. west of i-81 moving up to areas around petersburg and kaiser and eventually getting more up around winchester areas of virginia. so there are showers out there. we may see a few of our own just showers, no thunderstorms coming our way later this evening. 85 degrees, the temperature now. it is 88 in manassas. frederick, too. little bit of heat out there. little likely to get into the upper 80s again tomorrow. we will start the day tomorrow at 74, 75 degrees with some partly sunny skies across the area. it will still be hazy and plenty

a food bill is expected to go up in the house a day after it was defeated. the legislation would require more government inspections and oversight of food manufacturers. this comes in wake of last year's massive salmonella outbreak involving peanuts. that outbreak was traced back to theirginia based company peanut corporation of america. the bill was voted down the first time because some republicans said it could dwlent farm operations with too much government intervention. it was a high-tech show and tell about healthy eating. seven seventh grade students from key academy charter school in southeast host ad healthy breg fast for their parents, community leaders and government officials. also, attending today, the assisted white house chef and members of the agriculture department and the d.c. health department. the youngsters presented a

welcome back. it is a hot one today. but at least there is a little bit of a breeze blowing. you can see some of the leaves on the trees behind me. my hair blowing a little bit in the wind, too. we are going to have coming up tomorrow, more haze and more humidity and probably not much wind until the storms come through our area. let's take a look at the temperatures on the maps right now. mid and upper 80s all through the area. and 85 current temperature right now reagan national airport. earlier today it was higher. 87 degrees. down in richmond, virginia. on the satellite and radar loop, there are some showers, showers west of the area, coming through western maryland and areas throughout virginia and western

virginia. just a few isolated showers. i think we wil have this evening. probably not up until about 7:00 or 8:00. very, very few. not everyone is going to get wet. by tomorrow morning, 74, 75 degrees. we will start the day hume and i had see a high temperature tomorrow and as we go from the 70s to upper 80s but like today, it will be hot. there will be more humidity across the area. however, tomorrow and as far as the weekend goes, rain returns sunday. i will see you back here tomorrow. jim? >> thanks, veronica. seems plenty of people are already take advantage of the government's cash for clunkers program. this program offers rebates of up to 4500 bucks to car shoppers who trade in their old cars for newer and more fuel efficient vehicles. so far the government says it has given out about $17 million in rebates. that means more than 4,000 cars have been moved off the lots. thanks to the program. congress has set aside a total of $1 billion for the plan. which runs through october or

the life to making sure younger generations remembered the sacrifices of his fellow veterans. here is a lk at some of the stories making news on the web this afternoon. surveillance video from a convenience store in georgia shows how some thieves managed to steal the store's atm. they smashed a window before chaening the atm to a pickup truck. then they drove off with it. it is not clear how much money they got away with. but they caused more than $1,000 in damage to the store. japanese scientists may have created some of the world's most foreignable baseball players, robots. one is a pitching robot that has flexible fingers. the other is a batting robot that can hit the pitch within a fraction offing a second. right now, the pitches only go 38 mails an hour so month one gets hurt. scientists are hoping to create robots that can exceed the speed and flexibility of the human body. >> look out, a-rod. dog days of summer too hot for one dog in texas.

his owner decided to walk her dog inside on a treadmill to beat the heat. she says her four-legged friend is pretty happy with his new exercise routine. temperatures have gone above 100 degrees and often this summer. the owner plans to walk her dog outdoors again once it cools off. the authorities in portugal say this found a fugitive who had been on the run for 16 years living inside of a cave. they captured the convict yesterday and escaped from on in 1993 while serngpr a murder sentence. they say he was living o offf fldwiood and seemed to be in pretty good health. investigators believe he has been living in different caves over the past few years. pat? >> a 7-year-old decides to skip church and take his parents' car for a joy ride and lead police on a chase through the streets of utah. this caper was caught on video. reporter sandra yee shows us the incredible dash cam video.

>> people in the neighborhood are talking about this. >> reporter: a quiet sunday morning in plain city. i did rupted by calls of an unusual reckless driver. >> they could tell there was a very small young driver in the car. >> reporter: deputies found the car near the local high school and tailed it for ten blocks as the drivereaved in traffic lanes and blew through stop signs. >> the deputies at one time had pulled up and kind of close to him on the side and could see it was a very small person driving the car. >> reporter: deputies say the dime-sized delinquent driver maintains speeds up to 45 miles an hour. even though he had trouble reaching the pedals. >> his speed was slow but erratically. he would sit up on the seat more to see right where he was going. >> where he ended up was home. that's when deputies got a betterook at who they were dealing with. a 7-year-old boy whose feet were as quick as his caper. >> very unusual situation. very unusual.
