was shot dead in iraq. he was never found. until now. when michael scott speicher's jet went down the military first thought he had been killed immediately. then they thought perhaps he'd been captured. since 1991 the military, speicher's wife and their two children all wondered the same thing. what happened to captain speicher? today military forensic experts answered the questions. captain speicher's plane was shot down in iraq january 17th, 1991. the very first night of the first gulf war. >> as of 0900 this morning washington time there's been a single american aircraft lost. >> the military initially said speicher had been shot down over western iraq and killed. since they never recovered his remains and there was evidence he may have actually survived the crash, the pentagon eventually changed his status to missing in action. then at the start of the second iraq war, a more tantalizing clue. his initials mss were found

scratched into the wall of an iraqi prison cell. but sunday, closure. the pilot's remains were finally found in the iraqi desert near thwreckage of his plane. it's been an agonizing ordeal for his wife, since remarried, and their two children. >> the family fought to keep the file open saying that it could be resolved. >> florida senator bill nelson said initially the military gave up on speicher too soon. >> that pilot knows for sure that if he has to eject, that there's a search and rescue mission that's coming after him. and, sadly, that did notoccur. >> when he disappeared, he was a 33-year-old lieutenant command we are a wife and two toddlers. now his rank is captain and his children are college age. in his hometown of jacksonville, reaction, bittersweet.

so far no one has been arrested. it's been three years since a d.c. attorney died under mysterious circumstances. d.c. police say robert juan was murdered inside a duh pont circle row house. he'd been stabbed, restrained an sexually assaulted. a group of bloggers who don't know anyone connected to the case are trying to solve the crime. they started a blog filled with their own research and leads they chased down. >> we're the scooby gang. >> we're trying to figure out what exactly happened that night. through whatever means we can, by cultivating sources. >> the former roommates who lived at that house now accused of coverg up evidence at the crime scene. district residents may soon haveo pay more when they shop, fill up and light up. the d.c. council approved a series of tax hikes that would raise the sales, gas and

cigarette taxes. they're trying to close a $660 million budget short fall. darcy spencer is live in the studio tonight with that story. >> craig, council members say the increases were necessary in tight budget times. one member says some of the tax hikes could be good for business. in virginia. in the district the cost of a pack of smokes, a gallo of gas, and many taxable items is going up. the council has approved a budget that combines cuts in tax hikes to plug a $660 million hole over the next few years. >> for the city it was an excellent job. it really closed a $340 million gap for the next year. ands a $660 million gap into the future which is something that most cities and states around the country are having a terrible time with. >> reporter: but some say there are better ways to make up the short fall. >> the $600 million deficit? $200 million for the hotels. there's the deficit.

way they got to raise taxes? i don't know. >> reporter: d.c. sales tax will go up from 5.75% to 6%. the gas tax will rise to 23.5 cents a gallon. cigarette tax will increase from $2 to $2.50 a pack. a councilman says he fears some of the increases will drive consumers to buy in virginia where the sales and cigarette taxes are lower. >> there's an incentive to buy in virginia where a percent and a half could amount to real money. >> reporter: council members told news 4 that the budget deal was a compromise. in tough economic times. and they're hoping the combined cuts and tax increases will help the district remain strong financially. still, some were not happy with the decision. >> they're talking about taxation without representation. we're getting taxation with misrepresentation. >> reporter: the tax increases will take effect in october. the cost of cigarettes will go up to more than $7 a pack. that's among the highest in the nation. back to you, craig. >> thank you.

supporters of israel's gay community rallied in tel-aviv just one day after a gunman open fire at a gay nightclub there. the shooter killed two people and wounded 13 others. the club belongs to the tel-aviv gay and lesbian association. hundreds gathered for the funeral of one of the victims. mourners held gay pride flags and banner. meanwhile, police are still looking for the attacker. we are getting our first look tonight inside michael jackson's bedroom. london's news of the world tabloid published this photo. as you can see there, it shows medical supplies strewn across the bed. the paper claims a family insider took this photo inside jackson's bedroom just a day after he died. we should note nbc news has not independently verified the authenticity of the photo. so far jackson's personal physician is the focus of a

manslaughter investigation. fed up fans got an apology from fedex field officials today. long delays getting to the stadium for last nagt's paul mccartney concert frustrated many fans. tonight washington redskins officials apologize for any convenience the traffic backups may have caused fans. the team said part of the problem was that many of the concertgoers simply were unfamiliar with the stadium and mainly used only one entrance. the redskins say they plan to work with the state police to direct fans to different entrances in the future. fire destroyed at least 20 businesses in northern california earlier today. flames swept through a strip mall this morning as firefighters there just did all they could to try and put out the three-alarm fire. we have not heard what caused that blaze. fortunately, though, no one was hurt. a mississippi man's fishing excursion turned terrifying. a shark attacked him. the 56-year-old was on a boat when the shark bit him. this is video of the coast guard coming to the man's rescue. they pulled him out of the boat

if you're doing back to school shopping in virginia next weekend you'll be able to save some money. the commonwealth annual tax holiday runs from friday, august 7th through sunday the 9th. school supplies that cost less than $20 each will be tax free. the 5% tax will also be dropped on all clothes and shoes under $100. and get this. there's no limit on how much you can buy. a michigan man apparently had a monopoly meltdo and it ended with him going directly to jail. here he is. kenneth repke. that's not him. we'll show you in a second.

i ing monopoly. traveling the country. getting in tournaments. how are we looking for the workweek before we get in trouble? >> we're going to see much better weather tomorrow. there is another storm system heading our way. it will eventually bring us showers and storms. at least for tomorrow, lots of sunshine. temperatures warmer than today with highs around 90. the humidity sticks around. even though we have a front making its way across thearea, the humidity levels will not drop. let's take you outside to show you what's going on. outdoors we are seeing clearing skies. that's the good news. the front is moving through. the clouds are starting to push on out towards the atlantic. clearing skies. since we have so much moisture in place, we could have some patchy fog develop during the overnight hours. look at that dewpoint. 72. it is really humid out there. right now 77 degrees with a southerly flow at three miles per hour. all right. temperaturewise here, 77 in district. 75 at dulles. a sultry 76 in quantico.

we did pick up anywhere from about a quarter of an inch to half an inch of rain regionwide. underneath some of those heavier thunderstorms we picked up a little more. right now on doppler radar, we still have one isolated thunderstorm all the way down towards far southern maryland. looks like it's fizzling out. a little batch of moisture to the north and west is also starting to fall apart. for the most part we are going to see dry conditions. notice, it is really humid here in the district. a dewpoint of 72 degree. since we have the moisture in place, again, we could have fog develop during the overnight hours. it will be very patchy. off to the west, much more comfortable. eventually we're going to get into that on the backside of our next front, which comes through on wednesday. there's the frontal band for tomorrow. high pressure builds in. lots of sunshine. temperatures warmer with all the sunshine, climbing up to about 90 degrees. since we do have that moisture in place we can allow at least an isolated thunderstorm. not a big deal, though. i think most of us tomorrow stay
