an emergency landing after turbulence injured 26 people, 4 of them seriously. it happened during a continental airlines flight heading to houston from rio de janeiro. the pilot diverted to miami after hitting turbulence around 4:30 this morning. it landed safely with 168 people on board. most of the injured have bumps and bruises but there are also reports of fractured wrists as well as neck and back pain. we'll bring you more on this developing story as more information becomes available. there were also some frightening moments for travelers at reagan national airport. a delta flight bound for new york's jfk airport experienced an engine failure last night. flight 1234. emergency vehicles surrounded the plane. no one was hurt and eventually everyone on board got on a different plane and made it safely to new york. questions are being asked after a fire broke out inside a fity. it happened aco it happened7,81 the7, the

boulevard heightsol verol vunun. e heatstofn. t t one of the trucks caught on fire early this morning, and now eerth are concerns over how long it took to put that fire out. tracee wilkins is live at the fire station with more from that story. tracee, good morning. >> reporter: good morning. ere are concerns over why it took so long and how it took so long. there's a story behind all of that. and firefighters here are saying that this wasn't about ability. but that this was about money and a lack of resources. >> and that's our concern, that we have the emergency service when it's needed in the community. >> and it's a valid concern after firefighters in this woman's community's volunteer fire department say they didn't have enough staff or support to handle a fire inside their own station. >> this was an unfortunate incident, it does bring attention to the needs that the community has to know that they are secure.

>> reporter: the fire happened overnight at the boulevard heights volunteer fire and inscue departmen hehts.er heights. firefighters say after they returned from an emergency call, the fire truck had some kind of electrical engine fire while inside the bay. the concern was the fire could spread. so according to the dispatch law provided by the station, they called for backup at around 2:03 a.m. the closest station, capital heights, failed to respond. the first station to actually arrive at the fire was district heights at 2:12 a.m. eight minutes later. and two minutes beyond the county's standard response time of six minutes. firefighters here say the problem is county budget cuts. they say there were only two firefighters manning this station last night due to budget cuts. and the first stationth called spond were also low in manpower. according to spokesman mark brady as of august 2nd, career firefighters at a number of stations were redeployed due to budget cuts. firefighters here say it's left them shorthanded, and the

community is also concerned. >> we would just like the county and the fire department chief to take a closer look at it for o needs that we have here in the community. >> reporter: the assistant fire chief here at the volunteer fire department tells me they are part of an area that accounts for 30% of the emergency calls made in prince george's county. the heaviest load in the county. i'm tracee wilkins live this morning. back to you all in the studio. >> thank you, tracee. a water main break in the district is causing traffic issues right now. d-dot has closed down the intersection of seventh and taylor streets in northwest. they are cleaning up a sinkhole and making repairs to take crews until this eveni ining to finis their work. in just a few minutes a major court hearing in the michael jackson case is slated to begin. on the agenda, the pop star's estate and what happens to his children. a judge could approve a custody agreement between jackson's mother and the biological mother of the pop star's two elder

children. katherine jackson would be the permanent guardian. debbie rowe would retain her parental rights and get supervised visitation. however, she would not seek custody or receive any extra money. jackson's estate is worth somewhere between $100 million and $500 million. a judge could also decide whether katherine jackson can challenge the men who were administering it without contesting the will. it was a mystery that had baffled the military for nearly 20 years, the disappearance of a navy pilot during the first gulf war. the remains of michael scott speicher have finally been found, but it's unclear how he died. brooke hart has the end of this military mystery. >> reporter: after returning from camp david, president obama called finding scott speicher's remains a reminder of his selfless service. it was 18 years ago on day one of the first gulf war that speicher's navy jet was shot down. then defense secretary dick cheney declared him the war's first fatality.

>> as of 0900 this morning washington time, there's been a single american aircraft lost. >> reputte br: with no proof of speicher's death, no remains. his family has lived with the mystery of what happened. the milarayy s bs iraqi civilians just last week led marines to the crash site and his buried remains. what about claims speicher had been seen in captivity or his initials scratched in the wall of an iraqi prison cell? >> all of that evidence turned up not to be accurate. >> reporr: senator bill nelson of florida said the pentagon should have ordered a search and rescue mission at the time and would now. >> once captain speicher had been declared dead by the secretary of defense and no search and rescue mission sent, then it just got lost in the bureaucracy. >> reporter: in florida, a wall was erected to keep up the search for speicher. a family spokesman said percent

ens paid off. >> we owe a duty for those in danger for the defense of the country, and you just do it. you do the part that you can. >> never give up. >> no. >> reporter: almost two decades later, an end to the most prominent mystery of that war. questions do remain about exactly how and when speicher died. the pentagon says an iraqi citizen claims he was there when tribal iraqis buried speicher's remains as required by muslim law. in washington, brooke hart, nbc news. a spokeswoman for speicher's family says his loved ones will still try to learn how he died now that his remains have been found. swiss diplomats acting on behalf of the united states are trying to learn more about three american tourists being detained in iran. e sh bauer, sara shored and josh fatal went hiking in the mountains of kyrgyzstan last week when they reportedly strayed over the border into iran and were arrested. according to iran television reports, the three americans were detained after refusing to

heed warnings from border guards. the state department says it's working with swiss officials who represent american interests in iran. also in iran, the country's supreme leader has formally endorsed mahmoud ahmadinejad for his second term as president. that's the final step leading up to his inauguration in parliament. this morning the supreme leader endorsed the results of the june 12th election and demanded an end to the protests that followed the vote. all 20 people -- or at least 20 people were killed in protests following the election. ahmadinejad will officially be sworn in on wednesday. the government's cash for clunkers program is almtut oe of gas. the program offers drivers a rebate between $3500 and $4500 if they trade in an older car for a new more fuel efficient vehicle. president obama's administration says the program will need another $2 billion in order to keep going. the senate will vote on a plan this week before going on summer break. the house has already approved the $2 billion plan. >> the only reason i bought

be august the 3rd, but some students in fairfax county are headed back to school, believe it or not. there are ten schools in the county that follow a modified calendar. that means that the students go to school for nine weeks and then have a three-week summer vacation. well, that summer vacation has come to an end, and those students are headed back to class this morning. now, we're here at forest glen elementary school where they got under way at 8:45 this morning. now, ts program started back in 1996 at timberlane elementary and expanded from there. there are seven elementary schools, one middle school and two high schools in the county that follow the modified schedule. so again, back to class for a lot of students in fairfax county. so a big goings-on here for the schools, the students, and they say that they like this calendar schedule, that they really feel like the kids don't forget everything over that long summer vacation. they think that they really retain more, and that's what the program's all about. back to you all. shoppers in virginia will

soon get a break on their back-to-school purchases. the commonwealth's annual tax holiday runs this friday, august 7th, through sunday, august 9th. school supplies that cost less than $20 each will be tax free. the 5% tax will also be dropped on all clothes and shoes costing less than $100. there is no limit on how much one person can buy. maryland and d.c. have canceled their tax-free weeks because of budget problems. in fact, it will soon cost more to buy a lot of things in the district. the d.c. council hasppdro ave hikes in the sales, gas and cigarette taxes. the sales tax will go up from 5.75% to 6%. the gas tax will rise 3.5 cents, raising it to 23.5 cents a gallon and cigarette tax will rise to $2.50 a pack. >> taxation with misrepresentation. >> well, the district is trying to make up for a $660 million budget gap over the next few years. the tax hikes will take effect in october.

this as gas prices are keeping back up again. just over the last week it's climbed 3 cents per gallon. right now the national average is around $2.54 a gallon. here in our area, the cost is about $2.58 a gallon. maryland drivers are paying about $2.47. and in virginia the lowest, about $2.41 on average. aaa says price says are likely to remain about the same for the rest of the summer. today a great day to fill the tank and hit the road maybe. >> not a bad day. >> i was down in central virginia last week and saw gas to $2.32 in some locations. still enough to get you going. around our region here, low enough prices should motivate you to squeeze some joy ought of what remains of the summer as we have a wonderful summer morning under way. there's the live picture from our skywatcher camera. sort of a milky blue sky, but it has turned less humid overnight. that's the live view from the skywatcher looking toward virginia. here's the view from ou city camera.

the washington monument. great day for visiting the monuments and touring the museums there along the mall. out of-of town visitors are happy with lower humidity. 82 in washington where the july rainfall was only 1.07 inches at reagan national. that's about 2.6 inches below average for the month. while other areas yesterday parts of southern maryland had nearly four inches of rain in just a few hours. fo times as much as reagan national had the entire month of july. let's look at radar now. no precipitation around the region. it has dried out. temperatures are right near 80 degrees. a great day for beaches and for pools. temperatures around the region near 80 as well as southern maryland, around washington, montgomery, upper 70s. shenandoah valley, great for hiking. right now in fairfax around the neighborhood network, 75. look at that dew point, a comfortable 62. whenever the dew point's that low, it certainly feels less

humid over the weekend. the dew points were around 70. temperatures on the eastern shore near 80. out in the mountains in the low 70s. the dew point there 71 in salisbury. that is steamy. while it's a comfortable 60 out at elkins. you see this green, that is where the lowest humidity is. and it's continuing to filter in on a west-northwesterly flow. to our south, though, they're still under a southwesterly flow here. it's still very humid around southeastern virginia and outer banks. and at the beaches as well. and i visited monticello in charlottesville last week. thomas jefferson's home. magnificent house. overlooking charlottesville, and they had natural air conditioningp there on the hill which is about 600 feet above downtown charlottesville. it was almost ten degrees cooler than it was in downtown charlottesville. here's the entrance to the home. on the top of the porch is a weather vane thomas jefferson designed and had built there at monticello. and the readout for the weather vane is right down at the top

paul mccartney fans are getting an apology from fedex field. there were a lot of frustrated fans saturday night because of long delays getting to the stadium. last night washington redskins officials apologized for any inconvenience. the traffic backups caused fans. the team says part of the problem was that many of the concert goers were unfamiliar with the stadium. most used only one entrance. the redskins plan to work with state police to direct fans to different entrances in the future.

the harvard professor who is getting national attention has a sense of humor about the whole thing. dr. henry gates jr. talks about the incident at a book signing in martha's vineyard yesterday. police investigating a possible break-in arrested gates in his own home. the arresting officer is caucasian, prompting some allegations of racial profiling. the president even weighed in, leading to the now famous beer summit at the white house. gates says he's not angry and has even invited the officer to a ball game. >> but i asked him if he would have lunch with me one on one. i asked him maybe we should go to a red sox game together, you know, maybe we could have dinner with our families, you know. why not? you know, i offered to get his kids into harvard. if he doesn't arrest me. >> they did admit this had been

let's look at what's happening right now at 11:31. an important court hearing in the michael jackson case is slated to begin in just a minute. a judge will decide whether to approve an agreement that would give jackson's mother custody of his children. katherine jackson could also find out whether she can challenge the men who currently administer the pop star's estate. much more on this story in just a few moments. a fire broke out at a fire station in prince george's county this morning destroying a valuable piece of equipment. a fire engine apparently caught on fire. it happened at volunteer fire station 17 in capital heights. no one was hurt. but there are concerns about the possibility that budget cuts hampered the response time to the fire. and president obama is at george mason university.

in-home survey. they told her to come to the door. and when she did, they held her up and robbed her of her belongings. the woman was shaken but not injured. yesterday marked a somber anniversary for the family and friends of a d.c. attorney murdered three years ago. the case remains unsolved but a group of bloggers is trying to change that. they don't know anyone connected to the case but they're trying to figure out who killed robert juan. news 4's michael flynn has our report. >> reporter: it's the third anniversary of one of the disturbing t crimes when 32-year-old attorney robert juan was found murdered inside this upscale row home in the dupont circle area. juan had been stabbed, restrained and sexually assaulted. to this day no one's been charged with his murder. >> it's frustrating. it's frustrating for us. i know it's more frustrating for robert wong's family. >> i think it's very sad. it's a travesty for a murder to take that long to be investigated. >> reporter: tried to help solve this murder mystery is this group of friends from the very same neighborhood.

ford posted its first monthly sales increase. july sales were up 2.3% and the automaker's top sales analyst says demand is surging thanks in part to the cash for clunkers program. if the senate approves billions in more funding this week, the program will continue. if not, transportation secretary ray lahood says there is enough money to last at least through tomorrow. chrysler posted sales increases and single-digit decreases for the year-over-year les. some chrysler plans are now operating on overtime. and while chrysler will no longer offer a flat $4500 rebate on top of the clunker incentive for every customer, it will offer $4500 to match on some of its models. but for the rest, the incentive amount will vary depending on the model and the brand the customer selects. and while we wait for gm's numbers, we do know about 6,000 gm blue-collar workers took the latest round of early retirement and buyout packages, but gm was
