maryland. >> kimberly suiters is live where maryland's governor made a major announcement about the purple line. what did he say? >> reporter: there are great hopes for the purple line, barbara and keith. one is that it would ease congestion. the governor saying this is the wave of the future and the option he is choosing is light rail. the governor was standing right there in front of those bright purple balloons not long ago. the governor's involvement ss today they are going to be competing for federal funding for the $1.5 billion project. to get this project under way by 2013. from neckties to necklaces, new carrollton commuters couldn't help but ask what is the deal out here? it could be a light rail system forming an east to west 16-mile arc from new carrollton to bethesda. the governor calls the purple line green because of energy efficient sis and money saved, light rail is the most cost effective, sustainable,

efficient and rider-friendly. compatibility with campus and community life, and consideration of nature. just as the line would connect communities and in some cases it would bisect them, it is consensus born out of disagreement. >> it is the product of consensus we built through disagreement we built consensus through a public hearing process for this option. the purple line option we are proposing will be sleek. it will be quiet. it will be low to the ground. this is not your grandfather's light rail. >> we are committed to not only doing a purple line light rail but also completing the trail along the georgetown branch right of way and linking it up to silver spring to the metropolitan branch trail and filling out our region's hiker/biker system. >> how do you do this in recession? >> we have no choice but to do

tom kierein. >> we had a nice break yesterday. 81 in washington, low 80s in montgomery and fairfax. southern maryland around the bay, the northern neck, eastern shore, it's more humid there and less humid around the blue ridge and shenandoah valley and 30 miles less north of washington. dew point 72 in washington and near 70 in prince georges county. southern maryland mid 70 dew points near the bay. that is extreme humidity. farther to our west and north dew points are in the 60s. that's not quite as bad. on the eastern shore, temperatures in the mid 70s, out of the mountains, mid 70s. you see that yellow zone, this is where we've got a lot of humidities. 87 in richmond. it is quite humid here in south eastern virginia, around the lower part of the bay to the outer banks region. that humidity is going to move up our way here with a light

the stairwell a crime scene following a deadly early-morning shooting. an argument broke out just before 1:00 a.m. shots were fired and four people were struck by the flying bullets. one man was killed. another critically injured. two women suffered nonlife-threatening injuries. >> it's pretty bad. normally this is a good complex. to come home and see this going on is shocking. >> i've been here about eight years and this is the first time someone i know of in this area has been shot. where can you go? you can't hide? >> reporter: police cordoned off the parking lot as they searched for witnesses and processed the scene. no word on what the argument was about. police say the shooting is an isolated incident. they say the gunman is an acquaintance of the victims. he was seen running from the scene. in oxen hill, megan mcgrath, news4. n breaking news from thaila. a pilot was killed in a plane

crash. it happened this morning after thailand resort island. it skidded off the runway and crashed into the air contr tower. thai officia say the chief pilot was killed and s others injured. the airport runway has been closed for investigation. right now, former president bill clinton is in north korea. mr clinton is expected to push for the release of the two american journalists arrested after entering north korean territory. former president clinton arrived in north korea this morning. some north korean leaders greeted him at the airport. this is only the sond time a former american president visited north korea. jimmy carter did it last while clinton was in office. we are following new developments in the case of three americans detained in iran. reuters is reporting that the three americans being detained in that country are now under interrogation. iranian state television is reporting that the issue is being used as propaganda against

the islamic republic. shane bauer, sarah shourd and josh fattal were hiking when they reportedly strayed over the border into iran. they were detained after refusing to head warnings from border guards. the cash for clunkers progra the white house is warning it could putter a stop by friday unless the senate approves another $2 billion for it. that decision could come today. the senate is under pressure. 250,000 trade-ins last week boosted car sales to their highest level in almost a year. skeptics are wary of the rush. >> it ran out of money in a week. prompting the house to rush a $2 billion extension before anybody even had time to figure out what happened with the first $1 billion. >> there are calls to verify clunkers are scraps, not resellables and to tighten fuel efficiency benefits. some dealers stopped offering

offices in 43 states and the nation's capital in a dramatic move to cut costs. it includes this office in new yo city and this one in los angeles. >> where are we going to go now? >> i think that would be unfortunate. >> reporter: the postal service is facing a $7 billion loss this fiscal year, even though it cut service, removed collection boxes and raised the price of stamps by 2 cents. last week the accountability office added the postal service to its high-risk list of troubled agencies, saying it faced serious and significant financial problems. >> they have large fixed costs in terms of what they have to do six days a week in terms of their facilities. we think this is a good opportunity to take a hard look at that model and how sustainable it is going forward. >> reporter: the basic problem is that the internet, competition from private carriers and the recession have combined to cause a steep decline in the volume of mail. some experts predict that volume will not come back as commit

alarm. police in falls church are warning people who live in ground level apartments to keep their doors locked after an intruder entered one apartment and pinned down a 14-year-old girl. it happened early yesterday morning on beach orchard drive. police say a man somehow got into the the apartment and jumped on the young girl who was sleeping on the couch. she screamed and he ran away. now to the latest on michael jackson and the custody battle over his children and a surprise twist. jackson's dermatologist claims he wants some say in the custody and upbringing of jackson's kids. dr. arnie klein challenged the custody deal in court yesterday. it shocked the. >> the jacksons and the courtroom. >> reporter: dr. arnie klein went from beverly hills dermatologist to self-proclaimed protecter of michael jackson's kids. in court monday his lawyer dropped a bombshell telling the judge dr. klein has unie

>> reporter: good day to you. great to see both of you. stocks right now, we are seeing them just fractionally higher. they've been flirting with mid-point territory throughout the day's session. right now we are seeing a little bit of strength at the nasdaq, the s&p 500 and dow. this is all on the heels of yesterday's strong rally. the dow gained 114 points. consumer spending today rose .4% in june. personal income fell 1.3% and the rise in spending was more than economists had been anticipating. pending home sales rose 3. % in june. that was the fifth consecutive monthly rise. it was good news as the struggling housing market tries to claw its way back toward recovery. while pending home sales are up, it's not all good news for homeowners this morning. a progress report reveals only 15% of homeowners eligible for the obama administration's $50 billion loan modification program have received that aid

as of yet. while 400,000 offers have been extended to 2.7 million homeowners, there are still major differences between the 38 companies that are involved in the program. some lenders have yet to modify a single loan at this point. >> "the new york post"" is saying the editor is putting out a plea to employees. he is making it unhip to spend money after being the subject of money articles suggesting goldman sachs has too much influence over the financial system. he wants his people to be leaner in their spending habits. he wants them to not become the headline as a result of outlandish rchases. and she is not on goldman's payroll, but ruth madoff can't spend more than $100 on anything without having to hand over the receipt. a bankruptcy judge ordered bernie madoff's wife to report any purchases above tt amount

is after, rather what he is doing inside the apartments and what he is not wearing. stacey weaver explains. >> reporter: he is the naked burglar police are desperate to find. caught on surveillance video friday afternoon running in the buff from an apartment to abington township. he walked into an unlocked apartment and stole a laptop computer, but not before stripping off all his clothes. one of the young women who lives in the apartment didn't want to show her face on camera, but says the man trashed the place, went through her underwear. a woman next door heard the commotion and went to check on what was happening, saw the naked man and ran and called police. >> it's highly unusual. >> reporter: minutes after taking off naked, the guy burglarized a nearby home where he picked through women's underwear and used a marker and lipstick to write obscenities on the bedroom mirror. hours before he exposed himself to a neighbor.

north shoefrmt he was seen feeding on turtles in the area they warn people to be on the lookout and report any sightings. now to a disturbing story of revenge. four women caught in a love triangle with the same man acted out their vengeance and it wasn't pretty. >> reporter: hell hath no fury three women exacted unusual revenge on a man they say was involved with each of them, including the man's wife. the prosecutor says the emotions may be familiar, but the outcome isn't. >> one of them tied him. one of them assaulted him and they all confronted him about his infidety. >> reporter: the women are charged with false imprisonment, felony with up to six years in prison. in addition, one of the other women, therese ziemann is charged with battery and sexual assault.

>> when i found out he was dating other women, i wanted him to see that i was hurt. >> reporter: authorities say a fourth alleged asailment michelle belliveau was not involved with e man, but went along to help her sister who was. the alleged plot xwan when the man's wife contacted the other women to say he is married with children. the man told investigators he went to a hotel room with ziemann who tied him to the bed and blind folded him on the pretense of giving him a mass e massage. the others joined h, taunting him. the prosecutors said the revenge didn't end there. >> this individual had a private body part superglued to his body. >> reporter: the women are due back in court later this month. in other news this story may just inspire you to get off the couch and get moving. one man is pedalling across

america with a mission. meet david shuey. he has arthritis. that is not stopping him from making a solo bike country ride honoring his late mother. we caught up with him in virginia yesterday. >> i started riding a bicycle. the encouragement of a friend of mine because it's a low-impact sport but keeps the joints moving. i just got hooked. about two years ago i decided i would ride a bicycle across the country inonor of my mother who are also has spinal stenosis and spent the last 15 years in a wheelchair. she passed away the day before thanksgiving. >> he is trying to raise awareness and money for arthritis research. david started his journey in philadelphia. he is scheduled to complete his nearly 4,000 mile challenge in cape may, new jersey this sunday which happens to be his 60th
