28th. derrick ward is in fairfax county with more on this. derrick? >> reporter: well, jim, the most recent burglary happened just last week at the woodland park community. and what is troubling to police as the other burglaries is how the victims are being targeted. >> the burr lars struck 16 times since january, primarily in the western part of fair fobs county, all during the daylight hours most times using a rear door or window to get in. fairfax county police are exploring a common thread. >> several homes have religious articles outside the homes. >> reporter: it brings luck. but the burglars target homes where it is displayed and they remove valuables. >> most of the items being stolen are gold items, taking passports. >> reporter: one was foiled when the home owner came home. >> when he saw the home owner,

did tell schools today if swine flu hits again this fall, have naps on hand. isolate students and send them on hand. but very few schools should close. >> it is rarely indicated even if h1n1 is in the school. >> reporter: officials recommend sick students stay home only one day after they're well, not a whole week, unless the virus gets worse. in that case, kids with chronic illnesses or sick family members may have to stay home. schools may screen students and turn them away, move desks further apart. even hold classes outside to prevent the virus from spreading. >> we want to keep schools open. that's our mission. >> reporter: fairfax county virginia and other districts are preparing online lessons in case schools close. >> so families without internet access, we would want to make sure we had packets and materials ready so you could come to the school and pick those up. >> whether or not they are in school or not, whether or not e school closes, our students have to keep learning.

coming in. there are showers out in indiana. that's sort of some of the things off for those clouds and showers out there. 86 degrees was all we made it up to. the record low, by the way, our low was 64. the record low was 58 degrees. that was 1994. this date that's the last time, 15 years ago, that we have had a record low here in the month of august. looking out towards the west, here we are in washington. 83 degrees. we still have a nice northwesterly wind. tomorrow the dewpoints back into probably the low 60s. look at the morning low temperatures this morning. buffalo, 59 degrees. chicago, 64 degrees. cincinnati, 55 degrees this morning. the temperatures are up there. they'd love to get some of this to the big d. wichita, kansas, 97 degrees. there's where the humidity is.

it's increasing in the mid part of the country. our dewpoint temperature, 15 degrees below where it was the same time yesterday. a little ripple in the atmosphere. i think that cluster of clouds and showers will be moving to our north. right now it's been a rather wet, cool day. you can see that area of rain moving around chicago. heading into fort wayne. temperatures are only in the 60s and 70s. also grand rapids getting some of that. heading up to pennsylvania tomorrow, i think some of these leftovers and it's sort of a leading edge of the warmer, more humid air will be likely into pennsylvania, new york, slight chance we might see something around here. but i think only by the afternoon. let's go around the world. tropics are still quiet. that's the reason that the outlook for the tropical storm season has been lowered. here we are in washington. here you can see the same cluster of clouds out there. indiana, if you're heading into the middle of winter, southern

hemisphere a couple small tropical systems. this is tropical -- or typhoon mornaut moving into china narcotics moving through the philippines and also taiwan had winds gusting to over 100 miles per hour. some terrible flooding from that tropical system into the philippines where it was upwards of these typhoons come through, 10, 12 inches of rain. terrible, terrible flooding there through the philippines. meanwhile, back over us. we're going to be seeing more of the same. that is this area of cloudiness out to our west move to the north. so in the future cast, overnight high pressure on us. delightful evening. then tomorrow as it moves off the coast winds turn to the south. not stifling humidity yet. you can see the clouds and maybe some showers up through pennsylvania. but then as we get into sunday, humidity really comes in.

encouraging jobless numbers for the month of july. the nation's unemployment rate dipped for the first time in 15 months. employers are cutting fewer jobs. president obama said the figures show the worst of the recession is now behind us. >> martinez is stepping down before the end of his term. he plans to leave office as soon as governor charlie crist finds a replacement. his term ends next year.

fairfax county police trying to track down a serial burglar who appears to be targeting homes with a certain decoration display. an eastern religion, she's supposed to bring luck. they were hanging in most of the homes that were burg la rised. many canning up, people planning to ride metro should expect delays. health care forums are turning intohouting matches. and speed cameras going up. details live, problems fighting a massive fire. that house is in northwest washington. the new report says decades old water mains and a narrow winding road caused problems in the effort to fight that fire. tom? >> reporter: jim, the city is still on the scene investigating what exactly caused the fire. and the fire department's response to it.

they led a team of city, fire and water officials back to cambridge road, offering the first preliminary report on the massive fire last week that raced through the mansion. a 15,000 square foot home filled with millions of dollars in artwork selected for years by peggy cooper. >> on arriving on the scene, the first floor was almost entirely ungulfed in flames. >> reporter: the mansion did not have an interior sprinkler system that might have helped ease the damage. >> we would always encourage residents to have sprinkler systems. that's the right and safe thing to do in any home. >> the water main on cambridge road is 75 years old.

there are no side streets to go off of. the street goes all the way through. no size streets on either direction. >> reporter: the mayor stopped short of blaming the fire department or the city's water agency. two agencies that have feuded in the past over preparedness. in review of the fire is continuing. news 4 asked the mayor if the cambridge neighborhood is safe now if another fire breaks out. >> it may actually be, yes, there are challenges here. >> reporter: the mayor sdn i narrow, high, isolated neighborhoods the fire department may have to use a huge water truck to bring in more water to fight any fires. again, the mayor said officials are still investigating the fire and the reaction to it. wendy, back to you. >> thanks, tom. the attorney whose case prompted the supreme court to overturn the d.c. gun ban is back in court. alan ger ra is challenging

safety. those accidents happen on busy roads and in both cases the victim was not in a crosswalk. a lot of pedestrians avoid crosswalks to save time. so safety improvements are not having the impact that they might have been expected to have. >> reporter: montgomery county pumped millions of dollars into safety improvements, better nage and timed signals. but the problem is, people don't always use them. >> people walk across in spite of the big red hand. >> reporter: irwin is chairman of the montgomery county traffic and safety advisory committee. he works in the area and knows firsthand that simply crossing the street can be a treacherous feat. he was driving nearby when he hit a woman who stepped out into the middle of the road. she survived. >> all of us are impatient. nobody wants to wait for a 20

second countdown. nobody wants to wait for traffic to be stopped. but loo wt jeopardy you put yourself into. >> reporter: these phelpses were built to prevent pedestrians from crossing in the middle of the road. but they do it time and again. just in woodbridge, a man was hit by two cars and killed when he tried torosscu jefferson davis highway. he was not at a crosswalk. yesterday in about thes da, a man was killed. he was not in a crosswalk either. >> it can be dangerous if you're not using the crosswalks and watching where you're going. because people are flying down busy streets like this. >> reporter: but many pedestrians say they cross the middle of the street because of convenience, especially if the crosswalk is out of the way and they're in a rush. >> there's no traffic. >> reporter: officials want to change that behavior by educating people, ignoring crosswalks and the signals that go with them is not a risk worth taking.

>> i'll wait my turn and wait a little more and make eye contact with people. >> experts say the drivers need to take some responsibility for pedestrian safety as well. they say drivers should watch out for people in the roadway even if they're not in a crosswalk. those dreaded speed cameras are multiplying. they're going up in new carrollton to help make sure drivers are obeying the speed limit. authorities are gearing up to install these cameras. only montgomery is operating a speed camera program now. a statewide law allows them in and around schools and highway work zones. that takes effect october 1st. a high-speed chase overnight ended with a car crashing into a home. police were pursuing a suspect in a stolen c 2:30. the suspect drove down an embankment and rolled across the roof of a home. by the time rescue crews got

free. police arrested him a year and a half ago charging him with killing his twin brother. a floody palm print proved he was not the killer. all charges were dropped. lewis said he can finally grieve for his brother. >> his spirit is still with me. >> he said he's determined to find his brother's killer and is confident he will do so. a 13ear-old girl spent 13 days locked up in an adult jail in dallas county. police are now reviewing their procedures to find out how that could have happened. the teenager was arrested last month on charges of shoplifting from a target store. investigators say she gave them a false name and fake date of birth. >> for whatever reason she wanted to be 17 and wanted to be an adult. we're looking into it. it's no place for a juvenile to be. we have adults in there. that's why we have facilities

specifically for juveniles. >> the 13-year-old girl pleaded guty before a magistrate judge and was release odd probation. investigators say the girl was a runaway and that may be why she lied about her identity and age. a woman claiming to be connecticut nurse of the year is under arre tonight. it turns out that was a title she made up. police say 56-year-old betty lick ten stein posed as a nurse in a doctor's office. a complaint by a patient led to an investigation that revealed she was not a nurse. she staged a fake dinner ceremony where she pretended she was being honored by the connecticut nurses association. there is no such organization. if convicted she could spend five years in prison. coming up tonight, shouting matches, shouting matches ee vupting in health care forum all over the u.s. what's going on?

he had a strong start last year. it is likely he will stick with 15-yr veteran collins who knows the system and is battles tested off the bench. collins has been through this before and says he welcomes the competition. >> every year, you know, it's kind of the same in the sense that you know there's going to be competition. somebody is playing better than you. you know, then they're going to probably move up. my outlook has always been to prepare a starter and prepare and be able to play at that level. you're not playing for a backup spot. you're not chasing a number two or number three spot. everybody should have the mine set they're trying to play at the level of a starter. is then when you have an portunity to play you can produce like one. >> there's no security in this job. either you're moving up or moving down. right now i'm a finishing quarterback. the only way to go is up from here. it's a big deal for me. i want to prove i want to be in this league for a long time.

the debate over health care reform is getting violent in parts of the country. this was supposed to be on a forum in the issue in florida. police had to be called. one person was physically attacked and the forum ended up being canceled.
