about the person responsible for wrapping this severely injured dog in a garbage bag and tossing her into a dumpster in southeast washington. the friendship hospital for animals is trying to nurse the dog back to health. the dog known now as trooper. madison square garden could be moving here to the district. workers hit the power ball jackpot together. >> here a four other stories making headlines in our area today. it has been 13 years but the family of bell is still searching for her body. bell's mother was out digging today at old fort record in prince george's county. herself-confessed killer, michael dickerson says he buried her there two years ago. police from prince georges and the district went with cadaver dogs, helicopters and forensic experts to fin the body. both times they found nothing. police investigating the murder after popular acupunct e

acupuncturist in annandale say the suspect may have been caught on tape. 53-year-old chung was found dead inside of her home based clinic on hummer road here last month. surveillance video from a camera on the restaurant next door shows a black car pulling up to the clinic and someone running away up the driveway. investigators believe the vehicle is a black infinity suv. madison square garden, the owner of the famed new york city arena, with the same name could open shop in the district. the company has been talking with d.c. planning and economic office and landowners. they want to open a major entertainment venue with at least 6,000 seats. madison square garden already own the new york knicks, radio city music hall and rockettes. an office group got lucky on their first try when they pooled together and bought a lotto ticket. a pool of 27 employees at d.c. hilton hotel played the powerball for first time last week and they won $10,000.

until -- 10:00 tonight. right in and around us. there have been a few showers ming our way. you can see some thundershowers out across western maryland and the other batch is out to -- i think we will be staying in between and i don't see the 90s. a fair amount of clouds, though. i will tell you about that when i join you downstairs. back to you. >> thanks, bob. the federal reserve delivered a voeft confidence on the nation's economic recovery. it is keeping a key lending rate at a record low. near zero and pledged to keep it there for some time. the fed's also moved to end debt buying programs later this year. and still some analysts say any recovery is vulnerable to relapse if the crisis in consumer confidence is not cured. michelle franzen has more. >> reporter: the federal reserve left interest rates unchanged wednesday. a sign that the central bank believes the u.s. economic activity is leveling out. key factors the recession may have hit bottom include median home prices, up 4% last quarter. a surge in the stock market, and

growing stability in the financial sectors. the committee says it expects inflation will remain subdued but the open tim its silver medal guarded. the fed will keep a close watch on other indicators, rising prices for commities, crude, oil, and gas that are tied to the global economy. and analysts say for the fed to avoid a double dip recession, timing will be everything. >> they have to pull back quickly and be fleet of foot in terms of not wounding the economy the other way, getting it overstimulated which would cause hyper-inflation potentially which would be ruinous once again but in another -- separate way. >> reporter: a numbers game on the surface but for millions o out work americans and businesses, teetering on bankruptcy, it is a game of survival. in july, jobless numbers showed some improvement but businesses are still cutting costs. and economists are concerned how long it can take for the unemployed to find jobs.

judges are charged with upholding the law but a charles county judge is accused of being on the wrong side of the law. this is circuit judge robert mcnally we were talking about. two deputies say they saw him flatten a woman's tires outside of the courthouse. police say naturaly got upset with the woman because he claims

she kept parking in the reserved space nears the courthouse. he said she continued to do that even after he put notes on the car. the victim says she's still in shock. drivers beware. this afternoon. don't leave the gps or suction cup attachment on your dashboard not even in a public parking garage. police in montgomery county noticed a bump in vehicle related thefts at public parking garages in silver spring, now they are handing out fliers to remind people not to leave valuables in plain sight. at least 17 cars were broken into in parking garages in the month of july. in almost all of the cases, owners left valbles out in the open where they could be seen by thieves. >> an opportunity. if you leave something in your car that's -- someone can see from the outside, that gives them an opportunity to break into your car and take that property out. >> police say the thefts happened at all hours, day or night. they also say that they do not know if they are dealing with one thief or many.

the most xhob items taken from cars include gps systems, mp3 players, cell phones, laptop computers. food fights, supermarket price wars, right here in washington and tom sherwood is here with the story for "news4 at 5:00." so tom, safeway has joined the party. >> yes. safeway announced they are dropping thousands of prices and thousands of items. first thing, i bought three candy bars, three milky way candy bars for $1 today. that's what we are talking about. >> not bad. >> people are trying to get more for their dollar in food stores. we went around the washington region and people are -- coupons and they have club cards. they have bkets where nearbying -- one woman had 25 jars of fruit juice. she saw it was on sale. she waited and got it and left. she didn't buy anything else. >> is it mainly the staples or are we talking about meats, everything. >> we are talking about specifically staples because staples is what will bring you into a store. all kinds of things are on sale. the food stores only make a few pennies on every dollar in terms of profit. they have to get people into the

store and with hoping they will buy things and stay behind and buy more things. it is a very competitive market in our area. in addition to giant which is the largest and we have whole foods, shopper's food warehouse, harris teeter. all those stores. they are all competing for the people trying to save money. >> i guess it helps to do your homework, make that list, clip the coupons before you go out. have a strategy and you can really save big bucks. >> if you target shop and i don't mean shop at target, if you target shop, you can get the things you need and you can save a lot of money because with the bad economy, people stretched thin, they want to you come into their store and to look for the deals. online and in the supermarkets. >> i guess they hope that you will become a loyal customer. maybe switch stores, too. >> i talked to one lady today outside of safeway, north west washington. she said i come here for the things that are on sale. i get them. and if they are cheaper somewhere else, i will go over there. so she -- she shops very

carefully. you have be careful not to waste gas. that costs money, too. >> all right. >> it is a real -- a battleground out there for -- what we will have for stores. what you can get. if you are looking for staples, school lunches, all the kinds of things that parents and people need, you can shop carefully and you can save money. >> now is your time. >> three candy bars for dollar. >> have you eaten all three? >> i had one. >> two more up there in the newsroom. >> i'm not telling you where. >> tom sherwood, we will see you at 5:00 tonight. thanks so much. pat, back over to you. taiwan's government says it rescued 700 people from mudslides that followed flooding from a typhoon. the villagers had been feared dead after a wall of mud and rocks swept away their homes over the weekend. some survivors from fourvilleables were able to make it to higher ground before the mud buried their homes. the government used army helicopters to get the people to safety. officials say as many as 600 people are still missing and

presummed dead. did you see it? here is a closer look. this is the meteor shower. the video was taken just before sunrise this morning. if you look real closely you can see the occasional streaks of light deep in outer space. astronomers say at its peak, the shower produced up to 100 meteors per hour. if you missed it you can still do a little stargazing tonight but the showers won't be quite as -- as last night. >> we had a clear night last night. coming up next, the government demands answers as to why a plane filled with passengers was forced to sit on the runway for more 147b hours

we are still breathing a sigh of relief. >> heat index under 100. we were under the clouds mp this is how it looks outside. the temperature right now is in the mid 80s. our average high now is 87 degrees. not bad at all.

the one negative, we are losing two minutes a day of daylight. here is how it looks now. there you can see -- see that cluster of clouds? you can see how far it is away from the united states. i will show you the track later on. still the tropical depression with winds at 35 miles an hour. over us with those clouds, 86 degrees. luf bo, they have had it easy summer. as a matter of fact, it has been one of the coolest julys on record. up around the lakes. again today, the dew points, humidity out there is not bad at all. our index, heat indeshgs, 9 degrees. the reason for the clouds, remember yesterday talked about that little weak weather front. well, it is a bit -- still weak to our south. we have light northerly breeze. that's where the action is. there's a severe thunderstorm watch. it is still now 9:00. not 10:00. we have had some thunderstorm. you folks out there in western maryland can see them. you see lightning. some strong storms but nothing really severe. it may come through with some

wind gusts later on. right now that one batch moving towards hagerstown. you folks around martinsburg will see in some of those. they bring in brief relief. meanwhile, as you can see, around washington, we just have clouds. on the other hand, not a great day out at the beaches where there has been rain showers. that's where the real action has been. look at eastern parts of north carolina. this is the new river, north carolina. another inch and a half of rain today and because of the pattern we have had this month, looking over 5 1/2 inches of rain. so overnight tonight we will continue to see the front off the coast and with it, fair amount of rain. a little area of low pressure gets organized tomorrow we will have a north to northeasterly wind and eventually that will head out to sea. around it, as you can see in the futurecast, we may be seeing shower, especially for you folks around southern parts of maryland. so for this eveng, partly cloudy, right around washington. warm and humid. temperatures into the low to mid 80s. some of those showers may drift into frederick county perhaps

even montgomery county and the other batch is out to the eastern shore. but certainly don't see anything severe. partly cloudy and warm. temperatures tomorrow morning will be into the high 60s to low 70s. then i think we have at least a 50% to 60% chance of seeing afternoon rain showers. even here around washington. especially for you folks out towards the eastern shore, southern maryland, uv index tomorrow is code green and then those showers, i think, may be continuing tomorrow afternoon and tomorrow evening, too. don't think any real severe weather can't rule out one or two rumbles of thunder but primarily to the south, evening rain showers and 75 to 80 degrees. after that, though, things are looking up as we head towards the weekend. >> all right. thanks, bob. still to come on "news4 at 4:00" this rnafteoon, passengers stranded for hours on the runway. the government's transportation chief wants to know why. a biker thought he was stung by a bee. turns out he was stung by a blow

welcome back, everyone. at 4:30, jim handly. >> i'm pat lawson muse. here are some of the top stories at this hour. anger over health care reform continues to disrupt town halls across the country. maryland senator ben cardin drew both cheers and jeers at a forum in hagerstown today as he talked about what he wants to see in a government-backed system. other law makers and partisans continue to accuse each other of distorting what's actually in the legislation. with the economy on the mend the federal reserve held a key lending rate at a record low near zero. again, pledged to keep it there for an extended period. the decision helped the dow today to triple digits. transportation secretary ray lahood wants to know whether a weekend flaying ordeal violated any laws. a continental express flight from houston to minneapolis was diverted because of bad weather. but passengers weren't allowed off that plane for hours.

>> the airline has apologized and offer reed refunds but passengers rights advocates say that's not enough. here's brian mooar. >> reporter: dozens of passengers stranded overnight in a cramped regional jet. just yards from an airline terminal in montana, minnesota. the six-hour ordeal is now under investigation with you the u.s. transportation department. secretary ray lahood is demanding an explanation from continental airlines andts regional partner, express jet. continental called the incident, quote, completely unacceptable. passengers of flight 2816, using language a bit stronger. >> it was a horrible ride. >> when i went into the restroom it did not flush. >> reporter: this weekend's incident is renewing calls for passenger's bill of rights. the airlines have already promised to try to term it it to three hours. the advocates want an actual law. >> tre people like humans and not like cattle.

that's really all the passenger rights is seeking. >> reporter: bills are currently making their way through the u.s. house and senate. >> consume verse no rights when they walk on an airplane and the congress has been considering for years passenger rights legislation but the airlines keep striking it down. >> reporter: for now passengers will have to hope the airlines get it right. >> yeah. i can't imagine being stuck on a plane all night long with her and i am is your praised there wasn't just all out mutiny on that flight. >> big corporations making all this money. who is protecting us? i'm all for passengers' rights. >> reporter: a push for legal rights to make sure passengers aren't left to fend for themselves in the future. supporters of a passengers bill of rights are hoping congress may pass one as early as this fall. brian mooar, nbc news, washington. >> continental airlines says it was completely unacceptable for the passengers to be stuck onboard that flight for so long.

a dramatic rescue caught on tape. and injured hiker had to be airlifted out of the shenandoah mountains in virginia. u.s. park police had to use a helicopter to get to the hiker. trapped in an area of old rag mountain. the man had flipped and fractured his ankle. the winds made the rescue icky but after lowering paramedic to the hiker it only took a few seconds to lift him out to safety. the man was taken to an area hospital to be treated. president obama is celebrating sonia sotomayor's appointment to the u.s. supreme court. saying her achievement will be an inspiration for generations to come. the white house hosted a reaccepting in her honor this morning. it was packed with family and friends of sot meyer as well as lawmakers, civic, and hispanic leaders as well as others who helped shepherd her confirmation through the senate. and after the president's remarks, sotomayor spoke emotionally about her rise from a modest difficult young life in new york to the highest court in

the land. she also asked the nation to wish her guidance and wisdom. connecticut senator christopher dodd is in a new york hospital this morning. he is recuperating after undergoing surgery for prostate cancer. his doctor says the surgery went well and the senator will likely be able to resume his full workload in a matter of weeks. dodd has already announced plans to seek a sixth term. authorities in wilmington, delaware, are investigating a bizarre attack on a bicyclist. dan women son says he was struck by a blow dart while riding hise atirst at he said he thought it was a bee sting but then looked down and saw a dirt lodged about two inches deep into his thigh. wilson says he only notice ad pickup truck going by before the dart hit him. he pulled it out and he went to a doctor to be treated. police in washington state are looking for the woman who they say cleaned out a whole lot of people. e twomanhey want to talk to is monica.

bob ryan in storm center 4 with we have storms, thunderstorms, out in the mountains of west virginia. also, heading towards hagerstown. right now there have been a couple that have been trying to pop up. here's one around silver spring. we will keep on eye on things. heavy action has been to our south. you can see in eastern north carolina, under a severe thunderstorm watch until later on this ening. temperatures are into the 80s. we have had a break from the heat. right now this august, by the way, is hotter than july. here is the question. andville the answer to this or answers at 5:00. when was -- how many times in the last ten years has august been hotter than july? well, not the next few days. we won't be back into the 90s tomorrow. i think there is a 60% chance of seeing some showers especially for you folks in the eastern shore, southern maryland. humidity returns the weekend

we have breaking news from montgomery county. chopper 4 is live above the scene of a serious accident at ridge road near morning star drive in damascus. the accident there involves two vehicles. one child is reported injured. no word on the child's condition. rescue crews have just airlifted the vtim to a local hospital. again,tureic fmture p fromro scdama us.da despite the recession, every once in a while we hear about a business success is cess story, entrepreneur who is defying the odds in the economic crisis. nbc's jenna wolfe found one such company and it is helping men stay stylish without ever setting foot inside of a store.

helps promote tumor growth. experts believe that this is the reason aspirin lowers the risk of death. colon cancer is the second leading cause of cancer death in the u.s. cigarette sales to teens has dropped to its lowest level in years. substance abuse experts studied data from an amendment requiring states to begin programs that limit tobacco use in kids. they found tobacco sales to minors dropped from 16% in 2002 to just under 10% last year. experts say tighter regation and changing social norms among teens contributed to the decline but some researchers are warning cutbacks on spending on tobacco control may cause sales to creep back up. new evidence shows that women are waiting longer to have their first child. that study by the national center for health statistics shows the average age of a first-time mother in america is 25 now. back in 1970 women started having kids as early as 21.

this is hudson's first child. new york city traffic officers trying to help commuters by dancing through rush hour traffic in manhattan. look at her go. she says iis her way of passing time and maybe putting a smile on the face of some commuters. she says it is also a way of getting drivers' teiontn. a few jackson family members may be putting on their dancing shoes. two of michael jackson's siblings and his trainer may join the next season of "dancing with the stars." jermaine jackson, la toya jackson and michael's trainer are in talks now with producers of the show. a source close to the jermaine says he doesn't think he should be on the show. he thinks he could just win it all. investigators say that the potent anesthetic given to michael jackson came from a pharmacy in las vegas. authorities are now trying to determine if jackson's doctor may have used that pharmacy as a supplier. jeff rossen has the latest.

>> reporter: federal drug agents and los angeles police moved in tuesday to a strip mall in las vegas. >> at this time we executed a state search warrant for documents at pharmacy. >> reporter: law enforcement officers tell nbc news they were looking for any evidence linking a pharmacy to dr. conrad murray. michael jackson's personal physician. his home and offices have already been searched. >> obviously information was obtained that says that we better get to this pharmacy, there must be other records there that will help us in our case. >> reporter: the ap reports dr. murray purchased propofol from this pharmacy, the same anesthetic found inside jackson's home. law enforcement officers tell nbc news dr. murray administered propofol to jackson on the very day he died. >> if they can connect dr. murray to the propofol and connect him to the propofol in the house and brings law enforcement one step closer to being able to prove a homicide against dr. murray.

>> reporter: the cause of michael jackson's death has not been revealed. toxicology report remains sealed. but court papers show dr. murray is the focus of th manslaughter investigation. this is the sixth warrant involving him. in houston police searched his office and storage unit where they confiscated 21 items, including e-mails from aooahn. account, forensic image of a business computer and vials of two drugs. in las vegas, police searched his office and storage you don't know. >> it the residence of dr. conrad murray. >> reporter: and his luxury home. they walked out with dr. murray's computer hard drive, samsung cell phone, blackberry, and his apple iphone. his lawyer wouldn't comment on the new pharmacy search but maintains dr. murray never prescribed anything that should have killed jackson. >> you have the autopsy results and toxicology from those results being completed. and law enforcement just being thorough doing the final search warrants. i think we are very close to the decision of whether dr. murray or somebody else may be charged.
