yang. the news is just ahead. chuck bell is up in storm center 4. chuck, it's starting out pleasant enough. >> absolutely right. good morning to you, friday is done and saturday is here. most everybody has the day off. hopefully you'll get a chance to get out and enjoy some beautiful summer weather around the area. 73 in washington, most of our suburbs, especially our western suburbs are in the middle and upper 60s. 67 in fairfax county. dew points are still in the mid 60s, so a touch of humidity out there. with the clear skies we've seen a little patchy fog out there. frederick maryland, your visibility down to a mile. martinsburg, west virginia, two miles. so a little patchy fog around the area. be careful if you're driving out and about through that. it won't last long. that august sunshine will do its thing. by late this morning, we'll have full sunshine out there. highs today up near 88 degrees. so pretty typical for august this time of year. just enough humidity to get a

little foggy start and plenty of sunshine on the way. kimberly? >> thank you, cluck. we begin with a local marine killed in afghanistan. his family and friends are now sharing his story. they say after the september 11th attacks, he felt compared to serve. he found his calling in the marine corps, darcy spencer reports. >> reporter: 40-year-old bill care, a marine corps sergeant was killed in the line of duty thursday while fighting in afghanistan. john kair is his father. >> we're just devastated with the loss. he was a wonderful young man. he's a son that every mother and father would love to have. >> reporter: a close friend says care was deployed to afghanistan in the spring, and tha care was shots while on an armed foot patrol in the helmand province. he was assigned to the fourth civil affairs group, a marine unit based in the district. he lived in alexandria, with his wife, rene brown, who is expecting twins in december. >> we're putting one foot in

front of another. we're all just demolished by it. but there are those glimmers. >> debra howe, a former d.c. bureau chief where care worked as a reporter. she said he felt compelled to join the marines after 9/11 and he couldn't be dissuaded. >> i said, when you're an old man, will you regret it if you don't go? and he said, yes, i think i will. and i said, but, bill, what if you end up dead? and he said, well, it will be for a good purpose. >> care's death has devastated his family, the military community and journalists from across the country, many of them leaving message on facebook. >> every note, every email he ever sent me was signed, "semper fi" it was sort of like that was his mott and he lived and died by it. >> darcy spencer, "news4 today."

a memorial has been setp to benefit the two little glimmers to come, his twins. president obama is on vacation, but getting some work done, holding a town hall meeting in colorado to discuss health care. friday he stopped in montana. the president did not experience the same animosity many senators and representatives have faced. mr. obama told the audience what they've seen on tv doesn't tell the whole story and constructive meetings have been taking place across the country. most who attended seemed to support the president's plan. but not everyone, one man even turned the president's own joke about bull in washington on him. >> and we keep getting the bull. that's all we get, is bull. you can't tell us how you're going it pay for this. >> you are absolutely right. that i can't cover another 46 million people for free. >> the president went on tell

the man he will not raise taxes on families making $250,000 or less, and admitted the wealthy will have to pay more. some protestors did come out, they were kept about half a mile away. he often had to shout to be heard above the crowd. but the senator tells the "washington post" he has not been discouraged. in fact, he says the opposite has happened. he's more determined now than ever to get health care bill passed. carton has answered number rouse questions on the cost to perform. he said he will not vote for a bill that increases the deficit. alexandria's former police chief is spending the weekend in ja. david baker pleaded guilty yesterday to drunken driving. he was arrested last month, after a car accident in arlington. police say his blood alcohol level was more than twice the level limit. baker will spend five days behind bars in arlington county. he faces a $300 fine and a loss

of his driving privileges. the boss of a charles county judge who flattened a cleaning woman's tire after she parked in his space, said the judge should have thought before heacted. judge robert nalyed a migts to flattening the woman's tire. nal request was in charge of the entire courthouse until thursday. he nay faces sanctions. his boss says naly will not be allowed to sit on any criminal cases until this matter is resolved. >> this is a story that's going to have legs and keep walking. and he said why. and i said, first of all, because you're a judge. second airily, you're a judge in charge of the courts. and the public put its trust and confidence in you that you're not going to do stupid things, not knowingly, anyway. > judge naly has declinedo t bo alk the a incident. baltimore police are issuing o citations to michael phelps after a car accident there thursday night. they say the olympic gold medalist presented them with an

invalid michigan driver's license after the minor incident. phelps lived in michigan between the 2004 and 2008 olympics. police also cited him for failure to establish residency in maryland. investigators say the other driver did cause the accident when she ran a red light. she'll be cited for failure to obey a red light and causing an accident. you only get one shot at a second chance. that's a quote from michael vick, that's how he describes his new contract with the philadelphia eagles. the team introduced the troubled quarterback yesterday in philadelphia. vick sigd a contract that could pay him almost $7 million over two years. but northern of that money is actually guaranteed. he said he's sorry for what he did and is ready to focus on the future. >> i know as we all know in the past, i made some mistakes, i have done some terrible things, made a horrible mistake. and now i want to be part of the solution and not the problem. >> vick may not be able to play

the special olympics founder was buried at a cemetery not far from the family compound. in jacksonville, florida, captain michael scott speicher was laid to rest. he was shot down over iraq 18 years ago, on the first night of the gulf war, his fate remained a mystery until earlier this month, when the military announced marines found his remains buried in iraq. thousands of people lined the streets as a funeral motorcade carried speicher's casket through his hometown of jacksonville. governor charlie crist calling him the model naval officer. we're learning more about what happened moments before last saturday's deadly crash over the hudson river. a single-engine plane struck a sight-seeing helicopter in clear weather after taking off from new jersey's teterboro airport. the ntsb said the controller who cleared the plane for departure got on the phone to make a

personal call. that controller told the plane to contact the newark airport, but failed to tell the pilot about air traffic in the area. a newark controller who did see the traffic never heard from the pilot and told teterboro to warn the plane. the teterboro controller was still on the phone at the time. two other attempts to contact the plane were unsuccessful. nine people were killed in that collision. the teterboro controller and his supervisor are on administrative leave pending an investigation by the faa. be prepared to answer a few more questions before you take to the skies. starting today, u.s. airlines will start asking travelers to provide their birth dates and their sex. part of a new security measure aimed at making sure flyers aren't mistaken for people whose st w lists. the tsa hopes tbeo etbe vting 1% of domestic passengers by mar v 31st and allng ponasses er international flights, to, from or over the u.s. by the end ofs next .arye

if you like hot and humid, this is the day for you. >> absolutely right. not so hot compared to earlier this week. monday, we were 97. >> i kind of forget that. >> lot ever us did. we are going to be another warm day today, no doubt. but it's not going to be crazy hot like it was earlier in the week. temperatures only one or two degrees above average. and our average high temperature this time of year, around 87 degrees. outside right now, the sky is mostly clear out there. bu we seeing a little patchy fog in some of the rural areas. as we go outside this morning, a live picture of the beautiful tomac river as it winds its way through the city of washington, mostly clear sky overhead this morning. our current temperature stands at 72 degrees. a light southwesterly wind. the light winds and clear skies is the reason we have a little

bit of fog out there this morning. and man, has it been dry. the summer solstice, back in mid june, only seven days since june 21st have we had more than a .1 inch of rain. so we could use the rain showers. around the rest of the east now, mostly 60s and 70s. plenty of humidity. most neighborhoods in the western suburbs are in the mid 60s to low 70s along the chesapeake bay. over the last 12 hours, a little area of low pressure across the outer banks of north carolina bringing more heavy rains to them. some places there have had five to ten inches of rain in the last week or so. for us, high pressure is in charge of our weather, so great summer weather, not just for today, but it goes for tomorrow as well. the tropics are starting to get a little bit more active. this out here is now tropical storm ana, and another very organizing tropical wave on its back door there. tropical storm ana over the next couple of days will need to be watched fairly closely.

the hurricane center things that it's going to stay tropical stm strength by 2:00 monday morning, getting close to puerto rico. as we get into the early part of next week, it might become a little increasing threat towards the southeast coast of the u.s., but that's a long ways away and some models have it losing all of its tropical characteristics. a long time to deal with ana. but it does need to be watched. for us, a mix of sun and clouds this morning, fog will be gone by 9:00 or 10:00. we'll be left with plenty of sunshine for the rest of the day. if you're heading out to the beaches, it will be good weather. for tomorrow, a little bit warmer than today. but still no real threat of rain. so our forecast for today, patchy fog early this morning. giving way to plenty of sunshine later on. today, witntoater ieso the mid upper0s. if you'rnnapolis or annr ois cambridge, sailing on th bay, temperatures in the 80s. if you're headed out to the beachings, tempenetus rear 8s degrees there. our extended forecast the next couple of days, near 90 today. if you're liking it into the ar

the positives. second-year receiver malcolm kelly for the redskins, only had three catches, but it matched his total from a disappointing rookie season. he showed the ability to make a tough catch in a game which is something we have seen him do routinely in practice. skins quarterback jason campbell certainly pleased to have another weapon in his arsenal. >> i'm very impressed with malcolm, the way he went across the middle to catch the ball, he reached up and grabbed it. you're a big target to get hit. toor him to do that showed a lot of courage. i was impressed, because that's what you look for going across the middle. not afraid to get hit and use the big body to reach up and snag some balls. >> come in and catch everybody so now that i'm healthy, now i can come out and play consistent. so that's what i'm going to do for now. it did feel good to get back out there and have live balls and actually get them. >> preseason game number two for

fog as well. frederick maryland, visibility down to a half-mile in frederick. springfield, virginia, visibility reduced to three miles and less than half a mile in culpepper, virginia. we'll be left with an abundance of sunshine by later this afternoon. highs today up near 88 degrees, it will it will feel like august and look like it as well. kimberly, back to you. thank you, cluck. the district is known f its spectacular fourth of july fireworks display. but some are concerned now about fireworks popping off where they shouldn't be. jackie benn h the story. >> reporter: on july 4th, residents of northeast washington saw the sky light up with what looked like real fireworks. like the kind used on the national mall. dozens and dozens of them launched from back yards and alleyways. >> it actually looked like we were on the mall for the fireworks display. the rockets shooting up in the air. and it was really dangerous.

>> reporter: d.c. police evacuated homes near the intersection of 49th and meep streets northeast, after a u.s. postal service mail box exploded just before 10:00 p.m., sending dangerous shrapnel flying. >> it's scary. i thought my house was on fire. i was scared. >> investigatorstoater determined the blast was caused by a professional-grade fireworks shell. just prior to independence day, d.c. mayor adrian fenty, joined by the fire chief renewed a call for d.c. to join neighboring montgomery and prince george's counties in banning a fireworks. >> we really need to rid t community, the general untrained public, who doesn't even read the instructions, of these devices. >> reporter: ward seven councilmember alexander said after this summer's antsics, she thinks it's time for some new fireworks laws. >> it's just too many illegal fireworks going on. that i'm really going to look at, you know, that ban

revisiting the fireworks ban for the district. >> reporter: investigators don't know where these illegal fireworks are coming from. they think they're possibly from mail order, possibly from out of state. jackie benson, "news4 today." you may want to plan extra time if you're taking metro this weekend. track circuit repairs could cause delays of a least a half-hour on the orange and red lines. on the red line, the fort totten station is completely out of commission. metro will be offering free shuttle bus service between the brooklyn, fort totten and tacoma stations to help out. metro has been plagued with its share of problems in recent months. when something bad happens, the blame is often placed at the top. but a senior member of the metro board is rallying behind metro general manager, john cato. tom sherwood explains why. >> reporter: from the major wreck in june and its investigation, to worker death,

$300,000 a year. he's in the last six months of a three-year contract. and zimmerman said the board should act resign him. >> my view personally very strongly is we're very fortunate to have mr. cato. there are many other agencies that really wish they had him and have tried to get him. >> reporter: several transit officials have dismissed two online petitions to fire cato. saying there's fewer than 200 daily ridership of 1.1 million. >> i think online petitions are generally worth the paper they're written on. this joins the group of petitions that includes one for reanimating the buffy the vampire slayer. >> reporter: tom sherwood, news4, washington. >> some riders complain that metro has not reacted aggressively enough to improve train service. they said routine announcement for commuters to add 30 minutes to their planned travel time are actually chasing riders away. a dog flu outbreak is shutting down adoptions at the

fairfax county animal shelter for the time being. two dogs there have been diagnosed with canine influenza, which is not contagious to humans, but can make pets very sick. another 29 dogs may have been exposed to the virus. they'll be quarantined for the next two weeks as a precaution. dog influenza symptoms include coughing, wheezing, only in dogs. this weekend marks the 40th anniversary of a pivotal moment in american pop culture. ♪ ♪ >> nearly half million people came togethe in bethel, new york, for woodstock. a commemorative concert scduled for today is already sold out. richie havens performed at the original free three-day festival. he said the woodstock experience was unique in the way performers could connect with their fans. >> i have to say, and i always do, that it didn't belong to me. it belonged to everybody who was there. >> there were so many people,

it was disappointing end to week of trading, stocks tumbled followed disappointing news on consumer confidence, that put an end to the market's four-week positive streak. the dow fell 76 points, losing 50 points overall for the week. the nasdaq closed 23 points lower and the s&p slipped by eight points. interest rates will remain low at least for the immediate

future. bill griffith has more on that and other big business stories making headlines this past week. >> reporter: the summer rally took a breather this week, after a jumble of economic news aimed more upbeat federal reserve bank wrapped a two-day meeting vowing to keep its already-low benchmark interest rates unchanged for an stebded period of time. the fed says its policies are working, the financial markets have improved lately and household spending has stabilized. but ongoing job losses, falling home values and tight credit remain problematic right now. consumers are being tight, retail sales in july fell .1%. while consumer sentiment dipped lower as well. but at least inflation is in check. consumer prices were flat in july, and they are lower from where they were a year ago. and a bright spot in housing, sales of existing homes last quarter were up nearly 4% from the first three months of the year. still, more people are losing their homes to foreclosure,

banks repossessed 87,000 homes in the u.s. last month, that's up 7% from june. and, the cash for clunkers program has been given a boost to the automaker's chrysler, upped production of pickup trucks, while ford is adding shifts to make more vehicles in a hurry. general motors unveiled its chevy volt car this week, claims it will get an astounding 230 miles a gallon. it hits showrooms november of next year. i'm bill griffith, get all your business news on cnbc celebrating its 20th year. most seasoned reporters work for years to get an interview with the president of the united states. but one 10-year-old boy has already done it. take a look at this. remember damon weaver? the elementary school student from florida was in news4 studios back in january, having failed to get an interview with the president during the inauguration. well, if at first you don't succeed, try again. this week, damon was granted a

three-bagger, going for the triple. gets down, gets the triple. goes 4 for 5 with four rbis, more importantly, hits for the cycle. the o's beat the angels, 16-6. when you lose 23-0 and get outgamed more than 2-1 in terms of yardage, you need to dig to find the positives. for the redskins, one of the guys had played well during their loss to the ravens was second-year receiver, malcolm kelly. kelly had three catches last night. but it matched his total from a disappointing rookie season. he showed the ability to make a tough catch in a game which is something we have seen him do routinely in practice. skins quarterback, jason campbell, certainly pleased to have another weapon in his arsenal. >> i was very impressed with malcolm. the way he went across the middle to catch the ball. he reached up and grabbed it. when you do that, you exposure ribs to get hit. for him to do that showed a lot
