hurricane season and tropical storms are nothing to take lightly. claudette gave less than a day's warning. >> no signs of bad weather at all. and then all of a sudden we get up yesterday morning and they're talking tropical storm. we were really surprised. >> reporter: and it was one of three systems that popped up over the weekend. the first of the season. >> we're just now getting into the time frame where we -- on average we see our first storm reach hurricane intensity. >> reporter: bill is now a hurricane. and forecast to become a major hurricane. and while forecasts keep it away from the u.s. for now, those cleaning up from claudette know not to take anything for granted. >> panama city beach got lucky. we got lucky. >> reporter: with 14 weeks still to go in this hurricane season, thatind of luck may not hold out all year. and one more reminder from claudette that even small storks can prove deadly. a man in his 20s died after being pulled from the rough surf here. rescuers look for another man

whose boa ran aground. they were hopeful that he may have made it to shore safely. kristen dahlgren, nbc news. forecasters at the national hurricane center say it's too early to tell whether hurricane bill will pose a threat to the east coast. in the political battle over health care reform, the so-called public option may be dead. the white house is sending mixed signals tonight. conservatives are plead. many democrats are concerned, though. steve handelsman has our report. >> reporter: president obama did not mention the public option today as he talked health care to veterans. >> no one is going to take away your benefits. that is the plain and simple truth. >> reporter: but to get benefits for the uninsured, the president had fought for government insurance until he seem ed to give up on saturday. >> the public option, whether we have it or we don't have it, is not the entirety of health care reform. this is just one sliver of it. >> reporter: one sliver? whether we have it or not?

article out today, barack obama doesn't even mention the public option. i'm steve handelsman, news4. >> without that public option, the president's plan b may be non-profit health care co-ofs. they would offer an alternative to for-profit insurance companies without the government control. today, arlen specter, who was shouted down at a health care town hall meeting last week, told reporters that co-ops could achieve the same goals. stocks took a big slide today on growing worries about consumer confidence. it was the worst sell-off in seven weeks. the dow lost 186 points. the nasdaq lost 54 points and the s&p slied 24 points. there may be good news for japan's economy. today the japanese government announced that the country's economy expanded in the second quarter of this year. a sign that japan may be coming out of a recession. a strong demand for electronic goods and other exports is credited for the boost.

economists warn, though, consumer demand is still weak in japan and the good news dn't help out asia's stock market. the nikkei average dropped 2% today. stocks slid about 2% in hong kong. a developer was maryland was sentenced today for defrauding nearly a dozen families out of more than $1 million. also, their stake in the american dream. authorities say it is the first time they've gone after developers. 38-year-old leon coleman was sentenced to 12 years in prison. he was convicted of running an investment sca out of his home. prosecutors say coleman took payments toward new houses to be built in the kings grant subdivision on white house road in prince georges county. but he did no work on the project. the victims lost the properties and the money that they had invested. >> he could have stopped this a long time ago. when he realized that he couldn't complete this job, he could have brought us all together and said, look, i'm in

an early morning stabbing left one person dead. it happened before 4:00 a.m. police believe it started as a domestic dispute that turned violent. two men were stabbed. the victims then drove to a 7-eleven store where an ambulance was called. several agencies are investigating the death of a 2-year-old foster child hoowas killed when he got tangled in venetian blinds. it happened in august. that incident has the head of the consumer products safety commission about the danger that blinds can pose to young children. >> reporter: in montgomery village, in this apartment, on august 9th, 2-year-old angel took an afternoon nap and n long after tt dheas wd.ea since birth, angel has been in foster care. we talked to his foster mom who

morning. it carried a global positioning system satellite into orbit. after 20 years of service, the air force will switch to different rockets that will carry bigger satellites. gps technology is essential to the military and in recent years, it's been awfully useful to civilians as well. this was the 49th and final mission for delta rocket. a decision is expected in the next ten days on the fate of a man convicted in the lockerby bombing. the decision is in the hands of scotland's justice minister. donna friesen reports from london. >> reporter: a decision on whether to release the man convicted of the lockerby bombing is expected in the next ten days. the libyan man was found guilty in the bombing that killed 270 people in 1988. he's always maintained his innocence and has said in the past he would not leave prison unless he was a free man, but he's been diagnosed with terminal prostate cancer and has abandoned his appeal, which

headquarters. a hello truck exploded at the gates of the main police station as officers lined up at the start of the day. the blast could be heard across the city. in the police station, a room filled with ammunition caught fire and burned for hours. more tha 100 people were injured. a series of recent attacks against police and politicians in the region have been blamed on islamic insurgents. this was the deadliest attack in the province in the last four years. tragedy in the sky above russia. two air force jets collided while rehearsal for an air show near moscow. one of the jets crashed into the houses below, injuring one woman. the fighter pilots are part of the russian knights flying group. the crew of the russian ship that disappeared several weeks ago has been found. but what happened to them is still a mystery. the freighter vanished on july 28th in the baltic sea. there were reports that masked men had stormed the ship and beat up the 15 crew members.

as reported on friday, the ship was located off the coast of west africa. we have leaed that the crew now is l alive and it is aboard russian navy ship. there's been some speculation thatouhi ces bld a case of piracy or perhaps a commercial dispute. russian officials say they will release more details. this is a final day of campaigning in afghanistan ahead of thursday'sresidential elections. u.s. marines are helping to deliver election supplies and provide extra security. hamid karzai is ahead in the polls, but his lead may not be enough. the opposition candidate led a massive rally today at the olympic stadium. the rally was so chaotic that supporters stampeded through gates to get closer to abdullah. there is a new report out today that claims that iraqi militias are killing and torturing men suspected of killing homosexual. the killings began in baghdad's

sadr city and then spread to other iraqi cities. the group said that in some attacks, iraqi security forces had joined in the killing. homosexual conduct is prohibited almost everywhere in the middle east, but human rights watch says conditions became especially dangerous in iraq after the rise of the militias. meanwhile, the iraqi government is banning internet sites that it believes incite violence or that carry pornography. officials say the goal is to strengthen government control of content and usage and to organize service. the plan will require internet cafes and service providers to be licensed. opponents say these new rules violate iraq's constitution, which guarantees freedom of electronic communeitations. the american man released from a myanmar prison thanks to jim webb is now in a thailand hospital. john yettaw's family says he's undergoing medical tests in bangkok. he is not in good health after spending three months in prison.

the 53-year-old had been jailed after sneaking into the home of aung san suu kyi,n operation leader under house arrest in myanmar for supporting democracy in the military-ruled government. senator webb travelled to myanmar and managed to win yettaw's release. the senator also head talks with thailand's foreign minister today. after that meeting, webb said it may be time for the u.s. to review its policy toward myanmar, especially regarding sanctions. >> the question came up, is the united states and the eu, should they put more sanctionsn myanmar after the situation with aung san suu kyi's conviction? and my view is that we don't have any more sanctions to put on myanmar. and i think we need a new approach. >> webb says he plans to meet with secretary of state hillary clinton to talk about his myanmar visit. there's been speculation for months, but it is official now that u.s. senator kate bailey

the wildfire continues to burn out of control in northern california. the fire has already burned more than 3,000 acres in the dobbins area of yuba county north of sacramento. fire officials say the fast-moving fire has jumped the yuba river and is moving away from the sierra nevada fo foothills. people in the area have been asked to evacuate. firefighters say their job today is complicated by high temperatures, low humidity, and winds from the southwest. we actually need some rain. >> we really could use some. since june, our rainfall, four inches below average. a lot of dry spots around here. >> we'll take some rain, bob. >> indeed. outside today, it was another 90-degree day. >> is that a bowling ball? >> that is a bowling ball. >> oh, my word. >> are those inflated ones or

dry side, spots like georgia. so all of this rain, the tropical rains, are beneficial. they certainly can help things there. and you can see that moisture continuing to come in from the gulf. not much coming our way. we are now getting into the peak seas yasor lr,t ea yas l -- off the coast formed in july. here we are now with the season really getting going. just over the weekend. there is bill. you can see that circulation. it is now developing an eye. the other one, anna, is not going to be doing anything. it's just a very, very weak system. right now, bill is getting stronger. winds are now at 90 miles an hour. here's the track. i'll get out of the way so you can see how far it is from washington before you worry too much. this is from the folks at the hurricane center. even with the uncertainty that the risk for being a threat to the eastern united states right

now, right now, is minimal. by later in the week, it may be a threat, though, to bermuda. in the meantime, high pressure means more of the same. that is hazy mornings, humid afternoon. we do have a light southwesterly wind. with a little weak weather front that eventually will approach us. as we get into later in the week, especially wednesday afternoon and thursday afternoon, then i think there is finally the chance of getting needed showers and thunder showers of our own. meantime, warm and humid with high clouds. temperatures this evening, mid to high 80s. tomorrow it will be a hazy kind of morning with our morning temperatures only about 72 to 73 degrees for you folks in town. 60s out in the shenandoah valley. maybe some patchy fog there. the ground is really getting drier and drier around town. then once again during the afternoon, some of these clouds will build um. there's a slight risk of an afternoon thundershower. temperatures tomorrow, i think, for the 18th time will be getting to 90 or higher.

t mplain.s as arieey c as julie carey is i tju st is t traffic hea teraffic headache for commuters in northern virginia. >> reporter: hundreds of commuters heading into tyson's literally hit a road block today. ramp 46-b, which carries traffic from the outer loop of the beltway to 123 north, is closed for 45 days. it's been shut down because of beltway hot lanes construction. the trouble is, many commuters were unaware of the closure and found notices on electronic sign boards inadequate. vdot got an earful. >> we feel there are enough signs. however, we did go back this morning and we are going to add another sign out there. anytime you have a new closure, it impacts people. >> reporter: another concern? one of the two posted detours must be taken before the closed ramp. and it requires drivers to cross four lanes of traffic to reach an unusual left-hand exit. that's now also under review. >> if that's confusing, we'll

have to take a look at that and correct it. >> reporter: the ramp closure is just the latest inconvenience for commuters. especially hard-hit are those traveling into tyson's. they have to navigate both hot lane construction and dulles metro rail construction. this man who drives in daily from springfield says his commute time has doubled. his biggest slowdown comes on route 123 where the metro project has two lanes closed off. >> instead of being four lanes, there's like three lanes. they cut one lane for the construction. so, you know, my commute is about an hour now versus half an hour. >> reporter: and even once commuters or shoppers reach tyson's, the road grid has changed considerably. gone is the chance to turn left from the 123 ramp to route 7 southbound. gone is much of a frontage road that serves many businesses. businesses now desperate to get the word out they are still operating. >> definitely when we're in tyson's, it really does affect, you know, going to different places or whatever. and we have to like, you know,

sponsors say their next free job fair will be at fedex field in the fall. in phoenix today, president obama told the veterans of foreign wars that while the war in iraq is winding down, the war in afghanistan is heating up. brian mooar has our report. >> reporter: at the veterans of foreign wars convention in phoenix, president obama promised the iraq war is winding down on schedule. >> we will remove all our combat brigades by next august and we will remove all our troops from iraq by the end of 2011. and for america, the iraq war will end. >> reporter: u.s. troops have been out of the major cities for a month and a half now, and iraqi forces are getting ready to stand up and fight on their own. that's allowing the president to ramp up the u.s. troop presence in afghanistan. now the front line in the war on terror. >> this will not be quick. nor easy. but we must never forget this is not a war of choice. this is a war of necessity.

wide receiver. devon thomas, malcolm kelly. i think he had a little bit of a pep in his step because he made one of the plays that could have turned into a big highlight for the redskins thursday against the ravens. let me take you back to the field. malcolm kelly was -- this is really a sense of relief for him on this play. he's increasing his production this week. he was on the receiving end of collins' pass. made a fantastic catch in the second quarter thursday night. however, it turns out malcolm said he was relieved because he had had run the wrong route. >> got caught up in the speed of the game. you know, it's funny because after a ran i route, i knew the coach was going to say something. and they didn't say nothing about it. they're just like, good catch. but i knew that i ran the wrong route. really, it wasn't the wrong route because there's two options that you can run, but i wasn't supposed to run it based on that coverage. it was open and i caught it. >> i was just, you know, he was

in the flat and then i looked for malcolm kind of late, you know. he's supposed to run the curl, but he was across the middle. i happened to find him. funny thing, it happened again today with a different guy. and, you know, this time i expected him to curl but he ran in. no big deal. that's what practice is for. >> no big deal. i don't know if coach would say that. tom collins hit it on the head. one of the things kelly is trying to work on is his route running. he's very honest about that. he had a good game. three catches, 25 yards. it equalled his three touches total for all of last season. >> it's like a three-point shot that you don't want somebody to take. coach is like, no, don't take that and then you make it and he's like, okay. >> one thing that malcolm hates is rookie hazing. he said i don't really agree with it. >> he didn't get in on this action. but plenty of other guys did. we haven't had any type of rookie hazing all of training camp. just carrying a couple of helmets off here and there until today. a couple of rookies got to spend

some extra time on the field and they just baked underneath that sun. robert henson and the rookie cornerback kevin barnes. it's like aha rite of passage. these two guys got taped to the field goal posts. and ey were finally rescued. they said don't you dare try to leave until we send somebody to get you. so here they come. daniels and carter let the rooks off the hook after about 20 minutes. some of the veterans said they could stay out there for even longer. >> they're rookies. you know, they -- it comes with tradition. they're out there having a conversation with each other. crying about how gatorade is in the dreads and it's cold and wipe my face. >> they're rookies. they have no name yet. they have no redskins on their helmets. i don't know those guys, but they're taped to the field goal posts. >> you've got to earn your keep here. everybody goes through something. so this ain't too bad. i've heard of worse. >> at what point did you know

nationals would love a rookie of their own to haze. and they have now only until midnight tonit to get the deal done with their first overall draft pick. he's the piter that's supposed to change the likes of this team. the nationals have offered 12.5 million. that would be a record. he played for san diego last year. the deadline is midnight or he's got to sit out the entire season and reenter the draft next season. the nats would get the number two pick in next year's draft if they don't sign him. of course, it's even more, i would say, desperate that the nationals do get him because of jordan szimmerman being out nex season because of tommy johns surgery. >> this is going to go literally right down to 11:59 and 30 seconds. and they could end up paying him upwards of $20 million in turps of signing bonus, which would be double the highest ever. >> i hope the deal is going to

get done. >> i hope so. >> moving on to golf, i think tiger woods left a glimmer of hope. he did something he hasn't done all career. afr leading in the final round of a major, he lost the chance to win the trophy at the pga championship. let me take you back to minnesota. we start you off on the 13th hole. tiger woods is so clutch in these situations. the makable putt for birdie. but tiger woods misses. i can't believe he missed. shot a 75. so it was yang who had the shot of the day. here at the chip on 14. yang, by the way, only one pga tournament win before sunday. drops for the eagle there. yang took the lead. on the 18th hole, yang might have felt pressure, but this guy didn't show it at all. his second shot from just over 200 yards away. it was incredible. he nails it perfectly. the ball lanlds on the green. yang was on his way to his first

major. yang has two putts to win. needs one. sinks the birdie to win the pga championship. he gets all fired up. yang becomes the first asian-born player to win a major. tiger finishes second, three strokes back for the second time in five years. he goes an entire year without winning a major. i wonder how tiger woods deals with that on the monday after a tournament. >> well, t watson lost the british open and people said that he choked. do we say tiger choked? does tiger ever choke? >> that's debatable. >> thank got we're not rookies, guys. >> hey, he choked. >> he can say that. >> the man is human. >> the man is human. human every now and again choke. he choked. >> thank you, dan and lindsay. >> if you ask him tonight, he'll probably punch you out. thanks, guys. coming up, a couple's vacation picture getting some international attention.

melissa and jackson brandt are from minnesota. they went on vacation, took a picture and that picture has sparked internet rumor and international attention. the brandts went hiking in alberta, canada. they took pictures there. the brandts sat down for one of them to get a shot of themselves with a camera. just as the camera was about to click, a squirrel popped up out of a crevice and into the photo. the brandts thought it was hilarious. how could they not? they posted the photo on facebook, entered it into a contest. they've gotten positive feedback from as far away as korea. but there was internet speculation that the photo was photo shopped. they said, no, it was not. it's 100% undoctored. and there he is.
