police say he tried to solicit a juvenile online. good evening, i'm jim vance. >> i'm lynn yang in for doreen tonight. the sheriff was done by deputies in spotsylvania countyut w b is in fairfax where he's been working closely with teenagers. jackie bensen has our report tonight. >> reporter: the part time high school wrestling coach is accused of having an online conversation with someone he thought was a 14-year-old girl. turns out the person 27-year-old was chatting with was a response valgia county's sheriff's deputy. john sheehan is from the national center of missingnd exploited children. >> research shows one in seven children received unwanted sexual solicitations online. >> reporter: fairfax county admissions systems confirmed he worked for the high school for two years. they say as we not a teacher there and that he did pass a criminal background check. parents we spoke to say they think those background checks are very important. >> i think those criminal

background checks are imperative so that we find out what type of persons we have. you cannot be around children and then later on find out that you have a person with a violent past or sex offender past. >> reporter: he's being held in spotsylvania county without bond until his next court appearance. jackie bensen, news 4. the vacant apartment building caught fire and presented some problems for firefighters tonight. it happened in gaithersburg. after the first firefighters got on the scene, they sounded a second alarm. that was about at 8:00. we have learned the apartment building on east diep mod avenue was already scheduled to be demolished. it took firefighters about 45 minutes to get that fire under control. it is not clear yet how that fire started. transportation officials i virginia are putting the brakes on plans to build high occupancy toll lanes on istnterates 59 and 395. constructions of those hot lanes was scheduled to begin next summer. the hot lanes would have run

from the pentagon to spotsylvania county. the governor's office now says it's reassessing the plan because it's not sure money to build the hot lanes will be available. the decision will not affect the hot lanes already under construction near the beltway. that includes work near tysons corner, where drivers hit a road block this morning. it takes drivers to the beltway and route 123 north of mclean is closed for construction. many complained about a lack of signingage. there's also frustration the detour comes before the exit and it's on the opposite side of the interstate. a long and arduous cleanup is under way tonight at a celebrated youth center here in the district. it's called life pieces to masterpieces. and last night some vandals, they be hit it hard. and it appears they weren't after anything but destruction. darcy spencer is in the northeast now with more on the story. darcy? >> reporter: jim t. appears nothing was stolen during this break-in. police sources are telling me it appears this may have been the work of juveniles looking to cause a lot of damage.

vandals struck at the masterpieces building in northwest washington sun sm time between sunday night and monday morning, causing at least $10,000 in damage. >> it's like i couldn't breathe. i was devastated. it was like seeing 15 years of really hard work doing good things in the community basically trashed. >> reporter: workers here believe fire extinguishers were used to bust through glass doors. one inside, the vandals splattered paint throughout the building, left messages of hate, even destroyed a flat-screen tv. >> we had paintings damaged, we had computers damaged, broken. we had artwork broken. we've had paint strewn around the place, graffiti. >> reporter: seneca wells is the art director. he says numerous canvases were

damaged or destroyed. >> we have the series of shoes and some of the shoes were ripped off the paintings and kind of made me a little sad. >> reporter: the organization is an arts-based youth development program. it received the lend a hand ward from the "today" show back in 2004. >> it does hurt. but out of that hurt, we're going to grow from this. >> we have a mission statement, we take challenges and turn them into possibilities, so that's all this is, just another hurdle we got to get over. >> reporter: the organization is based out of the old merritt middle school here in northeast washington. they are seeking donations and volunteers to help them get back on their feet. they plan on reopening their doors on wednesday. reporting live from the northeast, darcy spencer, news 4. back to u, jim. >> thank you, darcy. sick children returning to school, there's unsettling news tonight about the swine flu vaccine.

the availae supply of vaccine will be less than half of what health officials expected this fall. the department of health and human services expects 120 million doses of the h1n1 vaccine by october. now exper say they will only have 45 million. they blame manufacturing delays. 20 million additional doses will be delivered each week in october. pregnant women and health care workers will get first priority. washington nationals are in the news tonight, but not because of what they do or don't do on the diamond. it's because they're in the fight of theiroung life, a fight to sign baseball's number one overall pick. and some people might say it's a fight for relevance. lindsay's joining us with more on this. we're getting close, aren't we? >> we are getting close. it's funny when you think how they drafted steven stratsburg and they'll get it done. here we ar literally 30 minutes they have to accomplish this goal. the nationals have reportedly offered a deal worth as much as $17 million for first overall draft pick steven stratsburg but here we are less than an hour

from the deadline and still no deal is done. he has an important decision to make. he can either listen to his agent, scott boras, and sit out an entire season, or take the deal. the right-handed pitcher has a 100-mile-an-hour fastball, has all of the skills really to become a superstar. but if strasburg and the nationals don't agree to a deal, he will have to wait another year to play in the majors. woe have to re-enter the draft and the nationals would get the second pick if they could not sign him. bottom line, the nationals still have about 55 minutes and we will just have to wait and see if they can get a deal done. >> 52 minutes and 40 seconds. >> they're on the clock. >> and counting. coming up -- a young child killed after getting caught in the blinds. now the government is warning all parents about the dangers of those things. the fbi will review new video showing a brutal police beating that left permanent damage to the man arrested. the tropics are starting to churn. claudette made landfall. bill has become the first full-fledged hurricane. how about our weather, bob? >> our weather, we are not going

a sensitive operations manual has been stolen from a ft. mead military police officer. police in laurel city say someone broke in the oicer's car outside the base. they say the thief took a book

>> one of the theory about drug use is people use drugs as a replacement for good relationships and this just take it's in reverse. it gives relationship fulfillment as replacement for drugs. >> reporter: but it might not work for everyone. lieberman says for some facebook and online friendships are too superficial and those words of support won't have the same meaning. not so for michael. it's been five weeks since he's had a smoke. the longest he's ever gone without a cigarette. he says he's feeling better than ever. >> it's not been easy. but the prospect of going back to smoking in front of all of those people, i have a 30-year high school reunion next year. i'm not going back with a cigarette in my hand. >> reporter: keith garbegin, news 4, washington. tropical storm claudette made landfall on the florida panhandle last night. it got weaker once it got to shore. after causing wind damage and sporadic power outages, claudette was downgraded to a tropical depreion. winds about 30 miles an hour.

that storm is now moving to alabama and it is not expected to cause significant flooding or damage as it moves through the northwest. it's not the only up with out there, is it? >> no, but ann is gone. claudette's pretty much gone. bill. >> bill. >> bill is out there. bill may become a major hurricane. fortunately, it's out over the waters. around us, we had another hot day today. our temperatures into the 90s. what are you going to do on a hot night like snont. >> sit outside. >> sit outside and take it easy and say, before you know it, it will get chilly. we are losing more than two minutes of lay ddaylight. today was the last day of the year our sunset is at 8:00. doesn't map until may 2010. we made it up into the 90s. 17 -- i'm keeping track, 17 90-degree days. look at the 90s in new york city and boston. 94 it was.

a lot of 90s where that sunshine was oust. right now we're at 80 degrees. look down here in atlanta, 75 because they've got the clouds from what was claudette and while the humidity is over us, we have had a nasty batch of thunderstorms out to the west. look at the shenandoah valley. this is the area with cloud-to-ground lightning and a lot of nasty rain out there. that's the reason there is still a flash flood warning in shenandoah county until 1:00 in the morning. that's beginning to move out of shenandoah now and come over the blue ridge. it is diminishing a bit. but it's been more rain while we've been dry around washington, folks around front royal. most of the shenandoah valley has been seeing a rather wet summer. a lot of stuff. i was out there, much, much greener than it is around us in washington. while that's moving through one isolated area, look at the areas down to the south. this is what's left of claudette continuing to come in with some rains and into georgia, spots like that. you can see it's also dying out. look at woodstock, virginia.

over an inch and a half of rain. and for the month so far, over three inches of rain. while we're less than a half inch i many areas around washington. look at crestview, florida. that's from claudette. over 17 inches of rain. there's bill. bill if you look close, you can begin to see an eye forming. winds are now 100 miles an hour. it's a category 2 hurricane and from here it will continue to be out over the open waters, no threat to the islands. the biggest threat may be from the island of bermuda. right now as we get into saturday and sunday t. does not appear there will be a significant threat to the east coast. nonetheless, if it becomes a major hurricane, it certainly bears a lot of watching. over us tomorrow, once again it will be humid. .tode be anth irsun or thunderstorm. i think we're more likely to be seeing some of the weak weather front coming our way as we get into the middle part of the week. another 90-degree day tomorrow starting out into the low 70s. it will be warm and a bit on the

humid side. once again tomorrow afternoon, not with the easterly winds we had saturday but rather southwesterly winds. hot, humid, temperatures could get as high as 92, 93 degrees. a risk of isolated thunderstorms. once again more likely for you folks out in the shenandoah valley, winchester, panhandle of west virginia perhaps. as we get into later in the week, there is our increasing chance of our own risk of some thunderstorms. thunderstorms and some rain showers we could use because it'sto real i been dry around he in washington. then as we get into the weekend, cause we're always ready for a weekend on a monday. right now, it looks pretty good. looks pretty good. >> okay. thank you, bob. coming up -- the officer at the center of a controversial arrest. got a standing ovation tonight. swallowing your fears and taking the plunge. daredevils tract thousands of spectators. and in

for a reason. so let's just make it happen. but the bottom line is, this is a game about money and the nationals have just slightly more than 30 minutes to make a deal with right-handed rookie pitcher steven strasburg. over the weekend, nationals' president stan kasten said a deal may not get done as the nats had reportedly made an offer between somewhere between $12 million and $17 million. strasburg's agents got boras, notorious for taking it to the wire. this is the guy, scott boras, that loves to play hardball. he's a super-agent in the sport. he would not be the first client to not sign and be forced to re-enter the draft a year later. scouts had been in love with strasburg. they say he's close to being major league ready right now. the nationals, no question, played above .500 ball since the all-star break and tonight nationals' players are also watching closely to see if strasburg signs before the midnight deadline. the nationals will play the rockies tomorrow night. to baltimore we go.

the fbi has agreed to investigate a traffic stop in minneapolis that ended with the driver bloodied and beaten. it was caught on dash cam video back in february. darryl jenkins was stopped for speeding. he said he got out of the car to get his driver's license from his back pocket. that's when the first officer tackled him. some other guys came and started punching and kicking on jenkins. he was charged with felony assault of a police officer. that charge was dismissed, though. police in montgomery county omnally caught up to a a om store. store.dl jo ban weydlas was pulled over while driving in southeast washington last week. after questioning, investigators connected him to a shoplifting incide at saks fifth avenue inl. th sra bdley dressed b in heag, stuffed a ,0nl00he c
