mid-air collision. sonia sotomayer broke louis in the court. good evening. >> we begin with the unsolved murder of a fairfax county teenager. now, a year later, court documents reveal the death could be tied to a religious ritual. julie has the report. >> reporter: the victim was a high school jr. she died more than a year ago. court documents show police are focusing the investigation on the family. these are the court documents. a search warrant that reveals strange young details. emergency workers were called to the home july 27. cpr was started on an unresponsive, kim. the teen died two days later. the medical examiner did not

rule the death a homicide until december, 2008. >> our detectives have been investigating it. as soon as they developed probable cause to do so, they obtained another search warrant filed late in august that allowed them to use, as a tool, to continue the investigation. >> reporter: now, the affidavit are looking at the mother as a suspect. detectives took dna from both to see if it matches dna taken at the scene. he, the mother and two other witnesses were performing a religious ritual on her. the mother gave conflicting stories, but told them she did not have anything to do with the death. they keep a low profile.

one said she didn't know a teenage girl lived at the home. they named possible suspects, but no charges were made. the father insists some of the information is wrong. julie kerry, news 4, fairfax county. the new health care plan was presented today. max baucus unfailed the health care reform. it does not include the public option. it offers insurance to the 2 million americans not covered now, it's cheaper than some, but will still cost $856 billion. under the plan, people who do not buy insurance would be fined. insurance companies are banned from charging more to people with serious health problems. >> every american can find quality, affordable health coverage.

reporters or different talk show hosts. >> reporter: some protests say outside groups are expected. back to you. >> thanks. authorities, today, served two more search warrants on a man being called a person of interest in the death of a yale graduate student named annie le. her body was found stuffed in a wall in a medical research building. the medical examiner determined she was suffocated. police searched the apartment and took dna evidence from a lab technician named raymond clark. they went back to clark's apartment and searched his car. they compared dna with 250 items collected at the crime scene. the police surrounded a hotel, where it's believed clark is staying. police would not say, on the

record, an arrest is imminent. the search of a colorado man's home today. he has a possible link to al qaeda. they searched his home in denver. he denies he's involved in a terrorist plot organization. president barack obama said he's not going to rush into a decision about sending more american troops to afghanistan. the president says his decision is going to take some time. he wants to be sure the strategy in afghanistan is correct. yesterday, the chairman of the joint chief said an increase in u.s. forces in afghanistan is probably necessary. the administration detailed to congress, today, new ways that it plans to measure success in that region, including destruction of terrorist networks, and building effective

justice systems there. a student who fought abroad is back to hitting the books after a turbulent start to school. he faced deployment back to iraq. he's already spent four years in the army, 15 months of that in combat in iraq. it was during that time he applied to be a student. on the first day of classes, he got a call from the army calling him back to active duty. >> i worked on getting letters from faculty members an students from my senator -- >> his contract with the army allowed them to call him back to duty. he doesn't know how long the exemption will last. if needed, he will leave school and return to iraq. still to come, city leaders talking about their concerns and

questions about the upkeep of fire hydrants in the city. a report determined the closest hydrants did not work and neighboring hydrants didn't put out enough water pressure for a fire that size. >> the topography and the lack of cross streets that would have provided vehicles to reach additional hydrants contributed to the unique situation. >> but, there was no plan. there was no specific plan for this neighborhood in recognition of its -- these unique characteristics. >> plans are underway to deal th areas of the city known to have problems with water pressure. miscommunication is to blame for a near deadly situation last month. the air traffic controller told the pilot to change radio
