good morning. welcome to "news4 midday." i am joe krebs. >> and barbara harrison is on assignment today. this is monday, september 21st, 2009. so far three men are in custody and accused of lying to the fbi but additional charges and more arrests are expected. one of the men admitted to receiving training from al qaeda. chief justice correspondent, pete williams, has the latest. >> in denr an airport shuttle bus driver, zazi, and his father and another man were arrested.

a recipe to make a bomb was on his computer. >> what was on his computer was nine pages of hand written material that refers to fuses or how to put together ignition devices for a larger explosion. >> the fbi says during three days of questioning in zazi admitted to traveling to pakistan last august and receiving lessons in handling weapons and explosives at an al qaeda training camp. >> the fact that it's a known al qaeda training camp is a significant development, and that's why the fbi is taking it so seriously. >> reporter: a man he talked to was also arrested over the weekend, accused of lying to investigators about tipping zazi off to the fbi's interest in

him. the search did not turn up exsploe explosiv explosives. >> attorneys for the three men say they have cooperated with the fbi and they are not terrorists. federal officials believe the investigation derailed one of the most significant terror plotsince 9/11. new today a sobering warning from the top u.s. commander in afghanistan. his message? we need to do more. send more troop in the next year or the u.s. will probably lose the war. the warning comes from a confidential report written by general substantialtanley mccry. despite reluctant from some democratic leaders, president obama said he will not make a decision until he has absolute

charity about where the strategy is going to be. president obama is on his way to new york now. on wednesday he will make his speech to the general nations on saturday, and then off to pittsburgh for the g-20 summit. president obama appeared on five morning talk shows to answer questions about the issue. he also discussed the new measure proposed by the senate, one part he adegrees with, is a plan to mandate every american buy health care. the senate finance committee will take up that measure this week. and schools may have to cut their spending again. the county council is meeting again to discuss the cuts. >> reporter: joe and pat, public school spending amounts to half ofhe annual montgomery county budget. revenue short falls and a cut in state aid mean all agencies may

face cuts and the montgomery county public school system is the first to step up to the plate. for the third year in a row montgomery county public schools are planning to implement mid-year spending rerictions. >> the restrictions include comprehensive hiring freeze, including teachers and other employees, and includes restrictions on other expenditures such as contractual expenditures and equipment and materials and other operational expenses that we would incur. so they are all covered. >> reporter: the education mmittee is reviewing the plan for school spending reductions caused by the weakened economy. the state cut aid to local governments, and families that send students to private schools are now taking advantage of the public school system. >> there are concerns about text books again. every year we cut textbook spending. so there is a lot of concerns.

no precipitation around the region. temperatures climbed now to 70 degrees from the shenandoah valley to the atlantic beaches. right near 70. and montgomery, fairfax and prince georges and arlington counties. eastern shore in the mid-70s now, and out of the mountains it's near 70 as well. but they have quite a bit of cloudiness there. if we look at the view from space over the last 12 hours, we see rain shower activity here. moving color is rain coming into west virginia and heading off to the east-northeast. some of the rain may make it in here tomorrow, but today we will stay dry for the rest of the afternoon. increasing clouds, mild and light breezes out of the southeast. and highs reaching mid and upper 70s. a look at the rest of the week and weekend will be in just a few minutes. pat and joe? >> thank you, tom. >> thanks, tom. and let's go to steve with the latest traffic. >> good morning pat and joe. we will start with a map. there was an accident on 16th

street near walter reed. right now you can get by both ways, but expect heavier than usual traffic on 16th street north west approaching the scene of the accident. it's there but you can get by both ways. and then the interchange right now looks good, northbound on your left, and southbound on the right with the hov lane still heading northbound. no delays right now. and south of the shot there is roadwork in both directions on 95 blocking the right lane each way. pat and joe, back to you. >> thank you, steve. one person is in critical condition this morning after a serious accident in happen actual heights. the car crashed into an suv and caught fire. the driver of the car was trapped inside and was eventually rushed to the hospital. the suv driver was not badly injured. street cars are about to make a big comeback to d.c. crews have started to lay the

tracks for the anacostia line. d.c. officials planned to have street cars up and running through anacostia by the end of the year, but the project has been plagued by delays. and organizers say part of the line might be up and running by 2012. d.c. made the top 20 in the new list ranking one of the best places to raise a family. and it took into consideration crime and health. d.c. ranked 17th on the list. richmond ranked near the middle, coming in 55th place. baltimore finished near the bottom at 83rd place. that's better than detroit which came in dead last. and there were surises near the end of the list. miami and orlando rounded out the bottom three. >> at least washington is in the

an escaped killer has been captured in washington state. dozens of officers searched for phillip paul this past weekend after he slipped away during a field trip to a state fair. paul is in the mental institution for the murder of an elderly woman. he was on a supervised tip. officers working on a tip located him over 100 miles away from the fair. and the hospital is under scrutiny to allow him to go on the trip without such lax security. republican mcdonnell still leads creigh deeds in the most recent poll, but the lead is shrinking. mcdonnell leads 51% to 47% among

voters that say they will definitely cast their ballots in november. he led by 15 points last month. and deeds made up ground by winning over voters in northern virginia and getting more support from women. new york governor david patterson says he is running for re-electi re-election. this is despite the democrats asking for him to drop out of the race. patterson became governor after eliot spitzer stepped down. and some democrats fear that patterson cannot win next year and could drag down other democrats. and a highway near baltimore will remain closed for a couple more weeks after a water main break. part of the highway was washed away. 100 homes were completely flooded and hundreds more lost

cooler than average. we may get above average, perhaps on wednesday and thursday. no precipitation coming from the clouds. there is rain out in west virginia. i will show you that in a minute. and right now look at the temperatures in the low 60s and 70s now. winchester at 73. that's the warm spot. near 70 in prince georges county. and right near the bay, annapolis down to point lookout, and temperatures around 70. the bay water temperatures are still near 70 degrees. near 70 as well across most of the virginia this morning. eastern shore, and they are up in the mid-70s and a beautiful day at the beaches. and norfolk at 76 at this hour. and here are the other temperatures around the mid-atlantic states. it's a beautiful late summer, as

str astronomical day. and we have heavy downpours in georgia and down through northern alabama. they could get more rain later on today causing perhaps some flooding there. but this system does head off to the north and east and it appears it will be drying. and here is the future cast going forward over the next 48 hours. we see the clouds on the increase by this evening, by 8:00. it will be probably mostly cloudy and the showers out in west virginia will begin to slowly perhaps creep towards us during the day. by tomorrow morning there may be a few sprinkles, and perhaps drizzle around. during the afternoon, perhaps a few scattered showers, but no heavy downpours or anything like that. and on wednesday morning, we may have a lingering shower, and then after that we may dry out a bit over the next couple days. and then partly sunny for the rest of the afternoon with

as you head eastbound away from the airport. it's blocking one of the airport lanes heading inbound. could slow you down briefly. and then the bottom of the map, you will see cones. they are doing roadwork on the inner loop of the beltway toward alexandria. the through lanes are a better bet for you now. and the traffic over there, it's not too bad. traffic near 210 to get to the bridge. once you are on the bridge, as you can see, it looks good. back to you. checking sports this midday, the redskins heard from fans at yesterday's home opener. and the team's seeming inability to reach the ends zone. some of the players after the game echoed those sentiments. players had two different ways of looking at the wind though. >> the redskins continue to live dangerously. two points or 12 points or 20 points, it's still a w.

back of the parking lot. d this frustrated some, because they used to come to the stadium early in the morning just to get a good spot. >> we have a longer walk. >> we have had the same spot for ten years. ten years! all of a sudden they change the parking on us. >> some of the parties are like block parties. the new rules are also to ease traffic congestion in those parking lots. >> pretty frustrating for them. >> yep. >> when you think golf, you think tiger and not fox. a colorado man caught a thief swiping golf balls from his putting green. he grabbed a camera and here is what he caught. he was expected to catch kids in the act, but it was a hairless fox. he takes one ball and comes back for another ball. sometimes it tries to grabwo balls at a time. so far it has taken a total of 80 balls from the makeshift

sunday. a bit of an embarrassing moment during last night's game for jerry jones. it has nothing to do with football. after the new york player, but camera caught jerry jones in a different kind of pick. the night only got worse for jones. the giants spoiled the opening of his state of the art billion-dollar stadium. the cowboys lost the game on a last-second field goal, 33-31. >> just got to watch everything you do these days? >> yeah, a camera everywhere at all times. we will update our top stories today, including the arrest of three men in connection with a terror investigation. and four people are murdered at the home of a long wood university professor. we will have the latest from the small town in virginia. a local pizza restaurant is going out of business. we will hear from the general manager about that. and tom kierein will be back

and authorities believe zazi played a direct role in the plot that may have targeted new york city. and mid year spending restrictions include a hiring freeze and limits on purchases. county officials say the bad economy is to blame. this is the third year in a row that county schools plan to implement the restrictions. and crews are laying tracks to the anacostia streetcar line in southeast washington. drivers will notice work on south capital street. the street cars were supposed to be running through anacostia by the evened of the year, but now that has been pushed back to the year 2012. it's going to be a busy week for president obama. he left for new york a short time ago where later this week he will deliver his first speech to the united nations general assembly. this comes as health care legislation faces a big test in the senate. brooke hart has more from capitol hill.

mistress he would marry her when his wife dies. the former aide also claims to have worked with campaign finance chairman to hide the affair. a grand jury is investigating whether edwards paid hunter with campaign money. there is speculation as to whether edwards is the father of the hunter's child. edwards continues to deny that. and a man suspected of murdering four people at the home of a professor is in court today. mccroskey is charged with killing a pastor at the home in farmsville, virginia. he is also suspected in the murders of professor debra kelly, and kelly's husband and their teenager daughter. and they believe mccroskey had a

romantic relationship with the daughter. and there is an investigation where authorities raided his home after they tracked a pack of marijuana to his house. >> he wrote an opinion piece in yesterday's wash post, ripping the authorities. >> this is an embarrassment. not just for me and my family, but 's one that has to really send shivers down the spine of anybody that sets foot in prince georges' county. >> they say officers acted properly during the raid. and rescues are under way in

georgia after serious rain left many people stranded. three teens had to be rescued after their suv became flooded out by the fast-moving waters. they are all expected to be fine. and a number of roads and schools are also closed because of the wide-spread flooding. elsewhere in tennessee, a man was swept away by flood waters and is presumed drowned. it's time to look at today's weather. >> tom kierein is in the storm center. the weather is a lot better here, tom. >> yeah, a wonderful run of weather re over the last few days, over the weekend and lingering this week. and the rain system could be here by tomorrow morning. right now, all around the region, as we get in the afternoon, we will have increasing clouds coming from the west as we do have a flow of moisture coming in off of the gulf and off of the atlantic. that will eventually move in. right now we are getting rain

heading up to baltimore, there was emergency roadwork on northbound 95 at 216 blocking three left lanes just letting the right lane get by. they just cleared it away, but expect delays. if you have to go to the airport, take an alternate route. with the roadwork out of the way, delays are leftover. and then things are good on i-95, north and southbound. and then a bit of a slowdown both ways on 95. pat, joe, back to you. >> thank you, steve. well the fight against the swine flu is now taking place in america's schools. vaccines are not yet available. that has put an extra strain on school nurses. they are doing their best to protect students in the meantime. nbc's michelle franzen has that story. >> reporter: they are in the

frontlines in the h1n1 flu. randal and school nurses around the country are taking precautions. >> we take their temperature. if they do have the temperature of greater than wu100 degrees, they are excluded from school. >> reporter: if there is a wave of students feeling sick there is a room across the hall where they wait until parents can pick them up. new rules for this flu affects the healthy and young. >> for there to be an illness which is risky for that group, which is generally considered healthiest, i think it's scared a lot of people. >> reporter: this year school nurses will help the cdc track the h1n1 cases. >> we do accumulate the numbers

showing off collections for spring, 2010. there was a sense of escapism, with lots of party dresses and exotic prints. and there was the editor of fashion washington magazine joins us. she has lots of examples. it includes threats and ruffles. >> yeah, this was one of the better shows that we saw. he is fashion forward and cool. here we see a rif on the architectural things we are seeing this fall. it's softer. the pleats are in chiffon and not in wool. >> they look really nice. another big spring trend will include animal prints. they are back. >> they never really go away, do they? but they were done in a lot of really cool colors. this is really an exotic trip.
