police have just released video from a dashboard camera in a police cruiser. it shows a carjacking suspect running from officers at the end of a high-speed chase. and maryland transportation officials are proposing the new icc be the state's first cashless toll road. and barack obama made his first speech to the united nations. setting a new tone in u.s. relations. good morning, everybody. welcome to "news4 midday." >> i am barbara harrison. >> and i am joe krebs on this wednesday, 23rd day of september, 2009. and police just released video of a man that car jacked a woman at a target parking lot and led officers on a high-speed chase. >> now officers believe he has some unique chark tracteristicst may help him solve the case. we have more on this. >> reporter: well, good morning. virginia state police rarely give out the surveillance video that they can record off of their dashboard, the dash boards of cruisers. they believe what you see, namely how the suspect gets out of the car and runs away. they think that will be familiar

to people who know this individual. they are hoping that somebody will see this person's gait and recognize him. he drove after being chased by police. the video clip taken by a video camera mounted on the dashboard shows a man running from police. it's a key piece of evidence that began in gainesville, virginia, and ended in a multicar crash in temple hills. >> what the video shows is actually the suspect exiting the victims' vehicle. the way he comes out of the vehicle, he has the unique kind of way he carries himself, in

doing that, as we watched it, we thought there was unique things about that that may help us to identify him. >> reporter: it happened last thursday a woman was car jacked and abducted at gun point from a target parking lot, and a witness dialed 911 and followed the car. the gunman lost control and crashed into several other cars. the carjacker ran away and is still on the loose. earlier this week the police released the sketch and now the 10-second video clip. the police are hoping somebody will recognize the gunman and give them the break they need. >> it was an armed carjacking and we believe the public is in danger because this guy is till out and about. acosted in the parking lot of target when you are out doing routine shopping at gun point, it puts you in a precarious

situation. >> reporter: virginia state police are canvassing the shopping center trying to see if there was other videotape in helping them to identify the carjacker in this case. as for whether or not this person is involved in other crimes in the area, they are looking into that. they still don't know. given the seriousness of this crime, he car jacked this woman at gun-point, and drove her more than 40 miles. they are very much wanting to catch up to this individual. back to you in the studio. >> thank you, megan. president obama is in new york right now. he is addressing the u.n. geral assembassembly. he did that for the first time as president. he extended the policies, included condemning torture. he challenged other nations to help the u.s. >> some of our actions have

yielded progress. some have laid the ground work for progress in the future. but make no mistake, this cannot solely be america's endeavor. those who used to chastise america for acting alone in the world cannot stand by and wait for america to solve the world's problems alone. >> president obama has a lot on his agenda today. he will meet with the new japanese prime minister, and with russian president, medvedev. there is already a police presence in pittsburgh, pennsylvania, where the g-8 summit is getting ready to kick off. protesters are expected to converge on the city as leaders from the economic powers arrive

for two days of meetings. the city is qustepping up security. and obama says he is not making any further security changes in the wake of a new nationwide terror alert. authorities are learning the terrorists are interested in attacking public places, and that includes transit systems. this came after high profile arrests in denver, recently. investigators are still looking for suspects in the possible plot to set off backpack bombs. metro says it already boosted security several years ago after the 9/11 attacks. three months after the deadly crash on metro's red line, the ntsb came out with a new list of safety recommendations. the highest is the safety of the train control systems, which detect the presence of other

trains on the tracks. metro's general manager says they have taken -- already taken precautions. >> we are running analysis of all of the circuits. if we defect any problems with the circuits themselves, we put that section into a block and go out and make immediate adjustments. >> while the exact cause has not been determined, but the circuits did send a false signal that prevent the stopped train to stop on the tracks. they are asking all transit systems across the country that relyn the technology to examine their circuits. it's a warm and muggy fall day. >> yeah, feels like summer. let's go to tom. >> for a cloudy start, the sunshine has broken out. we have a blue sky to the west.

a few puffy clouds floating through at this ho. it's warm and muggy with temperatures in the mid-to upper 70s now around the region that on radar, no precipitation here. we did have a few sprinkles east of cambridge. temperatures are now hitting the upper 70s and now 80 at dulles, and manassas up to 81. a lot of sunshine out here. and temperatures near 80. and more clouds around the bay and the eastern shore where it's in the mid-70s now. out in mountains, it's near 70 degrees, and we have over the last six hours seen a few showers pulling north out of north carolina into southern virginia. they tend to dry out as they head off to the north and east. most of the afternoon shoulbe dry. a small chance of a passing shower. otherwise, partly sunny and highs reaching the mid-80s. a wind out of the southwest around 5 to 15. i will show you the forecast for tomorrow. we will take a look at friday and the weekend as well, and that will be coming up as well.

county connector is under way. tracee wilkins joins us about details about the new toll proposal. >> reporter: they just wrapped up a meeting behind me where they laid out exactly how much it will cost. the first session will be open for business in the fall of 2010, and it will cost you to ride the road. beyond the construction, how much will it cost to ride the toll road? we know what is being recommended. they are suggesting toll prices be 25 cents to 35 cents during peak hours and 20 cents to 30 cents during off peak hours. and the highest cost for 5.65 toll miles? $2. >> we lood at the prices being charged in other places, based on the estimates we have on

traffic. >> reporter: it ill link 270 and 370 with i-95 route 1 in prince georges county. and less than 5% of drivers are expected to ever travel the full extent of the road. >> we expect it to be used for local trips. we expect the average trip to be six miles, not the entire length of the freeway. the charges will be based upon the mileage, to some extent, but there will be, you know, a minimum for a minimum travel. >> reporter: the icc will be the first cashless all electronic facility. the money may go backnto the transportation authority and to paying for the toll road's construction. there are icc public hearings coming up and you have your opportunity to voice your opinion when it comes to the cost of the toll roads and anything else concerning the roadway.

 happening right now. vice president biden is holding a health care town hall meeting as leisure world in the county. biden is being joined on stage by several senators, and health and human services secretary. there is new evidence this morning showing why congress may be having so much trouble passing health care reform. not only are lawmakers split over what to do, so are, apparently, the american people. tracy pots has the new poll from capitol hill. >> reporter: 1 in 5 americans up from a month earlier say health

care should be the federal government's top priority. it won't be easy. senators worked late last night. >> higher prices for people fighting cancer. >> the money has to come somewhere. >> reporter: they have 563 more amendments on the table. a lot of questions about medicare. >> if these cuts go into effect they will have the loss of benefits. >> reporter: some want to close the doughnut hole where they pay out of pocket. insurance companies have to stay in business, too. >> i want them to continue to do their job and make a profit, but i also want them held accountable. >> reporter: democrats may get another vote. there is an interim senator to replace kennedy.

in washington, the senate finance chair is expected to agree to another $50 billion to help low income families buy maatory insurance and to cut penalties that those who don't. it's a prescription for change-up in the air across america, and one poll found 45% of americans want a new health care system but significantly 39% say they want to leave thin just like they are. tracy pots, nbc news, washington. the plan devised by senator max baucus picked up a key endorsement today. blanche lincoln of arkansas says the plan does meet her requirements of holding down long-term cts and reducing the deficit. many towns remain under stagnant water after the torrential downpours. they are being blamed for nine

deaths. and rescue workers believe the latest victim was swept from her car in a thunderstorm. many are homeless. >> everything that we own is floating around in there. everything that we own is floating around in there. >> we don't have anything. everything we worked for is in the house. we had only been in there for a year. >> georgia's governor has asked the president to declare a state of emergency for that area. and there is a fast-spreading wildfire being fueled by high winds. it spread to 8500 acres. some residents in moore park have been evacuated. crews are using helicopters and planes to fight the fire from the air. tom joins us now. either side of the country we have two very different problems. >> yeah, and here we are feeling like summertime.

the full first day of astronomical autumn. the temperatures are heating up feel k like a summer-like day in september. and then going back over the last couple hours, this is looking off towards the west. can you southeast tee the cloud over. and you can see how the atmosphere is flowing this morning. you can see the moisture in the air as well as the sun has broken through. the live view of the sky watcher camera showing quite a bit of cloudiness in and out as well. overall, it's partly sunny at this time. as we look at the radar and the view from our city camera, we don't have any precipitation ound, just a few clouds over the potomac. and the record high today, 98. it can sizzle in late september. that's set back in 1895 on

september 23rd. we got near 100 degrees. amazing! no precipitation around the region. we do are temperatures near 80, around the shenandoah valley where they had more sun this morning. and it's in the mid-70s near the bay. and out of the mountains it's near 70 degrees. look at the dew point. these are like the highest humidity we get in the summertime. it's a rather steamy dew point here in washington of 68. going back over the last six hours, we have seen showers making it out of north carolina into southern virginia, but elsewhere we have a few clouds around. yesterday i visited the heather hills elementary school and talked to the students there about weather and we had a great time. a wonderful group of smart, alert, bright students.

we talked about lightning and snow and hurricanes and a wonderful time. the staff there and the students are terrific. i want to thank the teacher for inviting me. here is what is happening around our part of the world. we have a front from the west and then the humidity sweeping in. this will come our way by late tonight and into tomorrow. it will not kick up much in the way of rain. and it should tn less humid by tomorrow afternoon. and then tomorrow night we will have a few clouds around. on thursday, we will see the dry air filter in and that should push the clouds away and we will have lots of sunshine around for friday. and for the rest of this day, the afternoon highs reaching mid-80s, and an isolated shower chance. and then tonight, partly cloudy

and theny dawn around 70 degrees or so. and the highs are still rather warm up in the low and mid-80s with a small chance of a passing shower. a much cooler friday and saturday. saturday night through midday sunday, we could get passing showers. drying out sunday afternoon and into the first part of next week. cooler than average then. that's the way it looks on this wednesday, a summer-like day, here in september. >> thank you. let's go to steve and the news4 traffic network. >> hi, steve. >> good morning barbara and joe. we will take you back to maryland and i-95. on the map you can see the reputation of the accident on i-95. you can see just one right lane blocked. for a while, only one thing was blocked. still very slow on 95 heading north of college park. we will take a look at college park. there was an accident on the

ramp from the outer loop to go north. it was backed up as far as this shot. that accident is cleared now and the delays eased up along with it. and springfield, once again, everhing looks good north and southbound on i-95 leaving and approaching the springfield interchange. back to you. >> steve, thank you. >> this is delta launch control. nasa will have to wait to launch the rocket. weather forced the space agency to scrub the launch hours ago, minutes before it was supposed to liftoff. it will carry two satellites designed to see if missiles heading towards the u.s. could be tracked and struck down before they strike. you can see dozens of similar ones launched in coming years. a trip to the convenience store is anything but ordinary who escaped death by just

it's been 2 1/2 years since anna nicole smith died and now her lawyer boyfriend could face more charges in the overdose that killed her.

howard k. stern and two doctors are accused of giving her a prescription drug cocktail. according to court documents, prosecutors plan to add more charges to that. stern said he did nothing wrong. there are a lot of ways to greet somebody. a handshake or a hug, perhaps. but if you have met the dalai lama, you probably would not think of doing this. during a visit to tennessee this week, the mayor of memphis greeted him with a fist bump. the mayor says he did it because he heard the dalai lama has a sense of humor. and the surrounding crowd got a good laugh at it. and the dalai lama is in tennessee to receive the freedom award. >> when he greeted him, he said, hello dolly! >> that's what i heard. you are making that up? >> maybe the other reporter was

here is a look at some of the stories we are following. police in virginia just released the new video. they hope it will lead them to a carjacking suspect. the man car jacked a woman in the parking lot in target, and then was in a pursuit. the man moves in a unique way that may help somebody identify him. and joe biden is giving a speech this morning. president obama is calling on other nations to help the u.s. solve the world's problems. the president addressed the u.n. general assembly this morning,

the first time he has done so. president mahmoud ahmadinejad is also addressing the general assembly today, but he and president obama's paths are not expected to cross. libyan leader, kmoammar gadhafi is also in the united states, and has been kicked out of new york city park, and another area. he prefers other accommodations and not sleeping in hotels. others are not happy about him trying to pitch his tent. >> reporter: bedford, new york, home to mansions of the rich and famous, like donald trump and martha stewart, and now home to a tent of the powerful and infamous, libyan leader, moammar gadhafi. this is where he may sleep this week while attending the u.n. general assembly.

>> we don't want terrorists anywhere near us. what the hell is he doing here? >> reporter: his tent is on private property, owned by donald trump. this is gadhafi's first step on soil in more than 30 years. it couldn't be more controversial. americans have not exactly rolled out the red carpet for his u.n. visit. gadhafi originally planned to pitch his tent on the libyan embassy there, and the neighbors fought back. gadhafi backed out and made the same request to pitch a tent in new york central park, and that request was denied. it seems bizarre, the world leader, the one reagan called

once the mad dog of the middle east would prefer a tent. wherever he goes, he brings a tent. from paris to rome, and belgium, the tent follows gadhafi everywhere, and that brings us back to bedford and the tent on donald trump's property. the trump people said the property was leased on the short term basis on middle eastern partners who may or may not have a relationship with mr. gadhafi. we are look into the matter. >> the city of bedford, new york, put a stop to this. the libyan leader did not have the proper permits to put up the tent there. right now gadhafi is staying at the libyan mission which is near the u.n. buildings. former alaska governor has given a speech that could help

her foreign policy credentials for a possible 2012 presidential bid. palin was in hong kong addressing a group of global investors in her vision of america. and this is palin's first trip to asia, and her first major appearance since she resigned as governor back in july. we are following breaking news out of chicago, where a standoff at a hospital emergency room ended peacefully. officials say the man fired a shot at around 1:30 this morning in the lobby of the administration medical center. nobody was hurt and the rest of the hospital remained open during the standoff. police surrendering in seven hours. four people were injured after gun fire erupted at the nation's busiest border crosses. it began with human smuggling at the border between san diego and tijuana.

74 people were crammed into three vans. custom agents opened fire. three people in the vans were hit by bullets. one of them in critical condition this morning, and another person was injured when a van smashed into another vehicle. police arrested everybody in the vans. happening today, a guilty plea from a teenager accused of stock piling weapons and bomb-making material in his parents' bethesda home. and he pleaded guilty to possessing a destructive device. investigators say he also had a fake cia identification and a map of camp david in his room. his attorney says his client never intended to hurt anybody. he faces, though, the possibility of 10 years in prison. a lawsuit against a baltimore police officer videotaped screaming as a teenager will not go to trial. >> sit down, i am not a dude!

>> we are watching the office in the video. he is seen eric the eric bush who was 14 at the time. the altercation started when bush's did not listen to the officer. the family filed a suit against the officer, and the judge dismissed it. a man attacked a teenager girl on tuesd morning as the girl walked to her bus stop in frederick maryland. she was walking along the key parkway. she was attacked by a man wearing a ski mask and wielding a knife, and the girl was sexually assaulted before the man ran off. and this happened at 10:30 last night in the forest heights area. an armed suspect approached two women in a car and forced them

into the apartment in the 700 block of audrey lane. he told them to get into a closet while he stole items from inside the apartment. >> new today, democratic candidate for virginia governor, creigh deeds is pushing his transportation plan with an editorial in today's "washington post." he said it would help the economy. he will reduce traffic congestion and offer te telecommuting. he says all options are on the table, including tax hikes. and he also blasts republican, bob mcdonnell's refusal to raise taxes to fund the transportation project. 76 degrees out there. 11:39. tom kierein is in the storm center and he can tell us how high the temperature will get.

daily routine. you get home and turn on the tv and sit the kids down in front of it. for children under 3, researchers call it background attenti attention, and now we are learning it could stunt their development. dr. nancy snyderman has more. >> whether you are doing chores around the house or talking on the phone, a lot of people leave the television on in the background and hopefully i hope you are listening right now. researchers have looked at how constant tv exposure affects children younger than the age of 3. what they found was that it's not good for childhood development. parents spent about 20% less time talking to their children and the quality of bondsing time dropped. >> parents were playing less with their children. >> it'suring play that they practice their attention skills, and social skills, and verbal skills. >> previous research found very

young children were distracted when the tv is on. >> i would not know my daughters were less focused in their play or i was less responsive to them when the television was on in the background. but research shows this is happening. >> the research suggests for kids younger than 2, turn the tv off, and for older, educational programs. now we turn to ask questions? >> the difference between swine flu and the regular flu? how do we know to take my child to the emergency room or stay home and take care of her there? >> the seasonal flu is viruses we have been exposed to before. the h1n1 virus is new. and because of the jumped species, a lot of people don't have a natural immunity to it and that's why we are all turned. so what i would do, if you child has a fever, and suddenly

you are watching "news4 midday." right now d.c.'s mayor is breaking ground on the library. it was being demolished two years ago. the new building is set to open up next december. >> two banks say they are ready to make changes in the overdraft fees that they charge. let's check in with cnbc's courtney reagan, and she joins us live with that and the rest of the day's business headlines. >> good morning to you both. stocks are relatively flat. i see the dow down slightly.

most investors sitting tight today until we hear from the feds. the central bank is likely to say the recession is likely over and the economy is improving. rising unemployment and tight credit conditions will make for a slow rebound. asian markets were lower overnight and europe is enjoying green arrows. oil and gold, specifically, yesterday helped to lift u.s. stocks. all in all, we are not so bad coming off of an update yesterday. bank of america and j.p. morgan chase are capping overdraft fees ahead of debit card reform that takes place in february. starting next month, bank of america will no longer charge fees when a customer's account is overdrawn by $10 in one day, and limit the amount of fees that can be charged in one day.

and they will post transactions to accounts as they occur. and there are thousands of americans that are at risk of losing things this fall. and the senate will consider a similar bill. workers are typically eligible for 26 weeks of unemployment, but this time around congress extended the limit twice. the problem is while layoffs haed, those people are having a hard time getting back in the labor force. back to you. >> thank you, courtney. >> thank you. >> see you tomorrow. she moved into her new home last weekend but her stuff is still 1,000 miles away. now a woman is speaking out about what she says is a scam by the moving company. >> i had three outfits. >> reporter: she has moved

before, 14 times in eight years. never had a move as tough as this one. >> i am a trusting person that would not think that somebody would do this to another human being, especially seven months pregnant with a 20-month-old in tow. >> reporter: she hired van lines of america to move her for $2,600. after they were loading they said it was not going to be $2,600, it's going to be $8,000. and until she pays they are keeping her belongings. the moving company said the price is right because she over packed. >> if you have somebody clean up carpets and you ask them to clean one and then you say clean all of them, and the price will go off. >> they say she signed off on the higher amount, and she signed off on a paper where they put the numbers in later.

well, it's food for the soul. eating dinner with your kids might make them make better choices. that's the verdict from a new study by researchers at columbia university. the study found teenager that eight dner with their families fewer than three times a week were more likely to use prescription drugs and alcohol

and marijuana. and there was a bigger risk that said family meals were often interrupted by distractions by cell phones or texting. makes sense. with h1n1 flu fears on the increase, seems like there is hand sanitizer everywhere you turn. many parents arm themselves with sanitizer and fears with the virus, use of the alcohol-based formula have been more popular. they popped up seemingly everywhere from offices to college campuses. is it possible to over use it? doctors say yes, and no. >> i would say that people should use it several times a day, three or four times a day. it's not dangerous to you. it's not toxic to use and it's not likely that bacteria will become resistant to it because it's such a high content of alcohol. >> they say most hand sanitizers

cat. he climb add tower inside his enclosure and now he is afraid to come back down. he has been up there for more than a day. the keepers believe he will come down when he is hungry. they can go five days without eating. i would not want to be around when he comes down after not eating for five days. >> get a net for him. that's midday 4, and have a good day. >> we'll be back here tomorrow morning. we start at 4:55. have a great day. >> bye.
