the offices of d.c. ward one council member jim graham searching for any evidence and work materials involving ted loza, graham's chief of staff and close confidante. he was arrested thursday morning at his home by the fbi. >> when i arrived at the office i went to mr. loza's office and said to the fbi agents, is there anything i can do to help? please assume our complete cooperation. >> reporter: as graham met with the staff, court documents showed loza was charged with two counts of bribery for accepting cash, vehicles and trips from someone trying to influence taxi cab legislation in graham's office. the person or company attempting to bribe loza was not identified in court papers. graham who rushed from a metro board meeting told reporters he personally had done nothing improper and knew of no wrong doing by loza or any staff members. >> can you say categorically

whatever mr. loza was doing, he was not doing it on your behalf? >> absolutely. i had no engagement in any illegaor unethical behaviors. >> reporter: graham said loza informed him several days ago the fbi was investigating him. the fbi apparently has wiretaps an video of loza accepting cash. loza was secretly indicted last week. court papers say in july loza was recorded receiving $500 by an individual who said, here, here, this is for you and thank you very much. loza replied, you know i need it. that's why i take it, you know? the search warrant sought access to graham's office as well as loza's personal desk, his personal computer and the council's central computer server. >> do you feel pressured by mr. loza to make changes? >> mr. loza has never, to my recollection, spoken to me about any element of any taxi cab bill that i was considering.

>> reporter: loza's lawyer appeared outside court a short time ago. here is what he said. >> we are glad the process allows us to answer these charges. what we have is a version of the government offense of what they believe happened in this case. we fully believe once all the evidence has been put in front of a jury, he will be completely vindicated and we will release a statement shortly. >> reporter: loza is due back in court october 16th. until then, he has surrendered his passport and agreed to stay in the d.c. area. back to you. >> tom sherwood,hank you. a vote of confidence for metro's general manager despite tough times for the transit agency. metro's board voted 5-1 to extend john kato's contract by an additional three years.

kato has come under criticism in recent months as the transit agency dealt with a deadly collision between two trains and the death of four employees in sfrl work-related incidents. board members say now is not the time for change. >> elier ts year in january we had what was perhaps the finest day in metro's history. i was convinced then that we were correct and had, in fact, hired the best person that this agency could have. then about six months later we had what is probably the worst day in metro history. i have to say in the aftermath of that, i am more than ever strengthened in my conviction that we have the best person we could have in this job. >> kato's new contract begins in january and lasts until 2013. the metro bus driver who hit a pedestrian in a crosswalk has been fired. it happened at the corner of florida and connect avenues near

dupont circle. the driver was operating an empty bus when she hit a female jogger trying to cross the street. court records show the driver had been involved in at least two other on-the-job accidents. president obama and leaders of the world's wealthiest nations descended on pittsburgh for the g-20 summit. so have the protestors. anti-capitalism activists have been marching. police had to break up one rowdy group. while security is the city's focus, it was one of obama's concerns. >> reporter: chairing the united nations security council, president obama called for a u.n. resolution to block iran and north korea of building arsenals of atomic bombs. >> this is not about singling out individual nations, but about standing up for the rights of all nations who do live up to their responsibilities. the world must stand together. >> reporter: once reluctant,

russia indicates it would stand with the u.s. on tougher iran sanctions, and the u.s.-sponsored resolution passed. the president went to pittsburgh for the g-20 summit to focus on the economy. today's news is mixed. fewer americans than expected filed for unemployment, but existing home sales unexpectedly fell. president obama wants the g-20 nations to keep stimulating their economies, and to enact tougher regulation to head off future crisis. angela merkel of germany wants the entire summit to focus on prevention. at the pittsburgh pirate game today, some local opinions. >> get things built. >> infrastructure, whatever. >> and regulation? >> absolutely. >> i don't see anything will come out of this conference that will achieve anything. >> reporter: make some money for pittsburgh. >> absolutely. it's also been an annoyance for people of pittsburgh also. >> reporter: police are

base. indictment returned today reveals the two men obtained maps at a specific target at quantico. the suspects went on training expeditions and practiced military tactics with armor-piercing bullets on rural property in north carolina prior to their arrest in july. a total of seven men are awaiting trial in the case. vestigators believe an eighth suspect is in pakistan. new charges against the man at the center of another terrorism investigation in the u.s. najibullah zazi is accused of plotting to detonate homemade bombs in the united states. an indictment states that zazi recently bought bomb-making supplies and was looking for help making explosives. >> reporter: airport shuttle driver zaj bulla zazi who now faces charges of conspiracy to use weapons of mass destruction. the 24-year-old afghan immigrant who was arrested saturday and charged with lying to authorities appeared in federal court in denver today for a detention hearing. the government will ask that zazi be transferred to new york to face the newest allegations.

those say he received detailed bomb-making instructions, purchased components of explosive devices and traveleded to new york on september 10th to further s criminal plans. federal agents say zazi admitted receiving explosives training in al qaeda in pakistan last year. his mother 53-year-old mohammed zazi and a new york religious leader have been charged with lying to investigators. the elder zazi today was released on several conditions, including electronic monitoring. the arrests prompted new security alerts from stadiums to hotels with renewed fears of backpack bombs. the university of michigan has banned any type bag or purse at saturday's football game. the investigation continues into what federal agents believe was a serious threat to the american public. >> authorities say zazi bought chemicals that could be used to make a bomb from a beauty supply store in denver and practiced

breakthrough in aids prevention the first time. an experimental vaccine prevented infection with the aids virus. it's a watershed event in the fight against the deadly epidemic and is a surprising result. brian moar reports. >> reporte it could be the long-waited breakthrough in the war against hiv and aids. a vaccine that seems to have shown a modest success. critical trials in thailand sent a wave of cautious optimism throughout the medical world. >> even though it's only a modest effect, it at least proves the concept that it can be done and our work lies ahead of us. >> reporter: the multiyear study conducted by the thai health ministry and u.s. army combine two existing drugs. the result, a 31% drop in infections. >> when you have a vaccine, you like to see a vaccine that's 60%, 70%, 80% effective or even more. >> reporter: still, after years of failure this study raises the bar and raises hopes. >> it's been, i guess, 24 years

now of sustained efforts to try to develop an aids vaccine. i think we don't know enough about this yet to know if this is the first step, but it could be. >> reporter: in washington, d.c., where the hiv anaids rate is top 3%, a ribbon cutting at a new clinic. blair underwood has been raising awareness and money for aids causes since the 1980s. >> 38 million people around the globe have hiv or hiv aids. 38 million. anything that can change that statistic is a good thing. >> reporter: one study, modest results and big hopes that researchers are finally a step closer to beating aids. brian moar, news4, washington. >> that clinic is on k street in northwest washington near george washington university hospital. it bears the actor's name, the a.h.f. blair underwood clinic. it will provide free hiv testing in underserved neighborhoods.

a man is facing charges for leading police on a chase that ended with him jumping into the anacostia river. the guy had his 3-year-old son in the van with him during that chase which started near route 450. police say the suspect hit a police cruiser and tractor trailer during the pursuit. he stopped at new york avenue near the d.c. line and threw what police call a substantial amount of drugs into the river before he jumped in himself. police arrested the guy. his son has been placed into custody of another family member. four law enforcement officers were shot while serving warrants in new jersey this morning. the officers were serving narcotics and weapons warrants at a home. soon as the officers got inside, the suspect opened fire on them. one officer was hit in the face, he is listed in critical, but stable condition. another officer was shot in the foot. two others hit in their bulletproof vest. they are expected to survive. the suspect suffered gun shot wounds and listed in critical

condition. a census worker is found hanged near a cemetery. bill sparkman's body was found hanging from a tree in a remote area near the daniel boone national forest in rural kentucky. officials say the word "fed" was scrawled across his test. they want to know if he was targeted because of his job. the census bureau suspended interviews in that area. california governor arnold schwarzenegger declared a state of emergency in the ventura area today. the fire is being fueled by the hot, dry santa ana winds. so far it's 40% contained. firefighters hope to have it fully under control by saturday. coming up, a massive mortgage fraud scheme in fairfax county. officials say may have involved 200 properties worth more than $1 million. plus a major economic announcement that could bring

track, as well. kids got a chance to kick around the ball. they kicked it around with d.c. mascot talon. >> it felt like summer today out there. >> that's one of our neighbors around the corner northwest washington. >> talon? >> he's up on the tower, too. a little unusual. yes, it felt like summer. fall is coming. outside, our temperatures today with some of those clouds, but sunshine also. it was humid. humidity is decreasing a bit right now. you notice the difference by tomorrow morning. our temperature, a high temperature today made it up into the 80s. 83 degrees our high temperature. then the one thing we really could use is a bit of rain. since back in june, our rainfall has been way below average. right now outside, our temperatures are only into the low 80s. the humidity is still there with the clouds.

the last no drops in those clouds. current temperature 82 degrees. humidity is up there. dew points has been in the high to mid 60s earlier inhe day. they are creeping down. 82 here. boston right now 66 degrees. it's warm and still humid down south. there are no more of those terrible, terrible rains. can see what's going on. there is still that circulation out in the mid part of the country. that's where the moisture is coming. out to our west. high pressure is in over us. we'll beushing in and that will bring in cooler air. as you can see, there is a fair amount of rain not too far away. some of that, i think even tomorrow morning, may be slipping into southern maryland and into western parts of virginia. right now the only couple of showers, there is one around culpeper and then down around charlottesville and that's it. we've been on a dry kick. the other area that we've been keeping an eye on is down to the south. you can see for the folks down into parts of north carolina and georgia, they are not getting

any more of those rains. there are still flood warnings out. finally the flooded rivers and streams are beginning to recede. look at the area of rain from louisville around cincinnati. heavy rains. for us, some of that rain will be coming in. once again in turkey of all places, remember a couple of weeks ago the terrible floods around istanbul? this is in parts of northeast turkey where they had torrential rains. one fatality and that is reminiscent of some of the scenes we've seen in atlanta. one building collapsed in the rising rivers. folks in parts of europe and spain and turkey have been suffering with terrible floods. for us, here is what's going on. overnight tonight tt weather front with some of the cooler airs settles to our south. tomorrow our temperature only about 74 degrees. to our north it will be cool. that moisture will also be coming right back as we get into late saturday especially. still warm and humid for the evening hours. temperatures later on tonight

dipping into the 70s. then tomorrow morning with a lot of clouds still around, we'll have a northeasterly breeze. it will be cooler though. low 60s. if there are some showers, i think there will be more likely out toward the virginia blue ridge and from fredericksburg, stafford into southern maryland. can't rule out completely one or two might come our way here in washington. by and large, just cloudy skies. partly sunny across northern maryland in carroll county into southern pennsylvania. tomorrow evening temperatures around 70. next sen days, by the time we get into the weekend, we'll start out with some sunshine early on saturday morning. afternoon time, the way i see it now, there will be rain coming in. perhaps an inch, 1 1/2 inches of rain late saturday into early sunday. sunday afternoon we'll be drying out. then next week may be a few showers on monday. by and large the feel of fall with the mornings into the low 50s next week. >> nice-looking forecast.

we are back with some of the stories making headlines tonight. the chief of staff for jim graham has been arrested on bribery charges. ted loza has been with the councilman more than a decade. he is accused of taking at least $1,500 cash to influence taxi regulation. there is no evidence though that graham did anything wrong. there are more charges tonight against a man accused of

plotting to detonate homemade bombs in new york city. najibullah zazi faces charges of conspiracy to use weapons of mass destruction. he appeared today in federal court in denver, colorado. zazi was arrested saturday and charged to lying with investigators. security is tight in pittsburgh where world leaders are meeting with a group of 20 summit. president obama and his wife arrived as protestors were getting larger. they looted trash bins and some threw rocks. some were arrested. coming up in this half hour, about 1,200 new jobs are coming to fairfax county. interim replacement has been named for late senator ted kennedy and a recall involving tylenol children's products. fairfax county police and fbi agents arrested more than a dozen people in connection to what is called the biggest mortgage fraud scheme in the

county's history and may involve as many as 200 properties. neighbors complained of overcrowding at several of the properties. julie carey has our report. >> reporter: these are some of the suspects now under arrest and these are some of the houses that prompted a wide-ranging two-year investigation. whether they ared modest inside or turned into a mcmansion, most were boarding houses that had become a blight in certain springfield and falls church neighborhoods. now 20 people are under arrest, some realtors, some lenders and others straw buyers, allegedly engaged in a fraud scheme investigators say cost banks tens of millions of dollars and ruined neighborhoods. >> these individuals saw weakness. they saw the ability to bilk this neighborhood. they saw the ability to bilk this neighborhood and financial institutions and worked on it and worked on it and they were very, very successful. today they're going to pay the price. >> reporter: the investigation originated with fairfax county's

strike team formed in 2007 to respond to complaint of home overcrowding and neighborhood blight. >> the names of 24 men and women repeatedly showed up in real estate transactions week after week and the investigation continues. >> reporter: once the pattern became clear, fairfax county police began their investigation. last year pulled in the fbi. they discovered the ring leaders were finding unqualified buyers, so-called straw buyers and padding their bank accounts so they could get large loans. once purchased, houses were torn down, turned into mcmansions and sold to other straw buyers. neighbors complained loudly, wondering why the mcmansions kept popping up. >> the people who know their neighborhoods best are the people that live in it. the magnitude is enormous. there were many times during the investigation we could have stopped where we were and let this out, but we wanted to make sure we rounded up all the people involved in this. >> reporter: this woman hopes the arrest will begin a

neighborhood turnaround. >> we are a single-family home neighborhood. i never expected apartment complexes across from our home. >> reporter: while some of the lower-level suspects will be prosecuted in local court, the masterminds will be prosecuted in federal urt. there the maximum penalty for federal bank fraud is 30 years in prison. julie carey, news4, springfield, virginia. an economic announcement from governor tim kaine. science applications international corps will move its head quarters from san diego to mclean. the company will spend about $25 million to make that move. saic already employs about 17,000 people in the area the move is expected to add 1,200 new jobs over the next three years. >> something we've been working on for a long time and to have it come together and the confidence of saic and the commonwealth is something we

appreciate. >> executives cited the quality of life and educated work force and proximity to the federal government as top reasons to the move to mclean. governor kaine's announcement on the same day virginia was named the best state in which to do business according to forbes.com. this is the fourth straight year virginia topped the forbes ranking. they look at business costs, quality of life, labor supply and prospect for growth. governor kaine says the forbes ranking shows virginia can compete with any state. earlier this year cnbc also ranked virginia as the top state for business. former governor doug wilder will not endorse fellow democrat creigh deeds. he still believes both gubernatorial candidates are bo good for the jobs. senator robert byrd is out

of the hospital night. the 91-year-old democratic from west virginia was admitted to a hospital tuesday. he fell in his house in fairfax coty. senator byrd did not break any bones, but tests did show a possible infections so doctors kept him for two days to treat him with antibiotics. his office says he will continue to recover at home for the health care reform debate. today one of senator ted kennedy's final wishes was fulfilled. the governor of massachusetts appointed a successor so democrats will not be short a vote when it comes to overhauling health care. not everyone is happy with the move. michelle franzen as that report tonight. >> i am pleased to appoint paul kirk. >> reporter: it is a name familiar with massachusetts political circles, former democratic party chair and head of the jfk library foundation paul kirk will now be known as senator. albeit only a temporary place filler in the late ted kennedy's

seat. >> consistent with senator kennedy's wishes and the expectations of the governor and the legislators, i shall not be a candidate in the special election for the united states senate. >> reporter: the decision to make any appointment was controversial. it was just this week that law makers gave massachusetts governor deval patrick appointment power, five years after that same power was stripped away from republican mitt romney. prompting some gop law makers to lash out. >> they should have written the law this way, if there is a republican governor there is no appointment. if there is a democratic governor there is an appointment. >> reporter: patrick called it too crucial a time to leave a senate seat empty. it may ultimately also be about health care reform. the appointment gives president obama back his critical 60th senate vote. today he praised the appointment even as the senate finance

and by the time we get into next week, temperatures only in the morning lows into the 50s. back to you. >> thanks, bob. an elephant went on a rampage in india yesterday injuring his trainer and attacking cars nearby. the elephant was pulling logs when he became violent. he threw the trainer off his back and overturned cars. the rampage went on three hours before officials managed to tranquilize him. italian police say they seized a crocodile they think was used by a suspected mafia boss to terrorize people into paying protection money. the crocodile was found during a search fof weapons and was kept on a terrace and fed live rabbits in full view of weapons. the mafia suspect has been charged with illegal animal possession. the crocodile has been sent to a rehabilitation center in rome. >> why is the croc in rehab? blind dates are hard enough. imagine a blind date that ends
