we begin with breaking news regarding the health of supreme justice ruth bade r ginsburg. we learned she received treatment for an iron deficiency. doctors discovered she had iron deficiency anemia. good evening. jim vance is off tonight. now, on to our other top story. allegations of bribery inside city hall. fbi agents raided the wson building. a chief of staff is on leave and facing federal charges. a councilman himself is consulting an attorney.

>> reporter: for more than a decade, ted worked for jim graham. this indictment charges ted loza with accepting bribes. he could case 30 years in prison, if convicted. fbi agents had a search warrant for jim graham focusing on ted loza. he was arrested thursday morning and charged with accepting cash. he pled not guilty and was released from custody promising to remain in the district of columbia. >> once the evidence is put in front of a jury, he will be released. >> reporter: an individual seeking a moratorium onaxi cab licens

licenses. granting him and his associates an exception for hybrid taxis. they met with jim graham who said he would introduce the bill the next day. july 10, loza provided a copy of the legislation to the person as individual number one who said this is for you and thank you very much. individual number one handed $500 in cash to loza who is quoted as saying, you know i need it, that's why i take it, you know. he's on administrative leave. >> have you hired an attorney with regar to any of this? >> i'm concerned about the allegations, which i heard recently. so, i did consult with an attorney. >> reporter: you feel nothing was done on your behalf? >> i was engaged in no wayn any part of this.

i was not knowledgeable about it. there was no impact on these allegations on any allegation. >> reporter: graham says loza didn't work on legislation. the question many people in the d.c. government, tonight, are asking is, will the investigation grow larger. >> all right, chris gordon. thank you chris. there won't be changes in metro. today, the metro board voted to extend john catoe's contract for three years. they had been criticized after the deadly train crash, budget short falls and delays. catoe isn't doing enough to inspire confidence. they say now is not the time for change at the top. we are follow iing a story t of dallas, texas. a teenager accused of trying to bomb a skyscraper there.

he wanted to bring down the fountain palace office tower with what authorities call a weapon of mass destruction. he placed what he believed to be a real car bomb outside a building. it was a fake bomb given to him by an undercover fbi agent. he has no ties to terrorist investigations across the country. there are scary details about a plan for the quounty coe base. >> reporter: they said it was to attack the americans. the marine corps base, the target of north carolina base, american jihadist, boyd.

he attended tc williams high school. a grand jury indictment alleged boyd and his 21-year-old son and another man conspired to murder u.s. military personnel. boyd did surveillance of the marine corps base. >> now, we know what the target was. the marine corps base. the question is whether or not he could do anything significant. could he kill people? certainly. >> they released the following statement. personnel worked closely with the ncis and fbi to assist in the investigation and protect personnel. in july, boyd, two of his sons and five other men were charged in north carolina for attempted to execute terrorist plots. they were warned not to make too much of the exposure of several

metro fired a bus operator. 43-year-old karla proctor's bus was empty when it hit a jogger. she survived, but had critil injuries. proctor was on administrative leave. she has two other accidents on the job, according to court records. police are warning parents and teenagers after a high school student was assaulted at

a bus stop. police say the victim was able to push the man away and run a way after he tried to hug and kiss her. anyone with information is asked to call arlington police. complaints about noise and parking problems, led authorities to uncover a mortgage scheme. police and fbi agents arrested 20 people involved in the scam. it was worth more than $100 million. they found unqualified buyers and padded their bank accounts to obtain loans. >> they saw a weakness and the ability to build a neighborhood in a financial institution and worked on it and worked on it and they were very, very successful. >> many of the homes were used as illegal boarding houses. master minds of the conspiracy could face up to 30 years in

out date lab in the washington post. there are a couple places you may want to avoid. wayne county in indiana and monroe county in florida are the places in the u.s. with the highest percentage of divorced people. the divorce rate in wayne county, 19%. in monroe county, it includes the florida keys, 18%. nationwide, it's about 10%. nobody seems to have an explanation on why the divorce rate is so high. indiana, i would not have figured. >> i bet there aren't a lot of divorces in north dakota in january and february. >> the temperatures outside are still in the 70s. it's still time for a little outdoor dining, why not? the temperature 77 after being in the mid-80s.

the one thing we are missing, not the warm air, the rainfall. more than five inches below average since the middle part of june. i think we're going to make up for that for the weekend. 86 degrees the high. 91 degrees down in miami. here is where the chilly air is coming. 48 degrees now. we still have a touch of humidity. you can see the drier air to the north. it continues to come in as we go through the next 12 hours. overall, we're going to see, i think, a lot of moisture come our way as we get into late tomorrow and saturday. a few sprinkles, rain drops around us. not that much being picked up by radar. a few showers down around charlottesville. the other area of rain is to the west. you can see a few sprinkles for folks in fredericks county.

west virginia around covington and cincinnati, a lot of rain. the good news is, while there are flood warnings for parts of the deep south, those are beginning to recede. those are warnings because of the rivers still in flood stage. overall, it's a moist pattern coming our way. tomorrow morning, the weather front will be to the south. a lot of clouds around. could be some sprinkles, especially for the folks in maryland. the northeasterly wind, overriding it is moisture. by the time we get to saturday, it's going to close in on us. we have things to do outside. saturday morning fine. saturday afternoon and saturday evening, especially a batch of rain coming. something we haven't seen that much of. for the remainder of the night, cloudy skies. temperatures will be in the low to mid-60s. you'll notice the lower humidity. the weather front not to far to
