phoenix residents get their wish as an unwelcomed building is reduced to rubble. captions paid for by nbc-universal television hello and good morning, everyone. i'm dan kloeffler. and today we beginwith where we go from here. from moscow to washington, world leaders are weighing strategies on how to handle iran's latest moves. not only did the regime reveal a secret nuclear facility, but it's been conducting military war exercises, including a series of short, medium and now long-range missile launches that have put the western world on edge. nbc's brian mooar reports. >> reporter: iran is testing a series of missiles and testing the patience of the western world. ignoring this past week's tensions over its newly revealed nuclear facility. >> there's really a poke in the eye to those who think that diplomatic efforts and agreements and inspections are

going to change the way that iran is going. >> reporter: u.s. officials want to put iran's nuclear ambitions on trial later this week at the six nation talks in geneva. >> they have to come to this meeting october 1st and present convincing evidence as to the purpose of their nuclear program. >> reporter: the critical players are russia and china, which have consistently blocked sanctions. now, russia is signaling it might be willing to get tougher if iran won't back down. >> and their economic problems are difficult enough that i think that severe sanctions would have the potential of bringing them to change their policies. >> reporter:ormer president bill clinton said this week's meetings offer a unique opportunity for negotiators. >> they can more explicitly lay out things they may not be prepared to say in public yet about what the options are if iran continues down this path. >> reporter: for now, iran is

showing no signs of backing down and virtually daring the world to do something about it. brian mooar, nbc news, washington. officials in the philippines say 100 people are dead in that country's worst flood anything four decades. amid the devastation, at least 5,000 people have been rescued, most having lost everything in that storm. the latest victims apparently died in a mud slide that happened north of the capital. the survivors join the estimated 430,000 displaced in the aftermath. in what's being called a state of qaa lamb my in dozens of provinces they are freeing up emergency funds. by some estimates, 80% of manila is still underwater. >> there's a decades old legal case brewing anew this morning by roman polanski.

the 76 could be extradited back to the u.s. sentencing for the statutory rape of a 13-year-old girl back in 1977. at the request of the u.s. government, the oscar winner was picked up in zurich where he planned to attend a film festival in his honor. several countries are pushing for clemency. saying he fled the country only after the judge in that case 31 years ago failed to honor a plea agreement. now, here's a look at some other stories making news "early today" in america. folks in arizona are happy to see an eye sore gone after demolition crews brought down this old building just in seconds. it was reduced just to a rolling cloud of dust. safety first, though. safety crews had to take out the old tinted glass. in gorgia one driver fell victim to dangerous vandalism there. the man drove into a sinkhole

after some one removed traffic cones. he wasn't injured. but to make matters worst, burglars broke into the stuck car and stole his radio. a motorcycle jumper in nevada shattered a world record and he did it twice. ryan capes broke the ramp to amp record. apparently still not satisfied with the first jump so he lined up for a second shot and flew 316 fe. in california, dozens of women took a historic leap to raise money for breast cancer. 181 participants, many of them survivors themselves of cancer, broke the record for most women sky diving in formation. it was called "jump for a cause" and it pulled in $300,000. and charlie brown may have found the great pumpkin at a colorado festival. at the fourth annual weigh up,

new fee to hit travelers where it hurts at the worst possible time. we are told what to look for. >> reporter: thanksgiving is coming. that means christmas and new year's aren't far behind, but before you celebrate, the airlines are ready to collect. they're targeting holiday travelers. american airlines, united, delta, northwest and us airways will now charge $10 extra just to fly on the sunday after thanksgiving and the weekend after new year's. >> another way and another scheme to, you know, continue to pump money out of the consumer. >> it's never-ending. fees are never-ending. >> reporter: fares are actually dropping. it's the surcharges that are skyrocketing. at this time last year, the airlines collected $2.3 billion in fees alone. this year it spiked more than 50% to $3.8 billion. >> it's a flying beware. their mission is to show you rock-bottom prices. then they're hoping that once you do that, you get the air travel fever. >> reporter: customers complain

the fees are often hidden. you book a flight and the fare seems pretty reasonable, but then you get to the total price and the cost has jumped. and that's before you even get to the airport and pay those checked baggage fees. >> all of a sudden we say, boom, what the heck just happened? >> reporter: many airlines are still operating in the red and executives claim they need the fees to stay in business. most airlines now charge 15 to $20 for the first checked bag. jetblue and virgin america charge as much as $30 for a prefred seat. and british airways has announced it will charge about $60 just to select a seat well in advance. >> they put a flag up after i gave them my credit card number and said, more seats were taken and, therefore, your flight is now $50 more. >> reporter: there is a bright spot. customer complaints are actually down this year but at what cost? jeff ross sen, nbc news, new york. >> if you're getting away instead of heading home, the fees will still get
