looks like that three-day losing streak on wall street has ended. some big acquisitions for corporations including xerox and abbott labs encouraged investors enough to send stocks soaring today. the dow closed 124 points higher. the nasdaq gained 39 points, and the s&p, it jumped 18 points. debate over the government's plan for new national fuel economy standards is about to get a lot loer. a 60-day public comment period on the issue sunday way now, and kristen dahlgren has that story. >> reporter: they are two sides usually separated by a distinct line, but in the past week big industry and environmentalists have been sharing a lane, both applauding the president's proposal for new fuel economy standards. >> a new national standard aimed at both increasing gas mileage and decreasing greenhouse gas pollution for all cars and trucks sold in america. >> reporter: under the plan, automakers must increase average

fuel economy ratings to 35.5 miles per gallon by 2016. that's four years sooner than under the current law and eight miles per gallon better than current fuel averages. >> the new standards are aggressive and achievable and ensure that consumers have a full range of vehicle choices. >> reporter: while for american automakers it could mean more car sales, a way to be competitive in a growing market. >> an action long overdue. >> reporter: but critics worry that the plan could be confusing in practice. some have been battling california's regulation of tailpipe emissions for years, and some say greener on the roads is likely to translate into more green out of your pocket. >> there's lot more parts that go into my cars and automakers are going to pass some of that if not all that have on to the consume sneer but the government says the new standards would save consumers $3,000 in fuel

costs while also saving something much more valuable. kristen dahlgren, news 4. >> the government estimates the regulations will raise new car and truck prices by an average of $1,100. the new standards are expected to become final early next year. president obama could soon extend school days for american children and cut back on their summer breaks. the recent interview with the associatedpress, education secretary arne duncan said the traditional american school calendar is outdated. earlier this year president obama said the challenges of the new century require students to spend more time in the classroom. he wants school to stay open later and keep schools open on weekends so students would have a safe place to go. there's a massive flood relief effort under way in the philippines right now. a typhoon hit the island nation this weekend. at least 140 people were killed. today the military was delivering supplies to thousands of flood victims. the typhoon brought the heaviest

rainfall they have sn in the philippines in 40 years. the government in honduras is suspending civil liberties and it's shutting down the media. this morning soldiers raided the offices of two news outlets that opposed the coup that removed donned ran president manuel zelaya from power back in june. a tv and radio station were taken off the air. that move came just hours after leaders of the de facto government there said they were suspending civil liberties to prevent an uprising by zelaya supporters. the deposed president sneaked into the country a week ago, and he took refuge in the brazilian embassy there. yesterday, government officials gave brazil ten days to hand him over for arrest or grant him asylum and presumably take him out of honduras. well, filmmaker roman polanski says he'll fight attempts to have him extradited back to the united states. polanski was arrested yesterday after he arrived in zurich,

switzerland, to accept a lifetime achievement award at a film festival. in 1977 polanski pleaded guilty to having sex with a 13-year-old girl in the u.s. he fled to france to avoid sentencing, and he's been living there ever since. polanski's movie "the pianist" won an oscar in 2002, but he never returned to u.s. soil to claim that trophy. one person killed, more than a dozen injured in an accident involved a truck that was carrying beehives. it happened over in turkey. authorities say a fan carrying beehives crashed into a truck. the bees inside the truck escaped from their enclosures after the accident, and they started stinging survivors and rescue crews. the turkish news agency reports about 100 -- i'm sorry, reports that about 20 people, including medics and police officers, are being treated at hospitals now. it got so bad that the beekeepers had to be called in to the scene to help out. >> that looks like a mess. coming up on our broadcast this evening, a verdict in the

a giant mural now blankets dozens of steps at the university of the district of columbia. the mural was unveiled today. this is the university's administration building. tens of thousands of ceramic tiles were reassembled for the display. the mural is of two fire birds. it's designed to inspire students to take big steps towards their gels while attending university.

hard to translate some of those pictures, i guess, but it looks interesting. >> looks good. >> yeah. it does. the skies were ominous for the day today. >> a couple of spots that had thunderstorms today. >> hmm. >> welcome back. >> yes, indeed. we're back and the next couple of days there's going to be some spots into the 30s. outside today strong winds. there's our sky watcher looking out towards the skies. our temperatures outside now after the high temperature made it up to 80 degrees. this will be the last 80 we'll see in september. last year we had our last 80 into the middle of october. our september rainfall is still below average, even with that welcome rain that we had over the weekend. much of it saturday night. outside right now our current temperature, we're still mild into the 70s, with the weather front that has come through. our temperatures have dropped a bit. 77 degrees, but the winds that were earlier up to 30, almost 40

miles an hour have decreased a little bit, too. look at temperatures around the east. we're at 77. get ready for some chilly air tomorrow morning. look at buffalo, 52 degrees. chicago right now is 59 degrees. our temperatures actually a bit above where it was yesterday, but this is the stuff coming our way, 10, 15, 20-degree temperature fall because of the pattern, and we're going to have not only for tomorrow but a good part of the week where the jet stream will be dipping to the south. that's going to be opening up the floodgates to some chilly air, and look at what the winds we're doing in michigan. this was earlier today on the eastern coast of michigan. this is north of chicago. winds were up to 30 to 40, 50 miles an hour in gusts. want to go out there and play the surf into michigan. for us, here's what's going on for radar. there was the batch of showers with that ominous sky that did come through earlier today. boy, it's way out to the eastern shore now. there were earlier a couple of rum blts of thunder up now into

parts of delaware. there's still a few lingering sprinkles and showers, folks in southern maryland you can st. mary's county and on to the northern neck and that's it. that will be the last of any rains i think we'll be seeing for a great part of the week moving off. to the north side, boy, there have been some nasty storms up into parts of central new york state, around rochester and earlier in buffalo, binghamton, new york, even severe thunderstorm warnings out there. nonetheless, with a strong winds, the colors are now coming on. this is the time of the year early october up into the northeast kingdom of vermont and some color beginning to just show up around skyline drive. i was out there this weekend. we've still got several weeks right in our own backyard, but it is a wonderful colorful time of the year. not so wonderful having some of those storms. fortunately for folks around the gulf and so much of the eastern united states, no tropical storms. this has been a quiet year. look, can you see several weather fronts marching along.

that's the one moving off the coast. here is what is left now of that terrible tropical storm that was casanna. now it's moving into vietnam after passing through northern philippines and all that have flooding. there's also more tropical rains into india, but much of the west of the tropics are quiet. for us overnight tonight what we'll be seeing is that weather front moving off the coast. little area of low pressure well to our north, and behind it some strong winds will be continuing, but it will be an overall cool pattern right on into the mid-part of the week. temperatures tomorro in the 50s and 60s so skies continue to clear as we go through the evening. tomorrow morning when you get up and head out to work and school, sunny early in the morning. we've got that now later and later sunrise, don't we, after 7:00. temperatures could be into the high 40s for you folks in western louden county out towards winchester and even into upper parts of montgomery county up around geathersberg. tomorrow afternoon we'll see some of the fair weather clouds

taking a look oat our top stories tonight. >> a month gomery county police officer shot a man several times this afternoon. it happened after a homeowner called police to report a suspicious car parked in his driveway. police say the driver got out of that car and charged the officer after his car got stuck in the mud. that's when the officer opened fire. the man is in the hospital. a local marine was killed in the line of duty in afghanistan, according to his family. lance corporal jordan crebot of frederick died this weekend while serving his second tour of duty. he attended new life christian school in frederick. he leaves behind a wife. he was 24 years old. >> there's more tension over iran's nuclear activities today. they fired test missiles capable of carrying nuclear warheads that can reach israel and u.s. bases in the middle east. the u.s. is demanding that iran

back down from its nuclear prram. coming up in this half hour of "nurse 4 at 6:00" it will soon be against the law to text while driving in maryland. there's been another gas leak at a maryland shopping center that was the scene of a building explosion earlier this year, and we'll tell but a drug bust that netted hundreds of millions of dollars worth of cocaine. in prince william county, virginia, a teenager was convicted today on two counts of capital murder. 18-year-old xavier pinkney was convicted of murder, robbery and the use of a firearm. he shot and killed 39-year-old jean smith and her son james inside their home in dale city last december. here's our report. >> reporter: 18-year-old xifier pinkney sat stone-faced as the judge pronounced the verdict, guilty on two counts of capital murder for the victim's husband and father the decision brings some relief in the wake of incredible loss. >> this has been very difficult,

nine and a half months, obviouslyaving this moment weighing over us for all that time it's made it that much more difficult, and just very relieved, very pleased that the justice system worked for us. >> reporter: the bodies of 19-year-old james smith and his 39-year-old mother jean were discovered just six days before christmas last year in their dale city home. a younger sibling connor made the tragic discovery when he arrid home from school that day. testimony today revealed for the first time exactly how the two were killed. james, a jmu student home from college, was napping on the couch. he was shot between the eyes. >> and, of course, the mom came home and she was naturally upset. she ran up to try to use the phone to call 911, and he shot her in the ear while she was attempting to make that call. >> reporter: prosecutors used that evidence to bolster their case that although pinkney originally just set outo burglarize the home, he then loaded the gun he found there and shot both victims with pre-meditation so they couldn't

identify him. in this written confession, pinkney tried to tell a different story, that he shot the victims when they startled him, but the judge said she didn't believe it. also in the courtroom today, several dozen friends and relatives of the victim's family. jean smith was on the prince william county park authority board and an active school volunteer. son james was a popular athlete and singer. >> you live in one place for 31 years, and, you know, you stay involved in your community and, you know, this is kind of what happens. you build a huge family out of all the people around you, and that's really what's gotten us through. >> reporter: pinkney's sentencing is scheduled for february a 5th, but because he was 17 a juvenile at the time of the killings, he cannot receive the death penalty. under current law, his sentence will be life in prison without parole. julie carey, news 4, is a virginia. >> the man charged in the deadly shooting at the holocaust museum is no longer in. d.c. area. he was recently moved from a d.c. jail cell to a federal prison in north carolina.

he's been indicted on several charges, including murder. while in north carolina the 89-year-old prisoner will be evaluated by doctors to determine if he's fit to stand trial. four of the charges against him carry a possible death penalty. police in georgia are trying to find out how a body wound up near a church playground. the church employee found the body. it was an adult male in the back parking lot of the lutheran church in landover hills. investigators believe the victim was targeted. they say he appeared to have been beaten to death. police s they are not sure if he was killed at the church or taken there from somewhere else. work crews in maryland are looking for the source of a gas leak that forced the evacuation of the penn mar shopping center yesterday. investigators took gas readings in the marshall's store there and found levels to be dangerously close to explosive levels. back in may, a gas leak caused a massive explosion that injured

nine fire fighters at the same shopping mall. people who work there say the gas lines should be replaced. >> they better get it done before somebody gets killed. >> no injuries in yesterday's incident. it took nearly 30 fire fighters will five hours to ventilate all the stores in the shopping center yesterday. all of the stores have since reopened and washington gas is trying to figure out what cause that had leak. beginning on thursday texting while driving will be against the law in matter, but there is a loophole. drivers will still be allowed to read a text message on their cell phone without a penalty. however, the state's attorney general says police officers will have a lot of discretion. people caught texting and driving could be fined up to $500. there's a new survey that shows if you're driving on the capital beltway chances are you'll be surrounded by other people who are in fact texting, either writing them or reading them. officials now say they are

planning on cracking down, especially in work zones. jane latrelle has that report. >> reporter: it's fast becoming an epidemic on the capital beltway. tens of thousands of drivers sending text messages when other motorists trying to stay out of their way >> if you're cut off and people are not paying attention and driving too slow, don't go with the flow of traffic, they are obviously distracted. >> they are not keeping up with traffic. they may be moving a little bit from side to side, but they don't look like they have their full attention on what they are doing. >> reporter: a in aaa study shows how widespread distracted driving has become, especially in the beltway construction zones by tyson's corner. of the 1,000 drivers surveyed, over half said they text while they drive. doubling their chances of getting in a crash. >> that's over 117,000 drivers a day out here that are texting and talking on the cell phones while they are driving and

driving through a workzone! >> reporter: perhaps the most disturbing part of the study is over half of the drivers who admit texting while in their car make no changes to their behavior while they are driving in the capital beltway construction zone, so officials are launching a newampaign called orange cones, no phones, to make motorists aware of the dangers of distracted driving in a construction zone. police promise stepped-up enforcement treating texting drivers no different than drunks. >> when a vehicle is making those, you know, small maneuvers within the lanes, swerving and braking inappropriately, something is going on inside that vehicle and we'll stop a find out what. >> reporter: getting motorists to hang up on the highway won't be easy. six out of ten drivers who text are under the age of 35. in fairfax county, jane latrelle, news 4. >> the epidemic of texting while driving is becoming such a national concern that the u.s. transportation secretary will hold a two-day seminar on that topic later this week.

good evening. bob ryan, storm center 4. it's still warm out there. our temperatures in the 70s, but look at elkin 62 and pittsburgh 60 degrees and those clouds and even a passing thundershower up in montgomery county now moving rapidly out to the east. skies are clearing. later on tonight the moon a few days away from being full, but the bright object that is near it is the planet jupiter. if you've got a binoculars or a telescope, you'll be able to see the moons of jupiter next to our own moon. that's after, oh, 8:00, 9:00 probably out in the eastern skies. sunrise tomorrow, tempetures in some of the chillier spots will be into the 40s. about 53 degrees in town. still breezy on wednesday. after that more sunshine, and i think we'll start off the weekend possibly with another weather front with a few showers. nothing like the heavy rains we saw late saturday. sunday right now looks pretty good. always ready for the weekend on monday. back to you. >> thank you, bob.

the beating death of an honor roll student in chicago is reigniticity. today three students were charged with killing 16-year-old darian albert. prosecutors say they used boards to strike albert repeatedly and kicked him as he lay on a sidewalk last thursday on the city's south side. a bystander captured the attack on cell phone video, and it is circulating online now. police say the beatings stemmed from a fight between two groups of kids. more than 30 chicago school students were killed in 2008, and the city could exceed that total this year. u.s. immigration and customs forcement has seized more than $41 million of drug money that was destined for the u.s. working with colombian and mexican authorities, special agents intercepted the cash that had been stuffed into shipping crates. those containers were found at points along a route known for smuggling cocaine into the u.s. from mexico. once the money landed in the

u.s., it was to have been laundered, and then sent back to colombia. i.c.e. officials say they are determined to track down the owners that have cash. the british royal navy is celebrating the biggest cocaine haul in its history. it happened on september 15th off the coast of south america. the hms iron dukes sent an armed helicopter and inflatable boats to stop a fishing boat. investigators spent more this a day scouring that boat for drugs. after they smashed through a concrete floor and unbolted some steel panels, they found it. 212 large packages of cocaine. the boat was carrying five and a half tons of cocaine. those drugs have a street value of more than $400 million. the crew was sent right away to jail. a helicopter gunship sank the modified fishing boat, and british naval officials say the drugs will be destroyed. coming up on "news 4," we'll

because he was not a happy camper when he left here, was he? >> he wasn't a happy camper. in fact, i think a part of him felt like he was run off so for him to get the win against his former team i would say he was pretty happy. >> maybe a little tiny bit of the inside felt good, 99.9, like what on earth is going on here? >> exactly, and when you look at yesterday's game, the news out here today at the park, a lot of people were asking about albert haynesworth and hs got a strained glute and they are expecting him to be okay but still the players are absorbing what that loss really means. they are very frustrated, and, again, i think it was an example of this team playing down to the level of a lesser one. >> yet when you look at the team it's hard to pinpoint a spot because they are not playing really well in any single face the of the game offensively. they are not scoring stouchdowns like they should and defensively against the lions, they got worked by a rookie quarterback and an offense who hasn't done much. >> and there were several different players on defse that you could say got worked at different times. several things you can look at,

play-calling and attitude issues for some of the players. that's what guys were alluding to a little bit in the locker room, but also you've got to wonder does jim zorn still have role of this team, and he will tell you quite frankly yes, he thinks he does. coaches are always on the hot seat. doesn't matter who you e, but at 1-2 on the season zorn is being questioned, and it came down to the final ten seconds of the game even. skins trying to pull a rabbit from a h on this play. the hook and ladder at the very end but the redskins could not make it count. so with the 19-14 loss, players know they need to look at themselves in the mirror, pull it together as a unit, and when asked if zorn had lost the team, here is what some of the players' reactions were. >> i don't think this team is totally -- has -- everybody has the same opinion, put it that way. i think there'some people that think differently than i think. i think coach zorn is a good football coach. i think coach zorn could do good things for us here. i think -- i think we just need to as a team just gel. >> i think there's a lot of pressure on him, too.

you think about things, you know, i'm pretty sure he -- he's got other people in his ear and probably confusing himself. he don't know what to do, and -- and, you know, i'm still here for him. i know a lot of players are still here for him. i think firing coach zorn or whatever or all the talk is about, what's that going to do? make the team better. >> i don't need a bunch of men to say come on, guys, let's really go now or i don't need to try to play a psychological game with them either. i think the thing that -- the thing that i like to do is show them what actually happened, regroup and then make some changes, if necessary. >>ç jim zorn's mindette is basically take that talk and shove it. he doesn't want to hear it. he doesn't let it bother him. we just spoke to him about it and he knows he needs to make these guys perform but he really feels they have a chance to do something starting this weekend with tampa bay. >> i was struck with his confidence. i was not looking forward to speaking with him today.

thought he'd in a bad mood and sour. he's still confident. he's still excited about the year. there's 13 games to go. i don't know if all the redskins fans really want to hear that or buy that but that's the mentality that i hear today. >> and the bottom line is that's where you want the confidence to start, with your head coach. hopefully the redskins can start things off early this week, but we know they set the turn early against the detroit lions. >> they had that really -- the first drive of the game. they went down the field. jason campbell hit four different receivers. they were playing well, and then they got down to the one yard line. they went for it on fourth and one and they couldn't convert. they were stuffed. and that really gave the detroit lions all the momentum that they needed. jim zorn says the fourth down play is the best chance in a short yardage situation and he would have done it again. clinton portis and mike sellers and samuels, a pair of pro bowlers, but they couldn't get one yard. a gutsy play called, but, remember, he's been going for it on fourth down ever since he's been here. santana moss, there's a reason specific plays are called, and

fewer than half of parents in the u.s. plan to have their children vaccinated against the swine flu. that's according to a poll out of the university of michigan. people in the poll said that they were concerned about the possibility of side effects. tracie potts reports. >> reporter: hospitals are already pleading for the new flu virus. the university of michigan found only 40% of parents plan to give

the vaccine to their children. the concern, serious side effects. >> there's absolutely no way a vaccine could cause the process that results in a heart attack. >> reporter: heart attacks, strokes, seizures, sudden infant death syndrome, miscarriages or the flu itself. the centers for disease control says there's no evidence the vaccine can cause any of these problems. the doctors fear misinformation may keep high-risk patients away. >> it's so important for patients who know that they have a heart problem to get the vaccine so that if they get the flu it will be a milder case. >> reporter: in 1976 flu shots were pulled after thousands of people contracted the paralyzing syndrome. >> no reasonight now to expect that, but we want to be ready if the unexpected occurs. >> reporter: the cdc is planning an aggressive monitoring program to prepare for normal rates of stroke to those who get the vaccine. >> but what's going to be challenging is to figure out whether or not the vaccine caused that and to do it as
