the winds are to blame for a dangerous situation tonight. the winds have caused a dangerous situation in northwest washington off macarthur boulevard, not far from the hospital. jackie benson has details. >> reporter: throughout the evening, being outside was uncomfortable thanks to whipping, gusting winds. it caused all sorts of mostly minor problems. anything that was not secured was in danger of being blown away. the washington monument was closed for safety reasons, which is done when the area experiences sustained winds of 35 miles per hour and above because there are no other buildings near the base. visitors get pummeled by the full force of the wind. even before the sun sets, conditions on the national mall were such many tourists decided to call it a day. >> i knew it could be cold, but the wind's a little much. >> we've been following washington's weather for several

weeks. we expected it to be cold. >> reporter: at national airport there were delays and few cancellations, the ripple effect of blizzard conditions in new york and new england. most were less than an hour in duration. even before the high wind warning went into effect, cable and electric wires hadeen pulled down at a number of locations in d.c., maryland and virginia. as you can see the wind is whipping the flags here at the u.s. navy memorial in northwest washington. the fairfax county public school system has announced it will not be using its many portable classroom trailers on friday in anticipation of dangerous winds. in northwest washington, jackie benson, news4. more about that dangerous situation that's happening right now. several power lines were knocked down and started a fire in a house on carolina place near sibley hospital. crews were able to pu the fire out before anybody was injured. a number of people in that neighborhood are without power

right now. outside right now, we are seeing gusts as high as 40 miles per hour. bob ryan is up in the storm center now. it's going to get worse? >> it's unusual to see the winds increase as we go through the night, but that is what's happening. we are under a high wind warning, not only tonight but through tomorrow morning, too. right now within the last hour, winds almost 50 miles per hour in washington. these are the current wind gusts. down around paxtunet river. not only is it bringing in winds, but there are snow showers. we may see now flurries and snow showers. up in baltimore it's snowing. we'll see the winds and i think passing snow flurries. the winds will diminish, but tomorrow morning for the morning rush hour, very, very strong

winds. 50, even 55 mile-an-hour winds. unfortunately, more power outages are likely. people in the northeast are dealing th the second night of a one-two winter punch. several inches of heavy wet snow brought down trees in new york's central park. one man was killed when a branch broke off a tree and hit him in the head. in pennsylvania, traskt officials banned vehicles from roads. one in every five flights did not take off from philadelphia international airport. there are also tens of thousands of people without power across the northeast region. some of those without power live in sussex county, new jersey. >> reporter: right now we are in northwest new jersey in sussex county. the snow is coming down hard. there are about 12 inches on the ground. we are expecting ten more inches. with county and city state officials are worried about right here. the heavy snow weighing down on

tree branches and those tree branches on power cables. there are power outages throughout the state. you can see a tree branch snapping on lines. we are not sure if they are cable or power lines. the tree snapped into the lines and fell on a car. the woman who lives here tried to get out. the police have come out here. they are trying to figure out what these cables do. she has to stay indoors and wait for technicians to ce help her get out of her home. the story throughout new jersey right now with this massive and slow-moving storm. that is the latest from sparta, new jersey, tom llamas, news4. dozens rallied demanding change in silver spring. 48 hours ago a young girl was brutally attacked. darcy spencer has our report. >> reporter: the were anti-violence chants and signs, tears and anger over the rape of

an 11-year-old girl. >> i know the family and everybody is going through a lot. i work with kids. it's like having to deal with stuff like that, it's not right. >> reporter: a vigil was helped to bring attention to the case. a little girl forced from a play ground near her home to an apartment on carroll avenue. a third man who raped a child is being sought by police. authorities say the crime could have gang connections. >> i note the angle they are looking at seriously. they are taking that into consideration. that should come out in the investigation shortly. >> reporter: the girl did not know the moan. they say the victim initially encountered the suspects around 4:00 p.m. near this gas station at tiny branch road. four hours later, the men found her at the play ground, forced her to the apartment and raped her. >> children are innocent.

they shouldn't be harmed in any way. they shouldn't be afraid to come out and play. >> reporter: the little girl is his classmate. >> all this gun shooting, people getting raped now. bad images, as it were. we have to stop this violence. >> reporter: the vigil was a call to action to some to rebuild a safer neighborhood. >> it's sad. the kids can't come out and play. are they going to be locked up at home all day it? 's ridiculous to think they can't walk to the play ground. >> reporter: both suspects charged in this case appeared in court today a judge ordered them to be held on a $1 million bond. in silver spring, darcy spencer, news4. a house panel decided today new york congressman charles rangle knew what he was doing when he broke ethnics rule. rangle was under investigation for taking trips to the caribbean in 2007 and 2008. trips that were financed by major corporations. this evening rangle said he didn't know about the trips'

financing before he went. one staffer who has been fired did know. several congressional black caucus members who were on the trips have been exonerated. rangle is chairman of the powerful house weighs and means committee. neither side seemed to convince the other at the president's bipartisan health care summit today. over the course of seven hours, republican and democratic law makers found little common ground. the president and his party continued pushing for a big one-time overhaul. republicans want to start over and change health care bit by bit. >> we have to start by taking the current bill and putting it on the shelf and starting from a clean sheet of paper. >> it may turn out on the other hand there is too big of a gulf. then we'll have to figure out how to proceed from there. >> congressional aides say democrats will take a few days to look at the impact on moderate law makers to determine whether a reform bill has any chance of passing this year.

seaworld will neither destroy nor set free a killer whale responsible for the death of a trainer in orlando. the company released this video that was taken yesterday. it showed 40-year-old dawn brancheau just minutes before the whale named tillikum grabbed her by her hair braid and dragged her under water. seaworld officials suspended killer whale shows at parks in florida and california. they are also reviewing training and safety protocols and say they hope to learn from the incident. >> this is one of those times that just, it's baffling to us. we are going to evaluate this and make sure we understand it. >> tillikum the whale is 30 years old. he's been involved in two previous deaths. coming up tonight, a deliry of potato chips turned violent. a gunman jumped into the back of a truck. >> two teens breaking into a car make a mistake even police officers couldn't believe it. >> trouble for white house officials.

two high school sophomores were killed by an amtrak train today. they left school early and were walking along the tracks when they were hit. the high-speed acela was on its way from boston to washington. amtrak service was stopped for a couple of hours. it is now back to running on schedule. senior officials at metro say they are ready to make changes to make sure the transit system is safe. the national transportation safety board wrapped up a three-day hearing on last june's metro crash today. nine people were killed when two trains collided near the ft. totten station.

signs point to a faulty track sensor. testimony today suggested a deeper issue at metro, an atmosphere of distrust between employees and managers. >> there is not a lot of looking into the root cause of the problem. punishment instead of trying to find out what the problem is. >> the way i feel right now that everybody was at work, was nobody doing their job, okay? now i have a bigger job. i have to tell my grandkids that their mother died because nobody was doing their job. >> ntsb is expected to have a final report the one-year anniversary of the accident. a man deliver potato chips is recovering after being shot during a roery. a security camera captured part of the robbery that happened this morning. it happened outside a drug

track. it's going to be hectic. >> athletic directors say it's too soon to tell if the regular season games will be played on time. the problems don't go away when the snow melts. all the standing water will make grass fields virtually useless. there is increasing evidence that an olympic-style workout could be more beneficial for a wi range of people. interval training was originally developed for olympic athletes. it cuts workout time in half by alternating between short periods of intense activity and shorter periods at a slower pace. it has long been considered too strenuous for the majority of people, but more recent studies show even seniors and those with health problems can handle interval training. as always, anybody who wants to try a new fitness program should talk to a doctor first. in vancouver tonight the home country celebrates a victory over the u.s.

and when tngs are going to settle down finally. >> you can hear the weather outside tonight. as a matter of fact, spots like gaithersburg, the wind is 50 miles per hour after an early evening where it was only picking up winds. winds are gusting to over 40 miles per hour. look at temperatures around the east. we are at 31 degrees. with that northwesterly wind, it's going to bring more cold air in and around us. with winds of 30 to 40 miles per hour, that's the current wind chill. it will probably be about 5 degrees, meaning that's what the air will feel like tomorrow morning early in the morning. it's all because of a really nasty storm that just grazed us. some spots did get that dusting. that storm is more into southern new england. you can see on doppler, and i'll bring that up, you can see the areas around boston. the center of the storm moved inland now. from here it will rotate around

to new york state and new york city. around syracuse and rochester, spots like that, boy, it continues to be a nasty evening. all up and down the east coast because of the intensity of this storm, there are high-wind advisories, gale warnings around the coast off of long island. overnight tonight, that will continue. we even in washington may be seeing leftover snow squalls and snow flurries for you folks across northern maryland tomorrow during the day. don't be shocked to see enough to whiten the ground. as that storm rotates back and then gets closer to us, the winds will continue during the morning hours then slowly it will continue to move more out toward the east finally. and loosen its grip on us. the winds as we get into saturday will diminish. we'll see cloudy skies though. temperatures tomorrow into the mid to high 30s. very windy tomorrow morning. tempatures by tomorrow morning into the low to mid 20s with

winds that could be even 30 to 40 miles per hour as we get into tomorrow afternoon. those snow flurries will diminish but on saturday, too. still a risk of a few snow flurries. certainly no accumulation. then into sunday and monday, while temperatures will recover into the mid to high 40s, that is still below average as we head into march with temperatures wednesday and thursday still a little on the chilly side. not a repeat of any storminess. nonetheless, the winds will continue about as strong as they are right now right into mid morning tomorrow morning. then diminish a bit. back to you. >> thank you, bob. still ahead tonight, a crash course in breaking into a car ends early.
