the president of chile calls for aid. this afternoon, the road to recovery after one of the biggest catastrophes in centuries. welcome to news 4 at 4:00. >> that mass i earthquake hit south america on saturday. and today, we're getting our first look at some new home video showing the moments during the catastrophe. more than 700 people were killed in the quake. rescuers are still trying to reach people who are trapped in the wreckage. and survivors are growing increasingly desperate for life basic necessities. today the fairfax county search and rescue team is on stand by. we begin our coverage this afternoon with mark potter in chile. >> this was such a massive earthqua earthquake, it was felt in santiago, the capital city.

the worst of the damage, though, much, much worse is to the south of this area along theoastal areas in the towns of concepcion and talco. the damage there can be considered catastrophic. much of that whole central coastal area has been devastated, as it was hit not only by the earthquake but also by the tsunami. people there are becoming desperate. it's becoming a very tough situation as people run out of food and water and are afraid to sleep in the homes that still stand, fearing more aftershocks. police had to use tear gas and water cannons yesterday to go after people who were looting grocery stores looking for food and water. several dozen people were arrested last night after a curfew was imposed. the military has also been brought in to try to bring order to this area. some small towns have virtually disappeared after the earthquake and the tsunami.

a very, very tough situation. the death toll here now is more than 700 and rising. and the chileans are asking for international help and the u.s. is offering to help the chileans. >> secretary clinton is taking communication with her to chile and she's going to begin the process of identifying what further aid is needed. >> people across our region have been closely watching the effects of the earthquake. several students are especially concerned. some of them previously lived and studied in the country, and are now not able to reach their loved ones there. the students are hopeful, though, and they chile will get through the devastation. the students attend the university's advanced international studies program in northwest washington.

right now, there's an effort under way to stop a jury deadlock, or at least to break it in the case of a deadly street racing incident in prince george's county. tavon taylor is on trial now. he's charge the with eight counts of vehicular manslaughter. prosecutors say he was involved in a race on route 210 back in 2008 that killed eight people. the defense says there's a lack of evidence showing that taylor's vehicle hit anyone the night of the race. just moments ago, the jury did find taylor guilty of two lesser charges, reckless driving and engaging in street racing, but the panel still has not reached a verdict on the vehicular manslaughter charge. >> police today are investigating a double murder at at day care in dale city, and they say it may have been a murder-suicide. the shoot shooting happened this morning on the 5600 block of daniel boulevard. the other victim was 49-year-old richard nichols.

he used to live next door to white. four children were in the day care center at the time of the shooting. none of them was hurt. >> children were in the lower level of the home when the incident occurred. the shoot og cured in the upper level of the home. >> the children didn't see it? >> the children and the homeowner's daughter did not witness the shooting. >> pat collins is working this story for much and we'll have much more in a live report for us at 5:00 tonight. >> a marine accused of robbing a woman at gun point was in court for the first time today. police arrested 20-year-o jorge. he's accused of trying to force a woman into her vehicle and robbing her. two women were abducted in the balston area. one woman was brutally beaten and sexually assaulted then left for dead. police are now looking into the possibility that torres may be involved with that case. >> given the facts of the case that he tried to force a woman into his vehicle and we're

looking for a suspect of similar description. we are investigating all aspects to see if the two were conne connected. >> torres has not been charged with the week's abduction, but he is currently being held without bond on the other charge. >> d.c. council chair vincent gray is on the defensive today over delaying any council action involving councilman marion barry. the council was expected to censure barry tomorrow and take away his chairmanship because of contract headquarters egave to a girlfriend and other associates. those actions came to light in a superb investigation by attorney robert bennett who discovered the former mayor had violated ethics rules and possibly the law by taking money in turn for the contract he is awarded. gray says the council needs more time before acting. >>'ll we wouldn't have an additional meeting if we weren't planning to take action. this council plans to take action. we just want to make sure we covered all the issues that need to be covered.

>> what the council does is clearly the council's prerogative. we don't have a lot of ability to control that. but we would hope the council would keep in mind both the substance of the report by mr. bennett as opposed to some of the more sensationalized excerpts from it. >> cook says barry did nothing illegal. last week, the former mayor apologized for his actions. >> it will now cost you more to take metro. on sunday, metro raised fares 10 cents each way on trains and buss. the new fare will only be in place until june, though. the transit agency is trying to close a $40 million budget gap. >> so major government spending bills have expired, and the ripples are being felt across several segments of our society. thousands of federal workers have been furloughed and unemployment payments are become held up. at the center of it all is a one-man protest in the u.s. senate.

brian moore is working on this story for us live on capitol hill now with the latest. brian? >> any senator can remember derail fast track regulation. that's exactly what jim bunning of kentucky has done. right now, he's virtually standing alone. >> i hope the american people understand my serious objections. >> republin jim bunning is blocking a $10 million 0-day spending bill because it isn't paid for. >> we cannot keep adding to the debt. >> we don't need lectures here on debt. what we need to recognize is there are poor people all over america who are desperate today. >> 400,000 people are suddenly in danger of losing unemployment insurance extensions. funding has been frozen, 2,000 transportation workers furloughed.

your doctor could be getting a pay cut. starting today, the government is paying medicare providers 21% left because congress failed to pass a bill that would have temporarily blocked those cuts. traci tts with more on what this will mean for doctors and patients. >> starting today, thousands of medical providers are getting a

21% pay cut from uncle sam. >> it's going to threaten access for millions of medicare statement patients. >> the government uses an old formula to calculate payments. every year, congress votes in a quick fix. this year, that fix got kau caught up in the battle over health reform and did not happen. >> they enacted a payment formula that didn't make sense and they've had torevisit. unfortunately, they've done it in a way that just kicked the can down the road. >> doctors had already complained medicare paid them too little. now some are considering dropping medicare patients or not taking new ones. >> for now, providers may not get paid at all. the odam ma administration has put all payments on hold for the next two weeks, hoping congress will approve another quick fix soon. but doctors say they want a real raise. >> again, we need to have a permanent fix, not these

temporary band-aids that congress has been dealing with since 2002. >> the ama says every time congress postpones fixing the payment formula, the problem gets more expensive in the long run. >> the medicare issue will undoubtedly be a big one when the members of the american medical association meet here in washington next week with kathleen sebelius. president obama is apparently obeying his doctor's orders to watch his cholesterol. he had his first physical of the presidency yesterday. after a speech this morning he opted to walk back to the white house through la tie yet park rather than on a motorcade. the press asked him how he is. >> i want to work off some of that cholesterol. >> president obama underwent the physical at bethesda naval hospital. the doctor noted that the president is in excellent health and that he continues his efforts to quit smoking.

. >> the vancouver games are now in the history books. and here's a final look at the final medal count. team usa won the most medals with 37 including nine gold. germany came in second with 30 and canada finished third with 26 but had the most gold medals with 14. norway finished fourth in the medal standings with 23. the games in canada were the second most widely watched winter olympics in history. on sunday, gold medal canada really wanted, the medal it wanted in hockey came down to a showdown with the u.s. sidney crosby scored the game-winning goal in overtime to give kaubd the gold. then the closing ceremony kept an amazing 17-day run in vancouver. a group of canadian celebrities took the mike, including actor michael j. fox.

we are at 48 degrees right now. a bit of a breeze coming out of the northwest today. it's 49 at ray dwan national airport. 48 degrees, philadelphia. 52 at richmond. so there really isn't any exceptionally cold air out there. and that really is the story for this week that we're not going to get hit with any prolonged cold throughout the week. or any hh winds either. light breeze out of the northwest. not too bad. just below freezing, elkins, west virginia, 30. and pittsburgh, feeling like 29 degrees right now. this one brought half a foot of snow sunday night. that storm system moving away,

and right now here, that's our next storm system. there it is, spinning. as far as amounts, fort stock n stockton, texas, over 1 3/4 inch of rain, that's going to be heading up the coast. 467 degreesthe temperature there. 57 right now in houston with over an inch and a half of rain. meanwhile, fredericksburg, enjoying the sunshine and temperatures today in the low 50s. the average for today, the average high is right at 50 degrees. futurecast, what you can expect over the next 48 hour, we'll go through the overnight period with just a few clouds around. temperatures will drop to the upper 20s and low 0s. then tomorrow we'll see an increase in cloud cover. now, i don't think we'll see our first drops of rain till probably around 5:00 or 6:00 p.m. tomorrow. then amounts throughout tuesday night are going to be pretty light. wednesday we'll see a mixture of rain and snow.

but i think it's still going to be light. maybe a few ice pellets that could try to mix in at times. i don't see those happening until thursday morning. not quite as mild as it's been today. we'll start the morning cold. son comes up at 6:39 with temperatures between 26 and degrees. a light wind will decrease tonight. and again, clouds come back tomorrow, the light rain develops during the late evening. 41 to 45 degrees. into the 40s for tuesday. upper 30s for wednesday, mixed conditions. and then a dry pattern, not just for the end of the week thursday and friday. but through the weekend and into the first part of next week. back to you. >> all right, thanks, veronika. >> well, we are following news stories tonight on news 4 at

seclusion this afternoon, mourning the suicide of her 18-year-old son michael. the teenager jumped to his death friday night from his department in los angeles. george lewis reports. a sidewalk memorial with one word -- faith -- marks the place where the son of marie osmond leapt to his death friday night. >> he was very much isolating himself, and we're told in a suicide note he basically said he was going to take his life because he had lost all hope. '. >> in 2007, marie odd monday admitted on cnn "larry king live" that her son had gone to rehab for unspecified reasons. >> i know michael is in rehab, right? >> yes. how did you know that? >> i was told. >> marie osmond and husband had eight children. five of them, including michael, were adopted. beginning in the '70s, marie became a star appear on tv with

her brother donnie. >> my sister deserving the very, very best. that's why i work with her. >> in a statement released by her publicist, marie osmond is quoted as saying, my family and i are devastated and in shock over the loss of our beloved michael and ask for prooif ip. >> she dealt with the death of her father, the divorce from her second husband and the suicide of her son. it's just got to be devastating for her. >> the teenager texted a woman he was supposed to meet friday night, telling her there was a note for her in his apartment. tmz reports the note told the woman he was very unhappy and that she was his only friend in los angeles. >> according to tmz, authorities

found a bottle in a secret compartment in jackson's bedroom. with the way the bottle was torn, the doctor would need to use an infusion pump to prevent a patient from overdosing. no pump was found in jackson's home. if all of the contents in the bottleent into jackson's system, it would be 40 times as much as his doctor told police he administered. >> a dutch tv station is airing an interview with a man once suspected of killing u.s. teenager natalee holloway. but joran van der sloot's latest confession doesn't fit with known facts about the case. van der sloot was last seen with natalee holloway during her vacation in aruba. in a paid interview, he claims that holloway accidentally fell from a balcony and he disposed of her body in a swamp. his lawyer calls the so-called candid confession not credible.

>> he's not well, i don't think. and, you know, when he first became the spotlight, he was a young teenage boy who was vilified, and i believe wrongfully vilified. i don't believe he has anything to do with her disappearance. the evidence speaks to that, not anything else. >> van der sloot has told several versions about holloway's disappearance. two years ago, he said she had a seizure on the beach and he dumped her body in the ocean. van der sloot has been questioned but aruban prosecutors say they lack evidence to charge him. >> police have arrested a registered sex offender in connection with a missing san diego teenager. 30-year-old john albert gardner is being held on suspicion of murder and rape in chelsea king's disappearance. the straight-a high school senior and avid runner went missing after going for a run last week. her car was found near a community park with her cell phone inside. investigators hope that the arrest of gardner will lead them to clues as to what happened to chelsea.

>> friends and family gattered in chicago today to remember the sea world trainer killed last week. drawn brancheau was a veteran trainer at sea world. the 40-year-old was killed wednesday when a 12,000 pound orca grabbed her by the hair and dragged her underwater. orca shows are back on at sea world, but trainers are now no longer allowed in the water with the whales. >> it was not an attack. he had a novel object presented to him, the pony tail, he simply grabbed her hair and pulled her in. it is no more than that. >> the killer whales are a major money maker for sea world and are worth millions. tillcum, the whale involved in last week's accident is reportedly worth even more. officials say he will remain at the park and will be featured in future shows. >> just ahead on news 4 at 4:00, it's in the mail. >> what you're going to be wanting to look outor this week.

>> it's not too bad out here until the wind picks up. except for the fact that the sun chemokooeps playing peek-a-boo behind the clouds. let's look at temperatures across the area. spots down around st. mary's have had some of the highest temperatures today. around 50 degrees, some locations, a few neighbors, even higher in the low 50s. so throughout the area, we've seen temperatures upper 40s today. they're going to be falling off. down to the freezing mark by tomorrow morning. by afternoon, mostly cloudy. and by 5:00 or 6:00 p.m. tomorrow, look for a little bit of light rain with continuation of rain and snow mix throughout date on wednesday and some wind, too. aft break, he's back. jay leno making his return to late night.

350 teachers. teachers will be furloughed for five days, other workers for ten. class sizes will increase and school lunch prices are going up. >> we just had the snow situation, so the kids missed a lot of days. i think the school board really needs to look and think about how this is really going t impact the children. >> school officials say the cuts are necessary to close a gap caused by decreases in federal, state and county funding. and they say additional cuts are likely. >> the postal service is hoping to save millions by changing its work week. the usps will ask congress to approve five day a week mail delivery and changes to the service's retiree health benefits. the post oice lost $297 million in its first fiscal quarter after a 9% drop in mail volume. the new money saving plan would not close any post offices or involve any worker layoffs. if approved by congress, and the

it happened around 7:00 this morning at 5612 round tree drive in dale city. 39-year-old toni marie white was shot and killed before the suspect richard anthony nichols apparently turned the gun on himself. news 4's pat collins joins us live with the latest. pat? >> jim, 5612 round tree drive here in dale city. it's more than just a house. it's a day care center, and today it was a shooting scene where a 12-year-old girl took action to protect the day care kids. we begin our story now with some word from natalie williams, the mother of one of those children. >> were you worried for him? >> yes, of course. it was traumatic for me and i wasn't even there. >> that's natalie williams. her 10-year-old son was there when it happened. there as this residential dale city day care center
