headed to one last showdown on capitol hill. brian mooar, nbc news, washington. there were health care protests on capitol hill yesterday. and some of them got ugly. demonstrators chanted at lawmakers walked by. some congressmen reported hearing racial slurs. emmanuel clever says a protester actually spat on him. u.s. park police said they did lot make any arrests. stay with us for continuing coverage of this historic vote on health care reform in a few minutes, we'll break down that bill for you. find out what it means for people who already have insurance, and for those who don't. happening today, immigrants rights activists are demanding president obama do more to pass immigration reform. the reverend jesse jackson will speak at a short rally in front of the white house this morning. and this afternoon, tens of thounds are expected to march on the national mall in what's being called the people's rally. the activists are demanding full rights for all undocumented workers and their children.

anti-war protesters also making their voices heard in the district. thousands gathered in lafayette park to mark the seventh year anniversary to mark the start of the war in iraq. they are speaking out against the war in afghanistan also. >> the more we rely on war and violence, the more enemies we're going to make, and the worse our conditions at home are going to we. >> ralph nader and the so-called peace mom, cindy sheehan were at the rally. sheehan was among those arrested as well. a tragic discovery. firefighters found a young girl dead inside the house after they responded to a fire. investigators are looking for more clues about exactly what happened. flames broke out late last night in the 6100 avenue of park view lane in clinton. derek ward is there live with the latest.

derek. >> reporter: good morning. the sun rose on a quiet and somber scene here on park view lane in clinton. behind me, you see the aftermath of the tragedy that struck in the hours before dawn. prince georges county fire got the call at 3:00 a.m. a massive response followed with one victims suffering from smoke inhalation being air lifted to a hospital. firefighters made a horrifying discovery. a life lost in a fire on a skwet street in clinton. >> 25 firefighters on the scene, attempt the rescue. did a primary search, discovered a -- one fatality, which was a child. and a female child. >> reporter: now, the victims' names have not been released. an adult female remains hospitalized. the investigation continues into the cause of this fire. live in clinton. now back to you. >> derek ward, thank you.

two baltimore police officers are in serious, but stable condition this morning, after they were shot during a traffic stop. police say the officers were approaching a car just after midnight whether the man behind the wheel pulled out a gun. he shot one officer in the face. the other in the arm. the officers were able to fire back and kill the suspect. investigators have not said why they pulled that car over or why the suspect opened fire. a family pet stolen in montgomery county. someone snatched this puppy right from the arms of its 13-year-old owner. what's just as disturbing, the ages of the suspects. news 4 has more on the family's plea for help. >> reporter: we are disguising his face, because he's the victim of a crime. this 13-year-old boy says two other teens ripped his pitbull puppy from his arms and punched him three times in the face in an unprovoked attack in gaithersburg. >> i was walking my dog and they were following us and they told me to put my dog down, they

punched me because i refused and just took it away. >> reporter:t happened just after 2:00 in the afternoon in near ridge heights drive, whether two boys, ages 10 to 16 years old, grabbed the puppy and ran. why do you think the kids did this? >> i don't know. there's not really reason to take the dog. >> reporter: neighbors are concerned, because there are a lot of children in the community. >> it doesn't make you feel real safe in the neighborhood. i've got three boys and two dogs, and i don't want them to feel like they are in any danger in this neighborhood. that's why we moved here. >> i have a niece, and i'm a mom who goes to the park too, so i'm really worried about what's happening on? this neighborhood. >> reporter: police are investigating the crime as a robbery. >> we know that the individuals who arexd alleged to have taken the dog are teenagers, young people. maybe they consider it a prank, but we don't consider it such, and this family is heart sick and really wants their dog back.

after months of debate and bickering, the health care battle may be over. the house is not only gearing up for one vote today, but three. >> the first vote, on a rule to establish debate guidelines, second, a vote on changes to the health care bill, and then finally, an up-or-down vote. house democrats need 216 votes each time. nbc's mike viqueira joins us with more on how the tally is shaping up. will it happen today? >> reporter: tensions high. a very near thing in washington. a democratic leader came out and told wire reporters they believe they have the 216 votes, but it's still not assured. there is the block of anti abortion democrats. bart constitute pack on msnbc that he was here with eight of his number. these are eight democrats that democratic leaders need to be in the yes column later today,

negotiating later tonight on executive order that they hope to have the president issue that would clarify that no federal funding could be spent on abortion coverage in some of the plans where people will be subsidized in the so-called insurance exchange. nip and tuck all the way. negotiations going on all through out the day, throughout the weekend. the president is all in, he was on capitol hill yesterday, a last-minute, sort of empathetic plea, saying i know this is a tough vote, but this is why you were elected to do this. this is an historic democratic pursuit. a goal that the democratic party has had for quite some time. time to take the vote, aing them to cast practical politic aside. many members on the fence come from waive ring districts, marginal districts that voted for john mccain in the last presidential election and lean republican. many people won't be back, these democrats, after november when this next vote is taken. the mid term elections, because

there is a wave against democrats being expected by experts. the context of all of this, with tensions running high, protests, some of them quite ugly, yesterday outside the capitol as members of congress walk back and forth, the behind the scenes negotiation, the arm twisting on the floor and the west wing from the president. on the phone with bdozens of members. they have gotten some people off the fence, but they have some people who voted yes back in november who are now talking about voting no. so it's still in flux, democrats are expressing growing confidence this morning. e you right. they are going to vote -- they got rid of the controversial deem and pass, and they will have a direct up-or-down vote on the unpopular senate bill. won't be one republican voting for this in anany iteration. they will have a motion to

recommit. we're talking about a lot of process in capitol hill. but at the end of the kay and that's the end of this day, might come about 8:00 or so on capitol hill, democrats now expressing growing confidence, again, they will emerge victorious, and then it goes on to the senate. >> all right. i guess it's as easy as that, huh? we were waiting for more. >> the point is, everybody is tired of this debate. the protest has been quite coentious, we know. but it still has to go to the senate if, in fact, the house passes it. that debate is likely to last through the end of the month, where republican opponents have far more procedural avenues to throw a wrench into this. the house is an enormous hurdle. it won't be over yet after tonight. >> we'll start fresh tomorrow. >> making laws and sausage, you don't really want to watch too close. mike viqueira, live from the white house. you ever go out to eat with a group of friends maybe.

high pressure over the mid-atlantic. still, you can see the clouds having a tough time working to the east coast. but still, they are quickly mong in from the south and west. and they will move to the northeast throughout the afternoon and then there is the developing storm system over arkansas right now. starting to pull in some gulf of mexico moisture. up to the extreme southeastern part of the u.s. that moisture will work its way in. a frontal boundary to the north of us. separating cooler air across north central pennsylvania into ohio. we're on the warm side of this system, so, again, enjoy another day with temperatures well above average. looking at futurecast, again, the clouds will move in, lower and thicker through the afternoon. showers hold off until after midnight. we may get through the day dry. good news there. monday, off and on showers throughout the day, and even a lingering shower or two possible on tuesday. we could get a half an inch of rainfall from the system. a very slow mover. we shouldn't be dealing with flooding potential at all. for today, morning sunshine. clouds will thicken up through the afternoon. low to mid 70s for high

sweeping changes since 1965, when medicare was enacted. what does this mean for you? lester holt has the breakdown. >> your honor the new law, every american would be required to have health insurance or face a fine. to help make buying insurance more affordable, the federal government would offer subsidies to those who make less than 43,000, 43,000,. medicare would be greatly expanded. if you have insurance through your company, you can keep it. if you work for a company that does not offer insurance now, they would be encouraged to do so with tax credits and possible penalties there are benefits for consumers. insurance companies would have to offer coverage to people with preexisting conditions. and some senior citizens on medicare, could save thousands on prescription drugs. but heres the catch. most of the bill's provisions, including the requirements to buy insurance, would not go into effect until 2014. still, within months, insurance

companies would be forced to provide free preventive care to people who already have coverage. allow adult children to remain on their parents' policies until age 26. and be restricted from canceling people's coverage if they get sick. how will it be paid for? the bill imposed new taxes on individuals making over $200,000 and couples who make more than $250,000. there would be new taxes on insurance companies. and cuts to the medicare advantage program. >> that was lester holt reporting. house members voting on the bill the senate passed in december and will vote on a package of changes to legislation. senate majority leader harry reid is pledging to properly finish the bill. d.c. police are trying to identify a body. some high schoolers found it not far fromñi the sosa bridge.

9:44 light now. justin joins us with a look at the weather. bright sunshine happening today. >> another day where you're seeing plenty of shorts and sandals, i'm sure, around from the people walking around town. yes, another mid-maylike day as high temperatures soar in the low to mid 70s. somewhat on the cool side on average for this time of day, this time of year. lots of mid to high level clouds starting to move in from the southwest and enough sunshine to get through. warming us up quickly. low 50s. light breezes coming in. and the southwest or so right now, looking at calm conditions at national airport. 53 degrees. record-high temperature was 89. set back in 1921. no record high temps today, but tough to complain about the mid 70s. regional temps across the area. low to mid 70s. a couple of isolated 40s out there. but it's around clarksburg,

manassas, germantown, looking at 50s. prince georges county. a nice morning if you are traveling on roadways, looking good. route 50 and up on 270, a good travel day today. we'll widen things out, talk about temperatures. not too far off to the north and west, we're dealing with cool mbers and a bit of a koltd front coming across the area. that front will not make its way eastward. we'll be on the warm side of this storm syste for one more day. eventually, the front will pass later on during the day, monday into tuesday, but, again, satellite and radar showing that generally pary cloudy skies over us right now. a lot of dry air in place of the extreme eastern mid-atlantic. clouds having a tough time working its way through. a developing storm system out of arkansas and pulling into the gulf of mexico moisture. this storm will slowly track up the mountains and remain to the west of us. it will keep us on the warm side through the day tomorrow. moisture getting in on the form
