occurred within the hour. those traveling from college park to i-95 and new hampshire avenue and silver spring. east-west highway inside the beltway, randolph road north of the beltway. outer loop of new hampshire avenue. northern virginia, a quiet start so far, a you make the trip north of out of fredericksburg to dale city, all travel lanes reported open. a new video shows the brutal beating of a university of maryland student at the hands of police officers. it happened as crowds celebrated a big win for the basketball team last month. now police have suspended one officer and are trying to identify a second to punish. news4's jacky benson has the story. >> we know he's singing a fight song. we know from the other video, he

didn't say a word to the officers, they don't give him any orders. and you can see what they do. >> reporter: attorney christopher griffith said these images show what happened to his client, 22-year-old jonathan mckenna. said the injuries required head staples. and prince george's county police the night of march 3rd, when students filled into the downtown college park. both students were charged with assaulting mounted police officers. documents charge that the men struck the officers and the horses, the and that both men were kicked by the horses. the chashlgs have now been dropped. >> the charging documents are completely fabricated, to cover up the police misconduct.

>> prince george's police chief initially defended his officers' handling of the melee, that has changed. >> i saw the tape, i'll o outraged. we've identified one of the officer involved and he'll be immediately suspended. we're in the process of identifying the other officers and conducting an internal investigation. >> after that's completed, we'll move to the grand jury stage. >> reporter: the prince george's police department only recently emerged from a year-long investigation by an oversight committee involving force used by the police officers. >> and officials at james madison university want to avoid a spring block party. officers in full riot gear were called in after a number of fights and fires broke out. 30 people were arrested.

the president of the jmu called the ordeal an embarrassment and the school is working with law enforcement to make sure nothing like this ever happens again. a teacher helped stop a suicide attempt at potomac middle school in dumfries. a 12-year-old middle school got off the school bus with a gun, and pointed it at his head. the gun was not loaded, but police say the boy did not know that. that student now faces weapons charges. two people are recovering after they were stabbed outside a metro station. it happened at the bus stop outside the georgia avenue pet wort station in northwest washington just after 10:00 last night. police say one victim has life-threatening injuries and one victim was stabbed in the chest, the 0er was stabbed in the back. no word on motive or suspects. another man is dead and another injured after a

double-shooting in prince george's county. 6800 block in central avenue of capital heights, maryland around :00 last night. two adult men were taken to the hospital, and one died. the names of those victims have not been released. the grief continues over last week's explosion. the department of labor lowered the u.s. flags in front of its francis perkins building in northwest washington to honor the 29 coal miners who were killed. it was the nation's worst mining disasters in 40 years. federal investigation are still trying to figure out what caused the blast in raleigh county. there was a memorial at the state capital in charleston. chris clackham has the story. >> reporter: west virginia's governor asked the nation for a moment of silence on sunday, for the 29 voices that fell silent. >> our lives will change forever. it will be the strength of their

this morning, federal investigators are looking into a deadly navy plane crash. the aircraft went down in a field east of blue ridge in fannin county, georgia. the crash killed the pilot and two others on board. rescuers are searching for a fourth person thought to be on the plane. the navy t-39 saberliner hit the house and sparked a fire in the woods where it crashed. a georgia forestry helicopter was called in to contain the fire. the plane, based out of pensacola naval air station was on a training mission. police arrested two teenaged boys and a man in connection with a mall shooting that left one person dead and five others injured. the shooting happened in oklahoma over the weekend. police say they are still looking for weapons and evidence. tennessee officials want to bring charges against a woman who sent her adopted son back to russia saying she no longer wants him. left week, tori hanson put her 7-year-old son on a plane to

moscow with a note she no longer wants the boy. the russian government has threatened to suspend adoptions to the u.s. and now the bedford county sheriff's office is trying to bring hanson in for questioning. but hanson's lawyer said the woman refuses to talk to tharts unless a charge is filed. >> is it appears to me that what we're going to have to do at this point is continue the investigation, try to dig into and get enough evidence to bring charges. and that's the only way we're going to get to talk to her, it looks like. >> boyd says he is requesting medical information from authorities and any records that allege the boy was abused while in tennessee. rumors swirling around washington as to who president obama will nominate to be the next justice on the supreme court. hillary clinton is the latest name to be tossed around, but the white house disspelled that

the shoulder. but now there's an accident on the inner loop of the beltway between university boulevard and new hampshire avenue. authorities working to get that to the shoulder. eyes on the road, both direction of the beltway between i-95 and university boulevard, things a little strange this morning. interstate 66 close in, no worries. authorities wrapping up an accident outer loop of the beltway just south of i-66. they should have that over to the shoulder. kimberly and eun, back to you. >> you can expect a lot of street closures in downtown washington once again today. president obama's nuclear security summit continues at the convention center with 47 world leaders attending the event. >> traffic did move relatively smoothly yesterday. unfortunately, however, there was one tragic incident involving a national guard vehicle and a cyclist. news4's megan mcgrath joins us live from northwest washington with more. >> reporter: we're here at a

security checkpoint at 6th and new york. you can see we have very light traffic here at this intersection. and we have seen that all day long yesterday. people seemed to have heeded the warning to stay away from the convention center. and some cases, folks decided to stay away from the city altogether and work from home instead so we actually had lighter-than-usual traffic yesterday. and that is the hope, that people will continue to do that. today now that remains to be seen. it's possible, a lot of folks will say, know it wasn't that bad yesterday, maybe i can sneak in today and that could change the dynamic, but we'll have to wait and see. yesterday things went very smoothly in terms of the traffic. a lot of folks simply staying away an the streets, we did not see the major traffic tie-ups that had been feared. now unfortunately we did have a terrible incident right around 6:00 last night. just as things were starting to wind down, there was an incident involving a d.c. national guard

truck and a bicyclist and the cyclist was killed. now a military spokesperson said the guardsman was stopping traffic at new york avenue and 12th street to allow a motorcade to pass through. when the five-ton truck collided with the bike. now the cyclist died on the scene. no word on who was at fault or the identity of the cyclist. although it's our understanding that the cyclingist was a woman. we don't know whose motorcade, which diplomate or was involved. they were doing traffic control to allow the motorcade to go through, that's when the accident happened, claimeding the life of the cyclist. widespread road closures today, same scenario as yesterday. the and the vernon square metro station closed.

mother and her mother came outside and the mother said, i don't fix food for people i don't know. the man walks away and he comes back and shoots through the door. to understand the courage in this case, you have to understand the government's key witness. a 9-year-old boy who was here on his bicycle on the day it happened. he says he knows the shooter. that he saw the gun. that he saw the shoots fired into that house. and he told that story to the police. and he told that story to a jury at superior court. i'm pat collins, news4. a new video shows the brutal

convention center. yesterday, the summit got a boost by ukraine's announcement that it will give up its weapons-grade uranium. pakistani officials insisted that their country's nuclear stockpiles are secure. that announcement came despite warnings from u.s. officials that al qaeda is pursuing materials for nuclear weapons near pakistani border. the summit is once again going to affect people who live and work near the washington convention center. most streets that have been shut will remain closed until tonight. so far, most traffic issues in that area have been mild. however, there was one tragic incident involving a national guard vehicle and a cyclist. news4's megan mcgrath joining us live now from northwest washington with more information there. good morning, megan. >> reporter: well there have been a lot of concerns about all the road closures we have in the area and what the traffic impact would be. but once again, so far, so good. we've got light traffic here on new york avenue. and rush hour yesterday was actually better than usual.

a lot of people making alternative arrangements, working from home when possible. so traffic was not a big issue yesterday. the hope is that that will be the case again today. now unfortunately, there was one major accident, an accident that proved fatal. it involved a d.c. national guard truck and a woman on a bicyc bicycle. motorists seemed to heed the warning, traffic on monday was lighter than usual. drivers took alternate routes and avoided the convention center. many avoided the city altogether. opting to telecommute instead. despite widespread road closures there were no major traffic problems. >> suffered very little, if any traffic issues. today we were able to move our engines and ambulances in easy, without any problem and i think people listened to the advice and it worked out well for us. >> reporter: but the day would not end well. just as things were winding down, there was a terrible

the state's slots policy. senate democrats won a victory to extend unemployment insurance. it allows debate to begin on a bill to extend jobless benefits through may 5. republicans rejected an attempt to expedite the measure's passage by late march. senate house talks continue on a larger bill extend unemployment benefits through the end of the year. if the stalemate continues, each week, more than 200,000 unemployed people stand to lose those benefits. republicans say the bill adds to the country's deficit. tennessee officials want to bring charges against a woman who sent her adopted son back to russia, saying she no longer wanted him. last week, tori hanson put her 7-year-old son on a plane to moscow, with a note saying she no longer wanted the boy. a member of the hanson family has said the boy was violent and made threats to burn down her

and sparked a fire in the woods where it crashed. a georgia forestry helicopter was called in to contain the fire. the plane, based at a pensacola, florida training mission. mall shooting left a person dead and fire others injured in oklahoma over the weekend. police say they're looking for weapons and evidence. a nevada supreme court panel is scheduling oral arguments on pending appeals by o.j. simpson and a co-defendant in june. simpson and his co-defendant were tried together and convict entered 2008. the two men robbed two sports memorabilia dealers at gun-point in las vegas of items that simpson claimed were his. a courtroom clerk says a panel of three justices will hear separate 30-minute oral appeals from their laurgs. simpson is serving nine to 33 years in a nevada previn.

showing some disturbing new details. let's listen in as the attorney for the two students narrates the video. >> jack will come into view here. he's actually dancing on the sidewalk. we know from another video, he's singing a fight song. we know from the other video, he doesn't say a word to the officers. they don't give him any orders. and you can see what they do. >> attorney christopher griffith said these images show what happened to his client, 22-year-old university of maryland student, john mckenna. griffith said the injuries that he photographed included a head wound which required zaples. he said these photos are of another client, 20-year-old ben bennett, when students spilled into the streets of college park. both students were charged with assaulting mounted police officers. charging documents claim the men struck the officers and their horses and that both men were kicked then by the horses.

early. thank you. it's day two of the president obama's nuclear summit here in washington. and this morning, leaders from 47 nations will take part in a formal meeting on nuclear weapons. the goal of today's meeting is to come up with a plan to lock away and cleanse the world of nuclear materials. yesterday, some major progress was made when ukraine announced it will get rid of its nuclear bomb-making materials. and president obama met with the chinese president, hu jintao, who agreed to work with the u.s. on possible sanctions against iran. because of the high security surrounding the summit, you'll have trouble getting around northwest washington again today. most streets surrounding the convention center will remain closed. traffic has been relatively mild in the area, although yesterday there was a tragic accident involving a military vehicle and a bicyclist.

stocks are on the rise on wall street, the dow jones industrial average closed above 11,000 for the first time in more than a year. analysts say the market's move could be a psychological boost that will draw more investors. expect another day of parking and traffic restrictions in northwest washington today, president obama's nuclear security summit will continue at the washington convention center. most streets surrounding the area have been shut down and will remain closed until 8:00 tonight. >> president obama is hoping to convince more countries to back his plan to secure the world's nuclear weapons. he's already made some progress on that front. tracey potts joins us live from capitol hill. >> reporter: there have been two big announcements out of the summit so far. one from ukraine and one from china about iran. china's president, hu jintao, says he's join negotiations to create tough new sanctions against iran. that's a big deal, china has been reluctant to crack down on

tracee wilkins is live in the news room with more. >> reporter: police accused the two students of assaulting officers who were on horseback. on friday, those felony charges were drop and yesterday new video surfaced showing some disturbing details. >> jack will come into view here, he's dancing on the sidewalk. we know from another video, he's sippinging a fight song. know from the other video, he doesn't say a word to the officers, they doesn't give him any orders and you can see what they do. >> reporter: attorney christopher griffith said these images show what happened to his client, 22-year-old university of maryland stumpbt, john mckenna. said the injuries included a head wound which required staples. and these injuries are from another client who is said to have received similar treatment

on march 3rd, after maryland men's basketball team beat duke. charging documents claim the men struck the officers and their horses and that both men were kicked by the horses. those charges have now been dropped. griffith says the charges against the student were a cover-up for what the police had done. >> the charging documents are a complete fabrication, fabricated for a specific purpose. they're fabricated to cover up the police misconduct. >> reporter: prince george's county police chief did initially defend the officers and has changed his stance. >> i saw the tape, i'm outraged. we've identified one officer involved who played a role in the incident and he'll be immediately suspended. we'll conduct an internal investigation. >> reporter: in addition to an

investigation into the internal affairs, there will be a specific investigation of the officer who filed those charging document who said the men were kicked by horses, instead of beaten by police. 28 people were arrested or cited that night in college park. defending on what comes out of these investigations, the prosecutors will make a decision on whether or not to press charges. i'm tracee wilkins, kimberly, back to you. officials at james madison university went to prevent a repeat of saturday's chaotic party that ended with harrisonburg police releasing tear gas. officers were called in after a in your opinion of fights and fires broke out. j plmpb u's president calls the ordeal an embarrassment. he said the school is working with law enforcement to make sure nothing like that ever happens again. a teacher helps stop a suicide attempt on a middle school campus in prince william county in dumfries yesterday.

in hopes of enticing a bidder to develop in western maryland. senate democrats won an initial victory to extend unemployment benefits. monday's 60-34 vote allows debate to begin on a bill to extend jobless benefits through may 5th. republicans rejected an attempt to expedite the measure's passage in march. larger bill to extend unemployment benefits through the end of the year. if the stalemate continues, each week, more than 200,000 unemployed people stand to lose those benefits. republicans say the bill adds to the country's deficit. >> wall street will start the day at the highest levels in a year and a half. cnbc's courtney reagan joins us with what's behind the recent stock surge, good morning, courtney. >> the dow did hit 11,000 for the first time in 18 months on optimism over the improving economy. it might not hold the line today.
