>> jim vances that night off. i'm jim handly. it is coming down out there, folks. a live look outside where it is getting dark and the rain is falling here in northwest watch watch. let's straight to meteorologist veronica johnson. >> yes. these storms, these have been moving very quickly, jim and doreen. let me start by showing you what has been taking place across the area. this is prince george's county. video from around forestville, maryland, where it rained and rained. downpours in this area where we are -- we have gotten some -- moderate thunderstorms coming through, producing some wind but probably the worst has been the lightning and the heavy rain. let me start by showing you our skycam where we are looking off to the west. the skies cleared. and we are, however, still under some warnings across the area anne arundel county until 6:30. then until 6:15, calvert, charles, prince george 's and st. mary's county. in the pink, severe thunderstorm watch that pretty much covers the entire viewing area until 9:00. i have to tell you i really

can't see us getting much more storms after this current line rolls through here. let's focus on what's going on. from annapolis towards pine field, areas to the northern neck, colonial beach, that's where the heaviest cells are now. headed off to the east at 20 to 40 miles per hour. eventually they are going to be into locations around calver county and down through the rest of st. mary's county. heavy rain with these and again frequent lightning. then we have the rest of the line for the north. already into glen burnie. annapol annapolis. 8:00 shows it pretty much all out of here. we will be left with maybe rain showers in and around the district and down into areas of southeastern charles county by that time. so then your forecast here, we are again seeing some of these cells produce winds anywhere up around 40 miles per hour. haven't gotten any reports of any hail but look at jessup, maryland.

just inside of anne arundel county. .88 of an inch of rain. temperature dropped from 90 to 70 degrees. by time we get to 9:00, lingering showers. 11: 11:00, skies clear. as far as our forecast goes, there is the possibility of some more storms tomorrow. certainly some more heat. and as well as the weekend. i will give you the details on that coming up in just a few. >> thank you, veronica. there is a glimmer of hope tonight in the efforts to stop the flow of oil in the gulf of mexico. crews managed to cut through that riser pipe. next step, lowering a new contain many dome over it. president obama plans to return to the louisiana coast tomorrow. jay gray is in venice, louisiana, with more. >> reporter: good evening. the president returned a week after his last visit and after late today sending a $69 million bill to bp and others. that's the cost so far for the

federal cleanup and recovery and an effort that to this pat lawson muse has failed to stop the flow of oil. bp is moving forward with its latest effort to slow the know of oil pouring into the gulf. >> we made a very important step in being able to cut away the riser. we now have a relatively clean oil head on to which the cap can be placed. >> reporter: it wasn't the cut crews had hoped for. diamond tip saw didn't work. robotic's shears were used using a rougher scene. >> as we put the containment cap on, exactly how effective it is. >> reporter: teams are working to fit that cap right now. p it could be operational in the next day or two. >> it will be outside of a test in -- adapt phase as we move ahead. >> reporter: tourists continue to test the waters along the florida panhandle. >> this is our first time. it will be a new and very stressful experience for us. >> reporter: stress that's growing. with an oily sheen and hundreds of tar balls floating just a few miles from the coast. containment teams have been called in.

>> we have airplane reconnaissance, we have booms employed on our inland waterways. so we think we are ready to go. >> reporter: as the oil slick and fight against it expands, president obama will be back in the region tomorrow looking to keep the pressure on bp and clean up krit sis tham his administration hasn't done enough during this disaster. >> pound october the podium isn't going to fix a hole in the ocean. i think -- what the american people and citizens of the gulf are expecting are results. >> reporter: results most along the gulf coast have been looking for for 45 days now. bp engineers expect to know in the next 24 to 48 hours if the new contain many dome will provide any relief here. in venice, louisiana, jay gray, news4. the oil is expected to start washing up on the florida coastline tomorrow. maryland state police tonight are looking for the driver of the vehicle that hit and killed a highway contract

worker in anne arundel county. it happened early this morning in an lap list on right 5037 investigators believe the worker was hit twice. derrick ward reports. >> reporter: it happened on eastbound route 50 in anne arundel county at about 1:00 a.m. the victim was 52-year-old sobra. contracted with the maryland state highway authority. sobra was killed and authorities believe as he walked in the left lane of route 50. he was replacing a traffic counting device. >> he had his reflective clothing on and his vehicle parked there with his indicating light on. so people should have seen and recognized the fact there may have been a work zone at that point in the morning. >> reporter: police say the northbound vehicle that struck sobra did not stop, thrown into another traffic lane. >> where he was then hit again by a tractor trailer.

>> reporter: that vehicle did stop. authorities say that this highlight it is dangers of driving through roadway work zones. maryland has institute ad program where speed cameras are placed in those zones to get motorists to exercise caution. penalties for speeding are more severe as well. >> fines double in work zones. >> reporter: and work zones aren't only the one was cones and heavy equipment. >> you see a truck on the side of the road, four-way flashers on. even if it is not a construction zone, broke down vehicle, disabled vehicle inside of our roadway, exercise caution and move over away from that because they may be changing a tire and you know, they may be out on the outside of the vehicle trying to fix it and low lighting conditions. >> reporter: state highway authority says over the past decade an average of 12 people died each year in road work zones crashes. more than 1 thousand have been injured. an investigation is looking for the hit-and-run driver and also looking at the whether proper proet comes were followed. whether the state highway administration was notified ahead of the work being done,

proper safety equipment, could be brought into place. meanwhile, the co-workers are calling him a hard worker and a devoted husband and father of three. a second body was found in the potomac river today days after a mother and daughter were swept away during a memorial day outing. this morning montgomery county fire rescue workers recovered the body from the river near perry island. yesterday the u.s. park police found the first body six miles downstream from where 35-year-old olga gaspar and her 14-year-old daughter emily disappeared. family members say gaspar slipped into the river and her daughter tried to save her. they both got caught up in the strong currents near difficult run. national park service says that eight people have drowned in the same stretch of waterway in the past year. that's a sharp increase from previous years. park officials emphasize that swimming in the potomac river is both deadly and illegal. there were more revelations today about what happened the might robert wone was murdered.

it came in court from one of the three housemates accused of covering up wone's death. pat collins has more from d.c. superior court. >> reporter: in court today brian wade. the lead detective in the robber wone murder case. he brought with him interviews he made with the three swan street housemates. their stories about what happened that night were remarkably similar. and consistent. an intruder came into the house, grab ad knife from the kitchen, went to the upstairs guest room and stabbed robert wone, they said. police don't believe that story. in the taped interview, swan street housemate joe price said there was no time before the cops got there that we would have been able to get together on our stories. he said there's no reason victor or dylan could do this. they couldn't spank a child that

was bad, he said. joe price, victor zaborsky, dylan ward, the three swan street housemates charged with covering up the stabbing death of robert wone. no one has been charged with mr. wone's murder. over and over, price insisted the housemates 'agriculture accounts of what happened is what happened. it may sound crazy, she had, but someone came in the back, took that knife, and stabbed the guy, and then took off. at the time the detective wade said he examined that fence and that he examined the backyard. and he said he found cobwebs. he found no sign that anyone jumped the fence, no sign of an entry into that house. detective wade said he thought it was unlikely that someone could climb the fence in the back of that swan street house.

for joran van der sloot is over. this afternoon authorities detained him in chile. he's wanted in the murder after young woman in peru. but he's already been in the spotlight as the suspect in the disappearance of u.s. teenager natalee holloway. kur gregory has the latest on the investigation now. >> reporter: police in chile say detained joran van der sloot sought in the death after 21-year-old woman in peru. van der sloot was previously a suspect in the 2005 disappearance in aruba of american teenager natalee holloway. peruvian officials believe the dutch national traveled to chile after the stabbing death of 21-year-old stephany ramirez at a lima hotel. the miss said that van der sloot arrived in lima on may 14th from colombia. witnesses say he and the victim were seen together at a casino over the weekend. a wake was health last night for stephanie. her father, a successful

businessman and race war driver in peru, says he believes van der sloot was behind his daughter's murder. a peruvian driver said he drove van der sloot to the border with chile. >> he was silent. he was preoccupied. he was smoking too much. he told me he came from lima and was coming to chile for tourism. >> reporter: van der sloot was twice arrested in connections with holloway's disappearance but released for lack of evidence. holloway's body has never been found. >> a chilean police official says authorities there are waiting for instructions from their counterpartness peru on what to do with van der sloot next. the corruption trial of former illinois governor rod blagojevich is now under way in chicago. he greeted his supportners the federal courthouse today saying, quote, i feel great and the truth shall set you free. once inside the courtroom, the former governor sat quietly while the judge began questioning potential jurors. blagojevich denies he was trying

here that sum democrats quit their primary races p.m. i'm steve handelsman, nbc news, the white house. the "denver post" reports that some democratic leaders in colorado are raising questions about andrew romanoff's account of his interaction with the white house deputy last year. they say that his account ignores the fact that he had been actively seeking jobs in the obama administration for much of last year. romanoff's statement yesterday said he was not promised a job and not guaranteed any appointments. we have sad news about a member of the cast of "the golden girls." actress rue mcclanahan died at the age of 76 today. she died this morning at a hospital in new york after suffering a massive stroke. she had heart bypass surgery last year. mcclanahan's career staged stage, television and film. however, she will be most remembered for her portrayal of the man of southern belle blanch devereux from the '80s era sitcom "the golden girls." mcclanahan co-starred with bea arthur, betty white.

heavy rain triggered landslides that have killed at least 20 people in southern china. authorities in china say rescuers were looking for another 27 people who were still missing. since monday heavy rains forced the evacuation of more than 66,000 people in a 7-city area. authorities say that at least 700 students are out of class in southern china because their schools have been flooded. >> close to home. we have seen lots of rain, too. heard lightning out our windows a short time ago. >> veronica is in the weather center keeping an eye on all of this for us. >> latest is that -- just about all of the storm now, guys, are well east and south of the area, down around calvert, st. mary's county, moving away, northern neck. but i'm going start with taking you back and show you arlington, virginia. this was about an hour and a half ago. where if you look -- if you way, if you wait, i think we have

lightning coming from some of those clouds. in fact the clouds busy overhead today. the liquid and ice particles above the freezing level colliding bumping together and creating the friction over the electric charges building up today. and yes the bolts were coming down. i can range anywhere from 20,000 to 60,000 degrees fahrenheit. lots of watt other the roads, too, today. let me show thank you clearing skies we have out there. we will check out skycam here. clearing skies west of the area. not so much east. we have showers. take a look at the radar here. around prince george's county. still just some showers now. and down through anne arundel county. showers. it is down through st. mary's and extreme southern areas of calvert county, too, where there's still some pretty nasty storms coming through. still produce something lightning, still producing some heavy rain. and i have seen the range in rainfall here anywhere from about a third to over an inch. nokesville was our high spot in prince george's county. and now making its way you on of the open water, out of anne

arundel county, strong line of cell over into ken and queen anne's and talbot where they have severe thunderstorm warnings up now for a while. 92 was our high today. average rainfall for the month of june, 3.13. a third of an inch is what we picked up here today. 73 is the temperature with storms ending. wind out of the south still at 14 miles per hour. there may be a little shower that come through here. up until about 9:00. as we drop off to 80 degrees by midnight. king jordan, south of the are area, .83 of an inch of rain. springfield, almost three-quarters of an inch. you went from 90 degrees to 70. watches all the way up into southern new england. folks, we could be doing this all over again with another round of severe weather. lot tomorrow. on saturday. tomorrow just isolated stormt because tomorrow this weather front that's still north and west will be settling nearby.

fast flow so every couple of days, one of these fronts that gets caught in the employee and every couple of days we will see the he building up another two days we are going to see temperatures get back to near 90. memphis at 87. 86 in dallas. 88 in wichita. they had high heat a couple of days. there is your if you cast. around the area tonight mostly cloudy skies and fog for locations that had the heavy rain today. then saturday yet another front nearby. showers and storms on saturday mainly for the afternoon. it is the storms that could deliver severe weather again. where we could have damaging winds as well as hail once again. so thunderstorms ending by morning. partly cloudy. 70 to 73 degrees. and then during the afternoon tomorrow, partly cloudy and it will be hot and humid. not as high. threat for thunderstorms across the area. and forring the weekend, not a washout by any mean. certainly not going to rain through the entire weekend. but keep an eye on the sky for saturday and sunday and potential for more storms will

some teachers in our area are trying to find new ways to fight cheating in schools. that's our top story. cheat sing nothing new. students are looking to their cell phones and other electronic devices for their answer. >> one school in fairfax county is trying to fight the technology with new technology. news4's elaine reyes has our story. >> reporter: ask any high school student and they have seen or heard of classmates who cheat. tear line weaver is a sophomore at robinson's secondary school in fairfax.

evening. a six inch pipe burst overnight on king street near wakefield street. crews started digging up the road about noontime. traffic was diverted off of that section of king street for several hours and the transit buses that use king street have seen delays up to an hour. king street has since reopened. american water peckses repairs to wrap up by the end of the evening. traffic is moving again on new york avenue a water main break wreaked havoc on yesterday afternoon's rush hour. crews fixed the 12-inch line and put temporary patches on the road to repair the damage left behind. traffic is open in both directions tonight. officials say repairing the damage was more difficult than originally expected because of gas and electric lines in the area. police are investigating tonight after a mid morning bank robbery in downtown d.c. it happened in the 100 block of connecticut avenue. police tell us a woman walked into a wachovia bank just after ten cloak this morning. handed a note to a teller and walked out with cash.

no one was hurt. and the woman did get away. two-torre building in northeast d.c. was destroyed in major fire today. the blaze broke out inside the building on minnesota avenue. more than 100 firefighters battled the flames for about an hour and a half. building was completely charred. witnesses say that i was ungoing renovations. in fairfax county, residents along the dulles connector are starring to campaign to get sound walls ee recked beyond their backyards. they say traffic and construction noise are unbearable. the worst is yet to come. julie carey has our report. >> reporter: every day along northern virginia interstates more trees fall to make way for the construction of sound walls. fwhuns are already rising up alongside the beltway h.o.t. lanes project. their purpose is to screen neighborhoods from the growing growling traffic.

the silver line metro is being bill. there's one area that's been left out. residents that live along the dulles connector which runs from i-66 to the toll road have only the old low walls and tall trees as barriers. highway noise often drowns out the chirping birds. >> very noisy. we lived here for 26 years. and it is very hard at might when you are sleeping. we close the windows and keep the air conditioning running to try to drown out the noise. >> reporter: in the last year, it has gotten worse with construction of the new silver line metro under way. it runs down the middle of the connector. but what really worries residents is what it will sound like once the trains start rolling through on the elevated tracks. >> this is going to be horrible. this is going to be horrible. >> reporter: the metropolitan washington air important authority that controls the project say there will be noise reduction built into the tracks. there will be little walls bill around the train. the airport authority is not required to build sound walls here along the roads.

that's why the fairfax county supervisors are now asking vdot to step in. they say legislation has been approved to give vdot the responsibility. the trouble is lack much fund. >> legislatively, it has been determined that the sound walls rebuilt now, how do we finance i, how does the state finance that? >> we shun have to bear the entire burden of the urbanization of fairfax county. we really need the sound walls up and down the dulles connector road. >> reporter: supervisors calls an initial meeting productive. he says the next step will be a sound study to explore what type of wall might be adequate. julie carey, news4, fairfax county. >> there is some time to work on the issue. phase one of the silver line metro is lated to be completed in 2013. coming up on "news4 at 6:00," million dish washers being recalled because of a potential fire hazard. sink or swim for school kids from our area. racing boats made of cardboard. >> veronica is back with more on

a call that cost tiger's pitcher armando galarraga a perfect game. commissioner bud selig had the power to overturn the call but today he said he will not. selig said the human element is part of the game. however, he did say he would look at the expanded use of instant replay. here is how it went down if you missed it last night. galarraga called up from tr triple-a. shot to left center field. look at austin jackson. how far he has to go. phenomenal over the shoulder catch. the dugout, on oh, about to experience history. galarraga within two outs of the 21st perfect game in baseball history. now he needs one more. jason donald grounds one to the right side and cabrera goes way out of position and throws to galarraga for the final out. no. first base umpire jim joyce calls him safe. galarraga is like dude, are you serious? check out the replay. clearly shows he was out. galarraga gets the next batter out to get the one hit shutout.

jim joyce was getting an earful from jim leyland. here is what joyce had to say for himself. >> no, i did not get the call correct. i kicked [ bleep ]. this isn't a call. this isn't -- this is -- this is a history call. i kicked [ bleep ] out of it. and there's nobody that feels worse than do i. i take pride in this job. i kicked [ bleep ] out of that and i took a perfect game away from that kid over that that worked his [ bleep ] off all night. >> he feels badly now. he will watch that replay. how's he going to feel? you know. >> they are calling eight perfect game. they say he retired 28 straight.

car. i want to mention jim leeland today said that we shouldn't be booing a call. we should be cheering integrity. i thought that spoke highly of the situation because jim joyce after he made the call, after the game, went into the clubhouse, apologized to galarraga immediately. you know. basically taking full ownership of his mistake. the problem we have here with the situation in baseball does want to stand up and say let's overturn the call. i have a problem with bud selig saying we are going to keep at this time way it was. everyone knows that this was a perfect game. while that counts in our hearts and our minds, it doesn't count in the record books. >> what a lesson in good fortune of a pitcher. >> great lesson in sportsmanship. got to tip your cap to him because the way he is handling it. he snild and i forgive him. it is no big deal. a lot of people want to move on from it which is fine. hey, you know, you have to remember what happened here. this is going to be something baseball has to live with.

tonight plans to build a memorial honoring president eisenhower are moving forward. the national capital planning commission got its first look at what that memorial might look like. aaron gilchrist has the story. >> reporter: this space across from the air and space museum will become home to a memorial of the country's 34th president. today we got a look at the three design option force that memorial. at the sent center of them all gardens surrounded by reese and story of eisenhower's life. >> the idea of making stanley cup tours in stone carved like release became one of the ideas. >> frank gary and his team were adamant the memorial be more

than a big statue. xweery's first design left open the memorial. opening two closes that road and eliminates 69 parking spaces but otherwise stays true to the first option. the third plan admittedly favored by xweery offer it is most dramatic design element. a tapestry. >> this scheme proposes a tapestry full length of the site. raised up 15, 20 feet. >> reporter: in this mockup the wall shows ve day, defining moment in eisenhower's story. just a place holder here. imagery there would be decided later. the wall would show shadowy images that workers inside the department of education building which it blocks could see through. it is also the element that generated the most comments from the commission zblers what's the -- you know, what's the -- how close can you be to the tapestry and still make out the image? >> reporter: geary says their concerns didn't fall on deaf ear. >> i have him in my head.
