his cell phone and ran away. a 15-year-old boy was arrested at the scene. the second teenager was arrested last thursday at his house. both of them are beinging held now without bond. the victim is expected recover. >> police connue to search for the driver who left the scene of an accident that critically injured a 24-year-old woman over the weekend. it happened on saturday night along carol avenue in silver springs. the victim's name hasn't been released. police say part of the car's side mirror was ripped off during the accident. they are looking for a dark sedan with damage on e front end and possibly the windshield. police in leesburg, virginia, are warning people about ads to become secret shoppers for western union or moneygram. a company sends you a check telling you to cash it. keep part of it for yourself and wire the majority to another location. then you're asked to complete a survey about your experience. a week later banks determine the

check is a fraud and you become responsible for the funds. police say you should avd any officer that requires you to cash a check in exchange for a portion of the sum. in montgomery county they are planning a round of budget cuts. a county executive said to get ready for 10 to 15% reductions in the next year. there will be a shortfall for the 2012 fiscal year for the county. the county has not yet mentioned anything about new taxes. after a four-week rally, the stock market today fell off. the dow jones dropped almost 50 points and close t at 10,812. the nasdaq dropped 11 points. it ended the day at 2369. the s&p 500 dropped six points and closed at 1142. today, president obama signed into law his small business bill. he cled it one of his concrete moves to put more americans back to work.

we need to see the rain. yes, it's all coming this week. so far some locations picked up well over two to three inches of rain. other areas haven't seen a lot out there at all including the airport. this is heavy rain aund the metro area toward bethesda seeing heavy rain. that was around the highway seeing rain out the today. as far as what we are seeing now, ju the cloud cover. heavy rain is out of here. now we are seeing the cloud cover that's rolled on in here and has pretty much been here all day long. a beautiful day on saturday. yesterday, activity early and then sunshine. today, all clouds and rain. high today was 78 degrees. we were a little bit above average. the high was 75. we finally saw much needed rain out thre. look at this. at the airport, just over a tenth of an inch. less than two-tenths at the airport. to the north and west, a completely different story. we are seeing teeratures around 75 degrees. winds from the south at 13 miles an hour. they have been gusting upwards

of 20 to 25 miles an hour through the evening. 2.8 inches around gathersburg. last night into today. tom called just to the south saying he got nearly three inches of rain this morning. again, we have seen the rain in some locations. right now, not a lotof rain going on. you have to go to the west and out to the east. that's where some of the rain is. back to the west back toward martinsburg, west virginia, bruns wick, berriesville and winchester. 66 toward front royal seeing the rain as well. more shower activity down toward richmond. this continues to move to north tonight. we'll see rain overnight tonight into torrow morning. that's why we have a flash flood watch in effect through tomorrow morning for just about the entire area. watch out out there, especially after the midnig hour. i expect to see some of the heaviest rain overnight tonight. 75 in sterling.

73 in quantico. fed ricksburg around 74 degrees. right toward florida inundated with heavy rainfall all because of this area of low pressure. that area of low pressure will make it to the north and east away from us. again, heavy rain tonight but by tomorrow afteron that will ush out of here for a good portion of the day. more rain on wednesday into thursday. that's the pattern setting up a deep eastern trough setting up here. that will bring in more rain. wet for days here. not a washoutvery day. i think the most rain will come tonight and wednesday night. tomorrow afterno may be not all that bad. this is the rain i expect over the next 48 hours to 72 hours. three inches potentially around the wshington, d.c. area. even more to the south maybe four inches toward richmond. that's a lot of rain and we need it. showers and thunderstorms occasionallyeavy with isolated flooding. most of it has moved off. tomorrow, scattered showers and wet roadways.

now live in hd, this is news 4 at 6:00. two low cost air carriers agreed to a merger today. southwest airlines has anounced plans to buy air-tran airlines in a deal worth almost $1.5 billion. >> if tt happens, that move would get southwest a presence at national airport. chris gordon has our report. >>reporter: business analysts say that will increase bwi's international importance. for the first time southwest will begin to play a role at reagan national airport acquiring 11 daily flights and expand its presence at dulles international airport as well. transportation economist professor bob windell at the university of maryland's robert h. smith school of business says

southwest will increase its reach to new york and boston by acquiringing air-tran hubs. >> southwest doesn't have a big presence in atlan. air-tran has a presence in atlanta, in milwaukee. i think in those situations you will have more service essentially by a l cost carrier to more destinations. that will be very helpful for consumers. >> reporter: passengers tell us southwest airlines is known for being iendly, having good customer service and -- somethinging about the bags. something about checking bags. um, oh, yes. first and secd bag, free. >> we enjoy not paying for bags. it seems most of the other airlines do charge. southwest has always banked on that bags fly free. so we hope that continues. >> reporter: bill and melissa reardon and their three daughters are returning to boston on air-tran, looking forward to the day they can fly southwest. >> we just checked in one bag for the five of us.

maryland. the jury found andrew gallo guilty of murder and dui charges in the murder of nick adenheart. he's just debuted with the angels in apl when a car driven by gallo ran a red light in california and crashed into him. adenhartnd two others were killed. gallo's blood alcohol level was nearly three times the legal limit. >> in maryland they are trying to figure out what led to murder inside a psychiatric hospital. a woman named susan sacks was found dead at the birken state hospital sunday morning. police say another inmate killed her. 46-year-old saladin taylor is charged with first and second-degree murder. investigators still don't know why she did it. sacks was committed to the hospital for the criminally insane after she was accused in the murder in 2004 of a therapist in chevy chase, maryland. just last weepolice

arrested a teenager for murder. the teen was released from the department of youth rehabilitation services. now the center will track young fenders with a gps system. derrick ward has more. >> reporter: there have been several high profile incidents of youths who committed crimes even while they are supposed to be under the supervision of the district department of youth rehabilitation services. the agency is now applying the latest sallite technology to keep track of some of the young people under their watch. >> reporter: it is the same global positioning technology in your car, but this application tells d.c.'s department of youth rehabilitation service that is young offenderare going places they aren't supposed to. >> we get alerts in real time when they are not where they are supposed to be, when they are t where we tell them to be. by utilizi that, we can respond immediately. >> reporter: to demonstrate i was fitted with one of the new gpsanklets.

it takes some getting used to. but it's not uncomfortable. then i set out downtown to see how it works. >> we t this location in as somewhere i'm not supposed to be while wearing the bracelet. we'll show you what would happen. ideally a computer message would go out directly to personnel and they could send one of their people or the police. detailed maps can even graph a person's movements over a given period of time. they also alert and alarm if tampered with or removed which isn't easy. >> there wasome electronic monitoring but it was sporadic. the technology sn't good. the second thing that was utilized was something called intensive third party monitorig. we check on youth two, three times a y, but that had limitations. >> reporter: sometimes limitations can have dire consequences. a high profile multiple shooting in the district this year left four dead. the recent shooting in sherman circle left a catholic university studentead.

torrential rain is continuing to cause problems and threaten communities in the midwest. high water in at least three states caused power outages and flooded roads. lee anne greg reports on a community in wisconsin keeping a nervous watch on a weekend levee. >> in the upper midwest in towns from minnesota to the dakotas, yards and streets are under water. >> this will be my first fall flood. typically it's a spring flood. >> reporter: in central wisconsin, more flooding brought on by days of heavy rain. a failed levee in portage left stranded residents who didn't heed warnings to evacuate. it's not clear how many remained when rushing waters covered the roads out. others took no chances. >> we took the furniture out, the floorboards we pulled up. >> they kept saying the levee might breach. i wanted to get out. >> reporter: theres more concern that the levee in portage could give way, threateng more homes. in parts of wisconsin, water
