a double dose of pounding rain soaks the washington area, flooding some neighborhoods. overrunning roads and washing away piers on thebay. now we're in theidst of round two. remnants of tropical storm niccole show no signs of letting up. >> good eveng, i'm jim bets. >> i'm doreen gensler. we'll get outside to our reporters in just a mont.

but first chief meteorologist is in the storm center with the latest. hi, doug. >> hviest rain coming through parts of the area. the remnantses of niccole moving through right now as well. the heaviest rain, the heaviest rain to the west of i-95, down to prince william county and fairfax and loudon county, the biggest areas wil be throughout the evening tonight downxt this is an area that has seen upward of 6 to 10 inches day. and they have already received over the last two hours, about another two inches of rain in someareas. once again, very heavy rainfall falling in this area, and the rain is still coming up from the south. u can actually see the rotation from the remnants of tropical storm niccole making its way up toward the area and we'll continue to watch those here. numerous areas und flash-flood warnings. everyone in the red is under

some sort of flash flood warning. the rest of the area under a flash-flood watch. i'll let you know when this will let up. good news. yowill be able to put the umbrellas away, but you may have to get them back out. i'll have it all for you in the full forecast. >> thank you, doug. annapolis has been one of the areas hit the hardest. more than 8 inches of rain proved too much forparts of the capital ciy. shop owners tried to stop the water from getting in. in the meantime, signs warning drives and pedestrians to stay away. r.c. spencer with a look at some of the other community in maryla that took the brunt of the storm. darcy. >> reporter: jim, we're getting heavy rainfall in college park. unfortunately, no major downpours at this point. some flood-prone areas like uppemarlboro and shady side are bracing forñi the worst. in calvert county, rising water has crept into homes, creating a

time-consumering and expensive nuisance for residents. some had to use sandba to keep the water from getting back in. in shady side, bay view avenue, overrun by tidal flooding. one reside's yard looked more like a moat. they were devastated by hurricane isabel seven years ago. what will you do if it looks like things will get bad? >> pack the kids and dogs up and head to my parents. get out of here. >> reporter: any kind of contingency plan in case it starts to flood up? >> if it starts to flood up, i have backup. i go to my mom's. >> reporter: jogger has to wade through rain water, jet skis and rowboats became modes of transportation. plenty of handbsandbags handed . >> i have seen water above the dock, above the curb, and we're getting frightened. we don't know what to do.

>> reporter: it shut down roadways across maryland. high water and roads closed were common place for drivers trying to get to and from work. government and businesses were closed two years ago. and they are worried it will happen again. >> that's the danger over the next three days now really. >> reporter: there are a lot of roadways he in maryland still that are closed or have high water signs. and, again, emergency officials warning people not to drive on roadways with standing water, because it's impossible to tell how high that water is, and you can quickly run into trouble. reporting live from college part, drcy spencer, news 4. >> thank you, darcy. >> not just the rain causing problems tonight. the wind has knocked down several trees in our area. some have landed on cars, others on power lines. thousands in the dark. crews are working in the rain to try andrestore electricity for

people. the rain could cause problems for alexandria and parts of virginia. jackie benson continues our coverage in oldtown alexandria. >> reporter: the tidal flooding usual causes problems in alexandria. we wanted to show you what it looks like on kings street. water as you can see right up over the curb. this is not from tidal flooding this is because the storm dane drains are overwhelmed by how much water is coming down. it rained so hard, that storm drains which were not even clogged became overwhelmed by the sheer volume of water. like this one on the access road to route 50 in centreville. in oldtown alexandria, pedestrians clung to umbrellas as they navigated ever-deepening puddles. earlier, heavy rains during the morning rush hour flooded many of the older fairfax county roads that run across small creeks and streams.

many are so placid that residents forget they are there, until flash flooding turns them into a potentially inconvenient and dangerous obstacle. >> i know how to get around. and i'll take it asy, do what i have to do. >> reporter: it was a day that just about everyone was soaked by the time they dashed from the car to the office. >> i almost got into five different car accidents, raining, downpouring, i had to go out to my car, which is parked outside. i got soaking wet so my hair looks like this. >> reporter: the next high tide comes to old town at 1:30 a.m. it will be interesting. doreen and jim, back to you. >> jackie benson from alexandria, thank you. coming up tonit, rahm emanuel going back to chicago. children on the tour bus that tumbled from the sky ramp talk about the moment that passengers nt air born.

former senator tom daschle. dahle was senate minority leader. the bus that fel from an interstate flyover revealed nothing wrong with the bus mechanically. maryland police are trying to figure out why at bus tumbled down a hill onto i-270. some believe the driver may have had a heart attack or seizure. that driver ded and an autopsy is pending. 11 others injured. some of the youngest survivors talked today about the ordeal. >> i have never seen the people in the bus flipping, and me kind of being in the middle. i landed on my feet, but i saw all the people on the floor, and i was really scared. >> i felt my head and looked at my hands and it was all bloody. and then my brother said oh, my gosh. and takes off his shirt and wraps it around my head to stop the bleeding. >> four people injured in the crash remain hospitalized. all are expected to make quick recoveries. coming tonight, stark

storm niccole. we have been waiting for this. and here we go. ready for more rain? >> ithere an end in sight? >> i have very good news in the forecast. first off this is taking its toll. all up and down the east coast. it wasn't just the rain, it was the wind. severe flooding in carolina beh. amazing, enough you can take the coe out for a stroll. down towards myrtle beach, voluntary evacuations because of the flooding. and this area has seen smuch rain, historic rain. back in 1990, they had hurricane flood, a 500-year flood. d many areas saw more rain than they saw from hurricane floyd in 1999. upward of 20 to 22 inches of rain in north carolina and we've seen it here as well. high temperature today made it up to 81 degrees. low this morning was 66. early rain, warm and windy during the day today. and yes, the rain is definitely

back. what are we seeing right now? a live digital doppler radar. heavy rain from loudon and prince william county this is where the heaviest rain is. this is where the heaviest rain has been all day. down towas st. mary's county. heavy rain there. and leonardtown, picked up 11 inches of rain during the day today. yeerday, 8.86 inches. dealing with not guilty there. coastal flood warnings in effect for the increase peak bay. plata, 4. inches,nd d.c., 4.5ins, frederick, maryland, over 5 inches of rain. amazing how much rain we've seen. nd look at the areas under a flash flood warning. including most of northern virginia and parts of maryland as well. especially along the shore points toward the chesapeake bay. here is the system itself. and moisture feed from canada towards the bahamas. the moisture continuing to make i way up here. and right here you start to see the swirl of what was once

tropical storm niccole. making it its way through st. mary's county. we could see the heaviest rain and wind. from now until 1:00, that's when i would expect to see the heaviest winds from this. andaybe possibly an isolated tornado. i did tell you, there is good news in this forecast. here isd the storm no watch what happens by tomorrow morning. 7:30 tomorrow morning. moving past the any, area, and the most part will be done by 7:00 or 8:00 tomorrow. and we can put the umbrellas away. but we have a lot of rain to go through bere this is all said and done. just a few showers linger across the area. heavy rain will be gone, but not before bringing 2 to inches in the areas of red. 1 to 2 inches in the areas of red. and so we'll continue to watch this very closely. again, round 2 tonight will bring heavy rain and windy conditions with winds gusting upward of 30 les an hour.
