homes, businesses and roadways. authorities say as of this morning, nearly 13 inches of rain fell in that county. that's more rainfall than hurricane floyd dumped on st. mary's unty in 1999. schools were closed today because so many roads were impassible. and in anne arundel county, the wet weather may be be bhind the sink way. section of the road just gave way this morning. this is one of three sinkholes reported in the area. repairs could take days. and the heavy wind and rain knocked out power to thousands of people in our area. crews were working to restore ectricity in maryville, virginia this morning. right now there a still about 7,000 people in the area without power. >> it's so nice to look outside and see this, the blue skies and calm weather. we want to get the lightest on it now. >>let's do that. meteorologist veronica johnson standing by. veronica? >> thanks a lot, guys. the rain is gone, but it's not necessarily calm because th winds have been picking up throughout the day today. we've been getting gusts throughout the area, around 25

months has apparently struck again. three more homes were broken into last night, and an attempt was made to break into a fourth. in each case, the burglar went in through an unlocked door. police believe whoever did this also is responsible for 85 other burglary, larcenies and attempted burglaries across fairfax daytoncounty. a fire boke out early wednesday morning on the busy 16th stet corridor in columbia height one man died after he jumped from his fifth floor apartment. several other people were hurt. firefighters say when they arrived, there was a high level of panic in the building. >> the gentleman had taken the coax available off of his tv, or the cable from his tv and tied to it the refrigetor door handle. and he was sitting on his window ledge, grasping it in both hands as if that was his last-ditch effort, to go out the window on his coax cable from his

television. >> investigators say a mattress on the fifth floor may have been the source of the fire. they're interviewing several people of interest. and we are following developments out of the white house today, following revelations of a shocki std study. it's been disclosed that american scientists deliberately injected guatemalan prisoners with syphilis in the 194 under the guise of public health. today the white house issued an apology for the experiment, calling it shocking, tragic, . d it is official. rahm emanuel announced his resignation today. president obama has already picked an interim replacement with a personality that is f less fiery. the question no though, how will this change affect the post midterm era of mr. obama's presidency? steve handelsman has our report. >> reporter: it was a grand sendoff.

you're watching "new4 at 4." >> october is breast cancer awareness month, and people around the world are uniting behind breast cancer rvivors today. a 39 foot tall pink ribbon was unveiled in bern, switzerland this morning. the center for disease control says breast cancer is the second most common cancer in women in the united states, just behind melanoma. in 2006, about 190,000 women were diagnosed with the disease, and about 40,0 of them died. doctors say despite those statistics, though, women are living longer than ever after a diagnosis. well, halloween 2009 was a frightening time for retailers.

a lot of consumers cut their cay and costume budgets to deal with the tough financial times. but as nbc's jay gray reports now, retailers are in for a not so spooky hallown this year. >> reporter: after a scare last year, when halloween spending droped significantly, early indications are this halloween season won't be quite as speaky for retailers. >> this year we think there is a little more appetite for spending, even 5 or $10 more person. but when you multiply that by 148 million people celebrating halloween, that's a lot of extra dollars going toward the holiday this yer. >> reporter: around $66 per person. the national retail federation says it break downs like this. about $20 on candy, 20 more on dorations, and the restn costumes. the most popular this halloween will include buzz lightyear, alice in wonderland, characters from hry potter and even lady gaga. vampires seem to be a popular theme. and while retailers arpleased

clementi, a talented musician known as quiet and happy, jumped to his death last week. prosecutors say he committed suicide after his roommates streamed video on the internet of clementi having a sexual encounter with a man. rutgers freshman, dharun ravi and mali wei have been charged with invasion of privacy. more severe hate crime related to gay bashing chaes could follow. >> privacy violations are just the tip of the iceberg. we're looking at civil rights violations, wiretap, federal and stte, probably harassment and many other crimes. >> reporter: in addition to clementi, 13-year-old ashlee simpson -- 15-year-old billy lucas of indiana hanged himself three weeks ago after cssmates had bullied him for years over his sexual orientation. and 13-year-oldethelsh from california died this week, eight days after trying to hang himself from a tree.

for a personal protection order. he is on leave from the attorney general's office. he has been banned from the univerty of michigan's campus where he earned a bachelor's degree back in 2002. you remember that suit o.j. simpson wore the day he was acquitted of murder, that armani suit? it's now on display at the newseum. it's part of an exhibit on sensationalism in the news. that custom-tailored suit will be shown under the headline "sex, crime and scandal". the former football star wore it in 1995 when he was acquit to have had murders of his ex-wife nicole brown simpson and her friend ronald goldman. ther items are on display including the mute button judge lance ito used to shut off the microphone in court. a family in oakland, california are hurt and confused today. they can't understand why police had to shoot and kill their aging dog, an 11-year-old lab named gloria. it happened on tuesday. police went to the family's home after their burglar alarm went off. police say when they went into

the backyard the dog growled d barked at them. they felt threaten and fired three rounds. >> i mean, my dad had called and asked if they had taser, mace, orepper spray or a baton. they had all those things. and i don't get why they had to reach for the gun and shoot thretimes. >> i was pretty much screaming in the driveway like asking why this happened,nd why did it need to happen. and just crying all night. i couldn't sleep or eat or do anything. >> the family was notome during the investigation or shooting. so officers left a handwritten note on the front door explaining what happened. they took the dog's remains to the city's animalshelter. oakland police defended the shooting as a necessary action. the officer who fired the shots is still on the job. georgetown university officials say what they originally believed to be a

youe watching "new4 at 4." mikael and tareq salahi are reportedly at it again. tmz reporting that the couple has threatened to sue the women of "the realousewives of d.c." if they refer to them as the white house party crashers. the salahis reportedly hired a lawyer to notify the cast in an e-mail. the e-mail allegedly state that's an investigative study shows the couple did not crash the white house or the black cautious diers. the lawyer says calling the salahis party crashers is a false, defamaty statement.

a major recall tonight by automaker bmw. the german car company recalling 350,000 cars across the globe because of a potential brake problem. the company says the car's brake fluid leaks into the hydraulics, preventing pressure from building up. they say drivers can noticethe problem when they need to apply more pressure to the brake, although the brake still works. the bmw 5 series, 6 series, and 7 series powered by v-8 and v-12 engines are affected here along with 6,000 rolls-royce phantoms. starting oday, you can no longer legally hold a cell phone
