vehicle. everyone involved in the acdent remained on the scene. both the trooper and the woman were ten to a hospital. the northbound lanes were shut down and traffic was being diverted on to the prince willia county parkway when last we ecked. >> let's find out how the accident is affecting traffic in that area this afternoon. >> actually, we go behind the whee let's start with that accident. how bad was it? >> reporter: it was nasty. we have substantial delays as a result. a little good news with the accident. they are no longer diverting traffic on to the prince william park way. you are getting by single file to the left as you can see. delays are substantial and continue to grow at this point. they are already at the weigh station at the prince william parkway. that doesn't sod too bad because that's only several exits, that should be fine. no, no, no. this is taking drivers upwards of an hour and a half with these deys. while they are not that substantial in length, they are certainly as far as time is concerned.

as far as hov are concerned, the won't help you out. they are headed southbound and route 1 is a big old mess. that is not a good option for drivers to bypass these delays. a lot of people have that idea. sticking with i-95, we have a lane open but major damage done as far as afternoon rush is concerned. founately it was in the northbound direction so rush ur won't have too much of a hang-up to get beyond this issue. after you guys. >> thanks. during the mornins heavy rain, we saw a number of trees fall in the area. a huge tree fell on river road near ridge feel road. traffic was backed up early this morning. >> a similar problem in arlington this morning. this time a tree fell on top of a car on south frederick street here. crews remove the snapped trees and put the branchs into the shredder. >> the rain stopped late in the morning and we do have a short breakfast. >> will it last? meteorologist chuck bell is here now with the story.

how about it? >> it is a break inhe actual rainfall will last for the most part for the next couple days. we got a very complex weather pat person we have to worry about. the upper level area has a lot of cold air aloft so may try and clear out a sliver overnight. but any clear skies first thing tomorrow morning will immediately be replaced by cloud cor bubbling up. today, stuck in the 50s with cloudy, cool conditions across the area. the last time reagan national had a high temperature that stayed below 60 degrees, we have not made it to 60 y today. the last time weighed day this chilly may 11th when the high was 57. ironically enough, the last time we had an overnight low below 50 degrees here in washington was also that same day. may 11th. it's been a long time since we had a stretch of weather anhere near this chilly. temperature right now, 56 in washington. 60 in richmond and norfolk. 66 in raleigh. elkins, west virginia, in the upper 40s. it is spinning off the coastline. it will try to wrap some dry air

along the back side. lingering dampss through. maybe a patch drizzle or too. the accumulating rainfall are basically done with us here for the rainder of the evening. it will be cool and damp. definitely jacket, sweatshirt weather. more clouds than rain threat tomorrow. little sunshinthe front half of the day. by and large, you'llecognize tomorrow as being a mostly cloudy day. what about warmer weather? what about in time for columbus day weekend? we'll talk about that in the extended forecast in couple more minutes. >> we'll see you then. thank you. a teenage suspect was taken to t hospital. police say he was shot while trying to rob an armored car. it happened in the 1000 block here of brentwood road in northeast. police tell us guards were king a stop at the shoe city store when the suspect tried to make off with a bag of money. one of the guards shot him in the leg and he collapsed about 50 feet from the sre. the suspect was then taken to the hospital for treatment. the travel alert is

sitting women, now about to rule on some landmark cases. on the cases she does hear, she is likely to be the most watched member of the cou this year. everyone trying to get read on how she'll rule on future cases likely to come before the court like health care and iigration reform. nbc news, washington. former president jimmy carter is back on his feet today after spending a couple of days in the hospital with a viral infection. carter and his wife picked up a hammer and nails and joined hundreds of habitat for humanity volunteers in d.c. today. habitat plans to build six home and rehabilitate six others in the section of the district. the carters have been building affordable housing all over the world for 27 years now. the former predent says it is a rewarding experience for everyone involved. >> we have think a life-changing experience. not only for the homeowners who for the first time in their lives have a decent place they

robert edwards won the nobel prize in medicine for helping to invent in-vitro fertilization. he is celebrating the birthday of the first baby born through technique. he work with fellow scientists to create fertilizing an egg and then implanting it inside a woman's body. he died in 1988. the breakthrough helped millions of infertile couple to have babies. researchers he completed one of the largest and most comprehensive studies about condom use in the country.

some of the results might surprise you. the study which wa funded by the maker of trojan condoms found that condom use is highest among sexually active teenagers. 80% of teenage boys, almost 70% of teenage girl said tey use condoms the last time they had intercourse. adults over 40 had the lowest rate of condom use but used it mo often in casual relationships. also african-americans and hispanics were much more likely to use them than caucasians. doctors say one of the most effective forms of birth control on the market is one many women haven't heard about. vicky reports on assure. it is done in a doctor's office without surgery. >> my oldest daughter, she is 12. my second son is 6. my youngest is nathan and he is 2. >> reporter: tammy that it was during her third pregnancy that she knew her family was

unless news for your health, parents who have toddles, you might want to put that c of coffee or bowl of soup way out of reap from your little ones. a study says most toddlers can reach as high as a kitchen counter top, putting them at risk for severe burns from hot thing like coffee and soup. the american academy of pediatrics says 70% of kids in the study could reach at least some distance on the counter. that's much farther than research hers anticipated. this just in. an autopsy has revealed the death of the bus driver involve in that crash last week on i-270 in bethesda was a medical condition and not the result of the crash. 66-year-old joseph died of an apparent heart attack. the bus rolled 45 feet down an embankment on i-270. when we come right back, flight attendants on one airline provide your inflight entertainment.

trending back down into the upper 40s and low 50s by 11:00 tonight. an most everybodyhould be in the mid to high 40s to get your tuesday started. there's a look at doppler. the last of the lht little rain showers across the northern parts of the chesapeake bay. little light drizzle. a very complicated weather system that wille impacting our forecast. the lk of the moisture is traveling to the north. the area of low pressure, you notice these showers. they're pin wheeling backown to the south. this area of low pressure moves back and forth. it may drag that moisture back to the east side of the mountains. and as a result, we don't have a precipitation chance posted for tomorrow. i still won't say you couldn't have a quick passing shower. a little betterhance of that on wednesday. what a chilly day today. temperature in the mid 50s everywhere. rainfall amounts over the last 48 hours between a quarter to a half inch of rain. just over a quarter of an inch in sterling, virginia. just under a half at andrews air force base.

james jones said his plan was to talk to the bus driver, but he said there was so much chaos on the bus, he took matters into his own hands. he has apologized for that but still faces charges for the bus tirade. by the way, october is national bullying prevention month. some alabama lawmakers are facing accusation that's they took bribes in exchange for legalizing gambling machines in the stat today federal authorities announced the indictment of four alabama state senators. several lobbyists and the owner of the state's large kaeft scene over. they're all due in court this hour to face charges that they conspired to affect legislation on electronic bingo machines. the ur state senators involved voted to legalize the machines but that legislation ultimately failed. if convicted, the defendants could get up to 20 years in prison. montgomery county residents could get stiff penalties for

tethering their dog and leaving them unattended. they are reviewing a new anti-cruelty law. he want dog owners to remain within eyesight of a tethered dog or face a $500 fine. the fine could be up to $1,000 and three months in jail if the tethering exposes a dog to pain d surg. the county already prohibits owners from tethering their dogs for long periods of time. particularly at night. there is more to come news4 at 4:00. apple's ipad is facing some competition. we'll look into all of your options. plus, hollywood blogger perez hilton started a new website today and it has nothing to do with celebrities.

a virginia state trooperer and another driver in the hospil following a crash in the wood bridge area. the troer was working on an accident when another vehicle hit his cruiser. that interstate is now back open. pat collins has e latest. >> reporter: not one but two medevac helicopters deployed at this scene. wreckage scattered all oer the roadway. and for a time, traffic on 95 northbound backed up as far as the eye could see. an accident leads to yet another accident on this busy interstate. this happened on northbound navy about a mile away from theood bridge exit. they say troop was here working a small accident on the side of the road when a vehicle came up 95 and forced that brown car into the
