right now, at the scene of a two-alarmire at an apartment complex in austin hill. the roof weren't one of the buildings has collapsed. more children kare enrolled in d.c. schools this year. it's the first increase in enrollment in 15 years. and "news4 today." good morning, welcome, everyone, to news4 midday. i'm barbara harrison, it's tuesday, october 5th, 2010. we have breaking news. firefighters are battling a blaze. corning avenue and austin hill. fire file thors called a second alarm this morning. megan has details. >> reporter: good morning,

barbara. the firefighters have basically finished their work of knocng down this fire. but you can see all of the crews that still remain here on the scene. they're watching over things. from time to time, they've had toeal with hot spots and flarups that haveappened through the morning. again, the bulk of the fire has been knocked down. now, this fire did quite a bit of damage to this building. but fortunely, no one was injured. firefighters sprayed water on sections of the burning roof. no longer on the top of the building, but now on the ground below. dirk smith just moved in 12 days ago. he sprang out of the batht when a neighbor began banging on his door. >> everything, i.d.s, money, all my clothes, all my money. i just got my social security check. th's been burned up. i don'tnow what else to say. i thank god my daughter got out this morning before this ocrred. >> reporter: investigators believe the blaze brokeout on the top floor units on corning

avenue. residents watched as the ames shot up in the air andeganto spread. >> really fast. probably like 50 feet, i guess in the air. my building is over there. we could feel the heat from the fire from overhere. >> reporter: investigators say everyone got out okay. there are no reports injuries. but it will be a long time before residents will be able to move back in. >> we had most of the fire damage in the four apartments. two on the front, two on the rear side of the building. totally gutted by fire, no roof. the rest of the building is going to have heat, as well as watedamage. we've had to terminate the utilities. therefore, they won't have utilities, therefore, they'll have to displace the residents. reporter: now, this say large apartment complex. there are a number of buildings scattered here. the hope here is that folks that have been displacedhat the can be placed in different buildings. in terms of what caused the

fire, it appears to be accidental. preliminarily, investigators are looking at a utility closet that houses the heat and air condition units for one of the apartments. they believe at that fire started there. so it might be electrical in nature. baara, back to you. >> thank you, megan. for the first time in nearly four decades more parents have rolled their children in d.c. public schools. that's what school chancellor michelle leigh ann announced this morning. she said enrollnt increased about 1% this fa which is several hundred people. rh d senty called this good news. rhee said school leaders helped raise the numbers by pushing iniatives in the community. >> i hope that this momentum will continue and that the public will continue to see that we do provide some bramming for kids in our buildings, and we're ready to have your students in

just as gray and gloomys it was. we're at 57 deees right now. that's the high where it got yesterday. still, unusually cool across the area. temperatures currently in the district at 57 degrees. oaten and gentilly there at 54. folks down to the south around indian head you're at 56. and only now at 55 degrees. our wind has picked up across the area. 7 northwest, now blowing between 10 and about 18 miles per ur in manassas. that's taking a bit off the temperature and making it feel like 5 degrees lower than what it actually is. the radar, though, you can see, it's dry, it's quiet. i'll tell new a few minuteses when that low pressure system is spinning around west virginia will bring t next chance of rain into the area. so maybe an isolated sprinkle. definitely chilled breezes with a high today of degrees. a little bit of wet weather there for midweek as we can see. we'll talk about how much we can get in the extended forecast in

just a few minutes. >> you don't think we've had enough already? >> we actually have for a while. could use a break. i've got great video out of phoenix where they had flooding yesterday. >> it's usually dry there. and we've learned details of a shooting investigation. a man is in serious condition after a shooting on the ground of a huntingdon avenue station. fairfield police found him bleeding in a car. it appears he was shot in the stomach. he was taken to a local hospital, police say he is expected to survive. well, the transportation department rolled out its upgraded five-star safety rating system. it's designed to protect new an accident. the new ratings will start with 2011 model near vehicles. the new system takes into account crash prevenon technology and the new tests thatimulates a car striking a pole. another new feature.

navy.e.a.l. brendon looney was buried at arlington national cemetery, killed in a helicopter crash only two weeks ago. but amidst the pain is a remarkable story of love and sacrifice. looney was laid to rest beside his best friend, marine lieutenant travis mannion. the two became roommates at the naval academy class of 2004. they hit it off immediately and according to tom and janet mannn, were so close, they were like brothers. >> they talked the same way. they cared about the country in the same way. they wanted to serve. >> they wand to be involved. they wanted to be in the mix. >> reporter: but after graduation, the wars in iraq and afghanistan pulled them apart seemingly forever. as a reerngs travis was sent off to iraq where he was tragically cut down b a sniper three years ago. at memorial service for travis, brendon was clearly devastated by the loss. >> he was a great friend.

and i'll never forget him. >> reporter: travis was buried near his home just outside of philadelphia. but when brendon looney was killed last month, theannions learned for the first time that he wanted to be buried side by side by travis. in a tough but selfless decision, the mannions had their son's remains sinterred in pennsylvania and reburred in arlington, next to the grave site for brendon. >> so many mixed emotions for us to move travis to this place of honor. >> it was really hard, just the memories all over again. but i know he's at home with the people he fought side by side with. and that's where he wanted to be. >> reporter: this is memorial hall, a tribute to all naval academy graduates killed in war. even here, travis and brendon are only steps apart. once separated by two wars and

thundersrms that rolled on through the desert southwest. it caused not only slight delays, but it downed trees through the area. nasty flooding in that location. a lot of flights were diverted yesterday. and it los like they could have more storms across the ar today. well, i am also watching some storms in the caribbean. we could have before long, we're quickly making our way down the list of tropical systems. there is a 60% chance of massive thunderstorms on the other side of the leeward island it could develop farther, become a tropical depression and then otto. there's only six more named storms. with the forecast being an acti season f us in the atlantic. fortunately there have been no significant systems or damage for that matter around the east or parts of the lf. so heavy rain eventually moving towards the northwest. hispaniola, spots like puerto rico will get heavy rain. probably 5 to 8 inches.

want to tell you about, starting tomorrow, hiring fees will be in effect for the district to lp offset a $175 million shortfall. democratic mayoral asked them to impose the freeze. it limits the amount of money available to agency leaders to buy supplies. gray says the freeze is just the first step in what coulbe a tough budget-cutting recession. >> certainly where we are at this stage, we not only cut to the bone, we're do the bone marr at this stage. and we're already starting to look at fiscal year 2012. >> city agencies are also being told to prepare for budget cuts as high as 10%. remember that device that we told you was installed about a month ago to keep young people from loitering around gallery place. it's no loer there. i don't know if you can hear the

louise brown was conceived? >> absolutely. every year, the pregnancy rates have gone up in the ivf statistics. that has gone up with the number eggs putting back. we're getting more patients pregnant with fewer higher multiple pregnancies. >> what are some of the cause of infertility, and it's not just the woman? >> that's right. 50% of the time, the men are the cause of infertility. a single sperm is injected into the egg which literally makes no sense. if you had said in medil school, can just do that, put a sperm in the middle of the egg, get a baby. you'd be laughed out of the classroom. it makes no sense. introduced in 1993. now, millions of babies born thugh that technique alone. that revolutionized things. the men who have terrible sperm counts called back in 1993 were called back and bein told we now have a treatment for you. >> for women out there thinking

stocks pulled back on monday following disappointing news on the economy. but opened higher today. let's check in cnbc's courtney reagan. she joins us live with that and the rest of the headlines. courtney, good morning. >> hi, good morning, barbara. right now, stocks are looking really strong. the dow fell 169 points, it's been up higher than that. we've been up on trading today, people foreshadowed the fact that was going to happen after asian markets overnight. japan after the bank of japan in a surise move, cut interest rates to practically zero. we're also seeing some gains out of europe today as well. so that sortf led the momentum forward for us andthe latest reading about the growth of service-oriented companies and the nation's predominant j generators grew slightly fast in

october. they agree the pace has been sluggish. still, any kind of growth is hopeful in this economy and market. and the justice department in seven states are suing the major credit card companies. they claim that mastercard, visa and american express are violating antitrust laws in rules encouraging consumers to use cheaper forms of payment. about 1% to 3%, generates $35 billion in revenue from those fees. visa and mastercard does plan to settle. and lincoln continental is the flagship of the new vehicle. ford wants to revamp the lincoln brand making it a stronger competitor to luxury rivals like vw's audi and mercedes. >> i'd like to see ford emerge as they've done well recently,

some. i said i would be a guinea pig. if you look closely you actually can see theark spots on my skin. andactually, i am really delighted with the results. >> and your skin looks great. it is a pross that's done in the office. and chemical peels use what we call acidic ingredients or low ph products that actually cause the skin to exfoliate. sot actually takes the dark areas off of the skin, in addition to that, it allows the bleaching preparation or the lightning preparations to penetrate deeper and eradicate the dark marks. >> so how long will the results last for people who have a chemical peel? >> well, it can last a long time. what the key feature here is protection of the sun. so when i advocate these types of procedure, i recommend sun protection, because you're just going to reverse it if you go back out in the sun. so if you ptect the skin and

not let th skin stimulate the pigment cells that are in the epidermis, it should stay clear. >> the dark spots disappear on their ow as we move through the fall and into winter? >> generally, they don't. once they're deposited there, they're stay there. and there are other products that c help to alleviate them. such as your retinol perp preparations. your vitamin c preparations. al of those have a lightning preparation. but i think height grow crow known work the best. >> you told that you say the lightning agents, over the counter preparations take longer? >> yes. 2% is over the counter. anything above that is prescription by aphysician. and the vitamin c eparation. you just don't want vitamin c, you want ascorbic acid.
