today in a murder investigation south of the border. good afternoon, everybody. >> breaking news now, a stning development in the mexico border murder. nbc news has learned that the lead investigator in the case has been murdered. and his severed head delivered to authorities in mexico. >> we've been following this story of david and tiffany hartley, they were jet skiing last month on a lake. they were set upon by pirates and david hartley was shot in the head and apparently killed. tiffany hartley escaped but the family and u.s.fficials have been pressing mexican officials hard to investigate the case and recovered david hartley's body. the dangers of teen drivers, car accidents are the leading cause for teenagersged 15 to 18. so the nonprofit aaa foundation wanted to see how well parents are teaching their kids who are driving with permits. to do that they put cameras on

it was there all of a sudden, it snuck up on me. >> reacting quickly,nd a lot of it is just plane practice. >> reporter: the studies' results were disappointing. while some parents offered lots of coaching. >> sometimes what you need to do is look two or three cars ahead of you to see what's going on. >> okay. >> reporter: many others were themselves distracted. >> most teens had hardly enough time behind the wheel with mom or dad. on average, we saw that the supervised driving experience was actually less than two hours a week. with just 20% of the driving occurring at nig or in bad weather. hardly enough says aaa. and as this family discovered. >> whoa! stop! hit the brakes. >> most states require 50 hours

with parents before children can get a driver's license. aaa would like to see that increased to 100 hours. police are investigating another pedestrians crash in montgory county today around midnight. a woman was stru by a car and a bus on southbound 270 near route 124 in gaithers berg. investigators tell us a car and a ride on bus hit the woman. there were no passenger as board the bus at the time. right now they're not sure why the woman was walking on the highway. four people were stabbed outside of a bar near the university of maryland campus overnight. three of those vctims were students. those students were under age and shouldn't have been in the bar in the frst place. news 4's tracy wilkins is on the scene with the latest. >> reporter: police are still questioning witnesses and sorting out exactly what happened. they say from what think understand so far.

it all started with an argument inside the thirsty turtle. the argument continues down route one and police are looking for suspects. this was the scene last night. how a bar brawl ended with three university of maryland students and one other man stabbed. >> we're in the process of doing interviews with the victims and everything. hopefully we'll be able t get a description of the suspect to get that out to you guys soon. >> reporter: it all started around 1:30 this morning. a fight that began inside the thirsty turtle and moved down the street to the cornerstone grill. it left three university of maryland students injured. two of them were 19 years old, one was 20. a 23-year-old man was also injured. police say all of the injuries were nonlife threatenin >> we're going to look at all avenues the incident. we're going to try to get witness accounts. we're going to check and see if there's any video of the event and run the investigation from there.

>> there's been a number of violent incidents surrounding the university of maryland campus this school year. first, a series of violent robberies. d now, o incident of multiple stabbings. >> we got a bad reputation for stuff like that. but stuff hpens, kind of out of our control. >> reporter: the three students who were inside of the thirsty turtle were underage and weren't supposed to be part of that facility. according to the university of maryland police, about a third of their calls have something to do with alcohol and students. they're also assisting in this investigation. in college park, tracy wilkins, news 4. >> university of maryland police just wrapped up a news conference where the chief says he wants to shut down that bar where the fight began. pat colins is there right now. he'll have a live report coming your way at 5:00 tonight. the big apple is getting a big cleanup after a blast of wicked weather tore up trees and flooded streets.

there was a hail storm in parts of new york city and long island last night. the weather was so bad, suay service was interrupted. practically the entire area was soaked and lightning lit up the night sky. a taste of november's on its way to us. >> calm but cooler weatr on the way? >> we're going to have a little bit of october tomorrow. the cooldown really comes tonight. we're going to drop so 10 to 15 degrees lower than we we last night this morning. meanwhile, there is a weather front up to the north of us. northern virginia begins tonight, folks. the area centers around the intersection of route 123 and the beltway in tyson's corner. crews are working on the new phase of the high occupancy toll or hot lanes project. here's a breaown of the series of lane shifts and ramp closures. tonight crews will shut down the ramp tohe beltway. drivers will have to move to a left turn lane. crews will shift all four northbound lanes of the beltway when approhing 123. this weekend crews will shut down all four lanes of route 123 under 495. that happens friday night through early monday morning. officials warn drivers to add at least 20 minutes to their commute, could take a couple years. > officials have given the green light for filming to resume on the transformers 3 movie. filming had been suspended after yesterday's ash involving this d.c. police cruiser and bumble

stay. the world's largest retailer is about to begin selling apple's ipad. walmart says the tablet pc will be available starting this friday in some of its stores. it expects all its stores to havehem by the holiday season. there are 6 models of the ipad. the base model will start at $499. student who is go abroad are likely to drink twice as much researchers from the university of washingto study their own student who is went abroad and found most increased their weekly consumption of alcohol from 4 to 8 drinks. students who wento europe and australia did the most drinking. it's unclear whether the students were just taking advantage of the younger legal drinking age abroad. police in washington state want to know if college students attending an offcampus party were ientionally served tainted drinks. a grouof eople, mostly women got sick and had to go to the hospital.

kristen welker reports. >> reporter: news spread that an offcampus party got so out of control, nine students, six of them young women were rushed to the hospital. >> it was just literally pandemonium everywhere. >> this freshman wanted to remain anonymous. but she also wanted people to know what happened friday night. she went to an invite only party at her friend's house. at first the gathering was small. only about 15freshmen, and there was alcohol. >> i chose not to drink just in case we had to drive home. in casanything happened. >> little did she know how important that decision would be. as the night wore on, the crowd swelled to more than 50 people, faces she didn't recognize. and then something went terribly wrong. >> all of a sudden, this girl was sitting on a bench outside and literally fell off. at that point i w helping her. >> reporter: certified in cpr,

the freshman put her skills to work. >> it was the scaest thing having a girl fall limb it in my arms. at that point i looked up and there we ten girls laying down. reporter: some were awake and vomiting, others unconscious. police were called tohe scene. they suspected drugs but found none. and now suspect someone y have secretly drugged the students. >> officers were talking to people that were severely intoxicated yet said they only consumed one or two drinks. >> reporter: underaged drinking is against the law and violates campus policy. students who attended the party, even the ones who got sick could face consequences. >> we will meet individually with each students, assess their behavior, listen to them, try to understand what happened, and for some students nothing will happen. and some students may face suspension or expulsion.

a man arrested for streaking near president obama is out of jail now and waiting to see if he's a millionaire. it happened sunday at the president's rally up in philly, juan rodrigez got as close as he could to the stage and then took all of his clothes off. naturally, he was arrested within minutes. when he got out of jail, he told reporters that a website called battlecam.com offered the prize to the first person to streak i front of the president with the web site written on his chest. >> i didn't do anything to hurt anybody. i didn't do anything that destroys property. i didn't do anything bad that was actually that bad at all. >> now, rodriguez is from staten island, new york. the billioire behind the website that sponsored that contest said he expect to have a decision soon on whether the challenge was met. we can only hope for mr. risque

welcome back to news 4 at 4:00, i'm barbara harrison. >> and i'm jim handly. here's what's happening in the news right now, four people stabbed outside a bar nea university of maryland's campus overnight. three victims were students. those students were under age, and should not have been in the bar in the first place. police tell us it started as an argument inside. one bar, then the stabbing happened down the street in front of another. all of the victims are expected to be okay. so far there have been no arrests on the case. filming on the transformer's three movie is back up again. it was suspended after one of the main transformer's vehicles collided with a d.c. police cruiser. the scene tonight will shut down pennsylvania avenue between 3rd and constitution around 6:30

p.m. ozens of chilean miners are just hours away from freedom. they're set to be rescued one by one. the rescue is expected to last up to two hours. taking a look at wall street. stocks made moderate gains after losing ground toward the end of the trading session. the dow gained about 10 points. the nasdaq picked up about 16 points. and the s&p 500 up about 4 points. the white house has lifted its moratorium on deep water oil drilling put in place after the gulf oil disaster. jay gray reports the decision comes afr new rules were put in place to tighten safety. less than a month of after crews capped the well after the worst oil spill in u.s.story, work

will resume in the gulf. >> this was part of the dlibtive policy process that just got done me quickly than the original time line. >> initially the moratorium was supposed to stay in place through november 30th, but intense pressure from the oil industry and gulf coast lawmakers combined with new regulations designed to improve safety, oversight and environmental protection, aprently convinced the white house the time was right to lift the ban. analysts say the end of the moratorium will not likely lead to an immediate start to new drilling. companies must first work to meet new requirements for well casing and cementing, blowout preventers and emergency response. all ars that investigators say were a problem when the deep water horizon rig exploded and collapsed. the obama administration now confident the new regulations will help prevent the tragedy like this one from ever happening again. jay gray, nbc news.

a military hearing in the ft. hood shooting rampage was over almost as soon as it started. nadal hassan is charged with murder in the attacks that killed 1'3" people at ft. hood nearly a year ago. the goal of today's hearing was to determine ihe should go to trial. once the trial got underway, hassan's lawyers asked to delay the proceedings for a month. a defense was given until tomorrow to explain the request in writing. hassan was paralyzed fromhe chest down when he was shot at ft. hood. he made no comment in court today. today marks the tenth anniversary of the terrorist attacks on the uss coal, the cole is on a refuelling stop in yemen when it was rammed by suicide bombers in boat. 17 sailors were killed. the blast tore a 40 foot hole in the ship. the navy mar the somber
