>> so as all of you know, one of the major reform strategies that we have prioritized is around human capital, so making sure that our ground breaking teacher's unio contract is implemented with fidelity that impact ours new teacher evaluation model continues to be implemented aggressively. our special education reform, especially those that call for bringing back children from nonpublic placement because we spend about 00 million a year right now on tuition for those kids, that money needs to be invested in the system to be able to build it for capacity and building the schools is important as well. we have a number of initiates going on from our calyst and partnership schools and turnaround efforts. all of those things are very clearly outlined in our performance plan for the mayor and i ha no doubt that ms.

we're live in nthwest washington right now for the newsonference just wrapped up. derek, good morning. >> good morning. here in the may flowerotel where the news conference just broke up and it's ended months0% of speculation. school chancellor michelle rhee is stepping down effective the end of the month. since 2007 she's stormed in with sweeping reforms which she's faced dogged criticism and been heaped with praise. k kaya henderson the deputy chancellor will take over. she got her ringing endorsement. he said she exceeded her reputation and has a willingness to do what's right despite the political ram fi indication. rhee saud her decision to leave is a mutual decision between e and chairman gray. rhee said it's job she will

love and will miss. >> today chair man gray and i have reached the mutual decision that i will leave my post as the chancellor of the washington, d.c. public school system. this is not a decision we made lightly but it is one i believe that is absolutely essential to allow chancellor gray to pursue our shared goal of unifying t city behind the school reform efforts that are making such a large difference in the lives of the children across the city. in short we have agreed together that the best way to keep the reforms going is for this reformer to step aside. >> reporter: rhee says she will probably take some time off. as for the tansitionhey're expecting it to go smoothly because most of the staff will stay in place. kaya henderson has a 13-year history. that does not answer the question as to who will be the

"news 4" tracee wilkins is on the scene right now with more on this deadly shooting. >> reporter: witnesses say around 6:15 this morning a gunman appeared at the yard dressed in a dpw yard. two employees were shot.

police say 51-year-old larry hutchins, a 24-year veteran was killed. another is expected to recover. police aren't confirming whether the suspect was a dpw worker but investigate investigators say there were plenty on the scene. >> very rarely do you come before the public to talk about a government employeewho has been shot and killed while actual on a government site and while actual doing government work. >> reporter: workers say lack of security has been an ongoing issue on the brentwood lot and other sites as well. >> there's no security in this yard or any of t yards. >> reporter: police say they're the process of conducting terviews. they're looking for one, possibly two sbpts in the

looking at a live picture right now. the 15th miner has been pulled. nbc's natalie morales is live in chile and has more on this. >> reporter: a miracle at the mine, after 70 days trapped under ground, the first miner emerged. just after midnightocal time wednesday 31-year-old florencio avalos made it to the surface a. the father of two reunited with his family for the first time in two months. not far away floreio's brother watched on tv. the raw emotion is captured by hundreds of reporters surrounding the family. >> it is an unbelievable scene here. it's impossible to have a dry

eye as you can see the very first ments, the very first hug, one of e st emotional experiences, seeing lot of reporters here and seeing the grown men out here. reporters covering the story. everybody's crying. one hour later the second miner emerged. mario sepulveda embraced his wife. then an unexpected moment. sepulveda reached inside his bag and pulled out some rock, handling them to his rescuers as souvens. then this miner known as the comedian of the bunch laughed it up with the president of chile sebastian pinero. this happened on august 5. 17 days later a small drill are broke through. a miner sent a note to the surface skrauled in red pen saying they were alive.

rescuers sent a camera down and saw smiling faces. for more than two months the world watched as the miners hoped and prayed for a rescue. above ground more than 1,000 experts planned the meticulous rescue. while family members gathered at what is now called camp hope, tuesday many ofhe women spent the last two hours getting ready, having their hair done, putting on make-up. baby esperanza which means hope will meet her father for the very first time. falies will be back together, their lives forever changed. ♪ >> reporter: the excitement builds with each passing hour. throughout the overnight almost every hour on the hour, rescue after rescue after rescue. over and over these brave men won the hearts of people all

over the world. 33 miners once strangers now international heroes. >> and natalie morales reporting there. we're loing live again at copiac chile, where they've just brought up the 15th miner. it doesn't look like they're having any prochblt everybody getting out of that lift with such joyous looks on on their faces. we're going to bring you any development as it comes in t us and we look forward to the 16th miner being brought to the surface any time now. we have a traffic alert in the tysons corner area. there's a new traffic patrn now in place at route 123 and the beltway. it's part of the toll or hot lanes project that's going on. here's a breakdown. overnight crews shut down the ramp that goes from northbound

to the beltway. drivers will now have to move to a left-turn lane. so crewed shifted all four northbound lanes of the beltway to the left to an approaching 123. this weekend crews will shut down all four lanes of route 123 and go under 495. that happens friday night and will last through early monday morning. officials warn drivers to add at least 20 minutes to their commute during that work. and we're also following a developing story out of takoma park. police are invesgating a possible homicide. they found a man unconscious late last night near blair road in cedar street northwest just blocksrom the tacoma metro station. paramedics rushed the man to walter reed. there's no word on what caused his deh but police found what appears to be a puncture wound in his chest. they don't have any suspects at this point. >> ourime right now, 14 minutes after 11:00. the fight over gay marriage in the district is not over. coming up today, opponents are

safe tolerate last night. the men have been trapped almost a half mile underground for more th than two months. rst lady michelle obama is hitting the campaign trail. she will visit ten fundraisers in 12 states. today she's in milwaukee to stump for russ feingold. it's the first time that the first lady will campaign. michelle obama is one of the most popular figures in the obama administration. a group that opposes same sex marriage in d.c.want to take their case to the supreme court. they argue the gay marriage issue should be decided by voters. the district began allowing same sex marriages in march. > also a federal judge has issued an injunctn bang the military from enforcing the don't-ask, don't-tell policy.

prince george's, arlington, fairfax and ntgomery counts as well as throughout much of virgin and maryland and around the bay and on a eastern shore. the wider view the temperatures showing in the mid-60s in southeastern virginia. mountains this morning was in the mid-40s in western maryland and parts of west virginia. right now they are just in the throw mid-50s. quite a cool change has moved in and finally we got the weather to go along with the autumn color that's beginning to show up. over the last 12 hours we had high pressure moving across to our north and pushing some of the cloud cover down to our south. a few showers around the virginia-north carolina border and these continue to track off to the east and will stay well to our south. a couple of weeks ago i visited the christian academy in prince george's county. had terrific time there. i want to thank the school head, donna edwards for the invitation. had a wondful time talking to those students. two of those students will be job shadowing me tomorrow. they are very interested in

weather as a career. we tked lot about that and lked about different types of weather. a wonderful time there at the reed temple christian academy in prince george's, maryland. what we'vebeen looking at what's been happening an upper level disturbance that's been rotating out of the mississippi vall moving over tennessee and kentucky and that's going begin move up our way. as we go forward over the next 48 hours the high pressure that is to our north will move off the new england coast and that will open up the door for this low to begin to move our way and it will deepen and begin to form a coastal low that will rapidly deepen and begin to pick up more moisture there, may give us some rain tomorrow. likelihood of rain. by thursday evening much ofhis rain should be gone as this storm system will rapidly intensify off of cape cod. blustery wind on friday, gusts up 230 miles per hour. within along the new england coast and heavy rains there. for us for the afternoon mostly sunny, milder afternoon in the

>> goomorning. kind of a tough midday for a little while but beginning to settle down. there had been an accident on the inner loop of the beltway kenilworth avenue. a couple of travel lanes of closed. everything pushed to the shoulder and ten minutes ago thorities left the scene. proaching the kenilworth interchange on the inner loop all lanes still open. sluggish from i-95 but all in all looking much bter. headed for downtown 395 landmark to shirlington moving nicely to the 14th street bridge minimal delays. accident on the southeast freeway at the exit for the u.s. capitol has been cleared, delays easing very quickly. still ahea s-your child being bullied atschool? it's a growing problem. we sit down with dr. winer to let parents know how to respond. next time you update your online status beware a criminal could be watching.

after apectacular fire just over threeears ago, d.c.'s georgetown neighborhood library is set to reopen.

the library wi open its doors on monday. a large portion of the library's collection was lost during that fire of april 2007. it's all been replaced with new books, technology and computers. the renovation also made sure to preserve the historic look of the 75-year-old library. the fi began on the roof where repair crews were working but the city is still fighting with insurance companies over who is to blame for the incident. and we have a traffic alert for you filming for t movie transformers 3 will shut down district streets again today. last night our tower cam caught several large explosions during a shoot, filming resumed after a crash involving a d.c. police cruiser and bumble bee one of the main transformer vehicles broughtfilming to a halt. tonight the area near the capital will be shut down beginng at 30. here's a look at the affected area. the area will remain closed overnight until tomorrow morning. coming up in the next half hr

elaine reyes joins us live from the newsroom with the latest developments. >> well about 20 minutes ago the 15th miner emerged. almost half of the group of 33 is out and being cared f at a local hospital. the effort has been fairly flawless and steady. you're taking a live look at the rescue site. the capsule is on its way down to picup the th miner. a team engineers in that general vicinity there is working. between runs they have been prepng the capsule for a smooth de. each ride takes about 15 minutes for the miners going down to up. the rescues are moving a bit faster than expected. that's because the capsule isn't spinning as originally thought and with no damage the process has gone faster. even aew rescuers have made the trip down, half a mile underground to make sure everything is all right. now this morning chile's health

minister said so far the miners look great and are in good condition. they haven't suffered any dizziness but are a little tired from the lack of sleep and the excitement as you can imagine. the 33 men spent 70 days trapped inside a golden copper mine in northern chile. they emerged from the capsule wearing sunglasses that will help their eyes to acclimate to being outside. the second miner out even came out carrying a bag of rocks as souvenirs to give to folks there after hugging his family members. no major reunions at home just yet. each miner has to stay in the hospital over the next 48 hours for observation and they say they will take it. barbara, back you. >> easy to see why there's not been many dry eye ace round that area. hard for us to watch it from here and not get sentimental about it. tom is here. you'veeen watching too as all

hill looking good. we're getting a better sense this morning of what's been behind all those recent escalators and elevator problems at metro station. an audit accuses metro of lack adherence to maintenance starz. switches weren't cleaned or adjusted properly. water is somehow making its way into the machine rooms and work areas and that some mechanics aren't trained properly. it may soon be easier to pay for your fare if you take your bus to work. metro will be oering weekly bus pass on smartrip cards starting this sunday. can you load a seven day bus pass on to your smartrip card which will allow you unlimited travel on metrobus and regional bus routes. you'll also be able to load two bus passeson your card at a time. the second one will be ready to activate when the first one expires. a fireghter otographed naked apparently at a d.c.

firehouse kitchen has been placed on administrative leave. this picture cam from a retirement party in the columbia heights firestation this summer. the investigation is ongoing but they don't believe the was alcohol involved at the firestation. they say the only person under investigation is the man in the picture. >ing prince george's county police are planning to anunce an arrest within an hour in a quadruple stabbing in college arc. police released a surillance camera photo of a possible suspect. the stabbing stems from a fight that started inside the thirsty turtle and ended with four people getting stabbed. three the victims are university of maryland students. investigators say those students had been served drinks at the thirsty turtle and the university police chf has called for a hearing to review the bar's liquor license. a lawyer for the bar says they are cooperating with police. and police inairfax county

have found the vehicle they say was stolen from a local businessman's home after he was murdered. officer spotted the gold colored lexus off americana drive in annandale. police have towed the car to a crime lab for processing. last thursday 61-year-old man was found dead in his home. yun died due to trauma from the upper body. no motive has been released but it appears he was targeted. the search for an american man lieved murdered by mexican pirates takes more disturbing turn. lead mexic investigator has now been murdered. tiffany hartley is trying to recor her husband's body after he was shot and killed while two rode jet skis on falcon lake. this morning we're learning the severed head of the mexican investigator in the case was delivered in a suitcase to a mexican army base. this morng tiffany hartley shared her reaction on "the

news stories of bullying incidents are becoming mor common. it's estimated 160,000 children miss school every day due to fear of attack or intimidation by other students. dr. winer joins us this information with how to deal with this problem that's growing. it something that's new in o schools?

>> no, i don't think it's new but what i do think is new is the mechanisms by which kids are bullying. we're seeing a lotore bullying, cyber bully, bullying on the internet, on cell phones, in chat rooms. >> not necessarily within the schoolgrounds. well, tell me, what are the most common forms? what do kids do? how do th pick out who they will bully. >> the victim is more shy, more reserved, more anxious, maybe more physically weak stdent. and the way kids bully when they are younger tends to change as they getoriole. younger kids are engaged in verbal and physical harassment. as kids mature their form of bullying is more sophisticated. from middle and high school students you'll see more sib engineer bullying. spreading lies or rumors on the internet as wellas social exclusion. more of a problem with girls

where they will decide as a pack that maybe the queen bee of the group decides that they want to shutne girl out ofhe group and then that girl then is faced with no longer having friends. >> mean girls. we hear it all the time. do you think girls are more susceptible to doing this kind of thing than boys? >> i do. i've seen it in my practice as well. >> is that right? >> yes. >> why? what inspires girls to be mean? >> don't know. that's a tough one. i just think that girls are going to be a little bit more likely to be less direct and talk about when they are having a proem with somebody. maybe boys are more likely to confront somebody at the moment and say what you did bothered me. girls will be less likely do that and then find alternative ways to make surehey get back at them. >> girlsmore likely to be

clickish. girls start joining early first, second, third grade. >> it is occurring earlier. >> so, what should parents do if they fear that their child is either the bullier or the one who is being bullied. >> parents need to be concerned whether their child is the victim or the bully because both have been linked to problems. kids twhor victims have higher rates ever depression, they have higher rates ever anxiety, school refusal as well as possibly suicide or school shootings. so, what parents need to do, there are a few recommendations that i have. for parents whose child is a victim. the first thing that parents should do is get the who, what, where, when, how of the bullying incident. ey want to really understand what exactly took place. they want to express to their child that they are pleased their child came to them and make it clear to the child that the child did nothing wrong.

nobody desteembs victim of bullying for any reason. the other thing i recommend to parents is thathey contact the school directly with the problem rather than trying to contact the parent of the bully. sometimes contacting the parent of the buffaloey might work okay particularly if you happen to know the parent well. but in general you're better off trying to do it through the school. the other thing is trying to ask the child what they think should be de help solve the problem. you want to incorporate them into the solution. you want to find out what they've tried and what ideas they may have. then se oer thing you want to do would be to rol play with your child put to make sure that your child develops assertiveness. you want them to practice both acting out being the bully and also being t victim of bullying. it gives the parents a sense as to what was goi on as well as enable the cld to figure out the words they might say. a lot of people recommend ignore the bullying. i don't think that's a good idea. when a k is being bullied they are experiencing a great deal of
