closed. during rush hour when people are in a hurry to get from here to there. this happened last sunday afternoon when many people are still in church. we saw a rural second quarter of powder mill road. this is how police and sources tell this story. the suspects drive in his car. he tries to pass the victim but he cannot get by. the victim's car comes to a stop. the suspect pulls up alongside. he stops yelling at the viim and hits his rear view mirror but it doesn't to that there. the victim keeps driving down the road. he calls police to rport the incident. he sees an inset on the side of the road. he sees the suspect's car. he hears shots fired. it is all recorded on the 911 call. police track down the suspect and found him inse his car,

outside his artment. here in silver spring. they charged him with knowingly driving an uninsuredvehicle. driving a vehicle on a highway without a proper registration fee. operating a vehicle on the highway with a dangerous or altered bumper. failure to display a registtion card on demand. oh, yeah, and they also charged him withassault with intent to kill. for that road rage incidenton powder mill. what did we learn from this incident on this sunday afternoon? >> road ragean happen any time in any location. it doesn't have to happen where you think it is typical. >> reporter: the suspect identified is 47-year-old andrew dunn. he is being held in custody pending if you are court action in the case. i'm pat collins, news4, prince

george's county. >> no one was injured in this road rage incident. four student organizations at george washington university. they are under fir for allegations of hazing. some of the fraternities and sororities have been suspended which keeps them from holding membership meetings and social events. the group is under investigation have all been recognized within the past two years for being among the top greek letter life chapters at gw. >> it was a big issue during the maryland governor's race. noit appears college tuition rates in the state are going up. governor martin o'malley who just won a second term assess the four-year too i go freeze is over. the tuition freeze is overrule he is pushing for a hike next yeerl. he said he hopes to keep it at 3% tow next three years. another push to make money, the executive says he is considered privatizing the county's liquor

of south korea during the korean war. back here in the united states, vice president joe biden participated in the breath laying ceremony at the tomb of the unknown soldier. mr. biden remembered the sacrificesmerican forces have made throughout our nation's history. and he emphasized the obama administration's commitment to expanding veterans affairs funding and services. earlier in the day, mr. biden hosted veterans at the white house for a veterans day eakfast. after decades of neglect, one of the smallest and least known memorials is undergoing a $3 million renovaon. the memorial honors 499 citizens of the district who died in world war one. tom sherwood has our story. >> reporter: the 82nd airborne division place ad brth thursday at the little known d.c. war memorial.

it honors the 499 district of columbia citizens who died in what was once called the great war before world war ii came along. the name are alphabetical without regard to race, class or gender. dedicated november 11th, 1931. 80 years ago, it had fallen into neglect and disrepair for decades until now. >> this is something we work on since 2003 when iwas first listed on our most endangered list. >> reporter: located west of the mall near the world w ii memorial, it is undergoing a $3 million park service renovation to its male columns and walkways. they once were a a gooderi place for events and wedding but mostly have slipped from the public's mind. >> it is a real gem in the national mall landscape and one that had fallen into disrepair. >> there aretwo layers of the
