westbound on i-66 earlier today. and this bedlam all started about 9:30 this morning. >> the last stop for this super shuttle was behind a tow truck after the driver left a path of destruction along westbound route 66. >> he hit me over here. r michael vaughn was among the first motorists unlucky enough to cross paths with the road raging bus operator. >> he scared me so bad. i didn'tnow what to do. i was in the shop. when i saw him coming, i'll thking he would stop and he didn't stop. man, he was just -- >> reporter: vaughn said the shuttle hit another motorist who gave chase. >> another guy was running in the middle lane. he hit him. and the other guy hitim so hard, he drove over. >> reporter: the wild and dangerous ride wasn't over. >> i found out he hit more people. he kept hitting people.

that's what we're going to be dealing with. not just the cold with temperatures into the 20s but look at these windchills. down to 11 in frederick. six in hagerstown. nine toward reston and sterling. temperature tonight and windchills wilbe a major factor over thnext couple days. a major snowstorm continues to wreak havoc acrs the country. it brought treacherous road conditions to georgia, tennessee and the carolina. over the weekend, the hardest hit was the midwest. in minnesota, some parts receive more than two feet of zmoe the snow is being blamed for more than a dozen deaths. half of them traffic-rated. a big disruption for travel in the skies. more than 1,600 flights in chicago alone canceled. no delays have been reported at reagan or dulles. > a virginia federal judge has declared a key part of the obama administration's health care reform law unconstitutional. all parties agree, the final decision shod likely come from

the u.s. supreme court. julie carey join us with a closer look at today's ling. >> reporter: the u.s. district judge is the first to do this. two other judges including one from another virginia districtful upheld the law. judge hudson's ruling comes in response to a challenge filed by ken cuccinelli. his lawsuit came after virginia lawmakers approved their own bill barring the government from forcing an individual to purchase health insurance. a key component of the obama administration plan. cuccinelli argued sch a mandate violated the constitution that it is an overreap of power. judge hudson agreed. cuccinelli calls the ruling a vktry for virginians while the congressman who voted in faye of the legislation called the ruling purely political. >> this case is not about health insurance. it is not about health care. it is about liberty. the judge said as much in

husband order. >> henry hudson is a republican pointee. this has become very politicized but i would rely upon the court of appeals to make an unpolitical objective decision. when they do so, no doubt they're going to upheld to constitutionalitof the health care law. >> the congressman said the next step would be the court of appeals. though some repubcans are pushing for an expedited appeal that would bypass that case. ere is time. th requirement to purchase health care insurance doesn't begin until 2014. meanwhile scol lunches will soon be healthier a more students in need will be able to eat for free. today president obama signed a school lunch bill into law. and will harriet tubman elementary school in the district, the first lady lobbied for the $4.5 billion measure to help stop childhood obesity and feed more hungry children.

some republicans stay new law is too expensive. the senate's first vote on the tax cut compromise is still underway but it appears there are enough votes to mift forward. president obama worked with republican leaders to construct framework. it leaves existing tax cuts in place and extends unemployment benefits. it gives wealthy families a big break on the estate tax. many democrats complaining bitterly about this compromise but they acknowledge taxes would go up for eveone on january 1 if they didn't pass something. the full senate is expected to pass this by wednesday. it then moves on to the house. th redskins fans are still reeling from sunday's loss after the team came up short in the nal seconds of the ga against tampa bay bcaneers. lindsay czarniak is lye at the park with the fallout. what happened out there? it literally went right between the fingers. >> it wentfrom a game that no

bureau's allnce puts charities up against its accountability stanrds. >> we look at 20 different aspects of a charity's operation. ranging from governance to finances to fundraising practices to website disclores. >> reporter: you can check out a charity's report on the bbb's website. it includes ways a charity spends the money. the bbb says 54% of the charities it checks out meet its accountability standards. >> we are tough. a little over half of them meet our standards. that's what we're here for. to celebrate the wheat from and chaff. >> reporter: other warnings, be wary of charities that spring up overnight. often in connection with current events or natural disasters. watch out for similar sounding names. phony charities will use a name that sounds just like a legitimate one. be wear of promises or guaranteed sweepstakes winngs in exchange for a contribution. with so many appeals out there,

reform law is unnstitutional. the judge says the government does not have the power to require americans to buy health insurance. several other lawsuits have been filed and today's ruling sets a stage for a final decision to be made in the u.s. supreme court. let's fast forward to the weather. and it is very cold out there. temperature of 28 degrees. it is not the temperature. it is the wind and the windchill. the windchill currently in the d.c. area. 15 degrees. take a look at the number across the region. we're currently sitting at 27 in baltimore. 27 in andrews air force base and 27 in manassas. look at the wind gusts. upwards have 30 to 40 mil an hour. windchills in the single digits to teens all night long. my full forecast is coming u police say they are looking for suspects in the series of ambush style assaults that occurred in montgomery county. police say five women have been attacked in the aspen hill and wheaton area since june.

pat coloneynz joins us live. >> reporter: five sex assaults. four of them women who just got off the bus. we'll take you from scene t scene so you can see the similarities for yourself. but first we want to begin with some words of caution. montgomery county police believe that someone is targetg women. women getting off buses in the dark hours of the night. if you don't feel safe, captain paul starks ha this advice for you. remember th the bus is still a very safe place to be. she can call the police about specific suspicions that she has. we will respond and address that. she can also stay on the bus for the next stop where it might be a more populated area to get off the bus. >> reporter: police circulating the images of three men. potential suspects who may be linked to five sex assaults in the aspen hill/wheaton area.

>> that is a really disgusting thing. >> it's terrible right now. i'm a woman and if there i a guy out there assaulting won, that puts me in a category and make me unsafe. >> reporter: they say it all began in june at a bustop on aspen hill road. a woman in her 20s gets off a bus. she is dragged into a secluded area and sexually assaulted. october 26th. same thing. this time in connecticut avenue and independence street. this time the victim, 30 years old. she gets off the bus, dragged into th woods and in the woods, sexually assaulted. november 20th, georgia avenue, a 52-year-old woman gets off the bus. she is dragged into the woods and raped. just about a block away on

dember 1st it happens again. this time the victim, a 42-year-old woman. she gets off the bus. dragged into the woods and there, she is sexually assaulted. claridge road and sea port way. december 4th. police believe this is linked to the others but they say the 27-year-old victim here was not a bus rider. they say she was just walking alonwhen she was pulled into the woods and assaulted there. scary? yeah. scary. >> reporter: if you recognize these men, if you know anything about this case, montgomery county police want hear from you. the number, 2407735070. there is a crime solvers' cash reward involved here. back to you. there may be a possible plea

deal in the works for george huguely. that former university of virginia student charged with muering his ex-gifriend yeardley love in may. the washington examiner reports prosecutors do not plan to seek the death penalty against huguely. the paper reports there is a greg consensus this case will be settled in a plea deal before the trial. his next court appearance is scheduled for the 21 of january. a virginia delegate plan to introduce a bill that would bar illegal aliens from attending the state's public universities. the delegate will introduce the bill. the republican says his legislation would ensure virginians get the full benefits of their tax dollars. 93 maryland nor virginia has statewide policies on immigrants. plans to revamp old town alexandria's historic water front have been in the works for years. city leaders want to make that area more appealing to tourists. tonight they'll meet with the

some students at a boys and girls club got a surprise. they moved the event to southeast d.c. >> the president was honoring the los angeles lakers for winning their second saight championship but instead of the traditional ceremony. jo schriffen has more now. >> reporter: it was certainly a

once in a lifetime opportunity for these kids. not only did they get a chance to meet the presiden of the united states, they also got to meet the nba champion los angeles lakers who helped the kids out with their community service project. take a look at this video from earlier today. amazingly, this was kept a secret from these kids for an entire week. they were told they were going to meet a white hou dignitary as well as some vips. when the president and the lakers walked in, the kids certainly were shocked. the lakers were at the white house lt year so the president cided to get out in the community this year and give a helping hand. the players worked side by side on a community service project to write letters and box care packages for wounded veterans at walter reed hospital as well as d.c. homeless in need. the question for these kids, who re they more excited to see? the president or the los angeles lakers?

adventist hospital here in rock field, and the germantown emergency center proposes to open its new hospital in clarksburg, maryland. this is artist's rendition of the new proposed hospital. an 86-bed facility that will be located just off i-270. besides the health care campus, the clarksburg master plan calls for mixed use retail. residential and commercial development here. but it will be up to the state of maryland to determine if the new hospital should go here or at a competing site. holy cross her in silver spring is the largest spital in montgomery county. it is run by trinity health based in michigan. it proposes to build its new hospital in germantown, maryland. this is what its new hospital look like. would it provide on-the-job training for nurses. it would be located on the montgomery college germantown campus. >> it takes about ten years to
