there was lots of shoveling yet to be done. that's why many sool systems like montgomery county decided to open le today. students got an extra two hours of shut-e and marnparents had t rearrange their schedules. >> it is wonderful. we went sledding yesterday and i had a lot of fun. >> tell me what you like. >> i like sledding down the hill and being in snow ball fights. >> going in late was good, huh? >> yeah. >> now morning commuters found the roads in good shape. since the sidewal haven't been shoveled, folks had to run gingerly to get to work today. a water main break in montgomery county created quite a mess. this happened on the 11500 hundred block in wheaton during the break. water flowed on to the streets, making it a very wet commute. crews repaired the 16-inch pipe around lunch time.

there was a chance of snow for this weekend but that seem to have changed. >> chuck bell joins us with a look at the weekend. >> hey there. good afternoon to you and a good friday afternoon, evybody. sunshine for a nice change outside. still on t cold side. our weekend snow chances, though diminishing, have not completely gone to zero just ye we're still keeping a close eye on the te saturday night front half of the day on sunday. it doesn't look like anything big but i can't completely rule out snow flakes. we'll keep you posted. right now, with sunshine out there. 38 degrees here at nbc 4. so far, this december, we've only had two days now out of 17 that have been warmer than average. and i don't see any warm days anywhere in the near future. for now though, here's a look at radar. light snow showers in weern most pennsylvania. portions of southern ohio. those won't be bothering us. we'll keep mostly clear skies. the clouds will art coming back. temperaturesre in the mid to

upper 30s and enjoy it. this is about as warm as we'll be. the good night wake-up forecast into the teens and mid 20s tomorrow morning. a cold and dry evening for your friday night plans. clouds coming back during the day on saturday. saturday night into sunday, plenty of clouds around. so sunday's storm looking like a little further out to sea. but still might be close enough to the coast to bring at least some chance for snow. better chances for you on the other side of the bay toward the eastern shore. ocean city, more likely than here to get snow. we've got breaking news out of poolsville, maryland. where a house is on fire. these are live chopper 4 pictures of the house as you can see. it is burning. it looks like the garage. we'll have more on this story. no one has been injured in this fire. several amtrak trains were delayed.

some electrical cord fell on to the tracks near wilmington, delaware. two were canceled. as derrick ward reports, more cancellations are expected. >> reporter: downed power lines led to some long line the commercial power line came down on amtrak's overheadlines south of delaware and that led to problems along the.c. to new york corridor and beyond. got here early. and they said everything was on te. then they had an announcement that there was a delay due to problems on the tracks. >> reporter: others were caught on the other side of the problem. and they had to with it on board the train >> i was just relaxing on the train. it was warm and comfortable. we were in business class. it wasn't a big problem. >> reporter: the problem had started last night. the tains had to be single tracked for a 13-mile stretch. that pushed some delays earlier

to as long as two hours for some travelers. >> we're going into sleep mode. it's fine. >> reporter: there is something calming about train travel for some, even when a delay stands between a weary worker and the last leg home. >> when i got to the other en, i can just get in my car and drive home. so it is much w are than sitting in an airport. >> amtrak said th disruptions are not affecting the line. just the northeast regional trains at this point. the trains 181 and127 from new york to d.c. have been canceled. and they say more cancellations and delays are possible throughout the day. if you're traveling on amtrak, you should check with them before you travel. at union station, derrick ward, news4. >> metro riders are being told expect random searches of carry-on items. the escalation of security come the same week an afghan threatened to bomb the system.

nbc news justice correspondent pete williams is here with more. what can you tell us about the warnings or threats that they're hearing? >> it is a very generalized thing. it is true the fbi and the security did send it into law enforcement. it is a history lesson reminding theof recent attacks. reminding they will, too, that al qaeda seems to have an interest in seasonal attacks. there was the attempt to blow u a plane bound for the u.s. on chistmas day last year. there was the plan by a man arrested in portland who wanted to try to bb the christmas tree lighting ceremony there. and there have been other attacks in other countries where al qaeda tries to target large concentrations of people who are gathering for events, or seasonal events. for these reasons, the fbi and homeland security says local police should be extra vigilant. now, of course, what i'm told is there is a constant threat stream and it has been getting

busier over the past several months. wee seen some of the thin come into public view. the cargo bombing plot, for example, that was foiled. there's nothing specific. no actual specific threat that the government is worried about. but th are urging police to change things up. and i think that's one of the reasons why you're seeing what metro is ing. don't make your security procedures predictable. throw a little uncertainty into the mix. >> so what metro will do is search bags and packages. >> anything that could potentially contain an explosive device. and metro is saying we're doing what they've done in boston and new yorkwhere the public seems to have accepted these searches. so they'll try to do it here randomly. >> so what are they going to be looking for? just anyone carrying any specific kind of bag? >> well, backpacks, for example. backpack have been a favorite of terrorist groups. they've tried plant explosive devices with backpacks before. backpacks seem to be a look at

the foiled plots in knocking. you look at what the london subway attackers brought their explosive devices with. so i'm sure backpacks will be something they'll look at. they'll check them. they'll run the little sort of trace detectors on them like they use at airports. if there is a positive match, and the dogs alert them to, they will look inside and try to karat out. >> they've got, there are a lot of bus stops and stations. passenger. a few dozen security officers. how widespread willthese searches actually be? >> not very in fact. again, what metro says quite candidly is, we're trying to throw the pbad guys off stride. we don't want metro to know we'll always be at metro center but not at dupont circle. they don't want that predictability. >> okay. pete williams. thanks. when news4 at 4:00 continues, the final weekend before christmas and retaile are going all out on des. >> also ahead, a rare brunch

the dallas cowboys quarterback tony romo is engaged. he is planning to marry a former miss missouri. he proposed to candace crawford yesterday while they were celebrating her 24th birthday. she is a sports reporter for a dallas tv station. her station's website said she has a passion for sports and loves going to cowboys games. romo has been off the field since october when he broke his collar bone. this will be the first marriage for both of them. in the past he has dated carey underwood and jessica simpson. you would think years of dating a prce would get you plenty of face time with the queen but you would be wrong. kate middleton is learni what it is really like to be part of a royal family. >> reporter: introductions to the future in-laws are intimidating for anybody anywhere. imagine meeting the entire extended family, aunts, uncles,

cousins who also happen to be dukes, duchesses, princes, princesses, and the party is being thrown by the queen of england. kate middleton isn't officially a member of the family yet. but an invitation from the queen to her annual christmas lunch is a sign she is already an important part of the royal inner circle. "people" magazine reports that both kate and william attended the annual gathering at buckingham palace on thursday. >> this is the first time she really met the entire royal family in one place together at the same time. and royal experts say hit to be an extremely daunting experience. >> reporter: kate has only met the queen once before. >> the whole notion that kate and the queen have had intimate lunches together or cups of tea by themselves is not true. really, kate has had very little interwax the queen because the queen is so busy. >> reporter: a photographer snapped these photos as they left the palace. kate is smiling from ear to ear.

the amount of husing beds and units available to women and children escaping abuse. currently we run about 53 emergency and transitional housing units for wen and children. >> how many shelters are there for domestic violence? >> there are three different shelter programs. all which of have a tol of about 100 units now. so dash really comprises a large portion of those. >> the holidays are a tough time for so many families. why has it been violence, domestic violence tends to escalate around this time? >> well, you know, people are trying to hold it together during t hoidays. because they want it to be a peaceful and a meaningful time for their families. so they t sort of reduce any conflict. and it can create a lot of stress on families which then ultimately blows up. and so we end up getting more of our calls right after the holidays when that has happened. >> tell us about the help that dash needs. >> any kind of resources that we

can g that will help us to help the women and children that we serve to facilitate to independent lives. obviously funding is a huge need for us. and to give fol an idea, $30 will help us pay for a woman's application fee for permanent housing. $50 might help us get her emergency food when she first moves into emergency housing. $1,000 would help us pay for her to live in a permanent, affordable unit. so it really runs the gamut. >> real quickly, where does the majority of your funding come from? >> most of our funding come from the office of victims services near d.c. but we also get a large variety of funding from other front private sources. so we're grateful for any support we can get. >> all right. the number to call to help dash help victims of domestic violence in the stifl 202-686-nbc 4. >> thank you. coming up, just minutes ago,

the snow packas it were, melted down just a little bit. i still think there's at least an opportunity for snow flakes to come. it doesn't look like a big deal. i think yesterday's one to two inch, that's about the p end potential that we even have sun morning. even that i think the storm is forming too far out to see do us too much in the way of snow harm. or snow good if do you. outside a friday afternoon, a little sunshine out there. the sun goes down at 4:46. 38 degrees with a few clouds passing by the dew point temperatures remain way down in the season. windchills down close to the freezing mark. here's a look at doppler. light snow showers across parts of western pennsylvania. they won't be bothering us a all. we're still waiting on the formation of a coastal storm for the next weather maker.

a light breeze, you can say around here, generally cloudy skies on the way back during the course of the day tomorrow. so we'll start off tonight with some clearkies and we'll start off saturday with generally nice weather. but there that goes ocean storm forming and it is a little too far out to see in order to throw too much moisture back our way. i do think still a 30% chance of some snow on sunday. especially in the morning. but it doesn't look like much of an accumulating snow. you folks out on the eastern shore have a better chance of seeing alittle accumulating snow. we're keeping a close eye on it. this evening, clear skies. not too bad. 25 for evening temperature. wake-up time on saturday morning, partly cloudy. connued ld. a few icy spots can't be completely ruled out. the wake-up temperatures, 15 toward manassas. and bull run and 25 i town. then tomorrow, temperatur back into the 30s once again. there's my cautionary snow flake for sunday. i don't want to pull it all the way out and then hve to risk

this is day eight of our 12 days of giving. today we introduce you to the ork of the district alliance for safe housing. it provides a safe place for victims of domestic violence. our volunteers are taking your calls in the phone bank. 202-686-nbc 4. joining us here in our studio is tiffany lewis. she is a client of dash. and tell us about the situation that sent you there. >> i became a victim of domestic violence earlier this year. i was a victim of, my abuser abused pcp. and i became a resident, a 6day program. they extended omore than one occasion. i've been with d.a.s.h. 11 months and i'm in a transitional program that's two years. they offer so much. they have an advocate team that is great.

theyffer counseling, and they have a play room for the children. where the mothers can regroup and develop themselves, they ake o children for two hours to give us time to rest, to meet with our advocates one-on-one. so d.a.s.h. has really helped me and provided me funding to go to cna school where i graduated. so a lot of programs. >> and you have two children. >> yes. a 2-yeaold son and a 4-year-old daughter. >> what has it been like making the transition from the domestic violence situation that you were in? >> for all tee of us, it started off a little rocky because of the new start. a new start to our new life. and it's been a year. we all have grown strong. we are better people that prepared me to be a better mom. to interact with my children from the time of domestic violence that i've been in, i lost that relationship with my children. so i'm really starting to regro and rebuild that relationship with my children. >> so it has helped you a lot.

what kind of help does d.a. ssk h. need? >> d.a.s.h. needs help. they residence us for free. other programs, you have to pay your rent. 30%. and i think d.a.s.h., it's great that we don't have to come in to give us two years. they pay everything for us. we can have more funding for support groups. more activities in the building. more clothes, christmas for the children. when we leave, the domestic violence survivors, we don't have nothing. >> you're on your way. we thank you for sharing your story. keep up the good work. you're an inspiration of a lot of victims of domestic violence. if you can help d.a.s.h. which is helping so many women, please call our volunteers. barbara? >> thank you. it is still early in the season but we're already seeing some hard evidence of just how cold it is out there. earlier today, our city camera got these pictures of the

potomac river. there is alady ice forming along good part of it. chuck bell here to tell us whether these freezing temratures will stick around for a while. >> our coldest december in ten years underway here. and more colder than average weather all the way through the next seven days. so quite a bit of cold weather indeed. the temperature so far for the month, we're about seven degrees colder than average for december standards. yeah. our coldest december in the last ten years. december 2000? i don't think we're in any danger of getting colder than that one. even after our ven day numbers are crunched, it looks like couple degrees milder. but nonetheless, it is plenty old. and a friendly reminder for anyone looking at the ice, the rivers, lakes and streams, don't go out on the ice. it is too thin. that water is very, very cold. it is not anywhere near thick enough to support people out there. be extra careful. outside on the radar, a couple snowlakes up there in western pennsylvania. ey won't come our way. we'll be generally clear and
