snoop good morning, everyone. welcome to news 4 midday. i'm barbara harrison and it's friday, september 30th, 2011. a major blow has been dealt to the al qaeda organization. the leader in yemen has been killed in an air strike there, along with other al qaeda members. his death is just a latest in the recent run of high-profile kills. melissa has the details. >> good morning, barbara.

a drone and jet strike was used. and anwar awlaki has been implicated in the underwear bomber plot and built a following because of the english postings on the internet. the psychiatrist killed with killing 12 peoples at ft. hood was an awlaki follower. >> he was far more inspirationalist. he got up every day with his only intent was to kill americans on u.s. soil. >> he did have links to the northern virginia and washington area. he attended work on his doctorate and in 201 served at a mosque in a falls church.

there have been a number of u.s. attempts to kill anwar awlaki but he always managed to kbet away. barbara? >> thank you, melissa. we'll continue to follow the story. right now at ft. meyer, admiral mike mullen is stepping down and general martin dempsey is replacing him. president obama will speak at the ceremony that started just a few minutes ago. serving as the principle military advisor to the president, the national security council and the secretary. general dempsey will be the first army sister to hold the highest military post in five years. the engineering doing inspections on the washington monument are talking about their daring tasks now. day three of the inspection ises are going on right now along the national mall. this is a live view of the climbers working up there right now. megan mcgrath is also there now.

megan? >> reporter: braarbara, we've h lousy weather. a lot of rain and fog. but today it's absolutely beautiful. team is out there and we can see them on two sides of the monument. they are doing their work, inspecting for cracks and weak spots. there's been a lot of curiosity about these folks and how do they feel about dangling off the monument? meanwhile, not too surprising, they are having a good time. they've become washington's hottest tourists attraction. visitors and locals come to the washington monument to watch the architects and engineers rappel down. it's fun for them, too. >> it's fun to see the overwhelming quantity of people out there to support us and see us. that is great. >> people normally don't line up to watch us.

they think we are window he washers and walk on and don't stare at us. >> reporter: this is an exclusive club. they not only have to be experts in architecture and engineering, they must also be expert climbers. able to dangle from ropes hundreds of feet up in the air and getting out there is no easy task either. dave meagerly crawls out through the hidden hatch near the top of the pyramid. >> i can tell you the hatch is 19 inches by 30 inches, approximately. and it weighs about 100 pounds. >> reporter: for everyone else, it's through the small windows. >> the acrobatics that we do through the windows and the side of the building, try not to get yourself. it's a tight squeeze with the ropes and everything else. try not to make a fool out of yourself. >> reporter: it's dangerous, tiring work.

the team was out there about eight hours yesterday. but it's also the experience of a lifetime. the chance to dangle from a national treasurer and soak in the sites. >> i like d.c., but i've never been quite as impressed with it as i was when i went out. maybe that's what it takes for me to really see the whole plan, but it was -- i really grew in my fondness for d.c. >> reporter: now, here's a look at the video that we shot this morning. this is one of the chunks of stone that they have removed from the outside of the washington monument. need to stress here that this is not a structural piece. this is a piece from the stone facade from the monument. it's in the pyramidium area. if it fell from 500 feet, you certainly wouldn't want it to fall on you. these are the kins of things that they are removing. it actually had not completely detached itself.

they saw that it was loose, cracked, and they went ahead and removed it. that's the sort of work that they are doing out there right now. when they see something cracked or loose, they don't want the chance of it falling down so they just go ahead and proactively remove it and of course they are going to continue to work their way down the monument and assess the situation, get a larger picture of how much damage there is. not a solid time on when they will be done but perhaps tuesday. barbara, back to you. >> boy, that team makes up an exclusive club. are they from around here? >> reporter: there's one person who is stationed in the office here and from all around the country. one person is from my parent's home town in wisconsin. >> wow, they are doing quite a job up there. thanks so much, megan, for that report. >> yep. turning to the weather now and the big changes coming for the weekend. veronica is in for tom kierein and joins us for the first forecast of the weekend.

>> boy, oh boy, if you've been outside, you can feel how fresh and clean feeling the air is. a few high clouds but for the most part, a good looking day. 67 is the temperature. light wind at 8 miles per hour. here's a look at some of the light clouds that have been moving through. they are piling up to the west. that's what is moving in through the afternoon. by the afternoon, turning mostly cloudy again, but a good chunk of today we'll get through just fine. in fact, this weekend, you know, we're talking about some showers coming in and, in fact, that weather system may try to linger. but at least today you can enjoy. 78 in montgomery county and gate thers berg and sterling only at 73. the cool air into the 60s near hagerstown and winchester. it's the wind tonight that will drop. a high of 75 degrees and then heading down on into the 40s by tomorrow morning.

but as we head through midnight, mid-60s with some cloud cover around. back to you. >> sounds kind of nice. thanks, veronica. this amazing video is of an explosion on rhode island avenue while a crew was responding to a call. luckily no one was inside at the time. a volunteer fire crew put out the fire and investigators are looking into what caused the ambulance to catch fire. >> new today in d.c., police are investigating a triple stabbing that happened around midnight at the intersection of 4th and h streets. three people were taken to the hospital with nonlife threatening injuries. police are questioning two people that may be connected to the stabbings. this could be a case of self-defense. and now to a crime alert for people who take early morning

runs in arlington. a man attacked a woman alongside i-395 early yesterday morning. she was jogging along a popular path when investigators say a man came up to her, knocked her to the ground. we're told that he kicked her several times and then touched her in inappropriate place in a sexual way. other joggers called the crime disturbing. >> you know, we're aware of incidents happening. i mean, we live in northern virginia and i think we're aware, we know our neighbors are aware and we tackle it as a team. >> we usually walk in pairs for safety reasons because we know it's dark and not a lot of people are out at this time in the morning. >> police don't have much of a description to go on. they are asking people in this area to report anything that they see that is suspicious. and we've got a traffic alert for you. drivers using the left exit from loop in fairfax county, exit 49c, it's closing as early as

today. tracee wilkins reports. >> reporter: there are major changes coming to i-495 for drivers trying to get on 66. this sign is trying to get folks ready for the fact that instead of getting to the left, to get on the 66 from the left-hand exit, you need to start getting used to using the right-hand exit. come tomorrow morning, that's going to be your only option. i want you to see way down the road there from exit 49 c what used to be the left-hand exit on to 66. they are going to close that down to make that an excess point for hot lanes that they are still developing. they know that this is going to take time for drivers to actually get used to all of these changes that this project is bringing. and the folks who are developing this project are aware of that. >> this is a permanent change but we know for drivers that they are used to making that left exit. but the benefit of this is, instead of having all of that weave and traffic jockeying from the right and working their way to the left and all of the

spending days trapped at the base of a cliff. he was driving on a windy road in southern california when his car plunged 200 feet off the side. his family found him at the bottom of this cliff and he was still alive. we stopped at every ravine and the next thing we heard was dad screaming help, help. and there he was. >> he survived by eating leaves and drinking water out of a nearby creek. rescuers found a second car right next to his car that had plunged off the same cliff. that driver, unfortunately, had died in the crash. and now to decision 2012. the presidential field could grow once again. new jersey governor chris ris stooe says that he is considering a run forever president.

sources tell our sister station in new york that christie may have a change of heart after the outpouring of support across the country this week. the decision from the governor could come as early as this week. >> he's getting the money, he's getting the -- >> meanwhile, jon huntsman is on the move. he's closing his campaign headquarters in florida and is moving it to new hampshire. he's trying to score an upset win in the nation's first primary. well, it appears that michelle's bachmann presidential campaign may be in trouble. some reports indicate that she's almost out of money as she struggles to survive her tumbling poll numbers. power was shut off at her campaign headquarters because of unpaid bills. well, it could be a sign of the times. pretty soon it's going to cost a lot more to use your debit card.

bank of america plans to start charges customers a $5 monthly credit card fee, $60 a year. a spokesman for the company says they will be charged if they use their debit card for a purchase in any given month. purchasers will not be charged if they use their card at an atm machine. the fee will start next year. the fee can't come soon enough for bank of america. >> bank of america and most banks is that they are now going to lose a lot every time you swipe to make a purchase with your debit card and now they can only charge 24 cents. that's going to mean a billion dollar loss in fees. >> also testifying $3 monthly fees. they will make a decision on whether to roll this out or not.

maryland. one of them, police in maryland can pullover and ticket drivers if they are caught sending or reading text messages behind the wheel. under the existing law, that means they have to have a reason to issue a texting citation. under the new law, anyone can be fined $70 and receive one point on your driver's license. nearly 40% of all adults confess to reading a text message while driving. the second law, as a result in part of a deadly accident over a year ago. natasha was killed while riding her bike in largo. her bike was later found still attached to the cadillac escalade that hit her. at the time of her death, maryland's manslaughter laws were considered too lenient. now lawmakers created a new misdemeanor offense called

manslaughter by criminal defense and is punishable by jail and a fine. >> the intent is that the person who does a hit, kill, and run gets more than $100 in fines and more than a traffic ticket or two. >> and the third new law will require use of interlock devices. that's when the ignition system is connected to the breathalyzer. it will directly impact repeat offenses. starting tomorrow, you'll have to pay more at the dmv in the district. the agency is more than doubling its fees for several services. it's raising fees from $7 to $20 for duplicate driver's license and learners permits and identification cards, change of address the price for parking is going up as well. a residential parking permit is
