equipment to monitor michael jackson. today, an expert testified to that. >> i'm paw law. prosecutors pushed their case that michael jackson's doctor was trying to keep his treatment methods a secret. he was vague about his condition and the drugs he was administering that day. we have the story from los angeles. >> reporter: dramatic testimony from the paramedic that was there the day michael jackson died. they arrived at the home on june 25th at 12:29 p.m. and jackson was in full cardiac arrest. >> his skin was cool to the touch. when i took a first glance at him, his eyes were open. they were dry. his pupils were dielated. >> reporter: he asked dr. murray

at fourth and 8th street. three people taken to the hospital suffering non-life threatening conditions. authorities told news 4 this could be a case of self-defense. big changes coming to the beltway tomorrow. drivers on 495 north will not be able to use the left exit 66 west. you will have to exit on the right. tracee wilkins has more on the traffic change. >> reporter: there are major changes coming to i-495 for drivers trying to get on to i-66. this sign is getting folks ready for the fact of instead of getting to the left and having the option to get on 66, you need to get used to using the right hand exit. tomorrow morning, it's going to be your only option. way down the road to exit 49c, what used to be the left hand exit on to 66, they are going to

close that down to make it an excess point to hot lanes they are still developing. they know it's going to take time for drivers to get used to the changes it's bringing. >> this is a permanent change. drivers are used to making the left exit. the benefit to this is instead of all the weave and traffic jockeying to the right and the slowdown it creates, we think by having the right exit, it will help with traffic flow at this interchange. >> reporter: these walls are going to help you. they are going to shift these walls over to the left. where i'm standing now, this construction area, this is going to be where traffic will be flowing tomorrow. you are going to be moved toward the right hand lanes if you are trying to get on to 66 from i-495. again, this is all going to

caught texting, you are fined $70 and one point on your drivers license. 44% of adults admit to sending or reading a text message while driving. the second one is part of a deadly accident. she was killed while riding her bike along route 202 in largo. her bike was found attached to the cadillac escalade that hit her. at the time of her death, the manslaughter laws were considered by some to be too lenient and drivers could end up with only a traffic charge. now, lawmakers made a misdemeanor offense. it's punishable by a fine and time in jail. >> the intent is that the person who does a hit, kill and run gets more than $100 in fines, more than a traffic ticket or

two. >> the third law, maryland state law will require the use of ignition interlock devices. it's where the system is connected to a breathalyzer. the law will directly impact repeat offenders an other drivers convicted of drunk-driving. starting tomorrow, you will pay more at the dmv. the agency is more than doubling their fees for several services. it's raising fees from $7 to $20 for duplicate driver's licenses, id cards, change of address and printing duply cat registration. the price for parking is also going up. a residential parking permit is $15. it will increase to $35 unless you are a senior citizen. in that case, it will cost $25. officials say it is the biggest victory in the fight against terror since the death

a home so sealed and secure, it takes little evidence to heat and cool it. it means a lot to this woman who will be living in this house when it's over. >> i was like wow. it's like walking into a dream house. >> reporter: the empower house was created in partnership with happen tat for humanity to show low income housing can be built this way. >> it's the future for us because it's sustainable. >> the homeowner will save up to $150 a month to start. >> that's a tremendous amount of money for a low income family, that may be the difference between getting an education. that could mean child care.

and frederick county. i'll show you the satellite. 73 degrees is the current temperature now. still on the mild side with winds out of the northwest. look at the numbers back to the west. 61 in cumberland. 63 in petersburg. they are going to make it our way. we look at the cooler air for the rest of the evening. doppler radar, a few showers out there now into prince gorges county. waldorf and charles county across the river now to the east of fredericksburg, they continue to make their way off to the east as the frontal boundary does the same. it's the cold front moving through. you are going to notice a difference. here is the front right in here. here is the clearing to the west. we are going to see some sunshine throughout the evening hours and probably we'll stay on the partly cloudy to clear side once we get rid of these clouds. the clouds to the west moving our way, they are not going to get over the mountains.

we are going to see a nice evening. once again, it's on the chilly side. if you are thinking of heading out, it's not cool now but you'll need a jacket. 55 in morgantown. 56 in pittsburgh. once again, that colder air will continue to filter in here throughout the evening hours. there goes the cold front. the cool and windy conditions tomorrow and sunday. we have to throw in a chance of showers both days. it's not going to be a rainy weekend but i expect to see some showers. they will be on the light side. no moderate or heavy rain this weekend. it will be light. you may need the umbrellas as you make your way out. the one thing you will need for sure is the jacket or coat. head to the attic or garage to see where you left it last year. breezy and cooler this evening. 65 to 70 degrees. the temperatures fall off quickly. the wind overnight tonight will

a major blow to al qaeda. the leader was killed today in yemen in a drone strike. anwar al-awlaki was killed in attacks. he's blamed for several attempted attacks to americans. a beltway connecting i-66 is closing. exit 49c is closing permanently because of the new hot lanes. that's coming up on news 4 at 5:00. another down day on wall street. they finished off 240 points at 10,913. nasdaq just over 65 points to close at 2415 and the s&p finished in the red down 39 points to close at 1131. today's numbers helped wall street earn the worst quarterly numbers since 2008. engineers removed large

chunks of stone from the washington monument. some of them weigh more than ten pounds. the goal of the repelling operation is to remove it so it doesn't fall and hurt someone. it will continue until 6:00 tonight. they completed their inspection of the very top of the monument yesterday. they are slowly working their way down the rest of the structure. they talked about their daring task. megan mcgrath has the story. >> reporter: they are washington's hottest tourist attracti attraction. every day, locals come to watch the architects and engineers repel. it's fun for the team, too. >> just seeing the overall quantity of the people there coming out to see us and support us is really great. >> people never line up to watch us on the buildings we are normally doing. they think we are window washers. they don't stare at us.
