voluntarily. umar abdulmutallab is charged for eight felonies for trying to blow up a northwest flight with a bomb sewn into his underwear on christmas of 2009. and then an assassination attempt that would have been carried out in washington, d.c., and this man is one of two men involved in a plot to kill the saudi ambassador. melissa is outside the embassy in washington. >> reporter: we spoke with a terrorism expert just a few moments ago. he said hearing about the plot was surprising, but then at the same time, not surprising at all. he is a national security expert and also a professor at american university. he says the latest attempt is the latest of the power struggle

with the cartel turned out to be working undercover for the united states. vice president joe biden responded on the "today" show this morning. he said it was, quote, no problem. >> i think there is a lot that goes on that we don't know about. >> i think we have done a good job. >> reporter: this man was arrested last month in new york. officials say he has been cooperating every since. >> it's further evidence that iran does not follow international rules of behavior, whether it's with respect to their nuclear program, international terrorism or the way they treat their own citizens, and this is just another piece of evidence of that. i think we should have a firm response, but also avoid overreacting.

we don't want to get into a war with iran. >> reporter: he is being held with no bond. the new leader of al qaeda released a new online video this morning railing against the united states. nbc news has yet to confirm the authenticity of the video. if it's real, it's the sixth video from zawahri. in it he reads a 13-minute speech. al zawahri was al qaeda's long-time number two until bin laden was killed by navy s.e.a.l.s back in may. one person is behind bars, accused in a deadly hit-and-run accident. it happened near baltimore avenue. prince georges county police say he was crossing the street when he was struck and killed. he was not in a crosswalk, however. the driver reportedly took off but was arrested not far from the scene. police are not releasing the driver's or victim's name at

this time. turning to the weather now. chilly out there and not as nice as it has been. that's okay. tom kierein tells us we have good weather coming. >> yeah, we have to get through today and tomorrow and then looking better for the weekend, but for right now, we are seeing the rain increasing across virginia. all of that area in yellow and orange, that's moderate to even heavy rain where you see the reds, and they are moving into the northern neck. there is one heavy downpour advancing to the north. that may make its way into the st. mary's county in the next half hour. closer to washington we have moderate showers. those areas of orange and yellow are moderate areas of rain, and northern foulk county, it's just now moving into loudoun county. we had the respite of rain in the nearby suburbs, but it will

in michigan today to talk about the now-failed jobs bill. senate republicans and democrats blocked the bill last night. in a statement the president blasted republicans for not passing it saying the bill contains the kind of proposals republicans have supported in the past. republicans oppose the measure over the tax surcharge on millionaires, and democratic leaders say they are planning to divide the package into pieces that they can get pass like extending the payroll tax cut and unemployment benefits. well, first lady michelle obama says she goes on shopping runs more often than you would think. recently she was spotted shopping at target in alexandria. she told al roker that she tries to get out of the white house every now and then. >> i actually took bo to petco, and the cashier asked me, what kind of dog is that? i said a portuguese water dog. he did not recognize us because he didn't suspect we would be in petco.

the region are in the 60s. 65 now at reagan national. prince georges and arlington and fairfax counties in the low 60s to mid-60s, and cooler to the west. much of western maryland and west virginia in the 50s while it's near 70 in southern maryland. we had the predawn showers and then a respite, and now a lot of cloudiness and the next batch of rain is ready to approach. here is our future weather. all of this moving color, these are zones of likely rain coming in. this afternoon it will be light from time to time, and then the next patch coming through over the next couple hours. and then after that, this evening, a few scattered showers through the evening hours, and that should settle down after midnight and by dawn tomorrow, we might have a few sprinkles starting off thursday morning, and maybe a fog around the morning. and then the rainfall potential into thursday. these areas, the blue, here are

machines. county executive, mr. baker, joins us to weigh in on the subject. good morning. >> good morning. >> this is a controversial topic, because a lot of people believe it's the best way to go, and gambling could generate $2.3 billion for the county. what do you say? >> the timing of the legislation is premature. what i asked the council to do when they were thinking about this is to with draw the piece of legislation, because i think it ties our hands before we know what is on the table. i have always said that we have to look at revenue sources to come in to prince georges county. we cannot go into annapolis by taking one off the table before we know what is all available. so i think it's premature. i think right now there are only four sites in maryland where you have gaming, and prince georges is now one of them, and give us a chance to negotiate with annapolis and see what we get. >> is the biggest problem the people that think it will bring more crime into the county? >> the concerns are crime and

traffic. what we don't know is what an overall prince georges county would get if we brought game into the county. we don't know that because we don't know what the dollar amount would be. it doesn't mean that we have to be necessarily for slots right now, but i think we should wait and see what will happen in annapolis first. >> i think i should say and be proud because prince georges county crime is down now, and we have reported crime after crime before, so great news. >> yes, we are very happy. >> let's talk about your $50 million development economic fund. >> we have the largest incentive fund in the region, and it will help entice businesses to come to prince georges county. we see the affects it could have. we brought in a business from lorden, virginia, and it's a security company going to come

if convicted he faces four years in prison and the loss of his medical license. police arrested a man accused of attacking two women ner a metro station. both women were assaulted last month near the metro stop. james fleming is a man that raped a woman on silver road and he robbed another woman near the same metro stop and groped her. each victim was able to identify fleming out of a photo lineup. metro is considering changing how ride wrurz pay for their trips to make it less confusing for folks. according to the "washington examiner," there are more than 44,000 combinations for the agency to charge you. the transit agency is considering adding unlimited

government fired him in 1957 for being gay. he led the first gay rights protest to the white house. the government formally apologized for his firing, and last year a section of 17th street in dupont circle was named in his honor. he died at his home in northwest washington. he was 86 years old. a woman accused of randomly stabbing a shopper outside of a target store in maryland yesterday was charged with a similar unprovoked attack before that. this surveillance video shows starks attempting to buy knives yesterday and then stealing them after her credit card was declined. just moments later, police say she stabbed a woman in the neck and shoulder outside a neighboring target store. police say it's eerily similar to an attacked starks was

did i get that right? >> yes, it's a mouthful. it's a term used to subscribe kids that have a compulsive disorder, and almost overnight, they develop a dramatic change in their behavior, where maybe before they were perfectly fine kids and then suddenly they get a strep infection and start behaving as if they have compulsive disorder, and they have movement disorders or ticks. >> do you believe it's from the infection itself or from what you use to treat it? >> it's actually from the anti-bodies that the body creates in order to fight off the infection. there's a similar illness that is also caused by strep infection. the anti-bodies goes to the heart valves and they attack the valves and cause damage to the heart. what is suspected to happen in

p.a.n.d.a.s., there is a particular area of the brain that has inflammation, and that causes behavioral change. >> it is permanent? >> well, it's hard to know, because it's a newly diagnosed condition. it has been around for 15 or 20 years, but it's rare. we don't have that much data on the kids. it's felt that what happens is the kids will get the strep infection, and develop the really bad symptoms and get treated for the strep infection, and overt course of weeks or months, things will go back to normal in most cases, but sometimes there's a lingering of the ocd symptoms, and then next time they get a strep infection, which is very common in kids, suddenly they will have an exacerbation of the ocd symptoms, and it's a waxing and waning of the course it could take. >> what is a parent to do?

you are told your child has strep. is there anything to do to this ocd reaction? >> well f. your child suddenly develops extreme behavioral changes overnight, i think it's wise to take your child to the pediatrician, and get a throat swab done and see if there is an infection, and you want to treat it to see what happens with the behaviors. sometimes people will have had a strep infection a month prior and no longer test positive on the strep test, but that strep infection from a month ago is now contributing to the problems that they are now experiencing at the time. there are other tests the doctor can do to determine whether or not you had a strep infection. >> why is this disorder considered controversial? >> it's rare and doesn't happen to that many kids. the vast majority of kids with ocd do not have p.a.n.d.a.s. and the natural result is for there to be a waxing and waning
