good morning, everybody. welcome to "news4 midday." i am barbara harrison. it's wednesday, october 19th, 2011. we are hoping to learn more about the man behind bars that is accused of murdering his

stepdaughter. we are joined by tracy at headquarte headquarters. >> we are expecting the chief to speak momentarily and explain why they believe they have their suspect in custody. police arrested the 42-year-old father of jessica yesterday. he is now in custody and facing charges for first-degree murder. sources tell us he was married to several women at the same time and was in the process of divorcing the girl's mother when she was murdered. he works as the driver as the ride-on bus system. jessica was found stabbed to death, and her grandmother discovered the child's body. she has often expressed a fear of her stepfather, the man under arrest for her murder. the family's home is now empty,

and this woman lives next door and says she never saw the stepfather but is happy there is a resolution on the case. >> hopefully this case will be closed soon. >> again, we are expecting to hear from the chief any moment now. we do have the podium set up now and are standing by for a press conference. i am tracee wilkins live here at the police headquarters. back to you in the studio. >> thank you, tracee. meanwhile, the stepfather of william mcquain is now the suspect in the child's death. they found his remains, and the william matched what william was seen on october 1st. police found the boy's mother,

jane mcquain, dead in her germantown home last week. new at midday, police are confirming one person was killed around 6:30 this morning after being hit by a falling tree branch. it happened in northwest d.c. police are not releasing the information on the identity of the victim. traffic is back up to speed after an emergency paving project last night went way over schedule. that work was supposed to have wrapped up before the morning commute, and instead only the left lane was getting by. it took some drivers up to 50 minutes to make a ten-mile drive. vdot lifted hov restrictions to ease the heavy traffic. new from overnight, a

motorcyclist is dead after a crash in maryland. it occurred in the outer loop. all lanes re-opened after this happened in the early morning hours. we will go back to the press conference we are waiting for. let's listen in. >> the montgomery county police department responded to the 700 block of raven avenue in gaitersburg for the report of a pediatric injury. when we got there, we found the body of a 12-year-old girl, jessi jessica wen. we have been investigating this case over the last few months,

and we have been able to build a case against david rich hang, a 42-year-old man is in fact jessica's stepfather. mr. hang did live at that raven avenue address in the years 2005 and 2006, and he has not lived there since then. hang and jessica's mother were married. they are now going through a divorce. some of the evidence that we have put together over the last several months is that we found at the scene a sheath for a knife, and so we had that physical evidence and were able to get dna off of the sheath, and we were able to make an impression of the boot print we found at the scene as well. we started to look at anybody

and everybody that had access to the house. there was no forced entry to the home and so we were looking at everybody that could have been in that house. as we began to eliminate different people, mr. hang became more of a suspect as the investigation went on. we found that he had taken off work the afternoon of the murder during the time that we believe the murder was committed. we were able to match his shoe size to the boot print that was there. in addition, we were able to get a buckle swab from him and found that his dna, in fact, was on the sheath that we found at the scene. at that point, we believed that

we had enough probable cause to make an arrest, and mr. hang was arrested yesterday. he's currently at the jail and has a bound -- bond review at 1:00. i will be happy to answer any questions that you might have. just one update from yesterday. for those of you that were down there, you noted that there was a gas station just down the road from where we found mr. -- where we found williams remains. we were able to get camera footage from that gas station and in fact on october 1st in the early afternoon, we have footage of the suspect, mr. lopez, and william, at the gas station. mr. lopez making some sort of

transaction there, but we have both of them -- we see both of them on the footage. again, it appears that -- to be that william -- william does not appear to be in any distress, just acting how you would expect a young boy like that to be acting. and this -- again, this was in the early afternoon, and then this is -- it's about a tenth of a mile from where his remains were found. >> reporter: do you believe william was killed at the spot that he was killed? >> this footage does help hus to pinpoint it. we are still trying to determine exactly where that crime scene is. and we have got a lot of

evidence that we collected at the scene. >> we have been listening to montgomery county police chief speaking on the deaths of two young people, both believed to be at the hands of stepfathers. we will check in to see if we had any problems on the roads now. danella sealock keeping an eye on things right now. >> it was a terrible commute this morning. i do want to bring your attention to 450, eastbound 450 at 85th avenue, still all the lanes are blocked there due to the accident. i want to show you outer loop at connecticut avenue, not so bad, but the inner loop still a little crowding. only the right lane was getting by but it's over and out of the roadways but we are still seeing a little congestion. look how beautiful this is. 395 was jammed today but right now absolutely clear. >> i am glad i did not see it with my own eyes. >> it was horrible. >> thank you, danella, and we'll

see you in a few minutes. turning to the weather now, we are seeing some breaks in the rain right now, tom kierein joins us for the forecast. >> a reprieve. a temporary reprieve, anyway. here is a picture from the sky watcher that is bouncing around in a northeast wind. can you barely make out the washington monument and we have the gray clouds over us now, and producing a few sprinkles. those showers came on through during the morning rush hour. we have a few showers developing to the west and south of richmond, and that's going to begin to approach us by later this afternoon. and we had a few thin spots in the clouds and a few rainbows popping up earlier in the morning. right now, temperatures around the region are in the low and mid-60s, and most areas right now, 63 at reagan national, but we have a few sprinkles around

now, but there is still the possibility that we could get some thunder and lightning later in the afternoon, and we could get some of the strong storms producing damaging winds, and maybe even an isolated tornado by mid to late afternoon, highs reaching near 70 degrees. we'll take a look at big changes on the way, a cool-down coming in, and that will be in a few minutes. >> thank you, tom. well, grossman is getting the boot, according to espn, the head coach has decided to bench grossman in favor of beck. we understand that he will make an official announcement after practice today. the controversy was sparked last weekend when grossman was pulled during a showdown with the eagles after throwing four interceptions. and the redskins take on the carolina panthers this coming

sunday. the quarterback issue has been a big talker with skins fans this week, so what are fans saying now, now that the change is about to be made. angie has some reaction. >> reporter: you know, we have been out on the roadway all morning lark dealing with the terrible traffic and dealing with the horrible weather, but we have been able to find a glimmer of hope, especially with red skin fans. the redskins are rolling with john beck, and it appears the team's biggest supporters are right behind him. >> yes! >> we need -- we need a spot, because right now, i mean, gross -- he was all right, but at the same time, he throwing interceptions back to back this weekend he was making us fans feel bad. >> if you are going to be thinking anything about having a winning season, i think it's a

back. some republican presidential hopefuls may wish what happened in las vegas stayed in las vegas after a debate that saw the front runners bumped and bruised in both political and personal attacks. seven republican candidates squared off in sin city last night, and romney and perry had strong for each other. perry accused romney of hiring illegal immigrants to work at his home. and then there was an attack on the 9-9-9 tax code. >> 84% of americans will pay more taxes. >> that simply is not on the plan. >> the state tax is an apple.

we are replacing the current tax code with oranges. >> i will be getting a bushel of both, because i will have to pay all. >> romney and cain are neck and neck of the vote respectively. meanwhile, president obama is wrapping up his tour this morning. the first lady introduced him as he spoke to the troops in hampton within the last 30 minutes. the president is stressing the importance of hiring veterans as he continues to lobby for support of his jobs plan. >> just think about how many veterans have led their comrades on life and death missions by the time they were 25. that's the kind of responsibility every business in america should want to take advantage of. >> after this stop, the president plans to head up to north chesterfield where he will

promote his jobs bill at a fire station there before returning to the white house later this afterno afternoon. will we see sunshine in washington? >> no. well, we did have a little, but we had beautiful rainbows and video of one, too. this was in rockville. a partial rainbow broke out there, and a beautiful picture but it did not last long as the clouds closed back in and as we look at radar over the last twel hours, it has been wet. we have had the showers moving on through, and a few sprinkles around. and there's a batch of rain in central virginia that will come up our way later this afternoon and will intensify, and right now we are in the low and mid-60s. reagan national is now at 63, and the wind about 20 miles per hour. and then over the next 12 hours, we will have scattered showers

and isolated strong storms coming in late afternoon into early evening and then they will move on up toward the north and then we will clear out after midnight and chillier weather moving in after that. this whole area in green is generally a zone of less than half an inch, but we wl have a few areas that could get up to an inch and a half, and some spots could get heavier rain and higher amounts of rain as well. for the afternoon, thunder and lightning perhaps with passing showers, otherwise. if storms do get going there's a risk they could be severe, damaging winds and maybe an isolated did not. then this evening, perhaps more lightning lighting up the night sky up until midnight with passing showers. we will be in the upper 60s in the late evening and low 60s by midnight, and then the storms should end. tomorrow, the sun back and the wind gusting to 35 and maybe 40 miles per hour, and we will be

in the low 60s during the afternoon. the wind should diminish in the evening, and then during the day on friday we should be mostly sunny but chilly in the morning, just near 40 degrees starting off friday morning. during the afternoon, a high only around 60. this is more like november weather rather than october, and the bright sun, though, will be beautiful with the foliage continuing to get more and more vivid. and then saturday and sunday, looking great for all the outdoor activities. high school, football games and college games, and then afternoon highs around 60, and both days with sunshine and milder.

coming up, the parents of a missing baby in kansas city are being banned from their home. why the police are taking the action that they are. schools are closed and motorists are being warned to stay in their vehicles in parts of ohio because more than 40 animals are out on the loose out there, and the search for the remaining animals continues now. stay with us and we'll be right back.

right now on "news4 midday," montgomery police are releasing details about the man arrested and accused of murdering his stepdaughter. hung is behind bars in connection with the stabbing death of jessica nguyen. a knife sheath and put print connected hung to the crime. now, a missing baby in kansas city. nbc news learned police obtained a search warrant for the home of 10 month old lisa irwin. and peter alexander has more from kansas city. >> reporter: investigators swarmed this wood area on tuesday, even temporarily setting up a no fly zone above for their fourth search at this site, blocks from the family home. the search site is near the dumpster, where firefighters

tell nbc news they responded to a fire an hour and a half before lisa's parents reported the baby missing from her crib. the tense relationship between the police and lisa's parents shows little sign of cooling. lisa's parents have not agreed to an unrestricted interview because the mother ended their conversation. >> do you think you will be arrested? >> i don't know. i have not. i have absolutely nothing to do with it. it's a waste of time and money and energy, and focus. people should be looking for her. >> returning to a relative's home on tuesday, lisa's parents ignored questions, and there was apparent inconsistencies from the timeline. >> obviously she was not clocking that when she was putting the baby to bed, she was marking the time down. >> two days earlier debra told

dr. conrad murder is accused of giving michael jackson a dose of propofol that killed him. court has been in recess since last thursday because a witness had a death in his family. the defense said the first witness is not available to take the stand until friday at the earliest. actress lindsay lohan is headed back to court for allegedly violating her probation. the most recent probation report says lohan was fired at a women's shelter where she was supposed to serve most of her community service. the judge said at a hearing if lohan violated any court order she would go to jail. do not leave your house. that's the message right now to people in central ohio, as the hunt continues for three wild animals. the mountain lion, grizzly bear

and monkey were among dozens of animals set free yesterday. the man that owned the sanctuary released the animals before killing himself. deputies killed most of the animals and say the remaining three are dangerous. >> the type of animals we are dealing with, all of them are considered dangerous at this point. we started broadcasting as soon as this thing happened. these animals have been caged for a long time. >> the sheriff's office says the columbus zoo is trying to capture the remaining animals alive, if possible, to take them to the zoo. let's check in again with tom kierein who has been watching the weather out there and can tell us what to expect today and tomorrow. >> well, unfortunately we have the risk of severe storms later this afternoon, and right now clouds passing over producing a few sprinkles. there's a live picture at reagan national airport, and the temperature is at 63, and we have a northeast wind that has

been blustery. they had a gust there of around 20 to 25 miles per hour out of the east-northeast. we had the morning surge of rain go through, and that's up in new england, and now another developing area of showers near richmond and stretched down into the carolinas this morning. and then the closer view showing the rain is moderate to heavy at times this morning, but now clouds in here and we will have that area of rain, the leading edge that is right near fredericksburg now, and that should arrive in washington in the next hour or two, and then we could have some of the strong storms. right now temperatures are in the low to mid-60s throughout most of the region. it's at 63 at reagan national. and for the rest of the afternoon, could have passing showers, maybe some thunder and lightning. temperatures reaching upper 60s, perhaps to near 70 or so and any thunderstorms that do get going have the possibility of

producing some damaging winds, maybe even an isolated tornado. could have some lightning lighting up the light sky as well. sunset will be at 6:24. and showers are possible until midnight, and then by then we will be in the low 60s, and by dawn tomorrow we will have temperatures down into the low 50s in many locations, and during the rest of the day with sunshine and clouds racing through, highs reaching the low 60s, winds gusting out of the southwest and west around 25 to maybe as high as 35 to 40 miles per hour, and then settling down thursday night. by dawn on friday, near 40 degrees. sunny on friday afternoon, near 60. sunny saturday, and morning lows near 40 and afternoon highs near 60, and same thing on sunday. beautiful weekend coming up, but a bit chilly. milder on monday, tuesday and wednesday. let's look at traffic now. >> earlier we had an accident

eastbound route 450 shlgs and that's out of the way. but the bw parkway, we have an accident here. i am starting to see congestion as you travel south starting from i-95 and clears once you get to route 100. and then here is the inner loop and outer loop. and engineers found hairline cracks on three bridges that carry over the connecter already. they found them on the over passes at emery lane, and georgia avenue. workers are working to enforce the supports.

engineers say the over passes are still safe to drive on, however. a suburban hospital worker accused of killing his supervisor admitted to that crime and a second murder as well. according to the washington examiner, this person confessed to killing another person, and actually made his confession to another inmate. prosecutors say keith little admitted to stabbing his boss, and you may remember that case, on new year's day. he said that he had gotten a poor performance review and that's why he did it. his trial starts in december, and he admitted to killing a worker back in 2003. little was acquitted in that case. d.c. united star, charlie davies, is suing the nightclub and the energy drink red bull.

he was a passenger in a horrible wreck on the gw parkway. he claims shadow room and red pull over served the driver. davies was seriously hurt in the crash. the lawsuit, which is seeking $20 million was filed in d.c. superior court last week, and an initial hearing is set for january. nba players and owners are recovering from a marathon 16-hour negotiating session that lasted into the morning hours. the meetings began at 10:00 yesterday morning and did not break off until 2:00 this morning. owners say they are pushing backboard meetings to accommodate another round of talks today. sources close to the talks still say both sides are far apart over how to share revenue. they are working with the same federal mediator who handled the nfl labor talks. the washington capitals had

did pay more for food and gas last month. you might have felt it in the bills. other inflation in some areas was relatively tame. student loans are hitting record levels as the amount of loans topped $1 billion. americans now owe more on student loans than they do on credit cards. the college board says americans are borrowing twice what they did a decade ago, adjusting to inflation. >> if you can't find a job, why not go back to school? >> yeah, exactly. >> thanks a lot and have a great day. >> the results of a new study may have you taking a break tonight to sit down for a family dinner. we are joined by a doctor to talk about how family dinners

are important. my mother would agree with that, because she made us sit down for dinner every night. i saw a different thing with my own family, so what is happening today with kids. >> well, 58% of teenagers in the survey conducted by columbia university said they do eat dinner regularly with their parents. what the study looked at was 2,000 kids, and the frequency in which they ate dinner with their parents, and they tried to see a relationship between the frequency and the likelihood of kids using drugs and alcohol. >> what did they find? >> they found those kids that ate dinner with their parents three times or less per week were three or more times less likely to use drugs rather than those that sat down five times a week. i don't think it's about dinner, but time. those families that make family time a priority, they will know

their kids better and have relationships with their kids and know what is going on in their kids' lives and know their kids' friends, and because of that that will have a protective affect on their kids moving forward. >> and it gives parents a chance to know where their children are early to mid evening, too. >> there are countless reasons why time is so valuable to spend with kids. when you think about it, there's no greater gift that parents can give to their kids than time. kids know the difference between parents just saying i love you so much, and then spending most of their time on the computer or watching tv and ignoring them, versus actually spending time listening to them, throwing that th -- showing that they matter. >> and the survey looked at the impact of parental agreement regarding using drugs. some parents do think it's okay for kids to experiment with

alcohol. >> when they looked at parental agreement regarding drugs, 67% of parents agreed that drugs are not allowed, and 33% didn't agree on that. 50% -- only 50% agreed on how to approach alcohol. so a lot of parents have this mixed view on whether it should be okay for their teenager to try alcohol every once in a while or whether they should not try alcohol. what they found is that parental agreement is paramount. the parents have to have a unified message, because if there is confusion or wiggle room it will lead to a greater chance of their children using drugs or alcohol. well, the unified message should be one where you are saying to the kids, look, we know that this might take place, but we don't agree with it, and we will have consequences for this behavior, and it's not acceptable to us, and if you do do this, we want to know about it, and we will give
