good morning. welcome to news4 news day. >> it appears the long-time ruler of libya, moammar gadhafi, is dead. multiple reports emerge that the dictator has been killed, though nbc news cannot confirm that.

libyan leaders have informed u.s. officials of his death. the transitional council says gadhafi was attacked as he tried to leave the town of sirte. melissa malay is live in the studio with the events. >> it's said the reports are true, and they promise an official announcement later today, but this morning libyan rebels took to the streets in celebration. as gadhafi's hometown rebels celebrated, they chanted god is good. nato said it hit a gadhafi group of loyalists. we know that there are some

reports this morning that he was shot in both legs, and captured alive and then killed, and found hiding in a hole in his hometown of sirte. al jazeer is reporting that his son was also in that hole and captured. gadhafi was seen in tripoli just before it was taken over by the rebels this summer. gadhafi finally lost his grip on august 21st, when rebels over ran the capital of tripoli storming the compound of gadhafi and forcing him to go on the run. gadhafi rose to power in a military coup that he led in 1969. gadhafi began to lose control in

earthquake across the city. the national cathedral sustained some of the worst damage in the area, to the tune of $250 million in repairs. the landmark is scheduled to open november 12th, but the repair work, that could take a decade. right now, in the other area of our city, senate democrats are trying to pass obama's jobs bill one piece at a time. there is a look at the capitol. they are trying to pass a bill that would prevent the layoffs of teachers and firefighters, and the republicans say it will strike down the bill because it requires half a percent of tax on millionaires. president obama's approval

rating has been dropping for the past few months, but he remains the frontrunner when put up against the republican candidates. the poll shows the president defeating romney, and the margin of victory grows against herman cain, 49-43, with six undecided, and against rick perry, president obama is 51% to perry's 42%. >> today, president obama is going to honor a local woman and 12 other americans with the presidential citizens medal. it's the nation's second highest civilian award. one honoree is from maryland. a program sent thousands of packages to service members in the high risk areas. the citizens medal is given to those that perform exemplary

eastern ohio no longer re-sre resembles a jungle. now we are hearing the 911 calls when the animals were first spotted wondering around the neighborhoods. >> 911, what is your emergency? >> there is a lion. >> i just found out, there's animals running around, and i think i just seen one, and it looked like a jaguar or wolf or something. >> two days ago, more than 50 lions, tigers, bears, monkeys, wolfs, wild animals released by this man, their owner. that's terry thompson that was found dead shortly after their release. police believe he committed suicide. jack hanna said he is heartbroken over their deaths but capturing them alive could

have been disastrous. >> i know animal rights are going to be nuts, but the sheriff did the right thing. >> ohio's governor is now voeing to toughen the laws on exotic animal ownership and purchasing. a man was shot in the face on a metro bus. he later died from the injuries. this was 11:30 last night near the intersection of alabama and 23rd street southeast. and megan joins us for more on this. >> reporter: there are surveillance cameras inside as well as mounted to the outside of the bus where this happened. you can imagine that investigators are going to be taking a close look at those photos to try and figure out exactly who is responsible for the deadly shooting. now it happened at a bus stop near 23rd and alabama in southeast washington, very early this morning. now, according to police, a passenger onboard that bus was

shot for an unknown reason, shot in the face. he died as he was being taken to the hospital. now we are told that nobody on the bus, the metro driver was not involved and was not injured. now, no word on suspects or a possible motive behind this shooting, but they are still actively investigating. now a little while ago, about an hour, hour and a half ago, they re-opened alabama avenue and it had been closed in both directions for several hours while they collected evidence from the scene. traffic is now back to normal. police are asking for any help in the case, any information, you are asked to contact investigators. at this point, no word on arrests. >> thank you, megan. the defensive conrad murray is expected to call 15 witnesses as it begins its case starting tomorrow. he is on trial for manslaughter in michael jackson's death.

he is accused of giving a lethal dose of propofol. yesterday the prosecution wrapping up its case had testimony from a propofol expert saying murray did not follow guidelines when administering the drug. lindsay lohan, she is in trouble again. stop the presses. she could face more jail time after a judge rejokvoked her probation. she was on probation for a dui arrest in 2007 and a juewelry store theft last year. she could get as much as a year and a half behind bars. whether she will serve that or not, who knows, because california's prison system is so overcrowded they are letting people go. it's a beautiful day here.

>> yeah, we are seeing individual trees, and even though we are not at peak color, and we are seeing peak color around the blue ridge and parts of the shenandoah valley. the metro area will likely have the peak color here the halloween weekend coming up, just another ten days or so. the big story has been the chill and the wined. you can see the flags flapping smartly in the gusty southwesterly wind there, and the trees are still mostly green right near the potomac river. and just down river at reagan national, they had a gust of 20 miles per hour. they had a gust of 26 at reagan national. elsewhere, right near the chesapeake bay, that is gleaming blue and white with those white caps on the bay, quite a

dazzling sight, and they had 30 miles per hour gusts there over the waters of the bay. and peak gusts over the shenandoah valley and blue ridge have been up to 35 miles per hour, and especially along skyline drive, and then in western maryland and west virginia, most locations are in the low 50s and upper 40s right now. further east, we're generally in the 50s from the blue ridge all the way by the chesapeake bay, and right now in prince george's county, and arlington and fairfax, we're in the mid and upper 50s. with the wind blowing, it's chilly. if you will be heading out shortly, you want to wear a light wind breaker, and we had clouds building back in after sunshine broke out in the last couple hours. mostly cloudy, shenandoah valley, and as we go forward here over the next 24 hours, watch out here in the mountains, this is the first time we are seeing the indications that we

are getting snow showing up in the white zone there, and that's out in western maryland. and petersburg, thomas, davis, that area, they could have their first snowflakes flying in the air later this evening, and then by dawn tomorrow, it may change over and during the day tomorrow to some scattered strickprinkle there. elsewhere we will have scattered showers in the day. and then the winds will be gusting to 40 miles per hour in some of the higher spots west of washington. we will have temperatures in the low 60s perhaps there and 60s in the lower part of the eastern shore. sunset this evening is at 6:24. we will have a mostly clear sky by then and the breezes will be settling down to 25 miles per hour or so as we drop back down into the 50s, and near 50 by midnight, and by dawn tomorrow, down into the low 40s, so quite a chill in the air on friday morning and friday afternoon,

forecast, and we right now have a beautiful day. right now on news4 midday, breaking news in libya, the prime minister minister says moammar gadhafi is dead. celebrations broke out in the country as reports emerged that the dictator had been killed, but nbc news cannot confirm this. the transitional council says gadhafi was captured and wounded as he tried to leave his hometown of sirte. we just learned of the passenger shot and killed on the bus. he was 22 years old, he was shot around 11:30 near the

intersection of alabama and 23rd street southeast. police are not releasing information about a suspect or motive. and in charles county, the pedestrian was hit in the 2200 block of crane highway in waldorf. and firefighters found a burning cock of koverton road. and tracee wilkins has the details. >> reporter: for those of you not familiar with this area, it's a industrial park.

the people that work here they say in the overnight hours criminals have came and dumped cars. so fire was called out here just before 1:00 a.m. for a vehicle that was on fire. once they put the fire out, they found that there was a person inside of the burning vehicle. now at this point, because the person was so badly burned they have no information on sex, race, or the age of the deceased. obviously they have not been able to identify this person either. and the vehicle was so badly burned that we don't know the make or model of the truck that that person was in. now, at this point, police are not calling this a homicide. they are saying they will have to wait on autopsy results to know that for sure, and they are also investigating the vehicle

to see if they can find anymore evidence inside. we have a news4 exclusive this morning. a loudoun county teacher is on leave. 11-year-old justin brian said he was sitting when a male teacher told him to sit down. >> i told him that i am sitting. >> and he just picked me up by my waist and throws me and then pushed me out in the hall and starts yelling at me. >> i wanted to let my son know if somebody harmed him, it was okay to stand up for yourself. >> justin says in the hall the teacher told him that he was being nasty and disrespectful. the louden sheriff's office is reviewing video from the school's gym. a spokesperson from the school said it's a personnel matter and it's under investigation and they will not put any student in an unsafe situation. the first phase of the metro rail to dulles already received

criticism for the way it's funded. that project could get behind schedule and go above budget. the manager of the project said it could cost an extra, $150 million. construction issues could delay the open of it in 2016 by six months. and a camera is making people see it, and there are no signs telling them it's out there. it's hidden by a giant tree. the cameras on the stretch of road that is notorious for accidents. the camera was placed there to specifically slow people down. people that live in the area think the camera is a good thing. >> people speed through here like all hours of the night, and during the daytime you see -- there's a lot of children that live here and i have a son

gusting over 30 miles per hour at many locations, and over the last several hours, here is a live picture from the sky watcher picture. and you can see the cloud shadows racing across the landscape now. the beautiful satin blue sky with the cumulus clouds rolling on through, and yes, these are the latest wind gusts. they have been around up to as high as 35 miles per hour in some locations, and we will have the blustery winds into the early evening. it's chilly and we are still in the 50s in most locations and near 60 by the bay. we will climb into the low 60s in most areas, and perhaps upper 60s around the northern neck, southern maryland and lower eastern shore. over the last 12 hours, the clouds cleared out this morning, but now they need to close back in from the west, and quite cloudy around the blue ridge, shenandoah valley, and western maryland where there is gorgeous

autumn color. and some of the high spots in maryland, there may have their first snowflakes of the season. we will bottom out in the low 40s by dawn tomorrow. and then on friday, partly cloudy and we'll have a bit of a blustery northwest wind tomorrow, and highs reaching low 60s and more of the same for the weekend. great weather for all the outdoor recreational activities going on, high school and college football, and in the high 60s for saturday and sunday. next week it may turn a little more warmer -- not warm , but a little more warmer. perhaps we could get a few sprinkles, a very small chance of that, and then sunday on tuesday and maybe approaching upper 60s tuesday afternoon.

afternoon. here is another view of our sky looking off to the west from upper northwest vantage point. the camera located about 300 feet above northwest washington a looking into montgomery county, and way in the distance in loudoun county, and we have the clouds passing through. and the wind gusts now, reagan national gusting up at 32, and on the shore have been gusting up to 35 miles per hour. and then around the blue ridge and the shenandoah valley, they have had gusts around 40 miles per hour. we will have the gusts remain high into the afternoon, and right now approaching the noon hour and we are near 60 degrees throughout much of the region, except shenandoah in the mountains, where there's a lot of cloudiness, they are in the mid-50s now. and after sunday morning, the clouds will begin to roll back in from the west and will be with us from time to time into
