more on this. >> reporter: the case created a furor when it revealed he was in the midst of deportation allowing him to commit a deadly crime. today's conviction is unprecedented. the first time a felony murder charge has been used in this fashion. 24-year-old carlos came to court and immediately pleaded guilty to most of the charges against him, including manslaughter and his third dui. felony murder, they argued the crash that killed one nun and severely injured two others was an accident. there was no malice or intent to kill. >> he had no intention of causing the accident. he did not set out purposefully to injure himself or the sisters involved in the accident. >> reporter: the two nuns were

both left with permanent d disabilities. one remembers the car coming at her and hearing a sister moaning. the other sister lost her thumb in the accident and broke 14 bones. sister denise mosier died on the scene. this was the first to arrive on the scene and gave aid to the victims. >> seeing the ladies whose lives are now changed forever. another life lost because of a careless act. >> investigators testified his blood alcohol level was .20 and they found 20 beer cans in his vehicle that morning. with the testimony complete, the judge took 15 minutes to find the defendant guilty of felony murder. >> i deny the motion and find the defendant guilty of felony murder. >> it's a tragic case all the way around. he thumbed his nose in

everything we could do to punish him and take him off the street. he continued to drive and to drive in a dangerous manner. he took the life of an innocent person. >> he'll seek more jail time than the sentencing guidelines suggest. the benedicting sisters wanted to make their position clear. they forgive him and have corresponded with him. >> he is forgiven by our sisters and we will continue to pray for his continued rehabilitation for the sake of his children and his family. >> reporter: with all the charges taken together, he faces up to 70 years in prison. he'll be sentenced on february 3rd. back to you now. >> thanks, julie. a shooting in northeast washington ended with a firy car crash. police say a man was shot and wounded at 4:00 this morning near the intersection of 17th and monroe streets.

they believe the victim tried to drive himself to the hospital. he lost consciousness and crashed into a stone wall. the driver is still alive in critical but stable condition. police are still looking for suspects and some kind of motive in the shooting. a house committee says it found evidence of questionable payments to minor can't for mayor brown by vincent gray's campaign for mayor. but the committee said it couldn't confirm allegations that brown got a city job for attacking then mayor adrian fenty. tom? >> it's not clear what happened last year. there's an ongoing criminal investigation to find out. brown said earlier this year he was paid thousands of dollars in cash by the gray campaign to criticize then mayor adrian fenty during the race. later he got a $110,000 a year

city job for his work. a house committee that looked into the allegations of corruption said in the 50-page report released found evidence brown received financial backing from an operative associated with gray's campaign. they said there were no hard facts verifying the job claim by brown. $110,000 city job from which he was fired within a month of taking it. they did not subpoena anybody. the committee praised and relied upon an earlier report. >> i was pleased they came out with the same conclusions we did. in fact, they may have been harsher with respect to brown and his reliability and credibility. >> completed the criminal investigation in the campaign scandal, the most serious threat to gray as soon as possible. >> i do hope whatever the attorney does he does it with dispatch. i's enough already.

this has been lingering too long. i think at the end of the day, what we most need is clarity and a clearing of the air. >> reporter: in a telephone interview, brown told nbc 4, i have been telling the truth since day one. he said he was interviewed once by the house committee. mayor gray, who was filming a public service announcement declined to comment to news 4 about the latest report. there's no clear indication when or if the u.s. attorney will act. the investigation is continuing. robert told us mayor gray has done nothing wrong. i think everyone needs to hear what the u.s. attorney is going to do or not do in this case. >> and quickly, too. >> clear the air, whatever it is. >> thank you, tom. today, president obama signed an executive order, which allows him to take action without the approval of congress.

today's vote affects the food and drug administration to prevent drug shortages and price gouging. the president says shortages or medications nearly tripled in the last five years. >> even though the fda has successfully prevented a crisis, this is one of those slow rolling problems that could end up resulting in disaster. >> the president says congress has been working on the matter since february, not able to reach a solution. he is taking action now with an executive order. it seems that the occupation is over in richmond. richmond police worked overnight to remove the occupy richmond protesters out of the plaza. it began about 1:00 this morning. they report about a dozen people were arrested. many left behind their belongings that were scooped up by bulldozers. coming up tonight, a snowstorm that hit the

all the high water reached its peak today. the center of that city remained dry. several outlying communities were completely submerged in floodwater. the recovery could take months. flooding began in late july. it is the worst this country has seen in 50 years. millions of people in the northeast remain in the dark tonight after this weekend's rare october snowfall. the storm dumped up to two and a half feet in some places. the clean up efforts could take several days. >> reporter: they weren't roads, but obstacle courses across new england. >> trees blocking the roads. >> reporter: connecticut residents are a second night without power. >> water on the fireplace, breakfast on the grill. >> reporter: crews are scrambling to restore power. residents go to bed tonight without it. it helps explain the long lines

how things are going out there now. the wheels are turning for some of us. pretty good shot out there now. for most of us, going to get in a nice halloween. it is going to be a little on the cool side. not all that bad. we saw high temperatures sitting at 56 degrees. the low this morning was 36. yet another very cold start. the third day in a row starting out in the 30s across the area in the washington region. i don't think we'll get down to the 30s tonight. that's good news. 53 degrees now. winds out of the southeast at 6 miles an hour. the cloud cover helps us stay above the 30s. i think some areas back to the west will be in the low 40s. 48 in frederick. 49 in martinsburg. you may get into the 30s there. 50 in manassas. doppler radar, nothing across the area until you get to west virginia. a few light showers. this is all really two storms trying to come together. one storm bringing up moisture from the south. this moisture down to the south,

i think, will impact southern portions of the the area. southern maryland, st. marys, calvert county. we have the cool air here. watch what happens. here is the rain. this is around midnight. i expect the rain south and east of the district. charles county, calvert county, st. marys you have the best chance of seeing rain. the area of low pressure strengthens and moves off the coast. we are not going see rain from this. this is not the norm for us. we will see sunshine during the day tomorrow. wednesday, high pressure moves in here. we see nice weather tuesday, wednesday and thursday looking good for us. a much needed break up and down the east coast from what we have been seeing lately. if you are thinking of heading out, a 30% chance of sprinkles to the west and the south. temperatures around 48 degrees. not a bad night out there for a little halloween. it is on the cool side. maybe one of the -- actually the

the trial of dr. conrad murray is expected to go to the jury later this week. he's charged with negligent homicide in the death of michael jackson. testimony opened with the prosecution's cross-examination of the defenses star witness. his name is dr. paul white. last week, he testified he believes the evidence shows michael jackson gave himself the dose of propofol. defense questioned him. >> no justification for what conrad murray did in failing to call 911. >> i think he should have called 911 sooner. i do not think it would have made a difference in the outcome of the case. >> he acknowledged he's been

paid $11,000 for his work in the case so far. he noted his typical rate is $3500 per day. he had not submitted a bill for the entire amount due because he does not believe they have the resources to pay for it. the parents of a 1-year-old girl were arrested. she died in a bathroom at a westin. they were charged with felony, abuse and neglect. they turned themselves in late this afternoon. they are currently being held in a detention center. the rumors of an impending divorce are no longer rumors for kim kardashian and her nba husband. kardashian filed for divorce today from her husband, chris humphri humphries. they cited irreconcilable

mixed reviews involving the scandal of mayor gin sent gray and a candidate named brown. a gray campaign operative paid brown cash to criticize mayor fenty. the house committee could not confirm he was given a $110,000 job in exchange for the criticisms. a setback in a trial of a woman accused of killing her co-worker in a bethesda yoga shop. >> prosecutors were hoping to use to establish a motive for the murder. forensics followed a blood trail to reveal how the victim was killed and explained how dna played a role in the case. chris gordon has the report. >> reporter: prosecutors have not been able to tell the jury she was suspicion of norwood and

accused of her stealing store merchandise after finding clothing in her bags without a receipt. the prosecutor asked permission to recall a witness, an employee to testify jana called her. she accused her of saying you are under suspicion, i think you stole. the prosecutor said that is the motive for this murder. the judge denied the motion saying it was classic here say and refused to allow her to testify about what murray soud. defense lawyer not involved in the trial says it presents an obstacle for prosecutors. >> any bit of evidence they have that they are not able to put forward in what they believe is the motive is a critical setback for the state and a positive plus for the defense. >> reporter: blood expert

testified that the blood sprayed on the wall and floor indicates murray was standing and hit while crouching ond down on the flood. he identified blood as coming from murray and norwood indicating he drove the car after the killing. the detective testified when norwood was interviewed days later, her story sounded crazy. it seemed like a movie, he said. tomorrow the jury will hear from the detective who broke the case that led to norwood's arrest and this trial for first degree murder. at the montgomery county courthouse, chris gordon, news 4. >> closing arguments could begin friday. >> police are stepping up patrols on this halloween night as they investigate a series of attempted abductions around the county. there have been four incidents

this month. the most recent attempt happened saturday near spotsylvania town center. a car full of men tried to force her into the vehicle. police are looking into whether the cases are connected. some areas in virginia are passing laws to the contrary. in the norfolk area, there's an age limit now on trick or treating. you have to be 12 or younger to go door-to-door. it's the same law in chesapeake, hampton roads and virginia beach. parents and adults are allowed to chaperone. if they were caught taking candy for themselves they could get in trouble. you could be charged with a misdemeanor if you trick or treat too late at night. 8:00 p.m. is the cut off. one of the biggest halloween bashes takes place in georgetown. that will be tonight. parking restrictions began this afternoon at 4:00. they are on k street and m streets also along wisconsin

avenue. those restrictions won't be lifted until 6:00 tomorrow morning. many of the side streets, also are closed to traffic. they will reopen at 3:00 in the morning. we say they may close additional streets depending on how large the crowd grows. one man wearing a mask, the other wearing a wig when they showed up in a dentist office on halloween. they were not there for victiming. pat collins has more on the investigation into a halloween heist. >> reporter: the scene, a dentist office. an unlikely target for thieves, but that eegs where it happened this morning on butternut street. two suspects. one guy had on a frankenstein mask and a gun. the other had on an afro wig, bandana over his face and a knife. they go inside, order everybody to hit the floor, then systematically, they begin to

rob this dentist and his staff and his patients. one of the victims, in her 80s. after it happened, she called her husband. we are not identifying him by name. >> she says don't come for me now. we have had a disturbance here. they took my money. i was shook up. she was, too. i'm sure of that. >> reporter: police spent hours coming and going from the scene looking for clues and evidence that could lead them to the suspects. among the items taken, gold jewelry, rings, chains and charms and cash totaling about $1300. reaction now from neighbors to this halloween heist. >> that's unfortunate. in my neighborhood. in my neighborhood. i don't like it. not at all. >> the dentist didn't deserve this. i know him a lot. i know him. i see him all the time. >> reporter: what do you make of that? >> it's treacherous, that's what i make of it.

dan is out at the park. dan, that thing on the sideline there, that really wasn't all that bad, was it? i mean, you're down, you're frustrated, things like that go down from time to time, no big deal. am i correct? >> they do. they do. landry was bothered by it a little bit. he felt called out by a teammate and leader. as mike shanahan says anybody that knows football knows it happens, but not to teams that are winning. flat, flatter and dead the last three games. this team is trending in the wrong direction. that's the scary part. you don't see a time when this is going to get any better. yesterday, especially, a debacle

on offense. at no point was anybody watching the game confidence the offense was going to score. shut out. shut outs don't happen a lot in the nfl. just one time, for mike shanahan, his entire career on any level. mike shanahan has never been shut out before. they had big time problems. the leading rusher with just 14 yards against a bills defense that isn't even that good. with no running game, the passing game never got going, either. john knocked down 23 times. that's almost every other play. they tied the record giving up nine sacks in the game. beck tossed two interceptions. a game mike shanahan said was not one of his best. he was a little off. the entire offense was off. >> everybody is disappointed when you lose, no question about it.

especially when you lose the way we did, without scoring a point. it's disappointing. you find out the type of character you have with the work ethic of the players. hopefully, we'll put a full game together. >> you never want a game where you didn't score points. we started to get something going and couldn't continue it. our defense created turnovers. >> i just know that we haven't executed what's been called. you know, you can blame the coordinator all you want. by the end of the day, they call the plays and we have to execute. we haven't been doing that. >> i think it was execution across the board. a quarterback, receiver, whatnot. we didn't make plays. very, very lackluster effort there. it's definitely no who we are or who we're going to be.

there's a three-way tie depending on how you want to look at it. the cowboys, eagles and redskins. as bad as you think they have been for the redskins, it's like a stay at the four seasons compared to how it's been for cowboys fans. they are the only people in america angrier than you today. things did not go well for the cowboys on sunday night football. the boys taking on the eagles in philadelphia. we start in the second quarter. eagles up, 14-0. michael vick finds his tight end in the end zone. it's a nine-yard touchdown. philadelphia takes a 21-0 lead. fast forward to the fourth quarter. eagles up, 27-0. the domination continues. they was just awesome. a career best. 185 on the ground. the eagles roll over the cowboys.

ship for now. a move at st. mary's college in southern maryland hit a snag and left dozens of students in limbo. they were supposed to move on to a cruise ship after officials found hold in their dorms. as darcy spencer reports, it's going to be a while longer before they can board their new home. >> reporter: mary beth and her mom look at the cruise ship she was supposed to move on to monday. they found out a little too late it wasn't going to happen for another day or two. >> all of my stuff is in my mom's car. i'm moved out of the hotel. i found out ten minutes ago, i can't move on to my new water home. >> i feel like, i don't know, we have to look at the positive, i

guess. i'm upset. we moved her stuff for the fourth time. >> reporter: st. mary's college students were set to settle into their new living space, sea voyager, a floating dorm. when they arrived at the pier, they learned they couldn't board the ship. >> we were packing up from the hotel. we got here, we were ready and they told us we couldn't. we were confused. >> reporter: 240 students ready to ride out the semester on board. they learned the vessel needs to be moved further offshore before they can live here. >> the water is too shallow. in a 24 hour period, it was too shallow. the front of the boat hit the ground. it's not safe. the boat is out of kilter. >> reporter: they were forced out of two 1970s era dorms after the discovery of black mold. they have been taking a bus to campus and back. the cost of renting the ship is
