are responding to a shooting at 28th and m streets northwest. a man was shot at that location. it just happened. this is a live traffic camera from that scene. we'll bring you more as it comes in. but is it a latest in a series of shootings across the city. shomari stone has more tonight. >> reporter: we're here at georgia avenue and decatur street. police were walking around with a canine and had it roped off looking for evidence. teens and children were trick-or-treating around the yellow tape. the initial report was two teens were shot in the neighborhood at 9:00 tonight. a man who levels nearby said he thread three shots fires. two people were shot and transported to the hospital. police have not released names, medical condition or where they were hurt. we don't know if an argument led

up to the shooting or if police caught the suspect. but it has been a violent night in washington, d.c. on halloween. back to you. now to a shocking image of the president released by the loudoun county republican party. is it being rebuked by virginia's governor. jackie bensen is in lees burg with more on this. >> reporter: in politics it takes a lot of effort to create something so offensive that even your allies disvalue. the picture of president obama with a zombie with a bullet hole in his forehead was part of an illustration in an e-mail asking to help decorate a float for the halloween parade. thousands of residents and their kids turned out to enjoy the

tradition. this was the float. parade goers were unaware that a national news story was brewing around them. >> i didn't. >> no. >> no. >> reporter: but as the halloween parade continued, outraged official responses began to pour in. the virginia governor called on the loudoun g.o.p. to apologize for their actions and insure that the imagery is never used again. and before the last float made its way down king street, the chairman of the loudoun county republican committee said that the depiction of the president represented a light hearted attempt to inject a sire and humor into the halloween poll day.

>> reporter: the e-mail contains a zombie picture of house minority leader nancy pelosi. >> thank you, jack y. the spotsylvania sheriff's office doubled the number of deputies on the streets tonight after three attempted abductions in that county in the last couple weeks. parents say the news is unsettling but it did not deter taking the kids out tonight. >> in a group with a couple neighbors and friends they are okay. i have two teens and a five-year-old. it has been unis itling but we are not going to let this damper our spirits. we are out enjoying tonight. >> the police are not sure if the adduction cases are connected. police charged a couple in

connection with to the drowning death of their one-year-old daughter. the child died in a westin hotel last month. her parents turned themselves in to authorities today. it's not clear why the child was left alone. the parents are charged with felony abuse and neglect. a man in the country illegally is facing up to 70 years in prison for killing a nun while driving drunk. he was found guilty in an accident last year. the crash killed one and injured two other nuns. this was his third drunk driving offense. he was awaiting deportation proceedings. tonight hundreds of thousands of people are still without power in the northeastern part of the country. crews are working to get the power back on. it was a record breaking storm

that brought anywhere from a dusting to as much as 31 inches of snow in parts of new england. that's been blamed for at least 20 deaths. the areas hit the hardest, the snow snapped utility poles and sparked fires. some people barely managed to escape. >> a tree fell on my house. and it went through the roof and went into the family room. >> if i was in the car two more seconds i would be dead. >> i was thinking it was a halloween trick that we had a winter storm but it's real. it's real and uncanny and scary. >> many towns postponed trick-or-treating. i have a paraplegic that needs to come off. >> that is a plea from a jetblue pilot after his flight was stranded on a snow-covered tarmac for seven hours. passengers were forced to cope

with no food, water or working toilets. the transportation department opened an investigation today into whether the airline violated the tarmac delay rule. jetblue could be fined $27,000 per passenger. american airlines is under investigation as well. a cruise ship could be home to 200,000 students as early as tomorrow. mold in the dust storm tours at st. mary's college forced the students out. the college brought in a ship to give the kids a place to live. a coast guard inspection of the ship delayed the move. they hoped to move the kids in tomorrow. in decision 2012, herman cain is denies harassment allegations. two women accused cain of inappropriate sexual conduct and

one received a financial settlement. cain says he did nothing wrong and called the allegations a witch hunt. >> i have never sexually harassed anyone. as for a settlement i am unaware of a settlement. >> we have seen a settlement document that one of the women reached that details the allegation. >> cain insists he knows nothing at a settlement and cleared of any wrong doing. we have the results of president obama's physical exam. doctors say the commander-in-chief is fit for duty. at 50 years old mr. obama is gac free eats a healthy diet and drinks in moderation on occasion. the results were just published today. he will have his next checkup in

december of 2012. the d.c. government is cracking down on tax cheats. >> reporter: we couldn't believe it when we saw a number. after requesting the list of top tax delinquents we contacted the office again to make sure the number wasn't a mistake because we are talking about one of the biggest numbers the city's ever seen. the tax man has come calling. >> can i speak with you? >> reporter: the city says it caught up with this man who owes more than $17 million. >> is it in this day and age it is hard to stay hidden. >> reporter: it started after the i team asked for a list of top tax delinquents. 200 to 400,000 and some more than $800,000 in taxes and penalties.

>> you do not end on this list until we've made a claim. you had an opportunity to contest it. the contest is over and we have sent you a series of notices. >> reporter: steven with d.c.'s office of tax and revenue says he has about 40 investigators who track down debtors. they can place liens on your property, garnish wages and intercept pages. >> i think a lot of people try to avoid them. >> reporter: one business on the list blames a bad accountant for its debt. a couple from southeast tells news4 they can't may the 725,000 because of medical problems. all could lose their homes if the city takes the rare step of seizing the property. >> seizing it guarantees we get nothing. we are often better off waiting until they decide to sell on their terms in a good market and

we get paid. >> reporter: but less than a half hour after we did this interview the news4 i team got a tip. we rolled up and the city says that barry is d.c.'s number one tax cheater. >> it's unbelievable. it's unbelievable. >> reporter: multiple neighbors including mark says that he is a stockbroker and former attorney for the securities and exchange commission. >> i pay my taxes and i tell you what everybody's hurting right now. >> the city says it discovered he hasn't paid his taxes in at least five years and owes more than $17.8 million. >> $17.8 million is a lot of money. and when you put it in perspective you could hire a hundred police officers. >> reporter: the city is not allowed to tell us how he manage

totd tally up the bill. news4 did make multiple attempts to get his side of the story. but as he told the police he doesn't want to talk. the pressure is on in d.c. to collect because there is a statute of limitations. if they can evade the tax collector for ten years the slate is wiped clean. it's different in maryland where the statute of limitations never expired. maryland and virginia have plenty of people who haven't paid up. we have the info on our website, www.nbcwashington.com keyword taxes. >> have to wonder how people get away that long and pile up that much money. >> we think a lot is coming from the irs. the irs will find money and report tot the local jurisdictions who find out that they haven't been reporting taxes or there is missing money.

chilly tonight. creativity with costumes and old favorites. firefighters, ghosts, goblins and everything in between. two people in halloween costumes robbed a dentist office in northwest d.c. just after 11:00 this morning. one guy was wearing a frankenstein mask and the other guy with a wig and bandana. in missouri a teenaged girl is in intensive care after getting caught in a noose at haunted house. thrill seekers walked past the child. she is 17 yearing old, believing she was part of the act. when co-workers found her she was unconscious. a man in california continued his recovery walking out of the hospital two days after a shark bit into his neck.

he was attacked saturday while surfing north of monterey. friends pulled him out of the water and he was air lifted out of there. this afternoon he thanked everyone who helped with his rescue and recovery. >> i want to thank everyone that supported me. all my friend os the beach, the paramedics who helped me in the ambulance. also everyone at the hospital and you know i just feel really lucky and grateful right now. >> doctors say if the shark had gotten one millimeter closer to his jugular he would not have survived. >> he is going back to surf again. >> i hope he lets the wound heal first. >> that might be a good idea. >> so good weather for halloween night. we have been spoiled. we have seen mild weather. today it was on the cool side but not bad out there at all.

let's look and show you what is going on right now. the clouds are moving in and starting to see shower activity and that activity will continue in those parts. by those parts i mean southern maryland. looking at the radar the showers down to the south and a bit of a moderate shower in charles county and calavert county. we'll zoom in and show you where this is, waldorf and 301 down to mechanicicsville. but look down to the south as we widen out here. a lot of rain here. and this is a developing coastal storm. here's the good news. it will develop far enough off the coast that it's not going to have an impact on our weather the next holidays. what we will see is clear weather and sunshine. we saw a high temperature of 56

degrees. a low of 36. the third day starting out in the 30s. yes, it was a cool halloween. over the last ten halloweens, four out of ten have been in the 60s. steve have been in the 70s. you have to go all the way back to 2002 since then we have been nice and warm. 2002 was 47 degrees. 50 is the current temperature. winds out of the north, northeast at 8 miles per hour. 48 in fredericksburg. so temperatures are a lot warmer now than this time last night. that's because of the cloud cover. the clouds provided by this area of low pressure developing off the coast. will the continue to do so. it will give us shower activity. this is midnight tonight. notice the showers over portions of southern maryland. but as the storm moves off and starts to develop it will dry us out behind it.

we will be cool but here comes sunshine. that lasts through the day tomorrow and wednesday. and even thursday look really, really nice. tomorrow morning showers to the east but clearing to the west. 38 to 44 degrees. tomorrow afternoon mostly sunny and on the mild side. and that's where we will stay the rest of the week. the average is 63 degrees. we'll be 60 on thursday but with plenty of sunshine. friday a high of 58 with a chance of showers. and the weekend is look pretty good. >> thank you, doug. we are following breaking news in maryland. three cars crashed at perrywood road. this happened within the last hour. these are live pictures from chopper 4. two people were killed and a third person is in critical condition.
