good morning. everybody. welcome to "news4 midday." i am barbara harris, and it's tuesday, november 1st, 2011. new information on a developing story. a pedestrian hit earlier this morning is dead. the 57-year-old woman was hit near the intersection of garden city parkway at route 50. the victim was taken to the hospital where she later died. the victim's name has not been released. the road is closed until further note notice. six people injured in five separate shootings that took

place between 8:00 and 11:00 p.m. in northwest washington. northeast as well and southeast. one happened at the height of halloween celebrations in georgetown. that's where we are joined live with the latest on the investigati investigation. >> the victim was a 17-year-old boy, and he was shot in the head and at last check he was in critical condition. you may be able to make out at least one police car. there are a few detectives on the scene. npd brought out a k-9 to search for more evidence. and this shooting happened just before 11:00 last night, in the 2800 block of the busy section of georgetown. partygoers were celebrating everywhere, and they heard shots

and then saw a teenage boy laying on the ground. >> i was watching tv on the couch with my boyfriend and all of a sudden i heard what sounded like a gunshot. it was like, wow, that was a gunshot wasn't it, and within 30 seconds we heard sirens and police cars were on every block. >> reporter: investigators were out here all night and all morning long. no word of a suspect at this time and they are expected to hold an 11:30 news conference. back to you. >> thank you, elaine. police are searching for the gunman in two other shootings involving teenagers. two teens were shot and the victims were taken to the hospital and their names are not being released. we are told both victims are expected to make a full recovery.

another shooting happened around 8:00 near new york avenue near the metro station there. the victim is expected to be okay. former president ronald reagan is being honored at the statue at the airport that bears his name. the nine foot tall likeness stands in front of terminal a out there at the airport. there are lane closures in front of the terminals for the unveiling, so expect delays. the airport suggests taking metro, a taxi or dropping off or picking up passengers at the hourly garages. let's take a look at the weather now. a mix of sun and clouds. tom kierein joins us with the first forecast of the tuesday. >> starting off november with increasing sunshine. a lot of the cloudiness we had earlier has now exited the region, and over the last 12

hours, we did have a few sprinkles overnight, and those did push off to the east and as they did, we had our sky clear out and now lots of sunshine pouring down throughout the region. we have our temperatures right now that have rebounded with the stronger early november sun. thank you very much. now into the low and mid-50s throughout much of the region. reagan national now at 55. the snow is still on the groundout in parts of the panhandle of west virginia and high spots along the blue ridge and in west virginia it's in the low 40s right now and the snow will continue to melt. for the rest of the afternoon, lots of sunshine. a chilly afternoon. staying in the 50s for most of the region, and we will have light breezes coming out to the north. a look at this evening, we will look at changes as well as the weekend. also, i have a dramatic picture showing the extent of the snowfall from the big weekend

county, clear too. be ready to pay more if you pass through one of maryland's toll booths. new rate increases. the baltimore tunnels are up to $3 now and the fine for passing through a toll plaza without paying, used to be $3 and now it's $15 if you break the law there. and the police are investigating an accident that killed two people last night in upper marlboro. it happened when three cars crashed into each other. chopper 4 was over the scene last night. rescue workers took a third person to the hospital. montgomery county firefighters had to shut down a intersection in bethesda after this truck bursts into flames. it happened around 7:30. the driver was able to get out

safely, but as you can see, the truck is a total loss. right now, jurors in the lemon trial are hearing from a detective that determined that norwood should be considered a suspect rather than a victim. that was a setback for prosecutors in their attempt to establish pre-med indication. the judge denied their request that they accused her of stealing from the yoga store because that would amount to hearsay. and blood from both murray and norwood was found in murray's car and it indicated that norwood drove the car after the killing. clothing arguments in the case could begin as soon as tomorrow. a man in the country illegally now faces up to 70 years in prison for killing a none while driving drunk. a judge found carlos santanyo guilty of murder when driving

while drunk. it was his third drunk driving offense. he will be sentenced in february. today voters in laurel, maryland, are heading to the polls to elect their next mayor and representatives for the city council there. there are two challengers. all five members of the city council are also up for election and four of the five are running unopposed. the polls will close at 8:00 tonight. and the d.c. council introducing a emergency resolution. that comes as the house is

considering a bill requiring criminal background checks for d.c. may . the candidates claim gray's campaign promised him a job if he publicly criticized the then-mayor fenty. they did find evidence of questionable payments to brown. the parents of a toddler who drowned in a hotel bathtub are due in a fairfax courtroom today. police say the 1-year-old died last month while her parents were staying at this hotel. the parents were charged with felony abuse and negligent. police did not say if they were in the hotel room when the child died. >> nine minutes after 11:00. coming up, why some federal prisoners could walk free today. and new fallout

snichltd happening today, nearly 2,000 federal prisoners are eligible for release. the fair sentencing act ends the practice of harsher sentences for crack cocaine compared to powder cocaine.

when all is said and done, roughly 12,000 inmates could see their sentences reduced. a doctor for president obama says he is now tobacco free and he altered his diet to lower his cholesterol level. he drinks only in moderation on occasion. president obama turned 50 years old back in august, and he'll have his next checkup in december of next year. president obama wants congress to put construction crews back to work as he pushes for a key piece of his jobs bill. tomorrow the president will use the key bridge as an example that could put workers back to work, and the bridge is in need of repairs and the president said it could benefit if lawmakers pass his electrician. we learned this morning that

secretary of state, hillary clinton's mother died. she died last night surrounded by family. the nature of the illness has not been released. the clinton family is planning a private memorial service. clinton has often credited her mother with inspiring her, and she was 92 years old. and we are hearing from jetblue passengers left on the tarmac for seven hours during the weekend's snowstorm. >> when the power went out it was dark and scary. people were yelling and screaming and panic attacks. this weekend's rare october snowstorm forced 23 planes to divert to the small connecticut airport on saturday. now industry officials are questioning why they spent so long on the plane despite new

tarmac rules. they are retired to provide food, water and working bathrooms in a two-hour delay, and they must let them off the plane in three hours, but jetblue is not completely to blame. >> the airports have more responsible in this particular event. >> passengers cheered when police and firefighters boarded the plane to help with medical emergencies. jetblue can be fined more than $27,000 per passenger after saturday's delay. and some say that's not enough. >> why did they divert flights to hartford which was right in the worst part of the storm, why divert them, they could have easily diverted further away. >> it must have been miserable. >> it has been cold this

morning. thankfully snow snow. a lot of snow that did fall on saturday is melted. let's take a look at our sky here over washington now. there is the beautiful scene along the potomac river. and right next to the river where the waters are warmer, there is still time before there is peak autumn color there. and the humidity is fairly dry. we're at 43-degree dew point, and we are at peak color here, and that's a live picture from the sky watcher camera. we have the sun pointing down. and this is in springfield. look at that gorgeous autumn color there. if you have a beautiful autumn

photo from maybe your own neighborhood, send it to weather@nbcwashington.com. we will put some of them on tv. here is another photo. this is a photo from space, from a satellite. here is the pennsylvania border with maryland, and there is washington, and you can see the snow on the ground. you can see all of the snow here in west virginia, and this part of northern maryland right along the pennsylvania border had almost a foot of snow, and then here is pennsylvania, you can see much of the state of pennsylvania was covered by heavy snow. there is new jersey, and southeastern new york state, and then this part of new england. here is hartford, connecticut, and this part in western massachusetts and into southern new hampshire, there was a ban of over 30 inches of snow right here, and this, of course, is still going to be around for maybe another week or so and it will take a while for that to melt. this was from a nasa high resolution camera from the october 29th snowstorm we had on saturday.

right now temperatures are warming up nicely around the region. we are in the low to mid-50s throughout much of the area and overnight we had the overnight sprinkles and the trick-or-treaters south of washington got wet last night. lots of sunshine today, and we'll have a clear evening, and as we get into tomorrow, maybe a few clouds west and north of us in the morning, but during the rest of the day, high pressure pushing in and lots of sunshine pouring down, and a beautiful day tomorrow. and we will get into thursday as well, and lots of sunshine on thursday, too. for the rest of the afternoon, we will have a beautiful blue sky, and a few light breezes out of the north and temperatures in the upper 50s, and overnight tonight, sunset at 6:08, and mid-40s by midnight. tomorrow morning another chilly start. down into the 30s through much of the region.

washington metropolitan area and baltimore in richmond to find services to prevent cancer and then after to find all the services through their therapy, and we offer emotional support, which is extremely important for women who are here on their own. >> why sit particularly difficult for latinos to get help with cancer. >> women get lost in the system. we have a fragmented system, so it's not easy to find all the services in one place. so we need to help them find a place, the services in all the places that we can find. >> this is a difficult question to ask. i know there are many latino women working here in the united states who are here illegally. is it particularly difficult for them to get the help that they need? >> there are many undocumented a latinos here, and the latino population is one of the biggest groups uninsured in the entire

country. >> even those documented? >> yes, even those documented. latinos form close to 30% of the uninsured in the country. so finding services for cancer prevention, detection and thereafter is difficult. >> we want to get over to candy, because candy is something on her radio show that was not easy to do. let's take a look at it and then tell us about it. candy decided she would help raise awareness for the need by cutting her hair off. you started off yesterday and the pictures we saw you had very long hair. >> actually i wanted to donate this hair, and it was 12 inches that i ended up donating. i actually wanted to shave it off, and the host of the show was like, please, please, please, don't shave it off for you, and he shaved off his hair as well. >> he shaved his too? >> he shaved his.

and allow extra time. >> the republican committee is apologizing for creating a disturbing cartoon of president obama. it depicts the president as a zombie with a bullet hole in his forehead. the governor called the cartoon shameful. and the group's chairman said the graphic was a light hearted attempt to inject satire. he apologized to the president and anybody else that found it offensive. moments ago cory stewart announced he was endorsing allen in his republican election bid. earlier this year, stewart considered running himself and said allen was a terrible candidate for senate. republican presidential

hopeful herman cain is denying harassment allegations. two women accused cain of inappropriate conduct while he was ceo of a restaurant association. one of them receive add financial settlement after making the allegations, and cain said he did nothing wrong. >> i have never sexually harassed anyone. as far as a settlement, i am unaware of any sort of settlement. i hope it was not for much, because i did not do anything. >> we have seen a settlement document that one of the women reached that detailed the allegation. >> cain says he was cleared of any wrong doing by an internal investigation. i come from a state, you know, where they had this little place called the alamo and they declared victory or death. we are into those slogans, man. bring it! live free or die.

>> this video is going viral on youtube. the texas governor spoke in new hampshire, and some are calling his appearance bizarre because of some of the jokes and hand gestures he used. it has been viewsed by more than 28,000 people on youtube. and right now the trial of murray is beginning. he will advise the court if he plans to testifying in his own defense. he is accused of giving michael jackson the dose of the anaesthetic that killed the singer. a close call to rick hendrick. the nascar owner and his wife were on the plane that went 100 feet past the runway and stopped just short of the fence.

the bay and eastern shore, in the 50s now. over the last 12 hours, clouds have exited, and just a few fair weather cumulus clouds floating through the clouds. and then another sunny day tomorrow, a cold start again in the mid-30s tomorrow morning, afternoon highs on wednesday around 60, and then thursday partly cloudy, up near 60 again. partly sunny on friday. a small chance of a passing shower, especially to the south of washington, and then over the weekend, the sun returns into the 50s again on saturday with sunshine, partly cloudy, near 60 on sunday and again monday. that's the way it looks right now. >> thank you so much, tom. well, nearly 2 million people still don't have electricity after this weekend's rare october snowstorm here in the east. utility crews say it could be thursday before they get power restored to everybody affected. the tomorrow is to claim for 28

deaths now. many deaths were caused by traffic accidents and electa electrocutions. pepco mobilized extra field and support personnel because of the threat of snow here. we did not see that large amount of power outages in the northeast as some other places did, but we could still see them as the winter is still approaching. the pepco regional president joins us right now to talk about the company and what their plans are for covering everything this winter. good to have you with us. >> good. >> glad to have you here early to see what you have planned. >> we have been busy. >> any of the companies further north called on you to come up and help? >> absolutely. saturday we were pretty much done. we only had a little over 1,000 customers out of service, and on sunday we were able to release

about 500 crews, 300 contractors and then another 200 tree trimmers, and they will be there a few more days. and the areas are going through a tough period. >> you dispatched them to cities and towns across the northeast? >> there's a mutual assistance, and we released about 500 resources to help out. >> now we are heading towards winter now, and we got a little taste of it. fortunately for us it was not that bad. what can customers expect this winter. you have made changes that made things better this year? >> absolutely. we're really at our one-year anniversary of the reliability plan. we have been able to hire more customer service representatives, 40 more, and that number has gone from 40 to 80, and we have gone from 300 lines to 344.

we have additional linemen on the property now. the line has gone from 320 to 366. this year we have 350 tree trimmers. there have been a number of improvements, and we have mobile apps that customers can used. >> what would they be able to get by using the app? >> they can report the outage and report it on the internet. for instance, in hurricane irene, 21,000 customers reported their outage through the internet or on their smart phone. >> you definitely improved communication. >> absolutely. >> you feel like you are ready? >> absolutely. we have done work and we have trimmed almost 2400 miles of treeline, and by the end of the year we will be up to 3,000 miles of treeline, and we have repoliced or renewed miles of cable and that number by the end of the year will be about 300

is this a common occurrence where they grow a thick hair. >> it's a common occurrence for dermatologi dermatologist. yes, we see a lot of it. not only does the course hair grow on the face, but also the mid chest and lower be a dau minute. >> sometimes it could be medications and sometimes it could be a tumor or excessive hormone release that is being produced in the ovaries. >> do you see this in a certain age group? >> we don't see it in children, obviously, and if so then we really are more suspicious of some type of tumor, but generally, a lot of hair growth that we see in women can be hereditary. we don't want to discount that.

if you have female family members with facial hair growth and you are developing it, it's more of the benign form of it and not something serious. after puber tea, we can see it, and some women after menopause, we can see the hair growth on the in the male distribution of hair growth, it's related to andregens. and there's a syndrome in which there are cysts that are developing in the ovaries which secrete excessive hormone that is causing these issues. >> so in other words, it could

be something really serious? >> yes. >> not just there on the surface. >> yes, but it doesn't have to be something very serious like a tumor. it's usually something that can be treated. >> at what point should a teenager or young woman feel they should see a doctor. >> if somebody is developing acne, i see women with acne and facial hair growth, i need to put those findings together to even think about we need to maybe do hormone you will levels on the patient. but there are treatments we can do to remove the air, but the key is to determine what is causing it first in order to know how to address the removal of the hair. >> always good to know about these things. many times a woman is experiencing something, and she doesn't know if it has possible complications or side effects from the treatment, so we are always happy to have them tell us things.
