good morning, everybody. welcome to "news4 midday." i am barbara harrison. it's wednesday, november 2nd, 2011. and this time president obama is not going far at his attempt to prove his point. in just about a half an hour, he will arrive for a news conference on transportation and infrastructure spending. he is using a key bridge as his back drop in attempt to highlight ailing bridges across

the country. >> reporter: although president obama's jobs plan failed earlier this month, he is determined to get the bill passed one piece at a time, and one of the pieces could be one of d.c.'s own key bridge, and he will speak to voters to encourage it. and the bridge is the oldest river crossing bridge in d.c. and the only one that has not been replaced, and it needs to be repaired. those repairs are planned for 2015, but if the infrastructure portion of president obama's jobs plan is passed the work could begin in 2013. today the president will speech at the georgetown waterfront park and push for voters to support his plan, which he says will stimulate the economy and put people to work while

rebuilding the country's infrastructure. the president has been touring the country spreading the country. >> anytime you want to help to put people back to work it's helpful, and throughout the country i think it's helpful. >> i just think that in this time of need, construction jobs are what people turn to to start the economy, and i think it's a good thing. >> and others agree with the republicans that say the president's previous plan costs too much and didn't work the first time. >> i simply don't know if that's a solution for increasing the economy. it's part of the infrastructure, but that doesn't increase the longevity of jobs out there. it's temporary. >> reporter: some are arguing if

something is not done, it could cause another recession. the republicans are saying the approach here is not going to fix the problem. i am tracee wilkins, news4. and then the prosecution in the lemon trial is coming to a close. news4's melissa malay joins us for more. >> reporter: right now jurors are inside the courthouse and they are looking at nine pictures taken during the autopsy. the photos show she suffered over 300 wounds to her body during the march attack. most of the woods weunds were defensive. now, in all there were 37 photos prosecutors wanted to show and

though the defense objected the judge ordered the nine to be shown. some of the photos are what prosecutors wanted to show them during opening statements. jurors were told that the last wound that jana suffered was a stab wound to the back of her head. prosecutors are trying to prove that the severity of the attack over time and the weapon shows pre-med indication. closing arguments could begin soon. back to you. >> thank you, melissa. herman cain is in town today trying to put the focus of his presidential campaign back on politics. cain is expected on capitol hill later today to pitch his 9-9-9 economic plan to gop lawmakers, but before heading into the district he spent the morning

speaking at the consumer electronics association in virginia. he says claims of sexual harassment in the 1990s are nothing more than a distraction. >> there are factions trying to destroy me personally as well as this campaign. >> cain is trying to move past the allegations one of his alleged victims is trying to speak out. a lawyer representing her says she wants to rework her settlement agreement so she can speak publicly about the harassment case. that lawyer says she wants to set the record straight after cain's claims that the complaints were baseless and false. >> when he says he never sexually harassed any one, i know that's not the perception of my client. >> at first, cain said a settlement never happened but now admits there was an akement. ,d.dq not hurt his presidential

hopes. let's turn to the weather now. nice warmup out there expected today. let's talk to tom kierein about that. >> a beautiful morning. it was a cold start, though. we were at or below freezing throughout much of the region around dawn, and now look at the royal blue sky and the sun pouring down illuminating the gorgeous autumn foliage we had. that's a great picture looking off the west-southwest, and off in the distance is tyson's corner. there's a little haze in the air and we did have fog earlier this morning. the view from space showing high pressure in place with a clear sky from new england all the way to florida, and we are in the middle of that, and the temperatures are warming up with the fairly strong november sun. right now it's near 50 dau fwraez washington, and it's still in

the 40s in a few places. there's a little fog around the river, but that's beginning to dissipate and it's in the low 50s there as well. for the rest of the afternoon, expect lots of sunshine. highs climb into the low 60s. looks like somewhat warmer weather coming our way in the future. we will talk about that in a couple minutes. >> i want to hear about that. thanks, tom. we will check on midday traffic and see if we have good news going on out there. >> no accidents to report at this time, but checking travel times around the area, right now 47 miles per hour from the outer loop of the beltway in montgomery county, and just under the speed limit and not seeing any accidents, and that's a lot better than what we were looking at a bit ago. and if you are taking the inner loop in prince georges county, you are traveling at 59 miles per hour and inner sxloop outer loop clear in this area. and i am not seeing any problems for you near the woodrow wilson bridge.

we'll keep watching the roads, but for now back to you. prince georges county police are trying to find out what led to a shooting at a shopping center. it happened last night on walter's lane. a man and woman were shot. the man died. police say the woman ran into a store for help. she went to the hospital and is expected to be okay, we're told. police say the gunman was wearing all black and also had on a black mask. investigators are reviewing surveillance cameras from surrounding stores to help with this case. this morning, metro officials announced a new initiative to hire more bus drivers. they will hire 26 more bus drivers and they will start to take applications today. dreaming of striking it rich? now could be your chance. tonight's powerball jackpot is up to $245 million. it's the largest since june of

this morning weeka this morning weeky -- wikileaks founder is fighting his extradition. he is accused of sexually assaulting two women. he denies the allegations. many of his supporters say it's a conspiracy to keep him from exposing more government secrets. he got applause from supporters when he left today. some lucky u.s. troops are on their way home from iraq. it's the first stage of their complete withdrawal from the country by the end of the year. president obama announced the plan earlier this month and it will end more than eight years of involvement in the iraq war. more than 4400 american military

members have been killed since the u.s. and its allies invaded iraq back in march of 2003. a house of representatives, it supports and displays in god we trust was first established by the 84th congress back in 1956. bob barker is on capitol hill today trying to keep animals out of the circus. the long-time animal advocate is supporting legislation that would ban the use of animals in traveling circuses. he says they are abused and often starved to get them to perform. they have bipartisan support for the bill which is sponsored by virginia congressman. tom joins us now with a look

at the forecast. a chilly start, but warming up out there? >> yeah, it will be a 30-degree jump from where we were earlier this morning. many areas were at or below freezing this morning, but we will be heading to the low 60s by later this afternoon. quite a dramatic warmup. there is a picture from the city camera. and to the right along the potomac river is reagan national airport where the temperature is at 51 degrees, and humidity is 71%. dew point down to 42. that's fairly dry. it's a pleasant autumn day. a light southeasterly breeze. and the view from space over the last 12 hours, showing just a few high clouds drifting into the ohio valley, but here we have high pressure in place and it's in place all the way down the seaboard to florida, and here we are in the middle of the high pressure. a beautiful sunny day from the eastern shore around the bay and

across maryland and virginia into west virginia, and we will have the bright sunshine with us throughout the afternoon. now the temperatures have warmed up nicely. out of the mountains, it was down into the upper 20s. they still have snow on the ground from the saturday storm. and shenandoah valley now into the mid and upper 40s, and around the blue ridge. up in the higher elevations, as much as nine inches of snow on saturday. down in the valley, it's near 50 and then from the blue ridge east closer to washington and prince georges county and montgomery and fairfax, low to mid-50s thousand. mid-50s along the western shores of the bay and eastern shores of the bay, and we did have quite a bit of fog around parts of southern, and the lower eastern shore earlier, and now the fog has dissipated. and we will have lots of sunshine through the afternoon as we get into this evening as well, and we will have a clear evening coming up and then a few

high clouds during the day on thursday afternoon, otherwise another glorious autumn day. and then as we get towards friday morning, we will have a weak area of low pressure passing to the south, and that will bring in clouds during the day on friday, and friday perhaps for the morning commute for southern maryland and areas from near fredericksburg south, there may be a few sprinkles, but the rest of the day on friday will be dry and maybe a little sunshine coming out by friday afternoon. so for the rest of this wednesday afternoon, this second day of november, enjoy. we will have plenty of sunshine. it will be rather chilly. we'll be in the 50s to low 60s. tonight under a clear sky, we will have a cool evening, and it will be in the low 50s by early evening, and then by midnight in the upper 40s. and then thursday morning, we should be down around 40 degrees, and then during the

afternoon, reaching the mid-60s with a few high clouds coming in by a late afternoon. and then friday morning, looks to be quite cloudy and a small chance of a light shower, mainly south of washington on friday morning, otherwise the rest of the area should be cloudy in the morning with sunshine coming back during the afternoon. and getting chilly again on saturday morning as we clear out friday night into the mid-30s by dawn on saturday, but should have good weather for all the high school games on friday night, and then great football whether for the college games. this is the longest two-day weekend of the year. we turn our clocks back one hour, and we will have our sun rises an hour earlier, and that will be nice, and the sun sets an hour earlier, too. we should warm in the upper 60s near 70 on monday. we will take that. >> this is your favorite weekend

more than 150,000 vehicles cross it every single day, but it's so outdated that it has been labeled functionally aobsolete. today it handles twice the traffic it was designed for and it causes mile-long backups. that means the big shipping companies like ups or fedex are tempted to change routes, but it turns out that would cost more to take the long way. so their trucks, their vans are just sitting there. bleeding money. bleeding time. smaller businesses, they don't have a choice. they have to go across the bridges. when a major bridge that connects two areas, one nearby shop owner watched sales drop in two weeks when it was closed.

farmers can lose five cents a bushel when a rural bridge closes. infrastructure that is failing costs american businesses and families about $130 billion a year. that's a tax on our businesses. that's a tax on our consumers. it's coming out of your pocket. it's a drag on our overall economy. if we don't act now, it could cost america hundreds of billions of dollars and hundreds of thousands of jobs by the end of the decade. you are paying already for substandard bridges and you are paying for the substandard roads. you could be paying to make sure that workers were rebuilding these roads, and you would save money in the long term if you didn't. i am speaking to all the american people right now. transportation system is one of the reasons that america became an economic super power in the first place. today as a share of our economy, europe invests more than twice what we do in infrastructure. china more than four times as much. think about that. europe insists a percentage of its overall economy twice as much on roads and bridges and airports and ports, and china, four times as much. how do we sit back and watch china build the best bridges and high speed railroads, and we're doing nothing? at a time when we have more than a million unemployed construction workers who could build them right here in america right now. we're better than that. we are smarter than that. we just got to get folks in congress to share the same sense

of national urgency that mayors and governors and the american people do all across the aktry. hereit. amy from cleveland has seen a bridge fall apart in her state. i know the mayor of washington, d.c. gets it. but we have got to have everybody on capitol hill get it. last month republicans in the senate blocked a jobs bill that would have meant hundreds of thousands of private sector construction jobs repairing bridges like this one. it was the kind of idea that in the past, at least, both parties have voted for and supported.

telegraph road and the highway. the new road is expected to improve the access and accommodate the increased traffic generated by the base realignment and closure project. the construction could begin in 2013 and take up to three years to complete. maryland is receiving nearly $90 million for improvements in bethesda near the walter reed medical center. $40 million will be used to finish the underground tunnel connecting the hospital to the station. and then four enter sections will be improved in that area. both projects will not begin until 2013. we're hearing firsthand what happened when a teen was shot in the head in georgetown on halloween. the 17-year-old victim is listed in critical condition this morning. we spoke to one of the victim's friends. he does not want to be

identified. the friend tells us the two were in georgetown to hangout with girls. the friend says he was standing next to the victim when the gunshots were fired. >> i never ever seen a man get shot in the head up close and person. i did not see him drop, but when i turned around he was laying on the ground. >> police arrested a 24-year-old man four blocks away for allegedly carrying a handgun. sources say investigators are questioning him to see if he is connected with the shooting. and then police released this stretch. investigators say it resembles a suspect who attempted to abduct somebody last week. authorities have not said whether they believe that they onnected.hey believe that they a l congregation a l congregation
