coaching. he's retiring because of the child sex abuse scandal. he made the announcement in a written statement where he also said, i wish i had done more. jay gray is live at penn state with the latest. jay? >> reporter: doreen, a lot of people here wish he had done more. he's been a part of pen state football for six decades. the head coach for 45 years. today, plagued by the scandal, he told everyone this will be his final season. silent as he left his house this morning, joe paterno wept openly as he told the staff, then the players this will be his final year as coach at penn state. in a written statement, he said he made the decision to retire to make things as easy as possible on the board of trustees who have more important matters to address. it said this is a tragedy. it is one of the great sorrows of my life.

the debt crisis in italy grew worse last night. italy's borrowing rate climbed above 7%. that is roughly the same rate that caused ireland, portugal and greece to ask for bail outs from the european union. italy's debt is too large to bail out. if their economy fails, the effects will be felt across europe and in the u.s. investors sent a clear signal that they want the prime minister to resign, now. not after parliament passing financial reforms that could take weeks. they promised to accelerate reforms and he'll be out very soon.

see something we can see more of? as a result of global warming, storms like this. this is around nome, alaska. this could be the biggest storm ever. they had winds upwards of 70 to 80 and even 100-mile-an-hour wind gusts there. storms in that area of alaska are getting stronger as global warming takes over and we see less sea ice on the sea. it could be more common place over the next few years. simply amazing the type of storm going on there. as a matter of fact, looking at that a little bit earlier today, pressure down to 952 millibars. that's the same pressure as hurricane irene when it was just off the coast of our eastern portion of the united states. what a storm they are going through right now. for the record, we saw a high temperature of 64 degrees. another great day, a low of 42 earlier this morning. look at this number.

president obama has signed a declaration declares the district a disaster area after an august earthquake. it allows the city to get federal funding including the national cathedral and union station. mayor gray requested it back in october. he said damage to schools, roads and hospitals after the earthquake was more than $6 million. winter is fast approaching and local governments are trying to get organized for the next serious snowstorm. a review of the traffic mess during that snowstorm back in january is urging local governments to improve coordination when deciding to release employees early or when deciding to close roads. the report urges the 17 local governments to conduct practice exercises and have more back-up
