48 degrees right now. winds out of the north and northwest at 9 miles an hour. winds upwards of 15 to 20 miles an hour. current temperatures around the region, 46 in frederick, 45 in gaithersburg. 46 in manassas and fredericksburg with a temperature of 48 degrees. we are going to see a couple things happening. look at the rain around the baltimore area and down toward the south, fredericksburg, you can see the rain. heavier rain will move in. not heavy, but moderate rain will move into fairfax county in the next hour or so. that's the last band of rain. southern maryland, you'll see rain for three to four hours in your area. 45 degrees by 9:00. waking up tomorrow, most areas in the low 30s with the district coming in at 39 degrees around 5:00 a.m. a chilly start to our

stocks were back in positive territory. the dow picked up 113 points, nasdaq three and s&p 500 shot up ten points. for the second time in less than three weeks, rescuers are searching for earthquake survivors in turkey. at least 11 people were killed yesterday. dozens more have been rescued. john ray has the latest. >> reporter: this really is a returning nightmare for the people of this town. at least 100 below the rubble in the town center here. this is three weeks after the last earthquake. emergency teams were on hand and could begin the rescue operation straight away. they will work all night and work through the night ahead of us. here, what was a six-story

hotel. in many cases, they were working through fellow aid workers in town to help cope with the aftermath of the last earthquake. tensions are rising, too. scuffles between locals and police. local people believe the relief efforts are not up to scratch. three weeks after the earthquake, thousands of people are here. the temperatures are plummeting. now, after the second major quake, many people are worrying, when, if ever, it will be safe to return to their homes. john ray for nbc news in east turkey. the new walter reed medical center officially opened today in bethesda. leon panetta was there for the ribbon cutting. it combines the naval center and the original walter reed medical center. the hospital will provide care for 1 million people every year. panetta says the new building is

higher. for years the government sent more than 1,000 warning letters to stores that sell cigarett cigarettes. many are in violation of selling tobacco to minors. new statistics are released. those who try to quit smoking often fails. we have the report. >> reporter: a majority of americans who do this don't want to. >> more than two-thirds of the people who smoke in america say they want to quit completely. >> reporter: while more than half tried to quit last year, the center for disease reports 6% of smokers were successful. president obama is one of them. >> i know you quit smoking. >> i did. i did. >> his successful quit alone will lead to thousands of others succeeding and quitting as well. >> reporter: the cdc says african-americans are the group most likely to want to try to

quit with the lowest success rate. they smoke menthol cigarettes three times as much. >> the council for the fda says there's evidence that menthol makes it harder to quit. >> reporter: the vast majority of adult smokers picked up the habit as teenagers. they ban selling tobacco products to minors. fda sent 1200 warning letters. many neglected to get proof of aid from customers buying cigarettes. >> it's at the front line of protecting our kids. >> reporter: the cdc found a majority of 18 to 24-year-old smokers attempted to quit. it's a good first step. >> when you try to quit smoking, it takes many times before you finally succeed. >> reporter: if you don't at least try, the chances of success are zero.

at 9 miles per hour. current temperature 48 in leesburg. 45 in gaithersburg. very cool afternoon. temperatures have dropped 10 to 15 degrees across the area during the day today. college park, 46 degrees. over toward fairfax county, 46. manassas, coming in around 46 degrees, too. doppler radar showing the rain. the i-95 corridor down from baltimore and washington, springfield, quantico, fredericksburg seeing the rain. it will continue for a few hours. the heaviest rain is toward bethesda and chevy chase. just to the east of fairfax and falls church seeing the light to moderate rain. tomorrow afternoon, a better day as far as sunshine is concerned. look at the numbers. a high temperature of 47 to 51 degrees.
