good morning, everyone. and welcome to "news 4 midday," it's monday, november 14th, 2011. right now, crews are repairing cracks high atop the washington monument. the cracks are from august's earthquake, which shut down the monument indefinitely. news 4's megan mcgrath is live with more on the crew's efforts to get the monument ready for winter. >> reporter: quite a day to be up there. you can see the engineers dangling up above right now, and they're basically trying to cut down on the amount of water coming into the monument due to the earthquake. they're up there with these little foam pieces they're literally shoving into the cracks. their hope is they're going to be able to cut down on a lot of that water, about 90% of the water they hope they'll be able to stop from coming in. at the washington monument, heads are once again tilted up

towards the sky. the difficult access team is back again. this time, they're plugging some of the major cracks to keep water from leaking inside. >> i think it's really interesting. you can actually tell how large the monument actually is, with that person actually up there. and i think it's neat they're working on it. >> it is quite a sight to see. dangling from the tip of the monument, the team is working its way down, shoving flexible casings that look kind of like sausages into the major cracks. >> it's kind of a foam -- if you picture a pool noodle, it's just like that, but smaller. you push it in the crack, it expands to keep out the vast majority of the water coming into the building now. >> reporter: can you stop it all from coming in? >> no, there'll be a little, but historical historically, a little water's always come in this building. >> reporter: and you're taking a live look now at the flag surrounding the base of the washington monument. they're going to be keeping a close eye on the wind. and that's because they don't want this to happen again. take a look at this video.

this was shot back in september during the inspection phase. when the crews were up there, they had that particularly windy day. the wind literally prompted -- actually picked up one of the folks -- one of the engineers blew him from one face, one side of the monument literally over to the other side. he wasn't hurt, and we heard later on it was kind of exciting. quite an experience. but obviously a dangerous situation. they don't want anyone to get hurt doing this work. they're keeping a very close eye on the wind. right now, everything is okay. they're there, they're up there doing their work. what i'm told is 20 to 25-mile-an-hour wind gusts is when they're going to have to start pulling people inside. we don't have that right now. so they're going ahead and doing their work. keeping a close eye on the weather in terms of rain. they're hoping to get a decent break so they can get as much work done. they want as many of these major cracks plugged so they can cut down on the water. their hope here is 90% to 95% of the water should be taken care of with these little foam

pieces. that's their hope here. barbara, back to you. >> it sure does look scary seeing people blown around. >> reporter: or exciting, depending on your perspective. >> fun for some. thanks a lot. >> reporter: sure. and the national cathedral is back open this midday and celebrating all week. a 5.2 magnitude earthquake had it shut down for repairs since august. tonight the cathedral will offer a mass for the feast of all souls. the mass is at 7:30 tonight. tomorrow, there's an interfaith concert and tomorrow at 7:30 tickets are between $15 and $30. there's a new exhibit too. it shows just how much damage the quake caused there at the cathedral. the cathedral sustained about $15 million worth of damage. final repairs are expected to take several more months to complete. also reopening today, the nuclear power plant being shut down for almost three months

because of that same earthquake. dominion power says the quake didn't do any damage to the plant but wanted to ensure there were no structural problems with the plant. officials also said there's no need to change the design or structure of the plant at this time. and turning to the weather right now on a very mild day ahead we hear, let's talk to tom kierein for our first forecast for this midday. >> yes, unusually mild here for mid-november. and this morning we started off mild. those clouds overnight acting like a blanket holding in some of the heat from sunday. and now on this monday, looking off to the west and southwest, we have still a lot of clouds around, the camera bouncing around a little bit, the camera's about 300 feet up above the surrounding terrain here. the winds may be blowing around 25 or so. the view from space, there's quite a bit of cloudiness across northern virginia, a lot of sun on the eastern shore, southern maryland, and through central virginia and parts of western maryland and into west virginia there is more sun than there is

here locally around the metro area. and up there, look out in the mountains, petersburg now 68 degrees. fredericksburg now with sunshine, 68, indianapolis is at 70 degrees. so we have really warmed up quickly here, even with the cloud cover. thanks to a southwesterly breeze, and that'll be with us here into the afternoon. we'll be holding steady in the upper 60s to around 70 all the way through mid-afternoon. getting a bit cooler tonight, we'll look at that and maybe some rain tomorrow. details on that, and then a big change for the end of the week. all of that coming up in a few minutes. >> thank you. not buckling up this week could cost you. it's click it or ticket time. you've got to buckle up. it's a week long effort getting underway in virginia today. not wearing a seat belt is a secondary offense in the commonwealth. police have to pull you over for another violation before you can get a ticket from them. let's check midday traffic and

see how things are moving out there. >> good morning. good morning, traveling in d.c. right now we have the 600 block of 5th street northeast closed for water service repairs. also, seeing water service repairs on the 2700 block of olive street northwest, as well. if you're taking the commute this morning along route 50, not seeing any problems for you there. all the way heading out of annapolis, you're in the clear. that live camera in that area, you can see no problems in the roadways for you. also, looking really good on i-66, if you're traveling east toward the beltway, no issues at all. on both sides of i-66 east and west inside and outside of the beltway. and i'll give you traveling speeds if you're traveling eastbound, you're at 59 miles per hour. barbara, back to you. >> thanks. police are working to learn what happened during a deadly shooting overnight. we first brought you this story in breaking news this morning. police responded to edgewood

street in fnorthwest washington. >> reporter: police have been focusing their investigation this morning right there behind that cadillac where this young man was found shot. now, police say that they received a call for a shooting here at the 500 block of edgewood and northeast just before 2:30 this morning. when they arrived, they found an adult male in his 20s who was unconscious behind that vehicle. he was transported to the hospital where he was pronounced dead. now, police say that they don't know if that's where this young man was shot, but they say that that is where they found him. they also say that when they arrived here on the scene, there was no one around but that young man. so as they continue their investigation, they're going to have to kind of start from scratch. and being very thorough to make sure that no evidence has been missed here on the scene. and at this point, they have no suspect information. in northeast, i'm tracy wilkins,

news 4. a man faces felony charges after reports of shots fired near the white house. u.s. park police issued an arrest warrant for 21-year-old oscar ramiro ortega. police saw a man fire a we friday night. they found a car abandoned near the roosevelt bridge with evidence inside that traced back to ortega. and police are trying to find out if the same person is behind a rash of robberies in the district this weekend. at least seven cases were reported within 12 hours on sunday. police say two in northwest could be connected, one was on monroe street, and the other happened at 14th and meridian place. police are now increasing patrols in those areas. and today, the fairfax county school board will meet to discuss a proposal to install surveillance cameras in high schools there. the cameras would be in

cafeterias and other areas where students are known to get into trouble. those in favor of the plan say it's a necessary security measure. those against it worry about a lack of privacy and trust. if the plan passes, it would be up to each principal to come up with the funds. the cameras could cost about $900,000 county wide. well, another quarterback change couldn't spark the redskins' offense. they made the switch back yesterday. but grossman was just as ineffective. once again, turnovers killed the burgundy and gold against miami. grossman threw for 250 yards and two interceptions. the dolphins scored late in the fourth quarter to seal the deal. in the end, the skins managed just three field goals losing 20-9. after the game, coach shanahan talked about the quarterbacks. >> well, i don't know if i've been in a situation where i've had been in this situation

before. we've got a number of people go down. you're playing with an inexperienced quarterback and you don't want to throw him to the wolves and go with a more experienced guy. i don't want to put young in a situation where we've had a number of guys down and with his experience especially over the last two weeks, i didn't think that was the right thing to do. >> the redskins' five-game losing streak is the longest in mike shanahan's career. they're 3-6 and tied for last place in the nfc east. and to add insult to injury, multiple reports say two redskins players tested positive for recreational drug use during the lockout. 11 players could be facing big fines. davis spoke to reporters about the situation. >> i heard that. but i'm not -- as that situation comes. no, they didn't notify me, but i heard about it. >> from your agent? >> yeah. >> you've not been fined or

and now to decision 2012. the two republican presidential candidates in the headlines for the wrong reasons are seeing their poll numbers drop. new poll numbers show herman cain losing steam. texas governor rick perry has seen his support cut by half since his brain freeze during last week's debate. after perry's mistake, pollsters went back to the same voters surveyed the week before and asked the same questions. according to the new nbc news "wall street journal" poll, mitt romney picked up 5 percentage points and is now on top, newt gingrich saw a 5% bump, but he remained in third place. herman cain who led the last poll fell back to second place, rick perry saw the biggest drop now only 4% of those polled support him. and new today, nbc news confirms a new witness will come forward in the controversy surrounding republican presidential candidate herman cain. this afternoon, attorney gloria

allred will hold a news conference with the former boyfriend of sharon bialek. the woman who has publicly accused herman cain of inappropriately touching her back in 1997. meanwhile, cain's wife is defending her husband from sexual harassment allegations. gloria cain tells fox news her husband would need to have a split personality to do the things that have been said that he's done. she says her husband "totally respects women." >> to hear such graphic allegations and know that would have been something that was totally disrespectful of her as a woman. and i know that's not the person he is. he totally respects women. >> four women have accused herman cain of sexually harassing them while he led the national restaurant association in the 1990s. president obama told leaders

of the apec summit in hawaii their success is critical to growth. nations gathered in hawaii this weekend for the annual meeting to discuss economic issues. the group says freeing up trade is crucial to a lasting global economic recovery. a big highlight of the weekend. a u.s.-backed plan to forge a specific free trade block got a big boost when leaders from canada and mexico joined japan in expressing support for the deal. well, when world leaders posed for this group photo, there was something a little different. they were wearing regular business attire. for the past two decades, leaders have posed together in the costumes of the host nation. making it more of the memorable moments. this year, president obama decided to end that tradition, no word if russia will try to revive it when they host the forum next year. about an hour ago, we learned the supreme court will hear a challenge to president

computer. but that is actual video from the international space station. look at the auroras there. these wonderful green curtains of light. from the surface when we look up on the sky, we see them like giant curtains and from the above, they're these swirling areas and you'll see the cities along the coastlines, and these are moonlit shots. there you see the lightning flashing from clouds there and thunderstorms, it's just spectacul spectacular. and as you mention, we've got the full length of that video which runs about five minutes on our website, nbcwashington.com. check it out. that is spectacular. i'd make a lousy astronaut, i'd be looking out the window the whole time. i wouldn't get any work done. hey, today, watching the skies, we've had clouds cruising through at reagan national. there's capitol hill in the district and reagan down to the right there. it's at 65 degrees. do you remember where you put your flip-flops? it is a warm and balmy day here for november. that is for sure. and we've got that southerly breeze to thank that's been

persistent over the last 12 hours or so. and we've also had these clouds that have been cruising through across the northern shenandoah valley, parts of maryland, but the eastern shores all bright and sunny now and it's sunny in southern maryland through central virginia. and the temperatures there already around 70 degrees from fredericksburg into southern maryland where they've had more sun. but under the clouds, it's a little bit cooler. right now around the region, temperatures under the clouds are in the low 60s most areas. but annapolis, 70 degrees, it's near 70 throughout much of southern maryland through central virginia. out of the mountains of west virginia, some of the high spots there have already exceeded 70 degrees. 72 now in petersburg, and some of the deeper valleys, though, it's a bit cooler. the it's down into the 50s there. over the next 48 hours, high clouds in and out throughout the day, but sunshine this afternoon too. these areas of green, these are zones of potential rain. that may be moving in tuesday evening. it does look like, and during

the day on tuesday itself, we might have an afternoon sprinkle. but as we get into wednesday, a greater chance of steadier rain moving through as the front is going to be stalled out here on wednesday. but on wednesday, the front will sweep off to the east and we'll have a clearing sky and it'll turn colder. so for the rest of this monday, enjoy this balmy afternoon. we'll have temperatures climbing to around 70 degrees. it'll be partly sunny to sunny at times, and a southwesterly breeze around 5 to 15. and then overnight tonight, we'll have clouds beginning to thicken up a bit and turning mostly cloudy and we'll be in the mid 60s early evening and down to 60 at midnight and the breeze will persist through the evening. and then during the day tomorrow, cool start in the low 50s, back in the 60s again, but not as warm as today. and there is a small chance of a morning sprinkle or perhaps a little better chance of an afternoon or evening passing light shower. and then on wednesday, occasional showers and temperatures climbing again into

justin timberlake is a man of his word. the singer/actor attended the marine corps ball in richmond this past weekend. earlier in the summer, he accepted an invitation from a servicewoman. this photo just out this morning comes from "people" magazine. after the event, timberlake posted this on his website and said that the event turned out to be one of the most moving evenings he'd ever had. the duggar family is getting mixed reaction to their announcement that their family is growing. the family stars in tlc's hit reality show "19 kids and counting." michelle duggar announces she's expecting her 20th child. 20th.

high atop the washington monument. they're plugging the major holes with temporary stopgaps to try and reduce the amount of water that's leaking inside the monument. the temporary repairs are expected to last through the winter. crews will then make more permanent repairs when the temperatures warm back up next spring. police are investigating a deadly shooting in northeast washington. detectives found a man shot and killed on edgewood street. police say he appears to be in his 20s. they're working to identify the victim and a gunman right now. the latest now on the penn state sex scandal. the president and ceo of the second mile has resigned this morning. he was part of the charity that former penn state coach jerry sandusky was involved in for 20 years. meanwhile, pennsylvania's governor is speaking out about the coach who apparently witnessed sandusky abusing a boy in the shower. on "meet the press," governor tom corbett says he met the law

when he reported him. he says mcqueary should've done more, though. also speaking out, president obama who says there is a lesson to learn here. >> evil can thrive in the world just by good people standing by and doing nothing. and -- and, you know, all of us i think have occasion where we see something that's wrong, and we've got to make sure that we step up. >> later this week, former penn state vice president gary schultz and athletic director tim kurly will be in court. both are accused of lying to cover up the abuse allegations against sandusky. and the judge who granted bail for sandusky is also a volunteer for his charity. the one in the center of this case, which is called the second mile, that's according to dead spin. at the arraignment, district judge ordered sandusky to be

freed on $100,000 unsecured bail. sandusky is accused of assaulting at least eight boys over a span of 15 years. he allegedly met the boys through that charity group. and at least one alleged victim has now hired an attorney to explore a civil lawsuit. the lawyer spoke on the "today" show today saying his client and the rest of the victims are deeply saddened by the assault and the effects the scandal has had on the university. >> it's important to understand that these folks were involved in the penn state football community. they were on the sidelines of football games. they were spending significant amounts of time traveling with the team and/or in the locker room with the team and getting to know members of that football team. so it's -- to say that he's torn apart i think would be an emotion that would really explain where he's at right now. >> he went on to say that he's considering exploring filing a civil lawsuit against not only the former coach, but anyone who may not have reported alleged attacks against his client.

maryland lawmakers are looking to toughen up child abuse laws in the wake of the penn state scandal. republican state senator nancy jacobs said she might support a bill that would bring harsher charges against adults who don't report suspected child abuse. right now maryland educators, doctors, and police officers have to report suspected abuse or face a fine. but state senator jacobs wants violators to face criminal charges instead. a local restaurant tourist facing federal charges. natasha dasher who owns uniontown bar and grill in anacostia was arrested late last month. federal agents seized 140 pounds of cocaine and $1.5 million in cash that a truck tried to deliver to her office in ft. washington. dasher is charged with possession with intent to distribute. police are gathering evidence on a shooting that injured a metro bus passenger. the victim was on the u-6 bus in

southeast washington yesterday morning when he was shot twice. he's expected to be okay, though. so far, no arrests have been made, metro police are examining surveillance video from the bus for more clues. well, they say they want to be known as the toughest county in maryland when it comes to illegal immigrants. council members in frederick county want to prevent undocumented workers from getting jobs and renting homes in that county. it's in response to a high-profile murder. the assistant manager of a burger king was killed back in march. shot to death while preparing to open the restaurant. a former co-worker jose reyes varella was charged with murder last month. he was previously deported back to el salvador after being charged in a different crime. in bethesda, police are trying to figure out who broke into several shoe stores in the westfield montgomery mall. someone broke into the store

after closing saturday and took the cash register, but no shoes. at least four other shoe stores at the mall were hit. montgomery county police are looking at surveillance video showing the burglar leaving with the register. and new today, an american is headed to space for the first time since the shuttle program retired. astronaut dan burbank is on board the spacecraft along with two russians. it launched from kazakhstan this morning. nasa retired its program back in july, you remember. engineers postponed the mission for two months after a space cargo ship crashed back in august. the crew is scheduled to dock at the international space station this coming wednesday. we're going to bring you up to speed on our forecast. let's check in with tom. >> balmy breezes are with us, coming in from the south and southwest. and we have warmed up dramatically, and we've got some breaks in the clouds now here in the metro area. that's a live picture from the

camera. in the distance, it's fairfax county, northwest washington, the buildings of american university right near nebraska and massachusetts. and the view from space over the last 12 hours, showing the cloud cover around northern virginia, the district, and much of maryland. but southern maryland, central virginia from fredericksburg to charlottesburg, a lot of sun, panhandle to west virginia into western maryland where the temperatures are already around 70 degrees. but under the cloud deck, we're in the low to mid-60s throughout much of the region. and we will have it, though, warming and hovering to near 70 throughout much of the region throughout much of the afternoon. and then tonight, through the evening, down into the low 60s by late evening, low 50s by dawn tomorrow. and cloudy tuesday, mid-60s for tomorrow afternoon, might get a passing sprinkle in the afternoon or evening. greater chance of passing showers wednesday. sun returns and chilly weather too thursday into the weekend. that's the way it looks right now. barbara? >> thank you, tom.

muhammad ali. and muhammad ali is expected to attend the funeral today. today could be a make or break day for the nba lockout. the nba players union is expected to meet and review the owners' latest offer. they warned the players, though, if they reject this offer, the next offer will be substantially worse for their side. if the two sides do come up with an agreement, in the next two weeks they hope to play a 72-game season starting on december 15th. nationals catcher wilson ramos will be back on a baseball diamond just days after his rescue from kidnappers. the 24-year-old says he feared for his life when his captors took him at gunpoint last week. he was on the porch of his family's home in venezuela when it happened. after a two-day search, they found ramos in the mountains. he was freed after a shootout between police and the kidnappers. according to the "washington times," ramos will play for a venezuelan winter league team starting this wednesday.

mansion in los angeles will soon go up for auction. for the first time, we got an inside look at where he lived. >> reporter: welcome to 100 north carolwood where michael jackson spent his final months. and in true jackson style, the grounds are gorgeous. eclipsed only by the beauty inside. >> how are you? welcome. >> good to see you. >> good to see you, as well. >> reporter: showing us around, that's darren julian and martin nolan, preparing to sell everything in here. the decor is majestic. michael lived in this mansion. as he was rehearsing for his upcoming tour. and as you look around, michael's fingerprints are everywhere. as soon as you get to the top of the stairs, you're greeted in this beautiful giant foyer with high ceilings and of course, a piano. michael loved his music. but the real interesting section

barbara. stocks are lower, the dow down about 39 points or so. you know, europe is still going to be in the driver's side for today and probably this week. we've got new leaders taking off in italy and greece trying to rein in the debt problems. he's tasked with forming a new government. no small feat. in athens, they're facing protests in parliament today and a confidence vote on wednesday. asian markets rose overnight, europe a bit lower. it's a big week for economic data and retail earnings. including earnings from jc penney and lowe's today. walmart and home depot later this week. now, bank of america may have backed out from charging customers for using their debit card, but that hasn't stopped other fees. b of a will charge you for rush delivery. u.s. bancorp now charges 50 cents per check to deposit money via smartphone. and td bank will start charging

this morning we have some examples. good morning. >> good morning. good to see you, barbara. >> we can't miss those two things, especially those snake skin. >> they're everywhere. >> let's start first with men's wear, and why is that so popular? >> there's two main reasons why people are starting to wear men's wear again. it comes up every five years after 1966. i think the main reason is because fashion is deeply aspirational. people want to look like they can go yachting or golfing somewhere, but in times when there's no jobs, people just want to look like they can afford a suit. we're seeing a lot of women wear these big blazers that would be fitting for a board room or the corner office. and so deeply an aspirational look for a recession. >> we're going to take a look at some of them. did we look at the black leather suit? that's called men's wear, but you wouldn't -- >> no, you wouldn't see men wearing a skirt -- >> the leather? >> maybe a biker jacket.

it's very boxy, men's wear like, the collar on the jacket is also pretty men's wear inspired. so it's kind of a feminine twist on staples we would see men wearing. >> let's talk about the layered look with wide legged pants too. you say the wide legged pants are in again. >> yes, and that's a 1970s kind of sexy librarian look. the layered boyfriend blazer, the cardigan over the very, you know, wide-legged pants, this is something we could see a man wearing in the 1960s. almost don draper inspired. it's very playful with the fur. the most important thing to remember about men's wear for women are there are feminine twists you can put into these styles. >> the sexy librarian. okay. next you have -- you put together a fun blazer with a tie. >> yes. >> so are women wearing ties? >> ties are definitely back. and what's great about a tie for

women is you can really borrow your husband's our your father's tie and put it on under a blazer. you don't need to spend a fortune on any of these trends. >> i'm looking at rolled up jeans there. >> they're considered boyfriend jeans, baggy, loose fitting. we've been seeing those for the past few years trending. they're great because if you don't want something form fitting, that covers up a multitude of sins. >> we're also seeing really tight jeans -- >> i think skinny jeans will always be in for women, it's something that accentuates our best parts if we're lucky enough to have good legs. i think women are always going to be wearing them. >> you say feminine blouses help to keep these looks looking more feminine than just -- >> and also like what you're wearing very feminine colors can add -- pop of color to any of these looks. she's wearing kind of the

pants -- >> how about pocket squares along with ties? >> i think they're the best investment for women. when you don't want to wear it in your blazer, tie it around your bag, wear it around your wrist or as a scarf. it's something you can use and add color in any context. anything. >> and it doesn't have to match the blouse? >> absolutely not. any color, any pattern. >> yes. >> your lace-up booties, those are the shoes you say are really hot right now. >> yeah. and what's fun about those is they're really just men-style oxfords with the heel. they remind me of the saddle shoes we had to wear to school to private school or catholic school. and a lot of people don't want to wear them, but they have a fun heel, something that makes it a little bit more flirtatious. >> let's talk about the snake skin now. we're seeing a lot of that out there. >> yes. >> where did that start? >> i'm not sure where it started. but it's kind of a neutral tone. and it's not snake skin, even if you're kind of afraid of snakes like i am, you can wear the print, as an accessory, on a dress as we're seeing here, and
