good morning, everybody. welcome to news4 midday. i am barbara harrison. it's wednesday, november 16th, 2011. right now police are intensifying the search for their man, oscar ortaga hernandez. now investigateders have found bullets on the white house grounds that may be connected and several local law enforcement agencies want to talk with hernandez. tracee wilkins has more from the national mall. >> reporter: these pictures were taken by arlington police around 11:00 a.m. last friday. he was squatting in an abandoned house, and he was not doing anything ellegal and they took his information, these pictures, and let him go.

now nearly every federal police agency is looking for this man, because they believe he may have fired shots at the white house. two bullets were found on white house grounds. one hit an nex tearer window. last friday, witnesses reported shots fired at constitution avenue and 16th street. a number of police departments responded to the scene and found a car that sped away from the scene and it crashed at 26th and constitution. the driver escaped on foot. police say they found evidence inside the vehicle, including a semiautomatic gun that was traced back to ortega. secret service spokesmen tell news4 they are not conclusively

connecting friday's incidents with the bullets on the white house grounds. when he is caught, a lot of agencies want to talk with him, including secret service, atf and the fbi. in northwest, i am tracee wilki wilkins, news4. let's talk to tom kierein about the forecast for the day. >> we had the rain off and on since last night. it has been a soggy morning. we have wet leaves. watch your footing. look at the radar. you can see the moving color. that's all areas of yellow and orange and red, and that's in tennessee and southern virginia. that's advancing toward the metro area. and around washington, we have light rain in the district, and heavy rain is to the north in montgomery and howard counties. in the lower part of the eastern shore, they have moderate to heavy downpours there.

so far, really have not had any thunder and lightning. we might have some later. and here the rainfall totals we have had so far are radar estimates. they are generally about a third of an inch around the metro area, and higher amounts have fallen in southern maryland as well as on the eastern shore, and likely they could pick up maybe two inches or so there before the day is over. right now we're in the 50s all around the region. 57 at reagan national, and later today, just climbing a little into the low to mid-60s this afternoon with occasional showers and thunder, too, later this afternoon. look at the forecast for tonight. big, cold changes on the way for tomorrow and into the weekend coming up, barbara. >> we knew we had to get the changes to cold at some point. we will check on traffic now and see what danella sealock has to tell us. >> this has been a tough morning if you are making your commute.

we are seeing a lot of troubled areas. not seeing any problems outside i-66 outside of the beltway, but as you head inside of the beltway, you are at 56 miles per hour, however, as you make your way from the beltway headed towar i-495, it's a problem all day and still a problem right now. new today. it's official. d.c. is getting six new walmart stores. mayor vincent gray just held a press conference and said the giant wants to build two more stores. it would be in southeast, and one on rigs road northeast. and we have more on this

announcement now. >> reporter: barbara, negotiations have been going on for sometime, and the talks have gone so well the retail giant has decided to up their commitment is build more stores in d.c. than originally planned. the skyland shopping center at alabama and good hope road. there are many boarded up stores as there are open ones. as for shopping, it doesn't have much to offer. what this beat up strip mall does have is space, enough to fit a new walmart. >> my long suffering neighbors, i think relief is on the way in terms of being able to address the issue of getting skyland built after 22 years of efforts. >> reporter: the retail giant today announced it's expanding development plans in the district of columbia, instead of building four stores, walmart will build six with one of the sky land shopping center. the stores are expected to bring

millions in tax revenue to the district and create 1800 jobs. many residents say it's about time. >> i think it will be good. i think we need job exspachtion, and people need to have jobs. i think it will be good. >> much needed, i would think. it's much needed. we have to go far away. i think the closest is maybe out on branch avenue in clinton, maryland. so i would very much like to see it here. >> reporter: the two newly announced stores are being built at the intersection of alabama and good hope road in southeast, and rigs and south dakota avenue in southwest. and the other four are at georgia and missouri southwest, and new york avenue and bladensburg -- while there is a lot of excitement, there are some concerns. some groups want guarantees the new jobs will come with decent salaries and benefits.

>> put community benefits agreement in writing, saying they will pay the d.c. residents good wages and they will offer full time jobs and health care. >> reporter: now, if they can get assurances in writing, the respecting coalition says they would support the wall start stores. they say the jobs are needed but they say they have to make sure the salaries that go along with them are enough so people can support themselveses and families. >> thank you, megan. new from overnight, two men were killed in separate shootings in prince georges county. the first one happened in the 800 block of county road. officers found a man shot and killed on the grounds of an apartment complex. the man's body was found near the playground there. three hours later, police found

a man shot in the 700 block of maury hill. that man was taken to the hospital where he later died. the police do not feel the shootings are connected. no suspect information has been released in either of the cases. and now they are hoping there may be new leads in the murder of the teenager. a woman told detectives a man got into the passenger seat of her suv as she sat down on the driver's side. she ran away and then came back to get her purse, and the man was standing on the driver's side of her car. the incident happened in the same shopping center where she was last seen in 2010. she was hesitating as she pulled out from the working lot. her body was found stabbed to death less than a hour later.

now, to decision 2012. this morning a new poll puts four republican candidates in a tie. herman cain is at 20%, and ron paul at 19, and mitt romney at 18 and newt gingrich at 17%. many republicans are still open minded about their final decision. some say they may switch and back somebody else before they cast their vote on january 3rd. president obama is in australia in a joint news conference with the australian prime minister. the president announced the u.s. military will expand its

military operations to australia. the white house says up to 250 u.s. marines will begin a rotation in northern australia next year. military personnel will be stationed there for several years. he attended a dinner with the prime minister and parliament. lawmakers on the debt super committee appear far if coming up with a deal before next week's deadline. the panel must fine more than $1 trillion in budget cuts before thanksgiving. democrats want to bring in more revenue, which could mean tax hikes. republicans want to take an axe to medicare and medicaid to cut tax rates. if a deal is not reached automatic cuts will take place, and half come from the pentagon. and then a judge ruled yesterday that demonstrators, free speech rights were not violated when the police forced them from the park overnight on

tuesday. 200 people were arrested. protesters say they will continue to rally against what they call corporate green and economic inequality. they have not decided whether they can continue their protest at the park or a yet to be chosen location. it was a much more peaceful protest to support for the new york protesters. protesters also marched to the white house last night, and occupy d.c. demonstrators are being allowed to set up camp in the square. in from overnight, an american astronaut arrived at the international space station for the first time since the end of nasa's space shuttle program. they docked early this morning a board a russian spacecraft. they will remain on the space

station until march. another american astronaut who has been on the space station until june will return to earth on the same sawer's craft next week. and then apollo 11 astronauts will receive congressional gold medals. armstrong and aldrin were the first to land on the moon, and collins commanded the module. great to have them back at the white house. >> i had the honor of meeting buzz aldrin, and i asked him what was your enduring memory of the trip to the moon, and he said on the way out looking back at the window back to the earth, and he held out his thumb, and he could cover up the whole planet with his thumb.

and then reality hit. >> you said you would like to be an astronaut, but you would look out the window the whole time. >> yes. right now at reagan national, 57 degrees. it's rather foggy and we have got rain there right now with a light south-southwesterly breeze. we have more rain coming. the regional radar, these patches of orange and yellow are heavy rain patches that are in tennessee and parts of kentucky. here is another one developing here in southern virginia, and that's advancing toward the metro area. right now around washington, drizzle and light rain and fog, and it's more moderate showers here in howard county as well as on the eastern shore. the total amount so far, we had about a third of an inch around the metro area, and in southern maryland, anywhere from half inch to an inch has fallen there so far. the temperatures are in the 50s all around the region. we have been holding steady in

the 50s all morning long. the rain will abate a little bit, and we may climb into the 60s. but in the next 48 hours, we will have rain continuing until mid morning, and then we will quickly exit off to the east. and then in the evening hours we will get a clearing sky but colder weather moving in, in fact maybe a few snow showers on thursday night as the cold air surges in. and then the rainfall from the system, as it takes place through the the day today and throughout tonight and tomorrow, looks like the heaviest rain will be in the lavender zone, and there could be an inch and a half or maybe more, and then generally over half an inch to maybe up to an inch or so will likely be falling in the areas of north west washington, and fairfax county and loudoun county, points west. and the northern neck could get up to two inches out of the system. for the rest of the afternoon,

occasional showers and maybe a little thunder, and perhaps climb into the low 60s briefly, and then the rest of the day we'll stay in the 50s, and overnight tonight, we will stay in the 50s with occasional showers, and maybe a little thunder, too, and early evening will be in the upper 50s, and low 50s by midnight, and the winds will increase, too. a blustery night. down to 20 to 25-mile-per-hour winds. and we will be in the 40s in the morning through midday and then after the rain stops and we clear out, it will turn colder into the 30s on thursday night, and then a bright and sunny day on friday, but highs only in the 40s, and a sunny and chilly day, again, on -- it does look like saturday. and then sunday, increasing clouds and could get more showers sunday night into monday. milder then, too. and then clearing out again on tuesday is the way it looks right now. stay dry. if you plan on heading out, you will need an umbrella.

right now on "news4 midday," police are intensifying the search for their man, and now investigators have found bullets on white house grounds. police stopped hernandez on friday morning because of s suspiciosa suspicious person reports, but they let him go. and wall street plans to build two new stores in the district in addition to the other four stores in the plan. and this morning, penn state named an acting athletic director, david joyner, a member of the board of trustees and former wrestler and player for the lions. this is as the university continues to deal with the fallout from the alleged sex scandal. one says he is outraged at sandusky's denial. >> i have horsed around with

now, to a news4 exclusive, a former loudoun county middle schoolteacher accused of being drunk is now speaking. he says he was not intoxicated on monday when police arrested him at the middle school where he taught physicis. a portable breathalyzer test came back with a reading of over the legal limit. he admits drinking the previous night but says he was not drunk at school. >> were you teaching while you were intoxicated at the school? >> no, this is -- for me, i have only that that night, and i don't know what happened. >> he has resigned from the school but says he plans on fighting the charge against him. today, the small business administration will open offices

oil hit $100 per barrel for the first time since july. we will check in with cnbc's courtney reagan for that and the rest of the day's headlines. >> stock are under a little pressure so far in today's trade. it closed slightly higher on tuesday, and we have given back all of the gains. oil prices have hit $100 per barrel for the frs time since july, and right now the oil contract is trading just below $102 a barrel, and we hit that mark as well about 20 minutes ago. european markets are breaking as a decline.

the u.s. economic data has been improving recently. retail sales rose more. industrial production. that was more than double what was expected to the fastest rate in three months. now, american express is now offering its prepaid cards, exclusively at target scores. it has two fees, $3 to load the money, and then $2 to with draw from an atm. the salvation army is going digital. bell ringers will now accept credit and debit card donations this year, because fewer shoppers are carrying cash these days. and you swipe your card with a device attached to a smart phone. the digital donations will be set up in several cities. and there could be more to come,

because that christmas season is just gearing up. barbara, back to you. >> in the 21st century. >> okay. have a great day. >> thank you. you, too. panic attack, and a troubled child with problems, and problems with mothers in law, and the doctor is here to answer some of the viewer questions. we have quite a few. >> i'm ready. >> a person writes i suffered with panic attacks since i had my first child 11 years ago. i have been on different meds throughout the time to control my anxiety. how can i find the root of these panic attacks? i constantly worry, because these meds are controlling my life and she goes on to say. >> right, unfortunately, this person will probably need to remain on medication for a long time unless she goes and gets expensive therapy. i don't know whether she has had any cognitive behavioral therapy, and that's the type of therapy that could be helpful

for treating panic disorder. the other thought that i have in this particular situation is that she might consider something like learning meditation, and or get biofeedback training, and that's a training where you hookup to like a lie detector, and learn how to do relaxation training, and you get feedback on whether that's working, so if you learn how to control your body and breathing and heart rate and so forth, can you go off medication potentially and be able to calm your sufl down when you notice you are developing a panic attack. >> are these panic attacks a usual response to childbirth? >> no. >> those who are expecting might want to know that. >> how can help be found for a 50-year-old male that has no insurance and would be hopeless except his parents provide for him. he has been hospitalized for

alcohol poisoning and has an extended history for drug use. >> one of the main problems with people like him, he may not feel that he wants or needs help. unfortunately, some of the sickest people are ones that they don't think they need help. if he does feel like he needs help, one thing they may consider is contacting their county mental health office, and sometimes they provide services at a reduced fee or for free. maybe he could apply for medicaid, and that's another way for him to get services. >> good idea. now to a mother's guilt. she writes, i am the mother of a 25-year-old son who has basically imploded over the past four months. he has barricaded himself and threatened suicide which resulted in a prolonged stay in the behavioral unit in the hospital. preliminary diagnosis is bipolar, and can a mother really just -- i guess, go on with her life in spite of her son's
