afternoon around the area. temperatures never made it to 50 yesterday. i think a lot of spots will at least make it up into the low 50s today. there it is. a live picture of the rising sun. that's what we needed to see on your weekend. beautiful weather coming your way for today and pretty nice weather coming your way for your sunday as well. but we are off to a cold start. frederick, maryland has really plummeted now, 21 degrees in frederick, maryland. 26 in martinsburg, west virginia. 34 in manassas. 38 degrees downtown in washington. 34 in waldorf and all in the mid 30s this morning. out toward the blue ridge, winchester, virginia at 32 degrees. no rain on the radar. not expecting any rain today, either. so that is welcome news. mostly sunny. it'll stay on the cool side today. wind out of the south 8 to 16 miles per hour has a little wind chill factor for you today but temperatures will be up into the low 50s today. tomorrow morning sunshine. gives way to afternoon clouds. milder tomorrow for sure with temperatures up into the low 60s.

dark. power was restored around 3:30 this morning. well, the clock is ticking for the congressional super committee that is trying to cut more than a trillion dollars from the federal budget. the 12-member bipartisan group said it will work through the weekend to try to come up with the cuts before wednesday, which is the deadline. if they're unable to do that, defense and social services will suffer some massive cuts in january of 2013 more than a year off from now. the super committee was created after congress avoided defaulting on the nation's debt back in august. two virginia state police officers are under investigation for allegedly hurling racial slurs at a woman who got in an accident. part of the confrontation was caught on the police car's dash cam. news 4 has the story. >> reporter: this police dash cam video shows two virginia state troopers allegedly using racial slurs to describe a hispanic woman. the officers are sitting in their police car on i-395. the woman marie ferrer is

sitting on the wall outside separating the hov lane and the southbound lanes. she crashed her car and told the troopers she is a doctor. they appear to think she is lying. >> probably works at taco bell so --. >> burrito doctor? >> burrito doctor, yeah. give her her directions on a jalapeno police report. >> reporter: this all started july 3rd when trooper daniel grasowitz drove to i-395 near the pentagon. marie ferrer was driving to new york, slammed into an hov gate, and allegedly hit her head on the windshield. the florida civil rights association says she had a concussion in the crash and doesn't remember where she lives. >> she won't tell me where she went to med school. >> that's nice. >> thought she was in new jersey. >> reporter: the trooper sent her a reckless driving ticket and asked her to sign it. she seems to want to know what she is signing. >> i'm going to give you one more chance right here. i am talking to you right now so you shut your mouth and you listen to me. you sign this or i'm taking you

to jail. >> police arrest her. you can hear the trooper say she is resisting. they start scuffling. the florida civil rights association filed a complaint. in an e-mailed statement police say, quote, prior to receiving this complaint, the department had already self-initiated a review of the arrest. immediately following the incident, the trooper in accordance with the department policy, notified his supervisor of the difficulty he had in placing dr. ferrer under arrest. >> right now ferrar is back home in south florida. she hired an attorney who will not allow her to comment on this case and has not received a court date yet. well, this morning police have released new paictures of two men suspected of armed robbery on the university of maryland's campus. police say a male student was approached by these two men wearing masks. one had a knife. the robbery happened thursday night outside the cecil hall dormitory building. the student was not injured and police say it is the first armed

robbery on campus this year. a carbon monoxide leak in montgomery county has three people in the hospital this morning, two of them in critical condition. the leak happened in a garden style apartment on wolf creek road. that's in aspen hill. it happened last night. 20 residents were evacuated from the complex. the red cross is helping them find a place to stay. investigators say it appears the leak was caused by an old furnace. just days after he was fired it was announced the long-time penn state football coach joe paterno now has lung cancer. paterno's son scott issued a statement saying the cancer is considered to be treatable. he added that his father is already undergoing treatment and is expected to make a full recovery. paterno was fired last week in the wake of child sexual abuse allegations against his former defensive coordinator jerry sandusky. meanwhile, the university is subject to two possible investigations now, the ncaa announced that it will look into whether the school had what it calls institutional control of its athletic program and federal

agents are launching their own investigation. there are claims that sandusky crossed state lines with some of the alleged victims and used the internet to recruit them. and there are reports this morning that sandusky's charity, the second mile, is considering closing its doors amid all these revelations. meanwhile, an investigation continues into allegations of sexual abuse at syracuse university. assistant basketball coach bernie fine issued a public denial claiming the claims against him were patently false. two former ball boys say fine sexually abused them back in the '80s and '90s. head coach jim boeheim came to the defense of fine saying this is simply a money grab by the two ball boys. fine has been placed on administrative leave during the police investigation. a bizarre murder case in the district is taking an odd new twist. a judge has allowed albrecht muth accused of murdering his 91-year-old wife viola drath to represent himself. he claims to be an iraqi general

and also asked to wear his military uniform in court. he denies that he killed the georgetown socialite and in court yesterday he claimed that drath's murder was a hit by iranian agents who were in fact targeting him. the trial is set to begin next october. well, getting to the airport this weekend could be a headache if you plan to use metro. the crystal city national airport and braddock road stations on the blue line are all closed until monday morning for track work. free shuttle buses will run between the king street and pentagon city stations. the metro is also providing express shuttles from metro center to reagan national airport to help travelers catch their flights. in addition, trains will be single tracking on the red line between dupont circle and judiciary square, on the blue line between addison road and the armory and on the orange line between boston and east falls church. >> leave a lot of time if you hope to travel out there on metro. >> you definitely have to have extra minutes for that. still ahead, only 7:09 early

when the plane they were on crashed in arkansas. investigators say it could take up to a year to figure out why the plane crashed. and to add to these difficult times for the school, westborough baptist church announced it is going to picket outside the memorial service on monday. they cite the state's willingness to accept homosexuality among their reasons for picketing that service. protesters in london are now occupying an office building owned by one of the world's largest banks. demonstrators took over an abandoned office block owned by investment bank ubs in east london yesterday. they say the move is symbolic because ubs received the largest bailout of any european bank. protesters say they will not set up camp in the building but use it for gatherings and events. demonstrators are already facing legal action to get them kicked off of the property of st. paul's cathedral where they have set up camp and ubs says they will also take legal action to get them out of the building. new today, mcdonald's is scrambling one of its major egg

suppliers. the fast food giant has dropped a minnesota based egg supplier over charges of animal cruelty. the animal rights group released undercover video showing workers abusing animals. mcdonald's says it demands humane treatment of animals by all of its suppliers and calls the behavior on the undercover video, quote, disturbing and completely unacceptable. the food and drug administration has revoked approval for one of the leading treatments of breast cancer. the drug avastin is no longer considered an approved treatment for the disease. several studies show the drug did not shrink tumors as previously thought. the studies also revealed the drug showed life threatening side effects. doctors can still prescribe it for breast cancer patients but insurance likely won't cover it. avastin is still approved for colon, lung, kidney, and brain cancer patients. new from overnight president obama is now on his way back to washington after a nine-day asian pacific trip. the president visited india and indonesia as part of a major

asian pacific summit. he also held a surprise meeting with chinese premier wen jiao bao and the two discussed allegations that the chinese government has been manipulating its currency. the white house spokesman says the two leaders have found, quote, vast areas of agreement despite tensions between the two countries. president obama is forming a literal dream team to tip off major fundraiser for his re-election campaign. next month some of the nba biggest stars will come to d.c. for the obama classic basketball game. check out the lineup. carmelo anthony, ray allen, chris bosh, kevin durant, chris paul, dwight howard. they're all planning to be in attendance. the game is going to be monday, december 12th and tickets range anywhere from $100 to $5,000 if you want the courtside seats. the new poll is showing herman cain is slipping from the top and he is trying to use a sense of humor to get back to number one. he appeared on "the late show with david letterman" last night where the host poked fun at

street restaurant but fortunately for her the incident was caught on tape. >> reporter: a busy thursday night at a popular u street restaurant. the group of well dressed people file in to bistro la bonne and look like they're checkting out for dinner but then they leave. but what's happening here? >> i noticed my purse was missing. i had taken it and put it on the front of my seat and then moved it to hang on the chair. >> reporter: the victim who asked not to be identified said she is very safety conscious but may have let her guard down a little at a small neighborhood restaurant where most of the regulars know each other. >> i'm just astounded it happened at a restaurant during dinner. i would expect something like that, you know, at a bar. >> reporter: once she realized her purse had been stolen she called to cancel her credit card and learned 500 bucks had already been charged to it at a cvs in silver spring. she hopes the videotape will

help prevent the purse snatcher from ruining someone else's night. that's why she posted it to her favorite blog. >> my hope is not to dramatize my situation and say woe is me i lost my purse. that can be replaced but if these people are doing it again maybe get the community together and keep an eye out and get these people. >> reporter: there are reports of similar crimes at other restaurants in the area. we're trying to confirm that with d.c. police. investigators have now tracked down the yacht hollywood starlet natalie wood was on the night she drowned 30 years ago. the splendour is being seized as evidence in the investigation. wood was partying on the yacht with her husband robert wagner and fellow actor christopher walken when she drowned. her death was ruled an accident but authorities say they now have new credible information about what happened that night. ryan nelson now owns the yacht which has been in hawaii for 15

years. >> this was the main salon. this is where they would have had the argument started. this was her state room. and so this is where she would have come to that fateful night and this door right here is where she would have gone to to go out to the swim step where the dinghy was tied. >> the captain of the yacht that night said on the "today" show yesterday wagner and wood had a tense argument the night wood died and believes wagner is responsible for her death. well, a local man held in aruba since august could soon be charged with murdering his travel companion. nbc news has learned prosecutors will ask a judge next week to hold gary giordano for one more 30-day detention period. the aruba solicitor general tells nbc news giordano could be charged with murder or intentional manslaughter by the third week of december. he's been in a jail in aruba since a maryland woman robyn gardner disappeared back in august. giordano says that gardner disappeared while snorkeling. prosecutors say they believe

there was probably foul play. another video has surfaced of the man accused of firing shots at the white house. oscar ortega hernandez shot a video just before coming to d.c. in it he appeals to oprah winfrey out of all people to help him spread his message. >> i am the modern day jesus christ that you all have been waiting for. so i ask you, oprah, better yet, i'm begging you, oprah. please cast me on to your show, oprah. it is so crucial that the world hears god's word. >> ortega hernandez is accused of trying to assassinate the president. investigators say a week ago he fired several shots at the white house. president obama was not home at the time. ortega was arrested earlier this week and is in jail in pittsburgh. just about an hour from now another round of talks in the debate over whether to raise taxi fares in arlington county. the county board will hold a

meeting this morning at 8:30 to allow for the public to comment on the proposed hike. board members could also vote on the fares as early as this morning. if passed the basic taxi fare would go up 25 cents and would add another oo cents for each passenger 12 years of age or older. taxies would be required to accept credit cards by april of 2012. about 9,000 taxi trips are taken in arlington every single day. the south capital street bridge is about 60 years old and the district is hoping for a complete makeover. d.c. officials are in the beginning stages of building a new bridge that would help ease the flow of traffic. it is expected to cost around $800 million with funding from the federal government to help d.c. pay for it. according to d dot officials the new bridge can't come soon enough. >> the bridge we have now is about 60 years old and we've made many repairs to the bridge. the design structure when that bridge was built is now

whittington. thank you for joining us. >> thank you. >> this is such a cool concept. we're not dispensing things that are unhealthy anymore. you truly are putting art in machines and instead of spending millions of dollars at an auction it's only a few dollars. tell us about it. >> well, it's just five bucks per piece. i start thed project in 1997 when i noticed that these old relics were being retired due to legislation and then just started inviting artists to be part of it. >> how many artists do you have now contributing pieces? we have a couple examples here. >> around 300 to 400 at any given time. >> they look like little packs of cigarettes size wise but we have a variety different things here -- wish bone, jewelry -- >> that is an artist from fargo, north dakota. he carves out wish bones. the one with the cow, that is a young artist who is about 8 years old justin mead from california. he works with his grandfather to make art. we have plenty of adult artists, you know, artists that do

triptics or prints or sculptor. >> you have some here in d.c. as well. >> yes. >> this is really about taking something old and making it new but also about bringing awareness when we talk about different artists trying to get their names out and getting their works out. >> yes. you know, i've always kind of been on my own as far as promoting my art, and i want to invite other artists to be part of this and get their work out there. it's just, you know, hard to do sometimes. >> we have some pictures of these machines here. what i thought was so interesting when i went to your website is that the actual machines themselves are decorated differently. >> yes. >> they are pieces of art in themselves. >> yes. i want each machine to have its own personality and reflect the place where it's going to be. so the one at pearl dive, you know, our hosts picked colors and they approved kind of what they want to have in there. so it's a big collaboration. >> how many of these across the nation? >> around 100 machines now.

starting on thanksgiving. j.c. penney says it will not open its doors until 4:00 a.m. the day after thanksgiving and that's still early but much later than the midnight openings of many of the rival stores. sears is also bucking the trend by opening at 4:00 a.m. several major retailers have gotten heavy criticism from their own employees this year because of the extreme early hours for the black friday rush. tough on the employees. >> expect some big discounts on clothing stores at the gap, banana republic, old navy this holiday season. the retailers have experienced a less than stellar past year, so they're looking for a strong finish to 2011. that means the stores are planning to, quote, compete aggressively on discounts to try and bring the shoppers in. well, $5 doesn't go very far these days. but you can get just about anything on one new website. from video editing to music producing. you can even pay someone to break up a relationship for you.

we'll check out this online swap meet tonight on news 4 at 11:00. plenty of people have crossed the entire continent of antarctica but one woman is looking to travel the frozen tundra on her own two legs. she quoted earlier today, quote at the base camp on union glacier in my tent, first night on the ice, great to be here. she is trying to set the record for the longest solo polar expedition by a woman more than 1,000 miles. she is expected to cross the continent in about 70 days. >> the 65th night. >> that's all well and good. >> oh, man. >> that would be cold. >> yeah. >> yikes. >> how do you train for something like that? >> you just sit in your freezer. no doubt. good luck to her. that is quite an ambitious undertaking. she is tougher than me. no doubt about that. >> i'd be scared of polar bears. >> ooh. >> well, there's that too.

32 now in gaithersburg and rockville. down to bethesda, silver spring, college park all at or below the freezing mark early this morning. 33 now in camp springs down toward rosariville. 29 degrees in fort belvar. upperville this morning, temperatures below freezing. now with the sunshine though things are starting to warm up just a touch. frederick had dropped down to 21 an hour ago and now all the way up to 25. 26 ow in martinsburg, west virginia. 32 down in fredericksburg, virginia along i-95. your day planner today temperatures are going to be warming up very quickly now that the sun is out there. low to mid 40s by 9:00 a.m. highs this afternoon up into the low 50s for a time so that'll be about a five to ten-degree improvement over what we had yesterday. and tomorrow, we'll have another five or ten degrees and put temperatures up into the 60s. so a nice little warming trend coming our way as we go on through the weekend. no rain drops anywhere near us. and there is that nice patch of clearing skies now across southern west virginia. that's coming our way for the rest of your saturday afternoon.

it is going to be a beautiful day to be outside today. a nice, sunny start to the weekend. the morning chill will burn away with the sunshine out there and another cool night coming tonight. but then southerly and southwesterly wind flow will allow for a milder start tomorrow morning at a much milder day tomorrow. the weather front though will eventually bring rain chances back in here as early as monday afternoon. so for today, mostly sunny. on the cool side. highs in the 50s. tomorrow, clouds will be on the increase. temperatures will be milder though up into the 60s and the week ahead shows rain chances for monday, tuesday, and the day before thanksgiving as well. thanksgiving day, itself, looks great. college football, trojans at oregon in eugene, 38 degrees. might even have rain/snow mix. carolina gamecocks taking on the bulldogs in columbia today. 50 degrees for that one. and the big game oklahoma down in waco taking on the baylor bears 70 degrees for that one and all of our hearts go out from all the oklahoma sooners to
